4 Mayor Lindstrom read a proclamation in full for the record declaring April 25, 2025 to be Arbor
5 Day and April 22, 2025 to be Earth Day in the City of Mounds View.

7 7. PUBLIC COMMENT

9 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
10 City Council during Public Comment.

12 Vince Meyer, 8380 Spring Lake Road, stated four weeks ago he spoke to the City Council
13 regarding the public safety on his road. He explained vehicles were driving over the sidewalk and
14 curb. He requested the City take action on this matter. In addition, he recommended the concrete
15 material that was dumped at Ardan Park be addressed.

17 Jim Willey, 8403 Spring Lake Road, explained he would like an update as to what was going on
18 with the Mitchell property. He reported he reached out to staff regarding this matter and indicated
19 it was becoming quite frustrating that no action has been taken on the City's part.

42 questioned what would be allowed to locate on the property now that it was zoned B-3.

Phil Carlson, Stantec, explained the B-3 Highway Business District allows for a wide range of
commercial uses, such as restaurants, retail, car repair, and drive-thrus.
B. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1038,
Rezoning the Property at 2840 Mounds View Boulevard from B-2 Limited
Business to B-3 Highway Business ROLL CALL VOTE.
Assistant City Administrator Beeman requested the Council rezone the Property at 2840 Mounds
View Boulevard from B-2 Limited Business to B-3 Highway Business.
Mayor Lindstrom opened the public hearing at 6:15 p.m.
Sharon Kirscher, 8406 Red Oak Drive, requested further information regarding the B-3 Highway
Business District and how it differs from the B-2 Limited Business District.
Mr. Carlson stated both allow commercial uses, but B-3 allows uses that were more auto oriented.
He indicated B-3 can allow for a drive-thru while the B-2 district does not.
Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:17 p.m.

Mayor Lindstrom opened the public hearing at 6:19 p.m.
Gloria Pettis, 7950 Fairchild Avenue, asked if the Simon's building would be repurposed.
Mayor Lindstrom explained the current plan would be to demolish the existing building in order
to construct a Dunkin Donuts drive thru in conjunction with the Mounds View municipal cannabis
building.
Tony Preciado, 8217 Long Lake Road, expressed concern with the fact there would be a donut
shop next to a dope shop.

to another use. He discussed the security that would be in place at the municipal cannabis shop.

D. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1040,
Amending the Mounds View Zoning Code Removing Minimum Project Size
and Frontage Requirements for Planning Unit Development (PUD) ROLL
CALL VOTE.
Mr. Carlson requested the Council amend City Code to remove the minimum project size and
frontage requirements for Planned Unit Developments (PUD). He explained most cities have PUD
language within their code and the City's current language requires PUD's to be 3+ acres in size
and have 200 feet of frontage. He reported the proposed change would allow PUD's on smaller
sites.
Mayor Lindstrom opened the public hearing at 6:26 p.m.
Sharon Kirscher, 8406 Red Oak Drive, questioned who makes the final decision on a development
size wise. She reported she did not want to see businesses crammed onto parcels because the City
no longer had 3+ acre parcels.
Mayor Lindstrom reported the City Council makes this final determination after items are reviewed
by the Planning Commission.

2 Mr. Carlson requested the Council introduce an Ordinance that would vacate a highway easement
3 on the property at 3033 Woodale Drive. He explained this easement was on the north side of the
4 property that had been vacated on neighboring properties, but this one remained. He commented
5 further on the proposed easement vacation and recommended the Ordinance be introduced.

17 was recommending approval of the request.

22 would have six chickens to start.

25 to construct chicken coops. He encouraged the Och family to speak with him if they were interested
26 in purchasing a coop.

19 commercial signs in the right of way under certain restrictions.

29 J. Resolution 10086, Authorizing the Purchase of One Dual Purpose Police K9
30 and to Attend the TAC 21 Patrol Dog Certification Training to Replace K9
31 Ace who is being Medically Retired.

33 Police Chief Zender requested the Council authorize the purchase of one dual purpose Police K9
34 and to attend the TAC 21 Patrol Dog Certification Training to replace K9 Ace who is being
35 medically retired. He explained K9 Ace was purchased and trained in the spring of 2022. He
36 reported after suffering an elbow injury, it was recommended K9 Ace be medically retired this fall
37 and that a new K9 be pursued. He discussed the costs associated with the new K9 noting this K9
38 would be trained for both drugs and apprehension.

40 Council Member Gunn asked who would be the new K9 handler. Police Chief Zender reported he
41 offered this position to Officer Ause and he was considering this.

43 Further discussion ensued regarding K9 Ace being used for community outreach after his
44 retirement.

4 Council Member Meehlhause stated it has been very valuable for the department to have two K9's
5 and he supported this purchase moving forward.

10 K. Resolution 10087, National Fitness Campaign authorization, acceptance of
1 1 grant, and committee to fund Sport Court/Studio.

13 Assistant City Administrator Beeman requested the Council accept a grant for the National Fitness
14 Campaign from Blue Cross/Blue Shield to fund a free outdoor sport court. He explained the City
15 would be required to install the concrete. He noted the total project costs would be $230,000, but
16 the City would be receiving $125,000 in grant funding.

18 Mayor Lindstrom asked where the free outdoor sport court would be installed. Public Works/Parks
19 and Recreation Director Peterson explained staff was proposing to install the court on City Hall
20 property where the old playground was. He stated the next step would be to have the Parks,
21 Recreation and Forestry Commission review the matter, which would occur on Thursday, April
22 24.

24 Council Member Smith explained this court was geared for children 14+. Public Works/Parks and
25 Recreation Director Peterson stated this was his understanding.

27 Council Member Smith questioned if a canopy would be constructed over the sport court. Public
28 Works/Parks and Recreation Director Peterson reported the City had enough of a tree cover in this
29 area that a canopy would not be considered.

31 Council Member Smith inquired if the sport court could be used in the winter months. Public
32 Works/Parks and Recreation Director Peterson commented he would look into this.

34 Mayor Lindstrom indicated he supported the City accepting this grant in order to move this item
35 along to the Parks, Recreation and Forestry Commission for further review.

37 Council Member Gunn supported this action as well.

45 L. Resolution 10088, Approval of the 2025 Sanitary Sewer Line Rehabilitation -
46 CIPP (Cured -in -Place -Pipe) Project.

2 Public Works/Parks and Recreation Director Peterson requested the Council approve the 2025
3 Sanitary Sewer Line Rehabilitation CIPP (Cured -in -Place -Pipe) project. He reported this would
4 complete ongoing maintenance of the City's sewer lines. He stated City staff has inspected these
5 lines and has come up with ranked sections that need repair or remediation. He noted some of the
6 lines are 15 to 20 feet deep and others were constructed of clay. He explained this project was bid
7 on April 1 and three bids were received. He noted VisuSewer was the low bidder and staff
8 recommends the contract be awarded to VisuSewer for the base bid and Alternates 1 and 4.

10 Council Member Meehlhause recalled the City did not complete any sewer lining work in 2024.
11 Public Works/Parks and Recreation Director Peterson reported this was the case, and noted this
12 was why the 2025 project was larger in scale. He noted the City received a grant from Met Council
13 for this project which meant the final cost to the City would be less than $1 million.

21 M. Resolution 10089, Awarding a Contract to Northwest Asphalt for the 2025
22 Street Project.

24 Public Works/Parks and Recreation Director Peterson requested the Council award a contract to
25 Northwest Asphalt for the 2025 Street Project. He reviewed the streets included in the project area
26 and noted the project was bid on March 14. He explained the low bid was received from Northwest
27 Asphalt. He commented on the alternates that were included in the project and noted staff was
28 working with the County on the sidewalk projects.

30 Council Member Meehlhause asked if Northwest Asphalt has worked in the City of Mounds View
31 before. Public Works/Parks and Recreation Director Peterson reported Northwest Asphalt has
32 completed eight of the City's street improvement projects and staff believed they do very good
33 work.

35 Vince Meyer, 8380 Spring Lake Road, recommended the City pursue a proposal to fix Spring Lake
36 Road before moving forward with another street improvement project.

38 Mayor Lindstrom asked if there would be a new sidewalk to the park. Public Works/Parks and
39 Recreation Director Peterson reported there would be one sidewalk from the parking lot to the
40 west and the sidewalk to the east would be eliminated.

42 Further discussion ensued regarding the damage that has occurred along the roadway outside of
43 the Public Works Facility.

45 Mayor Lindstrom questioned how old this roadway was. Public Works/Parks and Recreation
46 Director Peterson reported this roadway was last reconstructed in 1993.

Council Member Gunn reported the Planning Commission has not met in the last two weeks.
Council Member Gunn stated the Mounds View Police Foundation would be holding a bake sale

Council Member Gunn explained the Tribute Park Committee received a presentation from a
consultant's vision for the park and stated she was very pleased with the proposed plans.
Council Member Smith commented she attended the Ramsey County League of Local
Government Collection Actions Committee meeting last week. She indicated this group would be
focusing their efforts on providing energy efficiency items to those living in mobile home
communities.
Council Member Smith stated the Festival in the Park Committee would be meeting next on
Tuesday, April 15 at 6:30 p.m. at the Public Works building.
Council Member Smith invited the public to attend the easter egg hunt, which will be held on
Saturday, April 19 at City Hall at 10:00 a.m.
Council Member Smith indicated last week she and her daughter received a request from the
Ramsey County Sheriff's training unit to role play with the new deputy academy DUI classes.
Council Member Smith sent her heartfelt condolences to the Mounds View Police Department and
to the handler for K9 Niko.
Council Member Meehlhause stated last Tuesday, April 8 he attended the CPY annual luncheon
with City Administrator Zikmund.
Mayor Lindstrom commented he met with an individual who is running for governor.
Mayor Lindstrom explained he attended a clemency hearing on Friday, April 4 as well as attending
a town hall event in Litchfield with the Attorney General.
Mayor Lindstrom thanked the Festival in the Park Committee members for all of their efforts on
the egg hunt.

1 Mayor Lindstrom reported Project Ardan was promoting Earth Day week from April 20 through
2 April 28 and was encouraging residents to make a positive impact on the greenspace in the

5 Mayor Lindstrom explained he received a note from Carrie at Just Deeds and noted the residents
6 of this community has dispatched 196 racial covenants to date.

8 Mayor Lindstrom stated he received a letter from a resident who is unhappy with the condition of
9 their neighbors yard on Spring Lake Road. He passed this letter along to City staff.

11 Mayor Lindstrom commented on Wednesday, he would be speaking to graduates at the Stillwater
12 Prison who received their GED to share his own personal story.

16 Finance Director Bauman stated the 2024 audit would be presented to the City Council at the first

19 Public Works/Parks and Recreation Director Peterson stated the Explore More summer program
20 was up 30% this year. He noted the City would be partnering with Arden Hills to provide a Rec
21 on the Go program as well this summer which would bring recreational programming to the City's
22 parks. He indicated he was working with the District 621 to have Meals on Wheels run out of the
23 Community Center.

28 event at Silver View Park on Friday, April 25 at 12:00 p.m. He commented further on the tree sale

Introduction:
Staff added the Police Intern position in 2024, which allowed Interns to work up to 16 weeks, assisting with
administrative duties (scanning documents, shredding, lite clerical and transporting items to the BCA);
Neighborhood Resource Officer (NRO) duties (such as: Night to Unite; Festival in the Park, neighborhood
events; and taking informational reports with the NRO for child or adult protection; etc.), and assisting the
PD with special projects. The Intern receives an overview of the K9, Patrol, Investigations, SRO, SWAT,
CSO, and Administration/Support areas of the PD.
Discussion:
The Intern program allows Police Department Staff an opportunity to view potential candidates for Police
Officer openings; and, gives the Intern an opportunity to achieve an internship, earn wages, and discover
the meaning behind the Mounds View Police Departments core values: Integrity; Service; Commitment.
The HR Committee supports the request for the Police Internship program to continue. Staff is requesting
Council approve the revisions to the job description and posting/hiring of the Internship while funding exists
within the Police Department. Funding still exists as three Police Officer positions are currently vacant within
the department.

Financial Impact:
None, currently there is funding available as the Police Department is low on Police Officer staff.
Recommendation:

WHEREAS, Staff is requesting the City Council authorize approval of the Police
Intern Position, allowing Interns to work at the City for up to 16 weeks; and
WHEREAS, Interns would be compensated at a rate of $18.54 per hour, working
a flexible schedule between the hours of 8:00 a.m. to 4:00 p.m., with the possibility of
some evening and weekend hours, and amenable to the student's college course
schedule; and
WHEREAS, the attached Police Intern revised job description will be posted for
candidates to apply for the position, and staff will fill the positions for the year 2025 as
funding is available.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves the revised Police Intern job description and authorizes Staff to complete the
following:
• Continue the Police Intern program for 2025
• Post the position and hire qualified Police Interns as funding is available
• Allow Interns to work 16 consecutive weeks

Nature of Work:
The Police Student Internship provides qualified students with practical work experience that compliments their
academic course work, as well as the ability to earn college course credit. The Internship also provides the Mounds
View Police Department with an opportunity to involve college students in various aspects of police work. The Intern
is a seasonal, non -sworn position, providing technical and clerical support for the Police Department. The position
provides entry-level clerical, technical, and customer service support while building relationships with the community,
external agencies, and staff. Students are able to gain valuable work experience, on-the-job training, and have an
opportunity to develop a networking base for future positions within the City of Mounds View.

Community Center.
Background/Discussion:
The Mounds View School District rents the Community Center for State testing and Advance
Placement Testing (APT) for Students in the School District ISD 621 and has recently signed a long-
term rental agreement with the City of Mounds to utilize the Community Center for this testing.
State standards require that the testing be completed online and therefore the WiFi signal needed to
be upgraded in the Community Center for the School District to effectively administer this. ISD 621
contracted with ARVIG and a new network fiber was installed and now the WiFi signal is adequate for
their testing program.
A professional service agreement will need to be approved by the City Council to allow ISD 621 to
operate the network system in the Community Center. The City Attorney has reviewed the agreement
and has no concerns.
Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
Financial Impact: No Impact to the 2025 Budget.
Recommendation:
Staff recommends the City Council adopt Resolution 10096 approving a Professional Service
Agreement with the Mounds View School District 621 for operating the fiber network in the Community
Center.

Item Title/Subject: Accept Financial Report for the Quarter Ended March 31, 2025
SUMMARY FINANCIAL REPORT
The first quarter financial results are generally as expected. During the year, City books are kept on a
cash basis which means that only items that are received are booked as revenue and items paid are
booked as expenditures. The City is not anticipating a reduction in State revenues for 2025. One of the
greatest challenges has been filling the police officer positions.
General Fund:
The main source of revenue for the City is property taxes and these come in twice a year. Expenditures
are at 23.8% of budget through the end of the quarter, compared to 18.8% last year. Some of this
difference is due to the timing of invoices. Most of the General Fund revenues come in late in the second
quarter and then again late in the fourth quarter, so it is important to maintain a fund balance that
approximates 50% of budgeted expenditures and transfers for cashflow purposes. The General Fund
ended 2024 with unassigned fund balance that is equal to 50.2% of the 2025 budgeted expenditures and
transfers compared with 54.86% in 2023.
Other Funds:
The Street Improvement Capital Projects Fund ended 2024 with a fund balance of $2,216,511. This fund
is integral in maintaining the newly reconstructed streets and reconstructing streets still in need. The
major projects for 2025 will be street improvements on Bronson Drive, Pine Wood Circle and Edgewood
Drive, and the annual sealcoating project. Other projects in the City include Tribute Park, CIPP sanitary
sewer lining, and storm water maintenance.
Investments & Economy:
Investment income to date for 2025 is $147,626 compared with $148,926 for the same period in 2024.
The market value of our portfolio for March 31, 2025 was 19,426,782 compared with $19,964,179 for
2024. There was little change to investments over the last year.
The Federal Open Market Committee (FOMC) has decided to maintain the target range for the federal
funds rate at 4'/4 to 4'/2 percent. It seeks to achieve maximum employment and inflation at the rate of 2
percent over the longer run. Uncertainty around the economic outlook has increased. Inflation remains
somewhat elevated. Treasury securities are presently providing the following rates -of -return:

State unemployment for February was 3.0%, which compares to national unemployment of 4.1 %.
Nationally, inflation has come down from 3.5% in 2024 to 2.4% in 2025. The high was back in 2022 at
9.1 %.
At the state level, the legislature is working with a $456 million surplus based on the February 2025
forecast, but are anticipating a $6 billion shortfall for the FY 2028-29 biennium. The Legislature will need
to adopt any budget amendments by May 19t", or hold a special session to complete any unfinished
business.
Finance Department Operations:
The audit fieldwork is complete for the 2024 audit and LB Carlson will present their management report
at an upcoming Council meeting. Staff is working on the five year financial plan with adoption at a July
Council meeting. Staff has started work on the 2026 City budget. Budget work will continue thru the
summer and into the fall.
Recommendation
Staff recommends the City Council review and accept the quarterly report.

Arborist/Parks Maintenance Position
Background:
The Public Works Arborist/Parks Maintenance position was posted according to the Public Works Labor
Agreement, internally for five (5) days, and then posted externally.
Discussion:
Staff interviewed multiple candidates for the position. The panel selected candidate Bradley Holt as the
best fit for the position. Mr. Holt has over five years of municipal public works experience.
Mr. Holt would be a member of the Public Works Collective Bargaining Unit. Due to Mr. Holt's 5+ years of
maintenance experience within Public Works, staff requests to treat Mr. Holt as a lateral transfer, starting
his wages at Grade 6, Step 5 of the pay scale. Mr. Holt meets all requirements for the position except for
an ISA Arborist Certification. He will be required to obtain his ISA Arborist Certification within three years
of starting the position. Mr. Holt will advance to Step 6 of the pay plan on his one-year anniversary OR
sooner if he completes his ISA Arborist Certification prior to his one-year anniversary date. Mr. Holt will
have a maximum of three years to complete his ISA Arborist Certification. If the certification is not completed
within the three-year timeframe, staff will discuss consequences, which may include reposting of the
Arborist/Parks Maintenance position. Each additional Step will follow on Mr. Holt's anniversary date or from
the date Mr. Holt achieves his ISA Arborist Certification. Mr. Holt will be subject to an 18-month probationary
period with pay increases dependent on continued success within the probationary period. The HR
Committee supports the above requirements, and Mr. Holt joining the Public Works team.

A RESOLUTION APPROVING THE HIRE OF BRADLEY HOLT
TO PUBLIC WORKS ARBORIST/PARKS MAINTENANCE POSITION
WHEREAS, upon direction from the Mounds View City Council and in accordance with the Public
Works Collective Bargaining Unit Labor Agreement, the Public Works Arborist/Parks Maintenance position
was advertised internally for five (5) days, then posted externally for qualified candidates to apply; and,
WHEREAS, Bradley Holt's work ethic, attitude, job skills, and 5+ years of municipal public works
experience were determined to most closely match the requirements of the job description; and,
WHEREAS, the hiring procedures consisted of an oral interview, pre -employment physical and
drug testing, reference and background checks, and a hiring assessment conducted by an outside vendor,
and;
WHEREAS, Mr. Holt will be a member of the Public Works Collective Bargaining Unit, and subject
to the established job classification system as set forth in the Public Works Labor Agreement; and,
WHEREAS, Mr. Holt will begin employment as a Grade 6, Step 5 of the pay scale based on the
Public Works Collective Bargaining Unit Labor Agreement, which is $38.20 per hour; and,

WHEREAS, Mr. Holt will be required to obtain his ISA Arborist Certification within three -years of
starting the position. When he achieves the ISA Arborist certification, Mr. Holt will advance to the next step
within the pay plan.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby approve:
• The hire of Bradley Holt to the Arborist/Parks Maintenance Position within the Public Works
Department at Grade 6, Step 5 of the pay plan (currently $38.20/hour).
• Eligible for a Step increase based on successful job performance on the annual anniversary date.
• Eligible to advance to the next Step in the pay plan when he achieves his ISA Arborist Certification,
which will then be his new anniversary date for Step increases.
• Mr. Holt will have three years to achieve the ISA Arborist Certification. If the certification is not
achieved, staff will discuss consequences which may include reposting of the Arborist/Parks
Maintenance position.
• The City acknowledges Mr. Holt's prior municipal public works experience and hires him as a lateral
employee, beginning his vacation time at 15 days as all employees acquire through year 10.
However, after his sixth year, will advance vacation time to 16 days, and then 17 days as of seven
years, etc. per the vacation policy.
• Mr. Holt will observe an 18-month probationary period with employment to begin on or around May
5, 2025.

BUILDING
SAFETY MONTH
WHEREAS, our Jurisdiction is committed to recognizing that our growth and strength
depends on the safety and essential role our homes, buildings and infrastructure play, both in
everyday life and when disasters strike; and
WHEREAS, our confidence in the resilience of these buildings that make up our
community is achieved through the devotion of vigilant guardians —building safety and fire
prevention officials, architects, engineers, builders, tradespeople, design professionals, laborers,
plumbers and others in the construction industry —who work year-round to ensure the safe
construction of buildings; and
WHEREAS, these guardians are dedicated members of the International Code Council, a
nonprofit that brings together local, state, territorial, tribal and federal officials who are experts in
the built environment to create and implement the highest -quality codes and standards to protect us
in the buildings where we live, learn, work and play; and
WHEREAS, these modern building codes and standards include safeguards to protect the
public from hazards such as hurricanes, snowstorms, tornadoes, wildland fires, floods and
earthquakes; and
WHEREAS, Building Safety Month is sponsored by the International Code Council to
remind the public about the critical role of our communities' largely unknown protectors of public
safety —our code officials —who assure us of safe, sustainable and affordable buildings that are
essential to our prosperity; and
WHEREAS, "Game On!," the theme for Building Safety Month 2025, encourages us all to
get involved and raise awareness about building safety on a personal, local and global scale; and
WHEREAS, each year, in observance of Building Safety Month, people all over the world
are asked to consider the commitment to improve building safety, resilience and economic
investment at home and in the community, and to acknowledge the essential service provided to all
of us by local, state, tribal, territorial, and federal building safety and fire prevention departments, in
protecting lives and property.

Introduction:
In November 2024 the Council approved the Hidden Hollow Nook plat which adjusted the lot lines
between two residential lots — 7149 Pleasant View Drive and 3303 Woodale Drive. There is an
existing highway easement along the north side of the property which is requested to be vacated.
The same easement has been vacated previously on adjacent properties.
Discussion:
City staff has confirmed that the highway easement (red dashed line below) is not needed and
will be vacated, retaining a 5-foot-wide drainage and utility easement (blue shaded area) along
the north property line.

AN ORDINANCE VACATING A HIGHWAY EASEMENT
ON THE PROPERTY AT 3033 WOODALE DRIVE
The City of Mounds View Ordains:
Section 1. Background; authority.
1.01. The city of Mounds View ("City") is governed by a home rule charter (the "City
Charter"), adopted pursuant to the Constitution of the State of Minnesota and
Minnesota Statutes, chapter 410 (the "Act").
1.02. Section 12.06 of the City Charter controls vacation of easements, provided such
vacation is made only after published notice in the official newspaper and an
opportunity for the affected property owner and public to be heard.
Section 2. Request to vacate easement.
2.02. Jason Stockwell ("Owner") owns the residential property as 3033 Woodale Drive
in the City, legally known as:
Lot 46, KNOLLWOOD PARK RAMSEY CO. MINN., Ramsey County,
Minnesota.
2.02. The Owner has requested vacation of the 30-foot-wide highway easement
located along the north end of their property, recorded by Ramsey County as
Document 501754, and depicted on a preliminary plat survey map for HIDDEN
HOLLOW NOOK prepared by E.G. Rud & Sons, Inc. dated 10/17/2024.
Section 3. Notice, decision, and findings.
3.01. Having received the request from the Owner to vacate the easement described
in Section 2, the City published notice of the vacation request in the official
newspaper on April 17, 2025, and mailed notice of a public hearing to surrounding
property owners within 500 feet.

3.02. A public hearing was held on April 14, 2025 by the Mounds View City Council,
and all persons desiring to be heard with reference to the vacation were heard at
said public hearing.
3.03. The Mounds View City Council finds and determines that it is in the best interests
of the City to vacate the easement requested by the Owner at 3033 Woodale Drive
Section 4. In accordance with Section 3.07 of the City Charter, City staff shall have the
following summary printed in the official City newspaper in lieu of the complete
ordinance.
On May 5th, 2025, the City Council adopted Ordinance 1041 vacating a highway
easement on the property located at 3033 Woodale Drive.
A printed copy of the ordinance is available for inspection during regular business
hours at Mounds View City Hall and is available online at the City's website located
at www.moundsviewmn.org
Section 5. This ordinance shall take effect and be in force 30 days from and after its
passage and publication. Introduction and First Reading by the Mounds View City
Council on April 14, 2025.

Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled raising
and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Julie Clark has
applied to raise and keep chickens on her property.
Discussion: The applicant, Julie Clark, has applied to raise and keep chickens on her
property located at 8005 Woodlawn Drive. The City Code allows up to twelve chickens at one
time and requires that backyard areas within which the chickens roam be fenced. Ms. Clark
has indicated that she plans to raise and keep 12 chickens at this time. Ms. Clark has also
indicated that the coop is enclosed with a fence approximately six feet high. The chicken coop
will meet the City Code requirement of a minimum of 20 feet from all property lines.
In accordance with Chapter 90.0005 of the Mounds View City Code, initial applications shall be
considered by the City Council after holding a public hearing. Approval of renewal applications
are done administratively unless the City has received substantial complaints or related
violations have been documented during the previous year.
As required, staff has published a public hearing notice in the April 16, 2025, edition of the
Pioneer Press, the City's official newspaper. In addition, notices were mailed to residents within
350 feet of the subject property.
It appears Ms. Clark's request meets all requirements of Chapter 90.005.
This is an annual license and will expire December 31, 2025.
Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision
Statement, "...welcoming a desirable destination to all ages and cultures... and a place where
residents can live, work and play."
Financial Impact: None
Recommendation: Staff recommends opening the public hearing for comment and approval
of Resolution 10092 approving a chicken -keeping license for Julie Clark.

RESOLUTION APPROVING A CHICKEN -KEEPING LICENSE FOR
JULIE CLARK, 8005 WOODLAWN DRIVE
WHEREAS, the Mounds View City Code, Chapter 90.005, allows limited and
controlled raising and keeping of chickens and/or ducks on properties zoned R-1, Single
Family Residential; and
WHEREAS, Julie Clark has submitted an application, with an approved site plan,
and the appropriate fees to keep and raise chickens on her property located at 8005
Woodlawn Drive; and
WHEREAS, Staff has reviewed the application and it meets all requirements set
forth in Chapter 90.005; and
WHEREAS, in accordance with Chapter 90.005, initial applications shall be
considered by the City Council after holding a public hearing, which was held May 5,
2025.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does
hereby approve a Chicken -Keeping License for Julie Clark, 8005 Woodlawn Drive, for no
more than 12 chickens or 12 ducks or a combination of both;
BE IT FURTHER RESOLVED that the license may be revoked or denied by the
City Council based on negligence, nuisance, or violation Chapter 90.005.
BE IT FINALLY RESOLVED that the license will expire December 31, 2025, and
shall be renewed annually.

1. Located on single-family residential properties only
2. Limit of a total of 12 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during
the previous year

Chicken -Keeping License for Jeremy Maniak, 5085 Greenwood Drive
Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled
raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family.
Jeremy Maniak has applied to raise and keep chickens on his property.
Discussion: The applicant, Jeremy Maniak, has applied to raise and keep chickens on
his property located at 5085 Greenwood Drive. The City Code allows up to 12 chickens at
one time. Mr. Maniak has indicated that he plans to raise and keep five chickens at this
time. Mr. Maniak has not yet decided what kind of coop he will have, but he will be
provided a copy of the City of Mounds View coop specifications and will be required to
conform to the minimum 20-foot setback from all property lines, in addition to the setback
of three feet from the garage and 20 feet from the house. Also, Staff is somewhat unclear
as to the fencing that surrounds the property as communication with the applicant was
limited. City Code does require that backyard areas within which the chickens roam be
fenced so the requirement for fencing must also be met.
In accordance with Chapter 90.0005, initial applications shall be considered by the City
Council after holding a public hearing. Approval of renewal applications are done
administratively unless the City has received substantial complaints or related violations
have been documented during the previous year.
Staff recommends that a site inspection be conducted if approved, and after the coop has
been put in place, to confirm that City Code requirements have been met.
As required, staff has published a public hearing notice in the April 16, 2025, edition of the
Pioneer Press, the City's official newspaper. In addition, as required, notices were mailed to
residents within 350 feet of the subject property.
Mr. Maniak has indicated that he will be present at the City Council meeting/public hearing
to answer any questions you may have.
This is an annual license and will expire December 31, 2025.

RESOLUTION APPROVING A CHICKEN -KEEPING LICENSE FOR

WHEREAS, the Mounds View City Code, Chapter 90.005, allows limited and
controlled raising and keeping of chickens and/or ducks on properties zoned R-1, Single
Family Residential; and
WHEREAS, Jeremy Maniak, has submitted an application and the appropriate
fees to keep and raise chickens on his property located at 5085 Greenwood Drive; and
WHEREAS, Mr. Maniak will be required to meet all requirements set forth in
Chapter 90.005 of the Mounds View Code related to chicken -keeping; and
WHEREAS, a site inspection will be conducted to assure Code requirements have
been met; and
WHEREAS, in accordance with Chapter 90.005, initial applications shall be
considered by the City Council after holding a public hearing, which was held May 5,
2025.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does
hereby approve a Chicken -Keeping License for Jeremy Maniak, 5085 Greenwood Drive,
for no more than 12 chickens or 12 ducks or a combination of both.
BE IT FURTHER RESOLVED that the license may be revoked or denied by the
City Council based on negligence, nuisance, or violation Chapter 90.005.
BE IT FINALLY RESOLVED that the license will expire December 31, 2025, and
shall be renewed annually.

Chicken and Duck Permit Requirements:
1. Located on single-family residential properties only
2. Limit of a total of 12 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during
the previous year
5. Detailed site plan showing:
All existing structures on the property
Coop dimensions
Coop setbacks from al[ property lines and the house
6. Zoning permit if the coop will be a new structure. The coop must meet all accessory building requirements in Section 1106.06 of the
Zoning Code
No more than 3 accessory buildings are allowed per property (this includes all garages, sheds and coops)
Maximum of 1,800 square feet total of accessory building per property.
Coop Structure and Bird Containment Requirements:
1. Cool structures must be set back at least 20 feet from all property lines and the applicant's house,
2. Coop structures shall only be located in rear yards,
3_ Backyard areas within which chickens or ducks are allowed to roam shall be fenced to confine the birds to applicant's property (zoning
permit required for new fences).
Additional Requirements:
1. No roosters or drakes allowed,
2. No slaughtering or beheading of the birds is permitted,

applied to raise and keep chickens and ducks on her property.
Discussion: The applicant, Ana Parra, has applied to raise and keep 10 chicken and 2 ducks
on her property located at 8478 Long Lake Road. The City Code allows up to twelve chickens
and/or ducks at one time and requires that backyard areas within which the chickens roam be
fenced. Ms. Parra has indicated that the coop is totally enclosed with a fence approximately
six feet high (as seen in the attachment). The yard is also fenced. The chicken coop will meet
the City Code requirement of a minimum of 20 feet from all property lines.

RESOLUTION APPROVING A CHICKEN -KEEPING LICENSE FOR
ANA PARRA, 8478 LONG LAKE ROAD
WHEREAS, the Mounds View City Code, Chapter 90.005, allows limited and
controlled raising and keeping of chickens and/or ducks on properties zoned R-1, Single
Family Residential; and
WHEREAS, Ana Parra has submitted an application, with an approved site plan,
and the appropriate fees to keep and raise chickens on her property located at 8478 Long
Lake Road; and
WHEREAS, Staff has reviewed the application and it meets all requirements set
forth in Chapter 90.005; and
WHEREAS, in accordance with Chapter 90.005, initial applications shall be
considered by the City Council after holding a public hearing, which was held May 5,
2025.
NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council does
hereby approve a chicken/duck-keeping license for Ana Parra, 8478 Long Lake Road, for
no more than 12 chickens or 12 ducks or a combination of both.
BE IT FURTHER RESOLVED that the license may be revoked or denied by the
City Council based on negligence, nuisance, or violation Chapter 90.005.
BE IT FINALLY RESOLVED that the license will expire December 31, 2025, and
shall be renewed annually.

required to be familiar with the provisions of this chapter. In submitting a license application, the applicant declares that they meet the

REQUIREMENTS FOR KEEPING AND RAISING CHICKENS AND DUCKS
Chicken and Duck Permit Requirements:
1. Located on single-family residential properties only
2. Limit of a total of 12 chickens and/or ducks
3. New chicken/duck keeping permits require a public hearing (notices will be mailed to all property owners with 350 feet of applicant's
property) and approval by the City Council
4. Annual renewal permits may be approved administratively unless there have been substantiated complaints or related violations during
the previous year
5. Detailed site plan showing:
All existing structures on the property
Coop dimensions
Coop setbacks from all property lines and the house
6. Zoning permit if the coop will be a new structure. The coop must meet all accessory building requirements in Section 1106.06 of the
Zoning Code
No more than 3 accessory buildings are allowed per property (this includes all garages, sheds and coops)
Maximum of 1,800 square feet total of accessory building per property.
Coop Structure and Bird Containment Requirements:
1. Cool structures must be set back at least 20 feet from all property lines and the applicant's house,
2. Coop structures shall only be located in rear yards,
3. Backyard areas within which chickens or ducks are allowed to roam shall be fenced to confine the birds to applicant's property (zoning
permit required for new fences).
Additional Requirements:
1. No roosters or drakes allowed,
2. No slaughtering or beheading of the birds is permitted,
3. Food shall be stored in a watertight, rodent -proof container.

Introduction:
The Police Department and SBM (Spring Lake Park -Blaine -Mounds View) Emergency
Management is requesting adoption of the 2025 Ramsey County All -Hazard Mitigation
Plan.
Discussion:
A hazard mitigation plan is a federally required document under the Disaster Mitigation
Act of 2000 (DMA 2000). This law mandates that all states, counties, and communities
maintain an approved mitigation plan to be eligible for certain federal disaster
assistance. This plan ensures Mounds View's eligibility for federal disaster mitigation
funding while proactively addressing risks to enhance our community's resilience.
The 2025 Ramsey County, MN Hazard Mitigation Plan (HMP) is updated approximately
every five years in accordance with DMA 2000 to use the most recent demographic
data, identify priority hazards and mitigation strategies, and evaluate critical
infrastructure risks and hazards affecting Ramsey County, including Mounds View. It
serves as a framework upon which hazard mitigation projects and strategies can be
coordinated across the entire county, and the process ensures that all jurisdictions
consider new and emerging hazards, the impacts of growth, development, and social
vulnerability on hazards in our area, and considers the impact of real -world events.
The revised HMP assesses and ranks major natural, technological, and human -caused
hazards based on factors such as frequency of occurrence, economic impact, and
potential for deaths and injuries. Mitigation recommendations are based on input from
state and local agencies, public feedback, and national best practices. While the
primary focus remains on evaluating Ramsey County's exposure to natural hazards and
identifying appropriate mitigation actions, this HMP update also expands the scope to
include technological and human -caused hazards and is crafted in compliance with
federal mitigation planning requirements.
The HMP is a truly multi -jurisdictional plan that applies to all of Ramsey County. In
addition to Mounds View, this plan includes participation and input from Ramsey
County and the municipalities of Arden Hills, Falcon Heights, Gem Lake, Lauderdale,
Little Canada, Maplewood, New Brighton, North Oaks, North Saint Paul, Roseville,
Saint Anthony, Saint Paul, Shoreview, Vadnais Heights, White Bear Lake, and White

Adoption of the 2025
Ramsey County All -Hazard Mitigation Plan
Bear Township. Each of these municipalities will separately adopt the HMP as their own
— meaning that the entire county will now use a single assessment and planning
methodology to better coordinate across jurisdictions.
Once approved by the Ramsey County and each municipality, the plan will be submitted
by the Minnesota Department of Homeland Security and Emergency Management to
the Federal Emergency Management Agency for final approval. Once approved as final
adoption, Ramsey County Emergency Management and Homeland Security will forward
a copy of the letter to the City's Emergency Management Director.
Recommendation:
Staff recommends adopting the 2025 Ramsey County All -Hazard Mitigation Plan.

ADOPTION OF THE 2025 RAMSEY COUNTY ALL -HAZARD MITIGATION PLAN
WHEREAS, the City of Mounds View has participated in the hazard mitigation planning
process as established under the Disaster Mitigation Act of 2000, and
WHEREAS, the Act establishes a framework for the development of a multijurisdictional
County Hazard Mitigation Plan; and
WHEREAS, the Act as part of the planning process requires public involvement and local
coordination among neighboring local units of government and businesses; and
WHEREAS, the Ramsey County Plan includes a risk assessment including past hazards,
hazards that threaten the County, an estimate of structures at risk, a general description
of land uses and development trends; and
WHEREAS, the Ramsey County Plan includes a mitigation strategy including goals and
objectives and an action plan identifying specific mitigation projects and costs; and
WHEREAS, the Ramsey County Plan includes a maintenance or implementation process
including plan updates, integration of the plan into other planning documents and how
Ramsey County will maintain public participation and coordination; and
WHEREAS, the Plan has been shared with the Minnesota Division of Homeland
Security and Emergency Management and the Federal Emergency Management Agency
for review and comment; and
WHEREAS, the Ramsey County All -Hazard Mitigation Plan will make the county and
participating jurisdictions eligible to receive FEMA hazard mitigation assistance grants;
and
WHEREAS, this is a multi -jurisdictional Plan and cities that participated in the planning
process may choose to also adopt the County Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota supports the hazard mitigation planning
effort and wishes to adopt the 2025 Ramsey County All -Hazard Mitigation Plan.
