Mayor Links explained the boulevard is County property.
He added the City has pointed out the problems when
they were in court before.
Attorney Meyers explained Williams is continuously

order that Williams is to keep the City informed on

Attorney Eleyers replied the Office of Pipeline Safety
is responsible, but he does not feel it has been done
properly, and the work has bean dovered up at times
without calling for an'inspection. He added the City =I
is still in court regarding che issue of safety of the
pipeline, and they should be back in court sometime€
after November, and this issue of removal and recover-
ing of the line will be addressed than. He stated the
City has a court order prohibiting it from interferring
withthethe work being done on the ] ine. �
Steve Lzgell, no address given, stated he is anew
resident to Mounds View and would like to build a
garage that is larger than code permits and asked what
procedure must be followed.
Mayor Linke advised him to come into City Hall during
regular business hours, at which time someone on Staff
will outline for him the procedure to be followed. He
stated it takes approximately 30 days for the process,
and he must go before the Plann;ng Commission with his
varia ce reguebt.

continue to have a water problem in the area, and
would have increased traffic, and would need a walk
entrance to the park and better lighting, and he
feels the park is too small for this type of
addition. Mr,. Foster stated they do not need a
parking lot there fof neighborhood residents, and
as far as he is concerned, other residents of the
City who would have to drive there And want to use
it could go to New Brighton or Bloomington instead,
and use their parks.
Mr. Foster asked that if the Council stays with

their decision on Random Park, to at least reconsider
the placement of the building and the need for such

Charlie Crook, 5231 Skiba Drive, stated the Council had
told them previously that the problem in moving the
building from Random Park was money and asked why they
should spend more money now. He stated if tha Council
wants to make people happy, they could,find a way.'
Fran Mueller, 5226 Skiba Drive, stated she is against
the building at Random Park, but can rffer no solution.

company will think of having the building on top of the

down Long Lake Road, and if the pipeline broke again,
it would flow into the park.
Mrs. Mueller stated she is worried the pipeline company
will think the City is lax if they place the building
there.
Mary Jane Czech, 5214 Skiba Drive, stated she feels
the park is too small for th- building, and she doesn't
want it there.
Pat Crook, 5231 Skiba Drive, stated her grandchildren
do not like the location of the building there.
Mike Finstimacher, 5219 Skiba Drive, stated he had taken
pictures of the area during the last storm, and the water
was very high, and something would hava to be done about it.

Mayor Linke replied it is already planned.
Mr. Frits stated he lives near Hillview Park, where
there is a problem tgith people parking on the road
and dropping children off, and he asked if the Council
will be responbive to the needd of the people, which
have been expressed.
Mayor Links replied there is no parking lot at Hillview
Park, other than during the winter, and the area Mr.
Frits mentioned is not to be used for parking.
Councilmember Hankeer stated the Council had hoped to
be able to find the financial resouurceshtC to be used for
alternate plans for the building, y

facing severe budget cuts and the money is just: not
available to move the building again. She stated the
Council had planned to do something for the citizens _
as a whole, and not just for the immediate neighborhood.
She stated she personally cannot support any spending
of money that does not exist.
Mr. Frits suggested the City sell the building.
Councilmember Hankner expressed her frustration with
citizens who do not want to participate in anything
until after the fact, if they do not lice it. She
�.' stated she personally tried her best to get citizen
input, and the Council must weigh the property rights, :3
and she pointed out Random Park is City property, and z
it does not belong to any particular individual, norb
is it there for their exclusive use. -

and he has been informed that in order to apply, a

attorneys involved'that the Council is interested in
getting back to a restaurant operation, as it was
originally with the Anchor Inn, when the liquor license
was first issued.
Mayor Linke reported Mr. Povlitzki has asked to meet
with the Council at their next agenda session, on
August 37.

h + The equipment to be furnished under this specification
shall be essentially the standard product of the
manufacturer. All equipment shall be of the best quality
nonmally used for the purpose in good commercial practice "*•
and shall be the products or reputable manufacturer's. 3H
Each major component of equipment shall have the
manufacturer's name, address and serial number securely
affixed in a conspicuous place. The name plate of a
distributing agent only will not be acceptable. The
-equipment shall be designed and built in a strict
accordance with the applicable sp2cifirations, codes and
regulations.
7. The successful bidder shall furnish and deliver FOB City
of Mounds View one damp truckand plowing equipment as
proposed and agreed to in the Proposal Form and meeting
the requirements herein specified.
8. The unit shall be new and of the latest design.
9. Acceptance is subject to inspection and approval of the
unit when delivered. Delivery shall be as soon as
possible but no later than 90 days after bid approval.

As requested, I have reviewed.the preliminary engineering aspects
of the Greenfield Estates preliminary plat. I find that the .
proposal is generally adequate from an engineering standpoint.
-
I have noted several items which ahouid be addressed in the -
construction plans which are not necessarily conditions of
preliminary plat approval. Sanitary sewer and waterservices
will need to be extended tc all lots. This will mean that lots
16 and 17 will need to be served by services which will cut into
Edgewood Drive nee.r Pinewood Circle. The services for lot 18 can
be taken off the existing sanitary sewer and water in the
easement along the south side of the lot. There will alsoheed'-
to be sewer and water service cuts into Nillview Road to serve
the numbar of lots proposed.
The existing portion of Edgewood Drive from County Rd. I to
Pinewood Circle has no concrete curb and gutter. The developer
of the Edgewood Square plat put the 32' roadway in at his own
expense. It 'Mould seem appropriate if the developer of
Greenfield Entatea put the concrete curb and gutter in to bring
this roadway up to city standards.
We have reviewed the grading and drainage situation in soma
detail relative to the city coda and ordinances. We find that
the proposed grading and drainage plan is adequate. The existing
floodplain elevation is 903. We find that the flood level after
development of this project will be at or below elevation 903.
The lowest level of all the homes around the wetland area should
therefore be set at a minimum elevation of 905.
The culvert proposed ender Edgawood Drive is rdequate for a 5-
year design storm. The storm sewer system discharging water• to
this plat from the west has previoualy been identified as
inadequate for a 5-year design storm. Therefore, the 36"
reinforced concrete culvert proposed will convey at leas+-. as much
water as the storm sewer system to the west can deliver. During
the 100 year storm event, however, the culvert would not be
adequa'ie. Therhfore, the roadway elevation should be lowered to
homewith a 905
elevation 903 of slightly higher so the ordinances, the ponding

RE: PROPOSED 1988 BUDGET
GENERAL OVERVIEW
I am pleased to submit for your consideration the Proposed 1988
Budget. The General Fund Budget of $2,179,349 is 3.48% more than
the 1907 Budget of $2,106,117. Recreation Activity Fund proposes
a Budget'of $102,331 which will be financed by fees charged
participants of recreation programs. Continuation of the
Forestry Program, in which the Cities of Mounds View and New
Brighton share the costs of the salary of a Forester, is recom-
mended for 1988. Our costs are estimated at $44,138. These
costs are 37.9% more than 1987 costs of $32,011. A or000sal to
purchase a new pickup truck and a comparable worth salary adjust-
ment given the Forester account for this increase. A new Fund
has been established to account for the receipt of Cable TV
„I
franchise fees and expenditures related to the televising of City
=r.
Council meetings and the production of televising of other:
programs over the public access channel. The Fund has been given
ti:e unoriginal but d±ccciptive name of Cable TV Fund. The Funds.
1988 Budget is estimated to be $15,000. No rate increases are
proposed for the Water & Sewer Utility Funds. Present rates have
been in effect since January 1, 1986.
Proposed 1988 property taxes conform to the new property tax levy
limit law adopted by the 1987 State Legislature.' It is estimated
that a City property tax levy of 14.989 mills would be required
should this BudgeC be adopted. This estimate is based upon esti-
mated assessed values provided by Ramsey County and last year's
fiscal disparities values as an estimate of 198& fiscal dispari-
ties has not yet been prepared. This estimated levy is 1.298

mills more than the 1987 City levy of 13.691 mills.

GENERAL FUND EXPENDITURES
No additional full time or part time personnel are proposed for
1988. Currently approved staffing levels will be maintained
throughout 1988.
The following is an overview of each department's proposed
budget. Policy questions are posed +n this memorandum. They are
discussed in detail in specific deparumental budget narratives
and then summarized at the end of this memorandum. Council's
direction with respect. to each of these policy questions is
requested.
Council. Mayor & Council salaries are budgeted at present
levels. Should these be raised State law provides that they may
not become effective until after a municipal election. Staff
awaits Council direction on this matter.
Costs of a Council -Staff goal setting session ($3,000) have been
budgeted since one was conducted during 1987. Should one be
scheduled for. !g887
The City's contrib4cion toward operation of the Care -A -Van
($2,000) has been hudgeted as a request was received from

Community Education. Should the City contribute to the operation
of the Care -A -Van in 1988?
For many years the City has contributed $933 for the operation of
the North Suburban Developmental Achievenent Center. During that
time the i;ity has not received any information, even though
requested, About the operations of the Center or whether it has
served any Mounds View residents. Should the City continue to
contribute to the Center?
Commissions. Costs of the Planning Commission's recording
secretary, training/conferences, the repayment of the loan for
the Comprehensive Plan Update to the Metropolitan Council and
Festival expenses are budgeted in this Account. The Festival
Account does not reflect the entire cost of conducting the
Festival in The Park. Costs of City staff's time preparing,
setting up, and conducting the Festival are not cherged to this
Account but charged to various departmental accounts. Staff
estimates that were these costs added to the Festival Account
costs reported would, at a minimum, be doubled. Should staff's
time by budgeted in the Festival Account?
�Planning. Reorganization of the Public Works/Community
Development Department provided for the creation of the position
of City Planner. Staff proposes creation of a planning
department for budget purposes. fur the 1983 Budget, staff
proposes inclusion of the sew, y of the Planner and one=half the
salary of the Public Works Department Secretary plus supplies be
included in the Planning Budget.
Elections. Costs associated with the conduct of the Primary and
General Elections have been budgeted in these accounts. No
change is proposed in salaries paid to election judges.
Finance. Finance Department contractual services are budgeted at
an amount less than that which was budgeted in 1987. This is
because costs of data processing paid to Ramsey County are no
longer necessary since we are now using our own computer
exclusively. operating costs of our In-house computer system are
budgeted in the City Hall accounts.
Lam. Legal expenses have exceeded budget estimates the past
three veats. First, the costs of the airport lawsuit and now
expenses of dealt„g with the pipeline have caused expenses of
these accounts to be over budget. Should more be budgeted for
legal expenses? Staff has budgeted what should be enough for
normal costs (not including pipeline and airpor'_ costs) plus
$10,000 for a minor lawsuit (i.e. Highway 10 Radiator). Expenses
for an airport or pipeline nituation have not been budgeted.
Staff seeks Council direction on how to finance future pipeline
expenses. Last year's (1986) ;ipeline expenses were $171,585.
The General Fund absorbed those expenses through a combination of
a 1986 Budget surplus and a draw down of undesignated Fund

Capital Outlay. Proposed Capital Outlay expenditures are
detailed on the attached Capaital Outlay sheets. Requested 1988
General Fund Capital Outlay totals $166,695. Comments on these
requests follow:
The Finance Department is requesting a decollator whose cost of
$550 is proposed'to be shared by the General, Water and Sewer
Funds " dccollstcr is a device that removes Carbon manors from
multi -part computer forms. When the City's data processing was
done by Ramsey County, decollating of our computer forms was done
by the County on their equipment. Now that we have our own
computer we haSe'need for a decollator. Presently Finance staff
is decollating by hand. Financial Analysis software previously
requested was a victim of.budget reductions which were necessary
to achieve a balanced budget proposal. This software will be
proposed in 1999.
Replacement of the heating/air conditioning system at City Hall
is proposed for 1988. The present system needs repairs
frequently and is not energy efficient. Repainting and
recarpeting of the Council room is proposed for 1988. The carpet
in the room is beginning to show signs of wear and so is the
paint on the walls. Replacement of Council chairs, requested in
the first round of budget hearings, is being deferred until 1989,
The Police Department is requesting the replacement of equipment
whose useful lives will expire in 1988: a squad car, mobile
radio and a radar unit. In an effort to improve the efficiency
of their office the Department has requested a word processing
package from MaSys Corporation that retrieves data from the
police records management software and places the data in t}ca
word processing system for report writing on various Police
activities. During second round departmental budget hearings the ,
Police Chief advised that the purchase of dictaphones and
transcription equipment, requested in the first round of S
hearings, could be deferred until 1989.
The Maintenance Garage requests the purchase of a mobile radio to
replace outmoded/outdated equipment. This purchase is intended
to be a continuation of their program of replacing radio
equipment over a number of years.
Storm sewer line repair requested by the Street Department should
be financed by the Storm Water Management Fund and has not been
included in the General Fund Budget. Street Maintenance
requested is a continuation of a multi -year program of street
repairs and seelcoating. This program is financed by a transfer
of funds from the Silver Lake Wonds Construction Fund.
All items listed under Parks Department are those contained in a
five year Parks Improvement Program proposed by the Parks
Commission and presented to the Council in the spring of 1987.

Recreation Activity Fund.
Park 6 Recreation staff has prepared their plan of recreation

Recreation, Adult. Recreation, General Recreation and the Aquatics
Program. A listing of each individual activity planned is
contained in the detailed budget book available to you.
Lakeside Park.
The Lakeside Park Fund accounts for the operation of swimming
programs at the Park and the maintenance of the buil.dincjs and
grounds. Costs are shared with the City of Spring Lake Park.
The proposed 1986 Budget for the Park is $22,222.

Forestry Fund.
Expenditures of $33,538 are proposed for Forestry operations
during 1988. This is an increase of 5.13% over the costs of 1987
budgeted operations. This increase is attributable to a'
comparable worth wage adjustment given to the Forester during
1987. A new pickup truck to replace the present Forestry vehicle, is proposed. Staff proposes that the truck be financed by
issuance of a Capital Note and a special property tax levy to
repay the note.
Cable TV Fund.
Staff proposes the creation of a Cable TV Fund to account for
franchise fees received from Cable TV North Central, Inc.
Pursuant to the Cable TV franchise agreement these fees may only
be used for Cable TV related purposes. Staff proposes total
expenditures of $15,000 to be used for televising Council
meetings and public information broAdcasts and repairs to
equipment. The proposed expenditure budget is based upon
anticipated franchise fees less expenses of the North Central
Cable TV Commission.
Debt Redemption.
Bonding agreements for the Advance Refunding Bonds of 1976
provide for a debt service tax levy of $11,600 in 19BB, A recent
study of the city's bonded indebtedness indicated that, due to
prepayments of special assessments and favorable interest
earnings, this 1.vy could be reduced by 25% or $2,900. Thus, a
property tax levy of $8,700 is required in 1988 for bonded debt.

treatment. These costs are estimated at $402,792 and represent.

Continuation of the City's Long Term Capital Improvements and
Maintenance Program is contained within the Sewer Fund's 1988
Budget. Program expenditures for 1988 are estimated at $75,900.
The Fund's estimated net income for 1988 is $2,292 compared to
estimated I987 net income of $2,573.
REVENUES
General Fund.
Overall General Fund revenues of $2,179,349 are estimated to be
3.48% greater than estimated 1987 revenues of $2,106,117. Thc
attached General Fund Revenue Detail lists various General Fund
revenues estimated for 1988 by category. P review of these
revenues is presented below:
General property taxes account for the present year's property
tax levy plus collections of delinquent taxes and penalties and
interest on delinquent tax collections. Current Ad Valorem
represents the General Fund's share of the proposed 1988 tax
levy. Estimated Current Ad Valorem taxes for the General Fund

are estimated to be $1,013,652 in 1988, This is an increase of
8.13% over 1987's levy of $937,458. This is greater than would
be expected given the limitation of a 38 increase to the City's
levy limit base pursuant to State Law. The reason is the
relationship of local government aids and limited property
taxes. he City's levy limit base is the sum of the City's
previous property tax levy plus local government aids. This base
is adjusted for population growth and infiation. The City's
population increased 28 from 1986 to 1987 and an iseflation
increase of 38 was permitted. Thus, our levy limit base was
increased by 58.for 1980. The City's property tax limit is
obtained by subtracting certified 1908 local government aid from
the adjusted levy limit base. Certified 1988 local government
aid is Lhe same amount as that scheduled to be received during
1987. Because the levy limit base (of which local goverment aids
is a part) was increased but local government aids remained
constant., property taxec thus increase by a rate greater than the
rate at which the levy limit base increased. Collections of
delinquent taxes and penalties and interest are estimated to be
the same in 1988 as in 1937.
Licenses and permits account for 'fees charged for the iesuaace of
various types of business licenses and building permits.
Estimated license fees are $53,801 for 1988 compared to $50,785
11, 1987. Permits are estimated to be $38,000 compared to $39,700
for 1987.
Fines 6 Forfeits account for the City's share of Ramsey County
Municipal Court fines and Highway patrol fines plus
Administrative Offenses. Estimates of Court ffinesand

Homestead Credit Aid is included in Account 3010, Current Ad
Valorem Property Taxes and will be transferred to Account 3315,
Homestead Credits when available from Ramsey County. Local
Government Aid in 1988 will be the same amount received in 1987.
Police Aid is expected to increase by approximately $6,000 in
1988 according to information provided by the League of Minnesota
Cities. Minnesota State Aids -Streets and County State Aid is
expected to remain approximately the same in 1988 as in 1987.
Total Intergovernmental Revenues of $675,957 are expected in 1988
compared to $66n,365 for 1987.

$102,331. The Fund is operated on a break even basis in order to
offer recreation programs to residents at the least possible
cost.
Lakeside Park Fund.
Contributions from the Cities of Spring lake Park and Mounds View
are used for operations of Lakeside Park. A contribution of
$11,500 will be requested from each City in 1988.
Forestry Funs'..
The Forestry Fund's operations are supported primarily by the
property tax levy. Property tax levies of $28,460 for the
Forestry Fund in 1988 are 8.13% greater than 1987 levies. The
Forestry increase is the same increase provided the General Fund
under the levy limitation law. Rei.mbu-sements of $5,000 for
removal of diseased trees from private property has been
budgeted. That amount is based upon past reimbursements.
$10,669 is needed for the purchase of a new pickup truck. As
mentioned in the Forestry expenditure commentary this could be
raised by a special property tax levy. Staff seeks Council
direction on this matter.
PROPERTY TAXES

speak to the Council against the motion that had been
passed at the July 13 meetina regarding the placement
of the portable classroom building at Random Park, and
the Council agreed at that time to place the issue on

Councilmember Hankner reviewed the history of the build-
ing, from the time the offer was received from the
School District in. March, through the many times it was
4iscussed by the Council, and the two public hearings
that were held,'both at the Park and Rec Commission
level and Council level, up to the ection taken by the
Council on July 13. She stated many hours of discussion'
had taken place in reaching the decision that was
reached, and she also st.>ted she would like the air
cleared regarding statements made by various individuals
who said they were given conflicting dates of when the
item was going to be discussed. She pointed out that
minutes clearly state what discussion took place and
when it was going to be discussed again.
Charles Crook, 5231 Skiba Drive, stated that he. had
attended the Park and Rec and Council hearings and said
then that he did not want the building placed at
Random Park, and he personally does not know of anyone
in the neighborhood who wants it there, and suggested
Edgewood Community Center as an alternate site. He
added they prefer the park the way it is at this time
and do not want to --cc it changed, or the use increased
with the placement of the building there. Mr. Crook
also stated that if bumping is a problem at Edgewood,
the City should get an explanation of why it is
happening. Mr. Crook presented the Council with a
petition of approximately 85 signatures, signed by
people who are against the location at Random Park. He
also asked if soil tests had been done, and the results
of those tests, and if the parking lot would wash
away with heavy rain. He stated he -would like to see
the park remain a play area for the neighborhood tots
and not change.
Mr. Crook stated he feels the proposed functions for
the building are community rather than neighborhood and
he also suggested placement of the building at City Hall
or Woodcrest Park.
Pat Crook, 5231 Skiba Drive, si-ated she had carried the
petition around and explained to each person about the
placement of the building at Random P'irk, and the
people who signed the petition do not want it there.
She added she does not feel the existing parks are being
used properly now.
Judy Rowley, 2562 Ridge Lane, stated she had passed out
information to many of the neighborhood residents, with
her sources being memos from the Park and Rec Commission,
and what was printed in the newspaper. She pointed out
the 5 year capital improve --ant plan does not show any
plan for this at Random Park.

��ppqq Jan Lindberg, 5236 Red Oak Drive, stated she is a Girl
C..r'Scout leader for two different troops, and she would
like to see the building placed at Random Park. She
presented the Council with a petition of signatures
from the parents,of her Girl Scouts, stating they would
like the building placed there. She also pointed out
it is a nice building for people in the neighborhood
to use, for such things as block parties, card parties
and so forth. She added she does not feel Woodcrest
would be a good option at this time for placement of
the building. She also stated that Rando-.. Park would
be a good location as students could walk there from
school, and not require their parents to leave work
to pick them up from school to drive them to their
activities, and parking would not be a problem for
the two groups she is involved with.
Mary Ann Wey, 5220 Skiba, stated the park is nice for
tiny tots and she does not want any added traffic there.
Dan Boxrud, of Short -Elliott -Hendrickson, reviewed the
apnpral drainage issue'; for the area, stating that 'he
intersection of Long Lake Road and Ridge Lane does
flood at times, and there is an emergency overflow
to the southeast. He added that it any char.?es are
made to Random Park, it would be extremely difficult
to calculate the effect it would have. He pointed
out that one yard should have the landscape berm cut
back approximately 0 on both ends, to better facility
drainage from the back yards. Fie also recommended the
sliding hill be modified slightly to continue drainage
along the north side of the building to the Long Lake
Road ditch.
Mr. Boxrud reviewed his recommendation on construction
of the parking lot, stating that only the amcunt of
fill necessary to reach the grade of the building,
convey storm water along the north side of the lot
and accomodate a driveway culvert should be placed, with
the parking lot Silted to the southwest to avoid filling
as much as possible. He also recommended an 18"
corrugated metal pipe be laid under the driveway.
Councilmember Quick stated they plan to have four courses
of block under the building, and questioned if it could'
flood. Mr. Boxrud replied that it should not, as the
water woul•: run off to the southeast, and he presented
an overhead of the topography of the area.
Tom Poster, 2516 Ridge Lane, questioned the capaciL,
of the storm sewer system, and Mr. Crook stated the area
has flooded 5 times in the past 3 years.

Mr. Boxrud explained that when Silver Lake Woods pond
was constructed, it reduced the outflow down toward
Random Park, and actually help=d the Random Park area
out. .
Mrs. Rowley stated there is still a problem with flood-
ing at the intersection, and asked if the Council was
willing to spend money on studies of the storm drainage
issue, for a park development the neighborhood does not
want.
Councilmember Hankner stated that until the residents of
the City are ready to agree to finance a project for a
storm sewer system, there will continue to be areas of
the City that will have and do have a definite problem.
She stated that tha drainage issue must be addressed,
and she .is personally frustrated at this tiine, as the
question of the placement of the park building came up
five months ago, and was discussed many times and
thoroughly by the Council, using resident input, and
a decision was made on July 13 on the placement of the
building, and a good deal of money has already been
•nt in placing the building at Random Park, and she
asked where the .noney is going to come from if the
building is going to be moved again. She reviewed the
financial cuts that have been imposed on the City b;.
the State Legislature and the impact they will be
having on the City.
Mr. Foster stated the Council shculd pursue the use at
Edgewood, and he would like to hear back from the
Council on that effort.
Park Director Saarion explained the City does have a
joint powers agreement with the School District, but
+Me nice-rirt has a num*-er one Priority on the use of
the facility, with the City having a number two priority,
and other groups having a three or four priority. She
stated the City can put in a request for use of the
facilities and get permission for it, back from the
School District, and then later get a call that they
have been bumped at the last m.ij.ute. She aiddd that
if the Cicy attempts to go to another location, ii can
run into considerably higher cost, which was not
originally budgeted for. She also explained the City
has tried for the past 12 years to reach a more workable
agreement with the District, but has not been successful.
Acting Mayor Blanchard summarized that the Council is
cognizant of the concerns expressed, and they will take
those comments under advisement, and will let th.
residents know if the issue is going to be discussed
further at the next regular meeting.

normal routine work, thoy did special projects such

explained why Mounds View went fron 57 to 24 highest AIA

1986, and noted they were down overall.
Chief Ramacher reported Super America had donates:
$250 toward the purchase ca bullet proof vest for
the Police Department. He explained all officers now
have'one and are required to wear it while on duty.
He also reported the new, unmarked car is working out
well.
Park Director Saarion presented the Council with the
second quarter department report for. the Parks,
Recreation and Forestry department and reviewed the
activities they had undertnkrn.
