To Approve the Consent Agenda as presented. 34 35 Ayes – 5 Nays – 0 Motion carried. 36 37 6. SPECIAL ORDER OF BUSINESS 38 A. LB Carlson 2024 Audit Presentation – Aaron Nielsen, Principal. 39 40 Aaron Nielsen, Principal with LB Carlson, provided the City Council with a presentation on the 41 2024 audit. He reported the City received a clean or unmodified opinion. He reviewed the financial 42 statements, fund balances and provided a summary of net position for the City in detail with the 43 Council. He commended the City for their strong financial position and stated he was available for 44 comments or questions. 45 46 Mounds View City Council May 12, 2025 Regular Meeting Page 2 Mayor Lindstrom thanked Mr. Nielsen for his detailed presentation. 1 2 MOTION/SECOND: Meehlhause/Gunn. To accept the 2024 Audit Report as presented. 3 4 Ayes – 5 Nays – 0 Motion carried. 5 6 B. May 18-24, 2025 Public Works Week - Proclamation. 7 8 Mayor Lindstrom read a proclamation in full for the record declaring May 18 through May 24, 9 2025 to be Public Works Week in the City of Mounds View. 10 11 C. 2025 Mounds View Police Department Quarter 1 Report – Police Chief 12 Zender. 13 14 Police Chief Zender discussed the Quarter 1 Report from the Mounds View Police Department. 15 He reviewed the community outreach that occurred in January, February and March. He thanked 16 everyone how participated in the Daddy Daughter Dance, along with the Polar Plunge. He 17 commended Officer Olendorf for being recognized as the top DWI enforcer for the department. 18 He reported CSO Overton signed a letter stating he will work for Mounds View after he finished 19 his skills. He explained the department’s VCET officer was recognized by the DA for his excellent 20 performance in his job. He commented on the shooting that occurred at Towns Edge. He discussed 21 how productivity was up within the department even with the lower staffing level. He stated Flock 22 continues to be a great deterrent for the community. He commented on the training his officers 23 received so far this year. He explained his officers were working through the loss of K9’s Niko 24 and Griz, but stated K9 Ace was doing great work for the community. He discussed how the 25 League of Minnesota Cities reached out to him to showcase the department’s K9 program. Lastly, 26 he noted May 11 through May 17 was National Police Week. 27 28 29 Mayor Lindstrom commented on the number of views and reactions his post regarding K9 Griz 30 has received. Police Chief Zender stated he was an amazing dog that will be dearly missed by the 31 community. Further discussion ensued regarding the department’s K9 program. 32 33 Council Member Meehlhause stated he attended the nine mayors meeting today for Mayor 34 Lindstrom and noted the Flock cameras were discussed. 35 36 Council Member Smith thanked the Mounds View Police Department for all of their efforts on 37 behalf of the community. 38 39 7. PUBLIC COMMENT 40 41 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the 42 City Council during Public Comment. 43 44 Vince Meyer, 8380 Spring Lake Road, stated he met with City Administrator Zikmund last week 45 to discuss the turn lanes on Ardan, 84th and 85th. He understood staff would be looking into this 46 Mounds View City Council May 12, 2025 Regular Meeting Page 3 matter. He explained staff never did an update on the driveways on Spring Lake Road and asked 1 that staff provide information on this matter. 2 3 Sharon Kirscher, 8406 Red Oak Drive, stated she spoke with Charlie Herbst today about the 4 Mermaid and she understood there was an extra pole by the sign that may accommodate the 5 refurbished Mermaid. She suggested Charlie Herbst be considered as the grand marshal for this 6 years Festival in the Park. She commented on the speed of government and encouraged staff to be 7 careful with their words when responding to the public going forward. She asked if trade schools 8 could be used to complete tasks for the City. She questioned if the City Council has discussed how 9 revenues from the pot shop would be utilized by the community. 10 11 Russell Czech, 8431 Pleasant View Drive, explained he has asked for a discussion with the City 12 Council. He reported he made a phone call and asked about the policy for tree removal and this 13 person then called the City. He reviewed a letter he received from the City Attorney and questioned 14 why the City Council had not signed this letter. He commented on the false accusations within the 15 letter and noted he had cameras on his house to prove this. He reported he never left his house on 16 the day in question and asked how the City had proof for these accusations. He indicated the City 17 was after him for $500 for a tree removal when he was not given 14 days-notice. He stated he got 18 two business days. He questioned when the City would address this matter and noted he could 19 provide video proof that he had not accosted anyone. 20 21 Christina Czech, 8431 Pleasant View Drive, commented her husband is always loud and should 22 not be perceived as aggression. She explained they were working diligently to squash this situation 23 because it never should have happened this way. 24 25 Mr. Czech stated if the tree in his yard had been deemed hazardous, this was a joke. He encouraged 26 the City Council to begin doing this properly and noted he would like to see this matter squashed. 27 28 8. COUNCIL BUSINESS 29 A. Introduction and First Reading of Ordinance 1042, Amending the Mounds 30 View Zoning Code on Standards Relating to Accessory Dwelling Units. 31 32 Evan Monson, Stantec, requested the Council introduce an ordinance that would amend the 33 Mounds View Zoning Code on standards relating to Accessory Dwelling Units. He reviewed the 34 proposed changes noting the property would be legally required to be owner occupied. He 35 indicated the second change would allow for exterior modifications, as long as they remained 36 consistent with the existing structure. 37 38 Mayor Lindstrom supported the City rethinking its ADU policy in order to be more flexible and 39 to allow for detached ADU’s. 40 41 Council Member Meehlhause reported in 2023 this came before the Council and there was a 42 motion to table action on this. He agreed that this item should come back to the Council for further 43 consideration given how the environment has changed surrounding ADU’s. 44 45 Council Member Clark indicated she would support this item coming back to the City Council for 46 Mounds View City Council May 12, 2025 Regular Meeting Page 4 further discussion. 1 2 Council Member Gunn commented the concern from the public was with how ADU’s could turn 3 into rental units. 4 5 City Administrator Zikmund explained he could bring this item back to the Council at a future 6 worksession meeting. 7 8 MOTION/SECOND: Gunn/Meehlhause. To Waive the First Reading and Introduce Ordinance 9 1042, Amending the Mounds View Zoning Code on Standards Relating to Accessory Dwelling 10 Units. 11 12 Ayes – 5 Nays – 0 Motion carried. 13 14 9. REPORTS 15 A. Reports of Mayor and Council. 16 17 Council Member Gunn reported she would be attending a Police Foundation and Tribute Park 18 meeting on Tuesday, May 13. 19 20 Council Member Gunn explained on Friday, May 9 she attended a zoom meeting where 21 homelessness was discussed. She expressed concern with the fact there were no warming centers 22 in the community. She supported the City Council speaking with Ramsey County Commissioners 23 regarding this matter in order to get warming centers out in the suburbs. 24 25 Council Member Smith stated on Thursday, May 15 she will be attending the Cable Commission 26 meeting. 27 28 Council Member Smith noted she would be serving as a seasonal CSO for Ramsey County. 29 30 Council Member Smith reiterated that this week is National Police Week and stated she would be 31 attending a ceremony at the capitol on Thursday, May 15. 32 33 Council Member Clark explained she would be attending the NYFS luncheon on Wednesday, May 34 14. 35 36 Council Member Clark reported the Festival in the Park Committee would be meeting next on 37 Tuesday, May 20 at 6:30 p.m. at the Public Works Facility. 38 39 Council Member Meehlhause indicated he would also be attending the NYFS luncheon on 40 Wednesday, May 14. 41 42 Council Member Meehlhause stated he would be attending the suburban law enforcement 43 ceremony on Thursday, May 15. 44 45 Mounds View City Council May 12, 2025 Regular Meeting Page 5 Council Member Meehlhause reported the Mounds View Lions annual garage sale would begin 1 on Wednesday, May 14 at Hillview Park at 8:00 a.m. 2 3 Mayor Lindstrom stated he would be applying to become a board member to the League of 4 Minnesota Cities. 5 6 B. Reports of Staff. 7 8 Finance Director Bauman provided the Council with an update on the Sysco request. She explained 9 after reviewing their request for a deduct meter she suggested the first quarter reads be used to 10 adjust the sewer fees. The Council recommended this be discussed with the Public Works Director. 11 12 10. This requirement is proposed to be included in the zoning code along with a restrictive covenant recorded against the property that shall be filled and submitted by the owner. This needs to be submitted before the Certificate of Occupancy for the ADU is issued. 2. Exterior Modifications: • According to § 160.087 Accessory dwelling units (I) (internal) for R-1 (Single- Family Residential District) District, the City does not allow any exterior modifications to the existing home, excluding doors and windows. This poses challenges and removes the flexibility of converting a principal structure to an ADU later on. The proposed language is to include interior modifications and exterior modifications under certain conditions. Exterior modifications to ADUs are permitted such that they do not alter the detached nature of the ADU and seamlessly integrate with the primary residence, ensuring the ADU remains part of the existing structure. The Mounds View Planning Commission reviewed the proposed rezoning and adopted Resolution 1182-25 recommending City Council approval.
