Mayor Jerry Linke Memorial Proclamation 38 39 Council Member Gunn read a proclamation in full for the record recognizing former Mayor Jerry 40 Linke for his years of dedicated public service and declared May 27, 2025 as a day of remembrance 41 for former Mayor Jerry Linke in the City of Mounds View. She stated former Mayor Linke worked 42 very hard for this community and she sent her condolences to the Linke family. 43 44 Mounds View City Council May 27, 2025 Regular Meeting Page 2 Mayor Lindstrom reported he received an email from former Mayor Linke’s wife and he 1 understood he still had family that lives in the area. He sent his condolences to the entire Linke 2 family and thanked them for their tremendous dedication to the City of Mounds. 3 4 B. SBM Fire Department Yearly Updates 5 6 Fire Chief Dan Retka provided the Council with a presentation from the SBM Fire Department. 7 He reported six new recruits recently graduated from the academy and in total the department has 8 added 32 fire fighters over the last two years, after losing 10. He explained the chiefs in the county 9 voted to part ways with Century College and would be taking back the fire training academy with 10 Anoka County. He explained mutual aid calls continue to rise and he was working to improve the 11 relationship between SBM and the Lake Johanna Fire Department. He stated the Lino Lakes Fire 12 Department was having issues with staffing and over the last few months a staffing study was 13 completed and Lino Lakes decided to hire a full-time fire chief and police chief. He stated this was 14 a positive decision for this community and would greatly enhance their police and fire services. 15 He discussed how the fire department was working to engage with the public from elementary 16 aged children to senior citizens. He indicated the fire department has certified just under 1,000 17 people in CPR this year. He commented further on the fire safety work that was being done with 18 the apartment complexes in Blaine, Spring Lake Park and Mounds View. He reported the bike 19 helmet events have been struggling since COVID. He explained the Senior Fair was very well 20 received this year. He thanked the Council for their time and asked if there were any comments or 21 questions. 22 23 Council Member Meehlhause asked how things were going with the Centennial Fire Department. 24 Fire Chief Retka reported SBM has an administrative contract with the Centennial Fire Department 25 and he hoped this contract would continue into the future. 26 27 Council Member Meehlhause requested an update on the new fire station land. Fire Chief Retka 28 explained the city of Blaine has land set aside as a preferred location for the new fire station that 29 was on the corner of Lexington Avenue and Main Street. 30 31 Council Member Meehlhause inquired if the fire department had any new apparatus on order. Fire 32 Chief Retka reported the fire department had two new pieces of equipment on order, one being a 33 new engine and the other being a rescue vehicle. He reported the new engines were taking three 34 years to build. 35 36 Council Member Clark thanked the SBM Fire Department for being on hand at the recent Easter 37 egg hunt. 38 39 Mayor Lindstrom asked how the closing of the federal fire academy would impact the fire 40 department. Fire Chief Retka stated this was a huge hit for the fire service because the federal fire 41 academy was the foremost education provider for firefighters. He reported more local and state 42 educational options were becoming available. 43 44 Mayor Lindstrom inquired if there was anything the SBM Fire Department required from the City 45 of Mounds View at this time. Fire Chief Retka asked for the City’s continued support of the fire 46 Mounds View City Council May 27, 2025 Regular Meeting Page 3 department. He stated he enjoyed working in Mounds View and explained he had a great working 1 relationship with Police Chief Zender. 2 3 7. PUBLIC COMMENT 4 5 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the 6 City Council during Public Comment. 7 8 Debbie Eckstrom, 5231 Skiba Drive, she requested the Council find funding to move the zip line 9 from Random Park to Silver View Park. She explained it has been nice not having the zip line in 10 place as it has been quieter in the neighborhood, but the park was still being utilized. She 11 understood the zip line had been taken down and asked that it not be put back up in Random Park 12 until funding was in place to move the zip line to Silver View Park. 13 14 Mike Berry, 5237 Skiba Drive, reported the zip line was near his backyard. He expressed concern 15 with the number of adults that were riding the zip line in Random Park. 16 17 Ms. Eckstrom indicated there was a party at the park on Saturday and it did not disrupt the 18 neighborhood because the zip line was not in use. 19 20 City Administrator Zikmund reported the Parks, Recreation and Forestry Commission discussed 21 this matter last week and explained the group voted to take the zip line to see what the reaction 22 would be. He understood the Commission received feedback for both sides of the issue once the 23 zip line was taken down. He indicated the Commission then voted to put the zip line back up with 24 the option of moving the zip line to another park. 25 26 Mayor Lindstrom asked that the neighbors be patient while the City works through the process of 27 finding funding and moving the zip line. He explained he supported the zip line being put back in 28 place until the Council had funding in place. He stated he would support moving the zip line and 29 he believed Silver View would be a better park for this amenity. 30 31 Ms. Eckstrom expressed concern that the summer would go by and the neighbors would have to 32 listen to the zip line again and the Council would not take action to address this concern. 33 34 Council Member Smith questioned if a lock could be placed on the zip line during quiet hours. 35 36 Mayor Lindstrom stated this would be difficult to enforce. He asked if the Council supported 37 moving the zip line to Silver View Park. The Council supported this action. 38 39 Sharon Kirscher, 8406 Red Oak Drive, explained she objected to spending City funding, even if it 40 was a nominal amount, to put the zip line back in place this summer. She was of the opinion 41 spending money on this did not make sense. 42 43 Debra Savano, 5093 Irondale Road, asked if there were ordinances or protocols in place that 44 directed the Mounds View Police Department in the event ICE enters the community to abduct 45 Mounds View City Council May 27, 2025 Regular Meeting Page 4 residents without a proper warrant. She commented she did not want the Mounds View Police 1 Department to cooperate with ICE in any way. 2 3 Mayor Lindstrom reported the City’s position has been to not do immigration checks when people 4 are pulled over. He indicated the City cannot control whether or not ICE comes into the 5 community. 6 7 City Administrator Zikmund explained it was his understanding through the Ramsey County 8 Chief’s of Police Association that ICE was focused on individuals who had already been arrested, 9 incarcerated, in prison and were in the system. He reported the activity being described by Ms. 10 Savano has not been occurring in Ramsey County. 11 12 Ms. Savano stated she wanted to see the police department having specific guidelines to follow 13 given what was occurring throughout the country. She did not want to see the Mounds View Police 14 Department abetting ICE, but rather wanted to see Mounds View officers protecting its residents. 15 16 City Administrator Zikmund reiterated that there was no evidence that this was going on in Ramsey 17 County. 18 19 Ben Gillespie, 7980 Fairchild Avenue, explained he supported his neighbor, Deb Sabano’s 20 comments. 21 22 8. COUNCIL BUSINESS 23 A. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1042 24 Amending the Mounds View Zoning Code on Standards Relating to Accessory 25 Dwelling Units. ROLL CALL VOTE. 26 27 Evan Monson, Stantec, requested the Council consider adopting Ordinance 1042 which would 28 amend Mounds View City Code standards relating to accessory dwelling units. He explained this 29 ordinance would address owner occupancy requirements along with requiring the ADU to have 30 the same finish as the existing structure. 31 32 Mayor Lindstrom opened the public hearing at 6:50 p.m. 33 34 Sharon Kirscher, 8406 Red Oak Drive, asked if this ordinance allowed for a single-family home 35 to become a duplex. 36 37 Mr. Monson reported this ordinance would allow for a basement or an attached garage to be 38 converted to an ADU. 39 40 Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:53 p.m. 41 42 MOTION/SECOND: Meehlhause/Gunn. To Waive the Second Reading and Adopt Ordinance 43 1042 Amending the Mounds View Zoning Code on Standards Relating to Accessory Dwelling 44 Units and directing staff to publish the ordinance summary. 45 46 Mounds View City Council May 27, 2025 Regular Meeting Page 5 ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. 1 2 Ayes – 5 Nays – 0 Motion carried. 3 4 B. First Reading and Introduction of Ordinance 1043 Amending Title XV, 5 Chapters 151, 154, 158, 159 and 160 of the Mounds View Municipal Code 6 relating to Public Hearing Processes. 7 8 This item was removed from the agenda prior to the meeting. 9 10 C. First Reading and Introduction of Ordinance 1044 Amending Title XV, 11 Chapter 160 of the Mounds View Municipal Code Relating to Off-Street 12 Parking Requirements. 13 14 Evan Monson, Stantec, requested the Council introduce an ordinance that would amend a portion 15 of City Code related to off-street parking requirements. He discussed the proposed parking ratios 16 and noted the proposed changes would be more consistent with neighboring cities. 17 18 Council Member Smith asked if a garage counts as one of the parking spaces for a duplex. Mr. 19 Monson stated the language could be amended to include a garage as one parking space. He 20 reported typically driveways are used for counting parking spaces. 21 22 Council Member Clark recommended this language not include a reference to garage parking 23 spaces, given how not all properties in Mounds View have garages. 24 25 Council Member Gunn questioned if the restaurant parking requirements would be changed given 26 the issues that had occurred at Mounds View Square. 27 28 Mayor Lindstrom asked if this was the friendliest version of the ordinance or was more work 29 required. He anticipated multi-family parking would still have to be discussed by the City Council. 30 Mr. Monson stated he could bring this matter before the Council. 31 32 Assistant City Administrator Beeman reported staff could bring this ordinance back to the Council 33 at the Monday, June 2 joint worksession meeting with the Planning Commission. 34 35 Council Member Gunn supported this recommendation and suggested language also be considered 36 for fitness clubs. 37 38 MOTION/SECOND: Meehlhause. To table action on this item to the Monday, June 2, 2025 City 39 Council Joint Worksession meeting with the Planning Commission. 40 41 Ayes – 5 Nays – 0 Motion carried. 42 43 9. REPORTS 44 A. Reports of Mayor and Council. 45 46 Mounds View City Council May 27, 2025 Regular Meeting Page 6 Council Member Smith provided the Council with an update from the recent Cable Commission 1 meeting. She explained the group received an update on the new standard for websites. In addition, 2 the group learned NSCC had filed to be a non-profit. 3 4 Council Member Smith reported the suburban fire departments along with the Ramsey County 5 Sheriffs Water Patrol have formed a water rescue task force group. 6 7 Council Member Clark explained she attended the Parks, Recreation and Forestry Commission 8 meeting last week where the zip line topic was discussed. 9 10 Council Member Clark commented on the Rec on the Go program that would be offered this 11 summer free of charge. She reported residents could register for this program on the City’s website. 12 13 Council Member Clark reported bingo would be held this summer at Lambert Park on the first and 14 third Thursdays. 15 16 Council Member Clark explained the Festival in the Park Committee met on Tuesday, May 20. 17 18 Council Member Clark encouraged residents to visit Cross Fit North from June 2 through June 7 19 as it is Bring a Friend week. She noted Cross Fit North would be holding a grand opening 20 celebration on Saturday, June 7. 21 22 Council Member Gunn reported she attended a Mounds View Police Foundation meeting on 23 Tuesday, May 13. She explained the police department now has a hot dog cart that would be shared 24 with the New Brighton Public Safety Department. 25 26 Council Member Gunn stated the Tribute Park Committee was proofing all of the monuments and 27 work continues on the lighting. 28 29 Council Member Gunn indicated she attended the NYFS luncheon along with the police memorial 30 event that was held at Christ the King Church in New Brighton. 31 32 Council Member Meehlhause explained he attended the NYFS luncheon as well and stated he 33 believed this was the organization’s most successful event to date. 34 35 Council Member Meehlhause reported the Mounds View Lions held their annual garage two weeks 36 ago. He thanked all of the community members who supported this event. 37 38 Council Member Meehlhause stated last Tuesday he attended the Charter Commission meeting 39 with City Administrator Zikmund. He explained the Charter Commission discussed the City’s 40 succession and appointment strategy in the event the Council were to lose a member, and they 41 unanimously passed the plan. The Charter revisions will come to the Council later this summer or 42 early fall for approval. 43 44 Mayor Lindstrom wished his mom a happy 65th birthday. 45 46 Mounds View City Council May 27, 2025 Regular Meeting Page 7 Mayor Lindstrom reported he and City Administrator Zikmund met with a constituent about 1 gathering data and discussing how the City can provide better services as a City. 2 3 Mayor Lindstrom commented Mounds View would be receiving the City of Excellence Award at 4 the League of Minnesota Cities Annual Conference for the work the City has done to address racial 5 covenants. 6 7 Mayor Lindstrom provided the Council with an update on his recent clemency efforts, noting he 8 was able to speak on a recent radio show. 9 10 Mayor Lindstrom reported he had a meeting with the Vadnais Heights Mayor where homelessness 11 was discussed. 12 13 Mayor Lindstrom explained he would be having knee surgery on June 3. 14 15 B. Reports of Staff. 16 17 City Administrator Zikmund provided the Council with an update on the City’s cannabis license. 18 19 City Administrator Zikmund explained there was a vacancy on the Planning Commission as Gary 20 Rundle had to step down for health reasons. 21 22 1. Selection of 2024 Citizen of the Year and Decision on When to Present 23 Award. 24 25 City Administrator Zikmund requested the Council make a selection for the 2024 Citizen of the 26 Year. In addition, he asked that the Council decide when this award would be presented. 27 28 The Council discussed presenting the Citizen of the Year award at the Town Hall meeting. 29 30 Mayor Lindstrom asked if the Citizen of the Year award could be presented at Festival in the Park. 31 32 Council Member Smith suggested the award be presented prior to the drawing at Festival in the 33 Park. 34 35 Council Member Clark stated she would bring this suggestion to the Festival in the Park’s next 36 meeting. 37 38 Mayor Lindstrom questioned who the Council wanted to present with the Citizen of the Year 39 award. 40 41 Council Member Clark recommended the Council select C or A. 42 43 Council Member Meehlhause and Council Member Gunn supported A. 44 45 Mayor Lindstrom indicated he supported A as well. 46 Mounds View City Council May 27, 2025 Regular Meeting Page 8 1 City Administrator Zikmund provided the Council with an update on a recent tornado victim he 2 had a conversation with where the Tribute Park was discussed and this individual was invited to 3 attend the parks grand opening. 4 5 C. The CLRI created standardized performance measures that will aid residents, taxpayers, and state and local elected officials in determining the efficacy of cities in providing services. Participation in the standard measures program is voluntary. Discussion and Recommendation: To participate, a city must adopt, implement, and publish a minimum of 10 performance measures as provided by the CLRI. Once adopted, the standard measures will be published on the City’s website. The City will also be eligible for reimbursement of $.14 per capita (approx. $1,815) for participation in the program. Attached is a resolution and the list of standard performance measures that the City Council will adopt. Staff recommends approval. Strategic Plan Strategy/Goal: - Enhance Revenue Sources through minimal use of staff time. - Community Engagement by providing performance measure metrics that we currently track. Respectfully submitted, __________________________ Gayle Bauman RESOLUTION NO. 10095 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION ADOPTING AND REPORTING PERFORMANCE MEASURES WHEREAS, Benefits to the City of Mounds View for participation in the Minnesota Council on Local Results and Innovation’s comprehensive performance measurement program are outlined in MS 6.91 and include eligibility for a reimbursement as set by State statute; and WHEREAS, Any city/county participating in the comprehensive performance measurement program is also exempt from state levy limits for taxes, if levy limits are in effect; and WHEREAS, The Mounds View City Council has adopted and implemented at least 10 of the performance measures, as developed by the Council on Local Results and Innovation, and a system to use this information to help plan, budget, manage and evaluate programs and processes for optimal future outcomes. This license, is valid for up to three consecutive days. The Festival in the Park of Mounds View is a non-profit organization that is requesting that Moe’s American Grill, located in Mounds View, be allowed to sell and serve liquor during the Mounds View Festival in the Park on Saturday, August 16, 2025. A public hearing is required for all liquor licenses, including temporary. Discussion: Festival in the Park of Mounds View and Moe’s American Grill have applied to sell and serve alcoholic beverages at this year’s Festival in the Park. A temporary license is still required even though Moe’s has a current liquor license with the City of Mounds View. That license only applies to sales made on site. Application materials, including insurance and fees, have been submitted. As mentioned, Moe’s has a current On-Sale Intoxicating Liquor License with the City of Mounds View and the Minnesota Department of Public Safety (Alcohol and Gambling Division). However, the state of Minnesota requires a temporary liquor license for events such as this. As the owner of Moe’s, Jeff Moritko, had a background check in November of last year, a new background is not required for this application. As in past Mounds View festivals, there will be a fenced-in area designated as the “beer garden”. All alcoholic beverages must remain within the fenced in area. The “beer garden”, as with other festival activities, will be located at Silver View Park. Moe’s will set up tents and tables and will be selling canned beer, seltzers and bottled water. Willmar, St. Cloud, Shakopee, Moose Lake, Brooklyn Center and Minneapolis have all installed units. BCBS provides $50,000 in grant funding towards the purchase and installation of the Court along with $25,000 for local artists to add their time and talent. Discussion: On May 5, 2025, Council approved Resolution 10099 approving the purchase and installation of the Fitness Court. The total cost for the Fitness Court, Studio and Art is $230,000 with BCBS providing $75,000 in grant funds resulting in a final cost of $155,000. The City is responsible for the cost/installation of the concrete slab for the course which was estimated to cost $25,000 to $30,000. Staff received two proposals for the installation of the concrete pad: D & S Concrete and Masonry $56,990.00. Respectfully submitted, __________________________ Don Peterson Director of Public Works/Parks and Recreation The Mounds View Vision A Thriving Desirable Community RESOLUTION 10100 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE COST PROPOSAL FROM CORNERSTONE CONCRETE FOR THE INSTALLATION OF THE CONCRETE SLAB FOR THE FITNESS COURT WHEREAS, the City has submitted a Grant Application to National Fitness Campaign (NFC) for participation in their 2025 initiative to install and activate Outdoor Fitness Court® in over 1000 municipalities and schools across the country; and WHEREAS, the City will accept a $50,000 National Grant from the NFC Grant Committee and Statewide Partners, and endeavor to provide a local match in the amount of $50,000 from budgeted or internal funds within fiscal year 2025 to promote and implement a free-to-the-public Outdoor Fitness Court®; and WHEREAS, the Council believes joining the National Fitness Campaign is an important step in building a healthier community, commits to funding/fundraising to participate in NFC’s 2025 Campaign, and will earn local and regional recognition as a leader in providing accessible health and wellness infrastructure and programs; and WHEREAS, the City Council on May 5, 2025 approved Resolution 10099 for the purchase and installation of the Fitness Court; and WHEREAS, Staff received two proposals for the installation of the concrete pad: D & S Concrete and Masonry for: $56,990.00 Cornerstone Concrete for: $55,290.00; and WHEREAS, Staff recommends the Council approve the proposal from Cornerstone Concrete to install the concrete pad for the Fitness Court at City Hall Park at a cost of $55,290.00, and WHEREAS, Staff further recommends the Council approves a 7% contingency of $3,870.30 for any unforeseen issues that may arise during the installation of the concrete pad. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The Mounds View City Council approves of the cost proposal from Cornerstone Concrete to install the concrete slab for the fitness court at a cost of $55,290.00. 2. Background/Discussion: City Council passed Resolution 9502, on November 22, 2021, approving a new playground for Hodges Park which included a Zipline, a new feature for City parks. The Park and Recreation and Forestry Commission (PRFC) wanted to provide a new feature for a park, South of Mounds View Boulevard after the splash pad was installed. The Zipline has been a huge hit and has brought more park patrons to Hodges Park. Since the Zipline was installed, the popularity recently has garnered mixed feelings. While many of the park patrons have enjoyed the Zipline, property owners adjacent to the park have raised concerns with the noise level, language and after park hours use. During the open house on July 11, 2024, for the Park System Master Plan, residents living next to the Hodgers Park attended and expressed their concerns and asked what could be done to address these issues. They were advised to approach the Commission first to make them aware of the concerns with the Zipline. The property owners have attended several City meetings including the joint Council/Park and Recreation and Forestry Commissions on February 27, 2025, where the draft Park System Master Plan was presented. At this joint meeting the City Council Requested the Commission look into relocating the Zipline. PRFC requested Public Works Staff to investigate moving the Zipline, to include possible new locations and associated costs. On May 22, 2025, as part of the PRFC Meeting, Hodges and Silver View Parks were toured to assess a possible new location for the Zipline and included as part of their regular business. The following options were presented: 1) Leaving the Zipline as is - not functioning 2) Put the Zipline back to function 3) Remove the entire Zipline feature and place in storage, installing at another park in the future 4) Remove and reinstall at either City Hall Park or Silver View Park The Parks and Recreation Commission reviewed these options and made a motion for the following: Motion by Arel, 2nd by Lundberg to put it back up at Hodges until it can be moved to Silver View. If we put it up and the Council chooses not to fund the move, then it will come back to the Commission. Motion Passed 5-2. Look into putting up a “quiet” sign. Staff will get bids The Mounds View Vision A Thriving Desirable Community and bring it to the City Council for approval and invite the Commission. We should put it back on social media and get notification to the neighbors. Further Discussion: At the May 27, 2025, City Council meeting, Property owners adjacent to Hodges Park spoke at matters from the floor. The property owners learned PRFC voted to put the Zipline back up and request the Council consider moving to Silver View Park. The property owners were requesting Council to reserve this decision and not put the Zipline back up. This item was not on the Council agenda and Public Works Staff was not present nor has Staff had ample time to secure the needed cost proposals from the playground contractor. The Council after discussion moved to place the Zipline back up at least until September and consider moving the Zipline depending on costs. Staff has received a quote from MWP Recreation for the moving the Zipline from Hodges Park to Silver View Park at a cost of $53,649.20, this includes the installation of new swings and placing the purple and green dinosaur’s back at the park. MWP Recreation is on the US Communities Government Purchasing Alliance, similar to the State Cooperative Purchasing Venture, and has furnished and installed previous playground equipment in Mounds View in a satisfactory manner. Strategic Plan Strategy/Goal: A progressive City that is a welcoming and desirable destination to all ages and cultures, who seek progress through partnership, and a place where residents can live, work and play safely and show pride in the community. Financial Impact: This item is not included in the 2025 budget and would require a budget adjustment of $53,694.2-in the Special Project Funds, account 480-4360-7050. Over the past several years, residents have voiced concern on perceived speeding issues and recently, a concern that vehicles do not have the proper turning space. The Police Department has deployed radar units that capture traffic volume, speed and time of occurrence. Data indicates speeding issues on some streets, not all. Council has authorized the installation of stop signs on certain intersections. Based off the traffic data, placing these stop signs has helped in certain situations and has had no effect in others. Stantec, the Consulting Engineer for the City, presented traffic calming options the Council could consider. Stantec proposed to Staff that the City could apply for the Safe Streets for All (SS4A) grant from the federal transportation department. This grant would require Stantec Engineering to research and analyze the entire street system in Mounds View and provide the Council with options to help with speeding and traffic calming. The total grant amount being requested would be between $160,000.00 to $190,000.00. If awarded the City would be required to provide a 20% commitment or $33,000.00 to $38,000.00 Stantec has provided a cost proposal of $8,350.00 to assist with writing and submitting the SS4A grant application. NOTE: The deadline to submit the SS4A grant application is June 26, 2025. Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
