CITY OF MOUNDS VIEW

STATE OF MINNESOTA
AWARDING A CONTRACT TO NORTHWEST ASPHALT FOR THE 2025 STREET
PROJECT
WHEREAS, the City is in the process of rehabilitating streets that were not included
in the 2007 Street Rehabilitation Plan. The 2025 proposed street project includes the
following:
• Bronson Drive from Long Lake Road to Edgewood Drive
• Bronson Drive from Edgewood Drive to Quincy Street
• Edgewood Drive and Pinewood Circle cul-de-sacs
• Construction of a parking lot in the City Hall campus near the Splash Down amenity
WHEREAS, this project will include pavement rehabilitation and drainage
improvements; and
WHEREAS, the City Council has approved the plans and specifications and
authorized the advertisement for bid resolution; and
WHEREAS, this project was advertised a minimum of 21 days as required; and
WHEREAS, pursuant to an advertisement for City Project 2024 C-11 the 2025 Street
Rehabilitation Project, bids were received, opened and tabulated according to the law, and
the following bids were received complying with the advertisement:

WHEREAS, the responsive low bidder is Northwest Asphalt of Shakopee MN for the
2025 Street Rehabilitation Project; and
WHEREAS, Staff recommends the City Council adopt this Resolution accepting the
bids and awarding the contract to Northwest Asphalt for the 2025 Street Improvement Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The City hereby accepts the bid proposal submitted by Northwest Asphalt with a
base bid of $892,760.00.
2. Bid alternate 1 of $133,985.23 for installing a 6' sidewalk along Bronson Drive
between Long Lake Road and Edgewood Drive.
3. Bid alternate 2 of $45,944.24 for installing a sidewalk on Long Lake Road North of
Bronson Drive.
4. Bid alternate 3 of $15,660.11 for installing a sidewalk on Long Lake Road South
of Bronson Drive.
5. Stantec is authorized to provide professional services associated with the
construction phase of the Project with compensation on an hourly basis with
reimbursable expenses for an estimated maximum fee of $64,000.00
6. American Engineering Testing, Inc. (AET) is authorized to provide testing
engineering services during the construction phase of the project with
compensation on an hourly basis with reimbursable expenses for an estimated
maximum fee of $32,321.00
7. The Director of Public Works is authorized to make approvals related to contract
modifications during construction of the Project following the Purchasing Policy for
up to a combined total of $108,834.96 (contingency) on behalf of the City Council.

8. Upon satisfactory review of the prepared construction contract and documentation
by the City Attorney, the Mayor and City Administrator are hereby authorized and
directed, for and on behalf of the City, to execute and enter into said construction
contract with Northwest Asphalt, Inc.
9. Funding will be from the Street Improvement Fund, 485-4470-7050.
10. The Mayor and City Administrator are hereby authorized and directed to execute
all appropriate documents to effectuate the actions contemplated by this
resolution.
11. The Mayor and City Administrator, Staff and consultants are hereby authorized
and directed to take any and all additional steps and actions necessary or
convenient in order to accomplish the intent of this Resolution.
