A RESOLUTION APPROVING THE HIRE OF KYLE SMITH
TO PUBLIC WORKS MAINTENANCE WORKER UTILITY DIVISION POSITION
WHEREAS, upon direction from the Mounds View City Council and in accordance with the Public
Works Collective Bargaining Unit Labor Agreement, the Public Works Maintenance Worker Utility Division
position was advertised internally for five (5) days, then posted externally for qualified candidates to apply;
and,
WHEREAS, Kyle Smith's work ethic and attitude were determined to most closely match the needs
of the Public Works Department and job description; and,
WHEREAS, the hiring procedures consisted of an oral interview, pre -employment physical and
drug testing, reference and background checks, and a hiring assessment conducted by an outside vendor,
and;
WHEREAS, Mr. Smith will be a member of the Public Works Collective Bargaining Unit, and subject
to the established job classification system with regard to the pay scale as set forth in the Public Works
Labor Agreement; and,
WHEREAS, Mr. Smith will begin employment as a Grade 5, Step 1 of the pay scale based on the
Public Works Collective Bargaining Unit Labor Agreement, which is $29.90 per hour; and,

WHEREAS, Mr. Smith will begin employment on or around April 15, 2025; and,
WHEREAS, Mr. Smith will be subject to an 18 month probationary period as stated in the Public
Works Labor Agreement.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby approve
the hire of Kyle Smith to the Maintenance Worker Utility Division Position within the Public Works
Department, at Grade 5, Step 1 of the pay plan (currently $29.90/hour); Eligible for a Step 2 increase based
on successful job performance on the six-month anniversary of his hire date; Eligible for a Step 3 increase
based on successful job performance on the one-year anniversary of his hire date; an 18 month
probationary period; 15 days of vacation and all other benefits as outlined in the personnel manual; and
employment to commence on or around April 15, 2025.
