6. SPECIAL ORDER OF BUSINESS
A. Arbor Day/Earth Day Proclamation.
Mayor Lindstrom read a proclamation in full for the record declaring April 25, 2025 to be Arbor
Day and April 22, 2025 to be Earth Day in the City of Mounds View.
7. PUBLIC COMMENT
Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
City Council during Public Comment.
Vince Meyer, 8380 Spring Lake Road, stated four weeks ago he spoke to the City Council
regarding the public safety on his road. He explained vehicles were driving over the sidewalk and
curb. He requested the City take action on this matter. In addition, he recommended the concrete
material that was dumped at Ardan Park be addressed.
Jim Willey, 8403 Spring Lake Road, explained he would like an update as to what was going on
with the Mitchell property. He reported he reached out to staff regarding this matter and indicated
it was becoming quite frustrating that no action has been taken on the City’s part.
8. COUNCIL BUSINESS
A. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1037,
Rezoning the Property at 2833 Mounds View Boulevard from R-1 Single
Family Residential to B-3 Highway Business ROLL CALL VOTE.
Assistant City Administrator Beeman requested the Council rezone the Property at 2833 Mounds
View Boulevard from R-1 Single Family Residential to B-3 Highway Business.
Mayor Lindstrom opened the public hearing at 6:10 p.m.
Hearing no public input, Mayor Lindstrom closed the public hearing at 6:10 p.m.

Gloria Pettis, 7950 Fairchild Avenue, stated her property backs up to the Gillespie property. She
questioned what would be allowed to locate on the property now that it was zoned B-3.
Assistant City Administrator Beeman commented there was interest in locating an auto repair
business on this property, but this use has since went away.

Phil Carlson, Stantec, explained the B-3 Highway Business District allows for a wide range of
commercial uses, such as restaurants, retail, car repair, and drive-thrus.
B. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1038,
Rezoning the Property at 2840 Mounds View Boulevard from B-2 Limited
Business to B-3 Highway Business ROLL CALL VOTE.
Assistant City Administrator Beeman requested the Council rezone the Property at 2840 Mounds
View Boulevard from B-2 Limited Business to B-3 Highway Business.
Mayor Lindstrom opened the public hearing at 6:15 p.m.
Sharon Kirscher, 8406 Red Oak Drive, requested further information regarding the B-3 Highway
Business District and how it differs from the B-2 Limited Business District.
Mr. Carlson stated both allow commercial uses, but B-3 allows uses that were more auto oriented.
He indicated B-3 can allow for a drive-thru while the B-2 district does not.
Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:17 p.m.

Assistant City Administrator Beeman requested the Council rezone the Property at 7861
Groveland Road from B-2 Limited Business to B-3 Highway Business.
Mayor Lindstrom opened the public hearing at 6:19 p.m.
Gloria Pettis, 7950 Fairchild Avenue, asked if the Simon’s building would be repurposed.
Mayor Lindstrom explained the current plan would be to demolish the existing building in order
to construct a Dunkin Donuts drive thru in conjunction with the Mounds View municipal cannabis
building.
Tony P, 8217 Long Lake Road, expressed concern with the fact there would be a donut shop next
to a dope shop.

Mayor Lindstrom stated this would be the same as having a liquor store or tobacco store adjacent
to another use. He discussed the security that would be in place at the municipal cannabis shop.

D. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1040,
Amending the Mounds View Zoning Code Removing Minimum Project Size
and Frontage Requirements for Planning Unit Development (PUD) ROLL
CALL VOTE.
Mr. Carlson requested the Council amend City Code to remove the minimum project size and
frontage requirements for Planned Unit Developments (PUD). He explained most cities have PUD
language within their code and the City’s current language requires PUD’s to be 3+ acres in size
and have 200 feet of frontage. He reported the proposed change would allow PUD’s on smaller
sites.
Mayor Lindstrom opened the public hearing at 6:26 p.m.
Sharon Kirscher, 8406 Red Oak Drive, questioned who makes the final decision on a development
size wise. She reported she did not want to see businesses crammed onto parcels because the City
no longer had 3+ acre parcels.
Mayor Lindstrom reported the City Council makes this final determination after items are reviewed
by the Planning Commission.

Easement on the Property at 3033 Woodale Drive.
Mr. Carlson requested the Council introduce an Ordinance that would vacate a highway easement
on the property at 3033 Woodale Drive. He explained this easement was on the north side of the
property that had been vacated on neighboring properties, but this one remained. He commented
further on the proposed easement vacation and recommended the Ordinance be introduced.
MOTION/SECOND: Meehlhause/Smith. To Waive the First Reading and Introduce Ordinance
1041, Vacating a Highway Easement on the Property at 3033 Woodale Drive.

F. PUBLIC HEARING: Resolution 10082, Approving a Chicken-Keeping
License for Miles and Shannon Och at 2665 Sherwood Road.
Assistant City Administrator Beeman requested the Council consider a chicken-keeping license
for Miles and Shannon Och at 2665 Sherwood Road. He reported staff received no comments and
was recommending approval of the request.
Mayor Lindstrom opened the public hearing at 6:35 p.m.
Miles Och, 2665 Sherwood Road, thanked the Council for considering his request. He noted he
would have six chickens to start.
Vince Meyer, 8380 Spring Lake Road, reported he was working with the Spring Lake High School
to construct chicken coops. He encouraged the Och family to speak with him if they were interested
in purchasing a coop.

Assistant City Administrator Beeman requested the Council consider a chicken-keeping license
for Gertrude Thomas at 8150 Long Lake Road. He reported staff received no comments and was
recommending approval of the request.
Mayor Lindstrom opened the public hearing at 6:38 p.m.
Gertrude Thomas, 8150 Long Lake Road, thanked the Council for considering her request. She
explained she would like to have six chickens.

Assistant City Administrator Beeman requested the Council consider a chicken-keeping license
for Leigh Bravo at 8471 Fairchild Avenue. He reported staff received no comments and was
recommending approval of the request.
Mayor Lindstrom opened the public hearing at 6:39 p.m.
Leigh Bravo, 8471 Fairchild Avenue, thanked the Council for considering her request and noted
she would like to have four to six chickens.

Assistant City Administrator Beeman requested the Council adopt an Ordinance that would amend
Chapter 90 of City Code related to dog licensing.

1034, Amending Chapter 90 Related to Dog Licensing directing staff to publish an ordinance
summary.

Assistant City Administrator Beeman requested the Council adopt an Ordinance amendment that
would update Chapter 160 updating fence diagram, noise regulations, removing furriers from the
Code, and driveway replacement in conjunction with a Street Improvement Project.

3) Ordinance 1036, Amending Chapter 161 Related to Non-Commercial

Assistant City Administrator Beeman requested the Council adopt an Ordinance amendment to
Chapter 161 related to non-commercial signs. He explained this amendment would allow non-
commercial signs in the right of way under certain restrictions.

1036, Amending Chapter 161 Related to Non-Commercial Signs directing staff to publish an
ordinance summary.

J. Resolution 10086, Authorizing the Purchase of One Dual Purpose Police K9
and to Attend the TAC 21 Patrol Dog Certification Training to Replace K9
Ace who is being Medically Retired.
Police Chief Zender requested the Council authorize the purchase of one dual purpose Police K9
and to attend the TAC 21 Patrol Dog Certification Training to replace K9 Ace who is being
medically retired. He explained K9 Ace was purchased and trained in the spring of 2022. He
reported after suffering an elbow injury, it was recommended K9 Ace be medically retired this fall
and that a new K9 be pursued. He discussed the costs associated with the new K9 noting this K9
would be trained for both drugs and apprehension.
Council Member Gunn asked who would be the new K9 handler. Police Chief Zender reported he
offered this position to Officer Ause and he was considering this.
Further discussion ensued regarding K9 Ace being used for community outreach after his
retirement.

MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10086,
Authorizing the Purchase of One Dual Purpose Police K9 and to Attend the TAC 21 Patrol Dog
Certification Training to Replace K9 Ace who is being Medically Retired.
Council Member Meehlhause stated it has been very valuable for the department to have two K9’s
and he supported this purchase moving forward.
Ayes – 4 Nays – 0 Motion carried.
K. Resolution 10087, National Fitness Campaign authorization, acceptance of
grant, and committee to fund Sport Court/Studio.
Assistant City Administrator Beeman requested the Council accept a grant for the National Fitness
Campaign from Blue Cross/Blue Shield to fund a free outdoor sport court. He explained the City
would be required to install the concrete. He noted the total project costs would be $230,000, but
the City would be receiving $125,000 in grant funding.
Mayor Lindstrom asked where the free outdoor sport court would be installed. Public Works/Parks
and Recreation Director Peterson explained staff was proposing to install the court on City Hall
property where the old playground was. He stated the next step would be to have the Parks,
Recreation and Forestry Commission review the matter, which would occur on Thursday, April
24.
Council Member Smith explained this court was geared for children 14+. Public Works/Parks and
Recreation Director Peterson stated this was his understanding.
Council Member Smith questioned if a canopy would be constructed over the sport court. Public
Works/Parks and Recreation Director Peterson reported the City had enough of a tree cover in this
area that a canopy would not be considered.
Council Member Smith inquired if the sport court could be used in the winter months. Public
Works/Parks and Recreation Director Peterson commented he would look into this.
Mayor Lindstrom indicated he supported the City accepting this grant in order to move this item
along to the Parks, Recreation and Forestry Commission for further review.
Council Member Gunn supported this action as well.

National Fitness Campaign authorization, acceptance of grant, and committee to fund Sport

L. Resolution 10088, Approval of the 2025 Sanitary Sewer Line Rehabilitation -
Mounds View City Council April 14, 2025

CIPP (Cured-in-Place-Pipe) Project.
Public Works/Parks and Recreation Director Peterson requested the Council approve the 2025
Sanitary Sewer Line Rehabilitation CIPP (Cured-in-Place-Pipe) project. He reported this would
complete ongoing maintenance of the City’s sewer lines. He stated City staff has inspected these
lines and has come up with ranked sections that need repair or remediation. He noted some of the
lines are 15 to 20 feet deep and others were constructed of clay. He explained this project was bid
on April 1 and three bids were received. He noted VisuSewer was the low bidder and staff
recommends the contract be awarded to VisuSewer for the base bid and Alternates 1 and 4.
Council Member Meehlhause recalled the City did not complete any sewer lining work in 2024.
Public Works/Parks and Recreation Director Peterson reported this was the case, and noted this
was why the 2025 project was larger in scale. He noted the City received a grant from Met Council
for this project which meant the final cost to the City would be less than $1 million.

Approval of the 2025 Sanitary Sewer Line Rehabilitation - CIPP (Cured-in-Place-Pipe) Project
including Alternates 1 and 4.

M. Resolution 10089, Awarding a Contract to Northwest Asphalt for the 2025
Street Project.
Public Works/Parks and Recreation Director Peterson requested the Council award a contract to
Northwest Asphalt for the 2025 Street Project. He reviewed the streets included in the project area
and noted the project was bid on March 14. He explained the low bid was received from Northwest
Asphalt. He commented on the alternates that were included in the project and noted staff was
working with the County on the sidewalk projects.
Council Member Meehlhause asked if Northwest Asphalt has worked in the City of Mounds View
before. Public Works/Parks and Recreation Director Peterson reported Northwest Asphalt has
completed eight of the City’s street improvement projects and staff believed they do very good
work.
Vince Meyer, 8380 Spring Lake Road, recommended the City pursue a proposal to fix Spring Lake
Road before moving forward with another street improvement project.
Mayor Lindstrom asked if there would be a new sidewalk to the park. Public Works/Parks and
Recreation Director Peterson reported there would be one sidewalk from the parking lot to the
west and the sidewalk to the east would be eliminated.
Further discussion ensued regarding the damage that has occurred along the roadway outside of
the Public Works Facility.
Mayor Lindstrom questioned how old this roadway was. Public Works/Parks and Recreation

Director Peterson reported this roadway was last reconstructed in 1993.
MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 10089,
Awarding a Contract to Northwest Asphalt for the 2025 Street Project including all three bid
alternates as well as the proposals from Stantec and American Engineering Testing.

9. REPORTS
A. Reports of Mayor and Council.
Council Member Gunn reported the Planning Commission has not met in the last two weeks.
Council Member Gunn stated the Mounds View Police Foundation would be holding a bake sale
on Wednesday, April 30 at Abiding Savior Church.
Council Member Gunn explained the Tribute Park Committee received a presentation from a
consultant’s vision for the park and stated she was very pleased with the proposed plans.
Council Member Smith commented she attended the Ramsey County League of Local
Government Collection Actions Committee meeting last week. She indicated this group would be
focusing their efforts on providing energy efficiency items to those living in mobile home
communities.
Council Member Smith stated the Festival in the Park Committee would be meeting next on
Tuesday, April 15 at 6:30 p.m. at the Public Works building.
Council Member Smith invited the public to attend the easter egg hunt, which will be held on
Saturday, April 19 at City Hall at 10:00 a.m.
Council Member Smith indicated last week she and her daughter received a request from the
Ramsey County Sheriff’s training unit to role play with the new deputy academy DUI classes.
Council Member Smith sent her heartfelt condolences to the Mounds View Police Department and
to the handler for K9 Niko.
Council Member Meehlhause stated last Tuesday, April 8 he attended the CPY annual luncheon
with City Administrator Zikmund.
Mayor Lindstrom commented he met with an individual who is running for governor.
Mayor Lindstrom explained he attended a clemency hearing on Friday, April 4 as well as attending
a town hall event in Litchfield with the Attorney General.
Mayor Lindstrom thanked the Festival in the Park Committee members for all of their efforts on
the egg hunt.

Mayor Lindstrom reported Project Ardan was promoting Earth Day week from April 20 through
April 28 and was encouraging residents to make a positive impact on the greenspace in the
community.
Mayor Lindstrom explained he received a note from Carrie at Just Deeds and noted the residents
of this community has dispatched 196 racial covenants to date.
Mayor Lindstrom stated he received a letter from a resident who is unhappy with the condition of
their neighbors’ yard on Spring Lake Road. He passed this letter along to City staff.
Mayor Lindstrom commented on Wednesday, he would be speaking to graduates at the Stillwater
Prison who received their GED to share his own personal story.
B. Reports of Staff.
Finance Director Bauman stated the 2024 audit would be presented to the City Council at the first
meeting in May.
Public Works/Parks and Recreation Director Peterson stated the Explore More summer program
was up 30% this year. He noted the City would be partnering with Arden Hills to provide a Rec
on the Go program as well this summer which would bring recreational programming to the City’s
parks. He indicated he was working with the District 621 to have Meals on Wheels run out of the
Community Center.
1. Public Works – Tree Sale
Public Works/Parks and Recreation Director Peterson stated there would be an arbor day planting
event at Silver View Park on Friday, April 25 at 12:00 p.m. He commented further on the tree sale
the Public Works staff was proposing to host.
MOTION/SECOND: Gunn/Meehlhause. To allow Public Works staff to host a tree sale with tree
prices at the same cost that was charged to the City.

Public Works/Parks and Recreation Director Peterson reported he met with Ramsey County
recycling to discuss the fence at the compost site.
Public Works/Parks and Recreation Director Peterson provided the Council with an update on the
Ardan and Silver View ponds projects.
Police Chief Zender thanked the City Council and community for their outpouring of support for
K9 Niko and Investigator Erickson.

Police Chief Zender commented on the eyeball for life event that would be held on Saturday, April
19.
Assistant City Administrator Beeman stated Council and staff would be meeting with County
Manager Ling Becker to discuss the topic of cannabis.
