CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE ORDINANCE ON
STANDARDS RELATING TO ACCESSOARY DWELLING UNITS
MOUNDS VIEW PLANNING CASE SP-237-25
WHEREAS, Sections 160.450 and 160.451 of the Mounds View Zoning Ordinance detail the
process and requirements for amending the zoning code; and,
WHEREAS, Section 160.087 of the Mounds View Zoning Ordinance has standards relating to
accessory dwelling units ("ADUs"); and,
WHEREAS, the Planning Commission has reviewed the ordinance and proposed amendments
relating to exterior and interior modification of ADUs and the requirement for one of the units of an ADU to
be occupied by the owner.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the
following finding of fact related to this request:
Findings of Fact
1) It is reasonable and appropriate to allow interior and exterior modifications to a structure with an
ADU provided such modifications do not alter the detached nature of the ADU.
2) It is reasonable and appropriate for the City to require a restrictive covenant to be recorded against
a property with an ADU to ensure that one of the units is occupied by the owner.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View Planning Commission,
based upon the above findings of fact, does hereby recommend that the City Council adopt Ordinance
1042 amending the Mounds View Zoning Code on standards relating to accessory units.
