1. Call to Order
The meeting was called to order by Chair Farmer at 6:00 p.m. for December 4, 2024.

2. Roll Call
Members Present: Commissioners Curtis, Farmer, Munson, Nelson, Rundle, Stevenson and
Urlacher.
Absent and Excused: None.
Also Present: Assistant City Administrator Brian Beeman and Council Member Gary
Meehlhause.
3. Approval of Agenda
MOTION/SECOND: Commissioner Munson/Commissioner Stevenson. To approve the agenda
as presented.
Ayes – 7 Nays – 0 Motion carried.
4. Consent Agenda
A. Approval of Minutes: November 6, 2024
Chair Farmer noted a change to the minutes on Page 5 noting he wanted to thank Commissioner
Curtis for his service on the Planning Commission.
MOTION/SECOND: Commissioner Stevenson/Commissioner Munson. To approve the
Minutes of the November 6, 2024 regular Planning Commission meetings as amended.
Ayes – 7 Nays – 0 Motion carried.

7. Planning Cases
A. Resolution 1176-24, Adopting the 2025 Regular Meeting Schedule
Assistant City Administrator Beeman requested the Commission adopt the 2025 regular meeting
schedule.
MOTION/SECOND: Commissioner Nelson/Commissioner Munson. To approve Resolution
1176-24, a Resolution Recommending Approval of the 2025 Regular Meeting Schedule.
Ayes – 7 Nays – 0 Motion carried.
B. Resolution 1177-24, Amending the Planning and Zoning Commission Bylaws
Assistant City Administrator Beeman requested the Commission adopt a Resolution that would
amend the Planning and Zoning Commission Bylaws. Staff reviewed the proposed amendments
in further detail with the Commission and recommended approval.
MOTION/SECOND: Commissioner Nelson/Commissioner Munson. To approve Resolution
1177-24, A Resolution Recommending Amendments to the Planning and Zoning Commission
Bylaws .
Ayes – 7 Nays – 0 Motion carried.
8. Reports
A. Reports of Staff
Assistant City Administrator Beeman stated he did not have any upcoming planning cases, but
noted he would have three items for the Commission to address in January of 2025.

B. Reports of Council
Council Member Meehlhause provided the Planning Commission with an update from the City
Council. He thanked Commissioner Curtis for his service to the City on the Planning
Commission. He reported the Council was discussing a municipal cannabis operation noting if
this were to move forward, it would be a partnership with a private organization. He reviewed
the items the City Council had approved that were considered by the Planning Commission. He
commented on the housing revenue bonds the City will be issuing for the city of St. Paul noting
Mounds View will receive a 1% administrative fee for this bond issuance. He discussed the new
stipulation that would require trash haulers to provide the City with standard pricing information
each year. He indicated the City Council held its Truth in Taxation meeting on Monday,
December 2. He commented further on streets in the community that need improvements.
Assistant City Administrator Beeman provided further information on the County’s plans for
Mounds View Boulevard and discussed when this corridor would be improved.
Council Member Meehlhause explained a new rapid flashing beacon pedestrian crossing would
be installed by the County at Edgewood and County Road H.
C. Reports of Planning Commissioners
None.
9. Next Planning Commission Meeting:
A. Wednesday, December 18, 2024 at 6:00 p.m.
B. Wednesday, January 15, 2025 at 6:00 p.m.
10. Adjournment
There being no further business before the Planning Commission, Chair Farmer adjourned the
meeting at 6:38 p.m.
