ROLL CALL: Commissioners: Arel, Bankston, Bosneag II, Lundberg, Palm, Mills, Wake Vyiesner Staff: Peterson I Szurek I Thomas *to be absent 3. APPROVAL OF AGENDA: Motion to approve by Palm, with the switch of Items 5 and 6. 2nd approval with changes by Mills. Motion Passes 6-0 4. APPROVAL OF MINUTES - February 27, 2025: Motion to approve by Bosneag II, 2nd by Lundberg. Motion Passed 6-0 5. SPECIAL BUSINESS A. National Fitness Campaign — Blue Cross Blue Shield of Mn — Presentation — Don. Staff met with representatives from this campaign. Looking at electronic device data, the program saw that the busiest parks are City Hall and Silverview Park. City Hall is more visible in the area behind the building where the old playground used to be. There are several opportunities around the state and grants are available for $50-60K. Total cost is roughly $236K for the fitness equipment area and the flat fitness space on the back side. If we just want the fitness court - about $174K. NFC would come in and train local instructors to run fitness programs. WSB says that we could look at other grant funding to help out as well, but suggests not to have it at City Hall due to the amount of things already here. We could move some things, but should not add to it. Longevity of equipment is suspected to be about the same as a playground, about 20 years. Questions for Staff: Is there maintenance needed for the winter months? Any other maintenance would come at a cost to the city. There would be no fee to use it, so it is all paid by the city. With the MVCC fitness and two fitness facilities within the city, how can we incorporate the fitness businesses into this opportunity? Thomas says people can be trained and MVCC can run fitness classes at the space. What's the cost to the company for the app and upgrades? What's the tech support? How do we keep the vandalism, noise, usage down during off hours? Can we get information from Columbia Heights about their experience and possibly data usage from the app? 6. PUBLIC INPUT Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. Resident at 5219 Skiba Drive has questions about rentals at Hodges Park: hours, capacity, purpose of rental disclosure, noise/outdoor music, parking, exclusive usage, and bathroom satellite location. Questions were answered by City Staff. Resident was encouraged to call the police if she feels there are things happening outside of the rental parameters. It is app based on the equipment. 7. STAFF REPORTS A. Parks and Recreation - Andy: See attached report. B. Public Works — Pete: See attached report. Woodcrest Playground has been removed. We have some grant money to help pay for cleanup at Silverview and Arden. Staff is talking with Ramsey County regarding condition of fencing since now it's all visible. Can we do a better job of communicating to area residents regarding what's going to happen at area parks to help minimize questions? 8. UNFINISHED BUSINESS A. Fence quote for lacrosse field — Pete verbal update. Waiting until we get more information about the field and where the fence should go before we commit to installation. B. Community Garden update. Pete verbal update. Put in new posts and fencing. Trees have been trimmed to allow more sunlight. Woodchips are ready to go. Still need to put in irrigation heads, but can hook up to existing irrigation. Community Garden Club is talking about getting a rain barrel since there will be no water pump/spigot for on -demand water. C. Story trail is offered in Spanish on some stories. Pete verbal update. Possible pop-up park events in July could connect with the story trails. D. Zip Line at Hodges Park — Pete verbal update. Cost to move it would be about $12K and does not include site prep. $31 K total to move the zipline and add some swings at $6K. Are there noise buffers that we could purchase to add to the existing zipline? Can we remove the zipline slide for a while to see if the complaint is from the noise of the zipline, or from something else before we commit to spending $31 K? Direct Staff to investigate noise buffers, Take the component down for about 3 weeks, notify area residents about the removal, and see what feedback we get before the next meeting. Is it just moving the zipline noise or moving the kids that use it? Where could it fit at City Hall Park or Silverview? 9. NEW BUSINESS A. Coach of the year- Andy: In honor of Patrick "Homer' Holmes who died in the 35W Bridge collapse. Motion by Palm to nominate Coach #4 as this year's recipient of the Coach of the Year 2025. 2nd by Bosnian II. Motion Passed 6-0. B. 2026 Budget — Capital Park Improvement Plan — Don: Commissioners are asked to come back in April with our priorities. Do not need to consider blue and green highlighted items. 10. COMMISSIONER REPORTS: The city will dedicate the first responders section of the Tribute Park at the MVPD/SBMFD softball game on September 13th and the veterans' section will be dedicated in November for Veterans' Day. The rehab on the mermaid has been completed and the city is working on when and where we can install her at the Mermaid property. KnightKrawler Robotics will be at the U of M, at Mariucci Arena on April 4 and 5. The event is free. 11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: Girl Scout Troop would like to come visit in April to discuss installing a Little Free Library location at Groveland Park. Need to choose the parks for our annual park tour in May. Have MVCC Staff come to talk about the programs. 12. Next Regular Commission Meeting: April 24th, 2025 13.
