Bob Carpenter, 2650 Lake Court Drive., asked the status 5.
of the library.
Mayor Hankner explained the Library Board had said
they would come up with a proposal to present to the
County Commissioners within 30 days, and that deadline
is'near, and she reviewed what is known so far..
Mr. Carpenter asked if anything could be done about
the stop signs on Highway 10, as all stop lights take
so long to change.
Clerk/Administrator Pauley explained MnDOT will be
upgrading the controls for all signals sometime during
this construction season: and will be putting ir. new
timers as needed, which should help considerably. He
added that if that doesn't solve the problem, they will
ask MnDOT to look at it further.
Mayor Hankner explained the City has sent a resolution
to MnDOT asking that they look into a walk bridge
over Highway 10 at Silver Lake Road, but they have not
heard anything back yet.

proposed cor.eent agenda. He suggested the Council
might want to pull Item I for discussion, as it had
been placed on the consent agenda by mistake.
Motion/Second: Quick/Wuori to approve the consent
agenda, minus Item I, and waive the reading.

Mayor Hankner reported she had received a complaint
on animals, which will he discussed during the
public hearing on March 27.

powers agreement.
Public Works Director Minetor joined the meeting
at 7:15 PM.
Glenda Meizell, no address givent asked how use of
the facilities would be controlled. Park and Rec
Director Saarion explained it would be through the
joint powers agreement.
Motion/Second: Quick/Blanchard to approve Resolu-
tio- n No. 24 0, supporting the athletic complex on
the Twin. City Arsenal property, and waive the
reading.

Mayor Hankner explained the Council would be meeting
with the Commission members and Staff this Friday
night to set goals and budgeting for 1990, and the
Council will then meet with the department heads
on Saturday to further work on plans. She stated
they first need input from residents, in addition
to the survey done last spring, to find out what is
important and what the concerns of the residents are.
Claudia Forsen, no address given, stated she has a
problem with the building code, as people are moving
into her neighborhood who are not keeping up their
yards, or have too many dogs.
Mayor Hankner stated she has heard a good deal about
that type of problem in the past few months, and many
people are concerned about it. She stated they
would need the support of the residents to have any
ordinance to control this within the next few years.
Clerk/Administrator Pauley explained three dogs are
not allowed without a kennel, unless they are under

six months of age, and he recommended a complaint be
filed with the Police Department, who would handle it.
Mayor Hankner stat^a the most critical part of any
ordinance is the enforcement of it.
Police Chief Ramacher explained these complaints
would fall under public nuisance, and the Police Deoart-
ment needs complaints to be able to enforce the
ordinances, as they need to get the complaints on the
record.
Attorney Karney advised that judges tend to look more
favorably upon a complaint lodged by a resident, rather
than just by the Police Department.

Clerk/Administrator Pauley explained the Council will
receive a presentation by the Ramsey County Health
Department at their March 20 agenda session, concern-
ing environmental waste, and they will address the
issue then.
II Mayor Hankner noted the most recent city newsletter

Council will also be discussing the wetland issue.
Ron Langness, of Springstod, Inc., reviewed the bids
received for the tax increment bonds for the SYSCO
project, and recommended the low bid of Miller and
Schroeder, at 10.04%. They had estimated the rate to
be 9.83%. He explained the impact of the higher
interest rate will mean about $10,000 less will be
available to the developer.
Motion/Second: Hankner/Quick to approve Resolution
No. 2458, a7ithorizing and awarding the sala of, and
providing the forms, terms, covenants and directions
for $1,760,000 taxable general obligati•�n tax increment
bonds, Series 1989A, and pledging for the security
thereof tax increment from tax increment financing
District No. 3, and waive the reading.

Clerk/Administrator Pauley explained this was placed 13
on the agenda at the request of the Council, as a
continuation of the discussion from the last Council
meeting. He explained what has been done so far on
this study, and that this is the first district in
the City that this process has been started in.
Public Works Director Minetor asked that the study
be officially accepted and that Staff be authorized
to negotiate an agreement for the preliminary plans.

Public Works Director Minetor reported they should
have something back on Ardan Avenue within the next
two weeks to 30 days.
Mayor Hankner reviewed the concerns previously express- 14.
ed by the Council concerning the official newspaper of
the -City, with problems being Experienced in coverag:,
accuracy and delivery. The Council had approved a
three nonth period in January with the New Brighton
Bulletin, and that period will end on March 4.
Councilmember Blanchard stated she would be willing
to try the Focus and see how it works. She added she
is concerned with delivery and with how the news comes
out.

the City s o ficial newspaper for 1989, effective
March 4, 1989.

Ms. Meizell stated she felt the New Brighton Bulletin
was a New Brighton newspaper, and questioned whether
either paper would put Mounds view in its leader.
Harvey Rockwood, of the Focus, stated the pacer is
currently going to four northern suburban Ramsey
County communities, and beginning this week they
will split it into two separate groups, with common
material and items of special interest to the areas
involved.

perty in the City of Mounds View to connect to the

Police Chief Ramacher reviewed crime statistics for
1987,

the second year in a row, to purchase a bullet proof
vest, and he extended his thanks.
Mayor Hankner stated a letter of thanks would be sent
from the City.
Finance Director Brager was not present, and he will
give his report at the next Council meeting.
Public Works Director Minetor reviewed the building
department activity summary, as well as building
permit valuations by type, and the five year water
usage. He reviewed the activities of the street,
water and sewer departments, and reported work is
on schedule. In response to an inquiry by Council -
member Wuori, he stated the workers are required to
wear an orange vest anytime they are working in the
street, and he would check into a worker not wearing
one earlier in the day.

91 Park and Rec Director Saarion reviewed the statistics
of the Park and Rec programs and she thanked all the
employees who were involved in the running of the
department and the programs. She added programs can
be built around instructors and their various interests
or talents.
Attorney Karney requested the Council authorize
issuance of a check payable to Ernest LaPort, who
had litigation pending against the City and has
agreed to accept the City's offer of settlement.
Motion/Second: Wuori/Blanchard to approve the settle-
ment —in the case between the City of Mounds View and
Ernest LaPort in the amount of $1.000.

Councilmember Quick abstained from the vote, and it
was the concensus of the Council prior to the vote
that he could abstain.

Park and Rec Director Saarion reported Mounds View 23. Staff Report

received a Celebrate N.innesota grant for the
picnic shelter at Silver View Park. She explained
what the project is, and added that further infor-
mation will be forthcoming shortly.
Councilmember Blanchard had no report.
Councilioember Wuori reported she was asked to remind
the Council and Staff of the science fair at Pine-
wood Elementary School this Thursday. Judges are
needed.
Councilmember Quick reported he had been advised by
a resident of poor audio coverage of the cable cast
of Council meetings, specifically with coughing and
other noises overriding the conversation going on.

on possible corrections at the earliest possible

Mayor Hankner asked the status of the oipeline case.

Clerk/Administrator Paulev reported a settlement
conference is scheduled for the end of March, and it
will be discussed in --ecutive session.
Mayor Hankner reminded everyone of the goal setting
session for Friday and Saturday.
Mayor Hankner reported the Council will begin meeting
with the Planning Commission every other Saturday to
review the update of the Comp Plan, with the first
meeting scheduled for March 11.
Motion/Second: Hankner/Quick to set a meeting for
March 11 at 8:30 nM at the Mounds View City Hall, to
be a joint meeting between the Planning Commission
and City Council to review the update of the Comp
Plan.

Mayor Hankner reported Dynamic Designers would like to
come before the City with another proposal, but they
still owe money to the City for the last time they
were in. It was agreed to discuss further at the next

Mayor Hankner reported the County would like the City
to donate all City property for the library, rather
than have to purchase property. She brought up the
possibility of getting a community room attached, and
she also discussed the fact that a Maplewood facility
was being added in. Various options were discussed
and it was agreed to discuss further at the next agenda
session.
Mayor Hankner suggested that a future City newsletter
show which services are received from the State, County,
School District, or City, and show what those services
cost.
Mayor Hankner reviewed a property tax statement
received from a resident. She suggested people check
them overly closely upon receiving them.
Clerk/Administrator Pauley reported Sunnyside School 25. Report of

as a fund raiser. He expressed hope that the resi-
dents of Mounds View would support the Sunnyside
playground as well as they had supported the Pinewood -
playground.

Dear Don:
As we have discussed, I have been provided by Allan Anderson and Bill Franke of
Commercial Property Investments, Inc, with certain documents relating to the
Mounds View Business Park development. Li particuler, they have provided me with
the following documents:
1. a Certificate of Completion and Release of Forfeiture relating to the property
at Lot 2, Block 1, `founds View Buness Park Second Addition.
2. A Certificate of Completion and Release of Forfeiture relating to Lot 1, Block
2, Mounds View Business Park,
3. The letter from the rosevIlle Bank amending the Irrevocable Letter of Credit
No. 228 previously delivered in connection with the ?,founds V;ew Business Park
development under the terms of the Contract for Private Redevelopment.
4. A form of Asngnment, assumption and Consent rider which the Contract for
Private Redevelopment will be assigned from Everest Development, Ltd, and
Commercial Property Investments, Inc. to Multi -Tech Systems, Inc. as it relates
to the Multi -Tech property,
5. A form of irrevocable Letter of Credit to be issued in the amount of $108,785
to cover the obligations of Multi -Tech Systems, Inc. under Section 8.1 of the
Contract for Private Redevelopment.
After reviewing each of these documents, I find them to be consistent with the
requirements of the Contract for Private Redevelopment. I have not, however,
analyzed the financial calculatiorz supporting the developer's request for
disbursement of tax increment hinds, if you would like assistance in that regard,
.please let me know.

COUNTY OF RAMSEY
STATE OF MINNESOTA
A RESOLUTION ESTABLISHING A VEHICLE E EQUIPMENT
REPLACEMENT FUND
WHEREAS, during the 1989 Budget process Council approved
the concept of a vehicle and equipnenL replacement program;
and
WHEREAS, the Council desires to finance periodic
replaQement of City vehicles and equipment by annual budgetary
transfers to a special fund;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Mounds View
1. There is hereby established and created a separate and
special fund designated as the Vehicle & Equipment Replacement
Fund, which the Clerk -Administrator- and Finance
Director/Treasurer shall maintain on the official accounting
records and financial statements of the City and administer in
C; accordance with this resolution.
2. This Fund shall only be used to purchase vehicles and
equipment pursuant to City purchasing policy.
3. There shall be deposited in the Fund such monies as may be
directed by Council. These may include budgetary
appropriations, interfund transfers and proceeds from the
issuance of Equipment Debt Certificates or Capital Notes.

Project 88-15
We received bids on Thursday, March 9th at lo:oo a.m. for this
project. Eleven bids were submitted ranging from a low of
$517,929.50 to a high of $956,808.23. The engineers estimate was
$691,235. The apparent low bidder was Lametti and Sons. Westwoed
Professional Services is preparing a detailed bid tabulation and
checking for discrepancies. If any problems arise, there will be
an additional written recommendation on Monday night. At this
time, I would recommend award to the apparent low bidder in the
amount of their bid plus a 10 percent contingency tar a total of
$569,722.
