Kathy Ayaz, 7751 Bona Road, asked if the Harstad Company had given a time extension to the City on their request to develop Greenfield Estates. Mayor Link replied they have verbally.given a 45 day extension, and the City is waiting for written confirma- tion of that. Mayor Linke closed the regular meeting and opened the 6. He explained the budget would be a maintenance budget, which does not change or increase services, but rather maintains them, and that the City has not found a way to keep the cost the same, and it has increasea each year. He stated the proposed budget represents a 6.2% increase over 1987. Finance Director Brager explained the Council has budgeted $135,000 this year to pursue the City's law- suit against williams Pipeline. He also reviewed the 1980 budgeted revenues, and stated there would be no increase in sewer or water rates, which have remained the same for three years now. He added property taxes will increase 3.2 mills over 1987, for the City's portion of the property tax. Mayor Links closed the public hearing and reopened the f regular meeti-9 at 7:16 PM. Delinquent Finance Director Brager reported Staff has exhausted Utility Accnts, the methods of collecting delinquent utility bills, and they are now asking that these be levied to the u individuals over a one year period. Mayor I•inke closed the public hearing and reopened the regular meeting at 7:17 PM. Clerk/Administrator Pauley read the items on the 8. ApprovConsenalAof ..- proposed consent agenda. Councilmember Hankner asked that Items C, G and H be removed. Motion/Second: Quick/Blanchard to approve the consent agenda, minus Items C, G and H, and waive the reading of the resolutions. Motion Carried. 5 ayes 0 nays Councilmember Hankner asked if the streetlight in Item C would be placed where the residents want it. Clerk/Administrator Pauley replied it would be exactly where they asked for it. Adoption of Resolution Resolution No. 2242, certifying the general levies, and waive the No. 2242 and forestry property tax reading. Motion Carried' 5 ayes 0 nays Mr. Frits stated $135,000 is included in that budget for the pipeline lawsuit and he asked what the City hopes for the outcome. Attorney Meyers explained the lawsuit seeks removal _ or replacement of the existing line and recovery of damages sustained by the City, punitive damages and recovery of legal and expert witness fees. Mr. Frits stated he does not feel Williams Pipeline has any intention of removing the line, as they are replacing just certain sections now, and he feels they have no fear of the City of Mounds View, with the procedures they are following now, such as not hydrostatically testing tha work that is being done. He added he feels the lawsuit is a waste of the tax- payers money. Mayor Linke stated he personally .feels he must protect the health, safety and welfare of the residents of the they are proceed- City, and something must be done, and ing with the lawsuit. Councilmembar Wuori had no report. Councilmember Quick reported the southern end of the north/south runway at the Anoka County Airport has been removed entirely. Councilmember Hankner reported she had attended the C, Park and Rec Commission meeting on September 24, and there was a good deal of discussion between the Commission members and residents regarding the walking path around Silver View Lake, and she and Councilmember Quick would be meeting with the residents on September 30, at 6:30 PM, to go over the documentation the City has on that. Pauley Clerk/Administrator v\W" • 1 MEMO TO: MAYOR AND CITY COUNCIL (s� FROM: CLERK -ADMINISTRATOR DATE: SEPTEMBER 30, 1987 SUBJECT: -MANAGEMENT TRAINING Pursuant to your direction, I have begun the processing of g--Uirinn catalogs and brochures from the various institutions for higher education in the Melfopolitan Area to determine what type of advanced management training is currently available. Also, I have contacted various professional organizations who havtheecertificte type availability and content moftany aprograms othey sdetermine to might offer. In order for me to be able to respond to your directive and ensure that staff members are receiving the individualized type of: training you have identified as necessary, I would like to take the opportunity during the October 5th Agenda Session to discuss with you three basic questions. They are, 1) what conditions currently exist that lead you tn believe additional management training for Department Heads and supervisory personnel is necessary? 2) What employees or departments have you identified as needing greater levels of training over other employees or departments? 3) What do you specifically see as being the accomplish- ments or results of this advanced training? It would be my hope that once we have discussed these three questions in detail that I would be able to develop a program geared to address your concerns and, if necessary, individualize programs by department or specific employees. I will look forward to a free and open discussion of this matter on the evening of October 5th. Attached is a letter from Commissioner McCarty with a report from the Ramsey County Department of Public Works determining that a crosswalk would be unnecessary at this location and suggesting that "Watch Children" signs might be appropriate. Upon receipt of this letter, I requested Police Chief Ramacher to review this area and submit a recommendation regarding the proposal for "Watch Children" signs. Also attached ,lease find rolice Chief Ramacher's report indicating that he does not feel that "Watch Children" signs in this area would be appropriate due to the lack of pedestrian traffic. Chief Ramacher does, however, recommend that "Watch Children" signs be installed on County Road It on the westbound side at Edgewood Drive and on the eastbound side between Long Lake Road and 14th Avenue NW. Should you approve the Chief's recommendations, the City would provide these signs and the County would install them. Your direction in th:s matter would be appreciated. DFP/mjs Attachments: (2) r MEMO TO: CLERK-ADMINISTRATO FROM: POLICE CHI C(PW DATE: SEPTEMBER 23, 1987 SUBJECT: "WATC11 CHILDREN" SIGNS 0 In response to the suggestion of installing "Watch Children" signs at the intersection of County Road li and Knollwood, I agree with the Ramsey County assessment that the location is not unusually hazardous. Pedestrian traffic in that area would be considered sparse compared to other crossing areas within the City. I think it is important not to install signs where there is no apparent need as this practice would "water down" the effectiveness of the other meaningful traffic control signs. After reading the memo from Ramsey County Public, Works and assessing the pedestrian traffic along County Road H, I am suggesting Lhe following: 1) Installation of `Watch Children" Sign Westbound County Road H at Edcawood. 2) Installation of "Watch Children" Sign Eastbound County Road If between Long Lake Road and 14th Avenue NW. The volume of vehicular traffic, the hill, and volume of pedestrian traffic (particularly during the school year) creates a hazard at this location. I hope that the installation of "Watch Children" signs at these locations would improve driver awareness to eliminate a possible hazardous situation. This legislation has successfully been pursued by other cities in the State of the City of Minnesota in recent years, including Roseville. Staff would suggest that these issues and any others you might wish to have considered by our legislators be presented to our representatives with a request that they agree to sponsor such legislation during the 1988 Session. Attached please find a copy of their proposal in the amount of $2,235.00 and a transmittal rote from the consulting architect indicating that he feels this is a high quote and recommending that the City have Staff or contract separately for this work after the project has been completed. Due to the fact thaL the previoucly bid quarry tile and carpeting for these areas would have amounted to $3,515.00 the consultants recommendation appears to be reasonable and Staff would recommend that any action on this item be delayed until the project .is cc,mrleted and separate bids be obtained by local flooring firms for the installation of this material.
