August 6, 1990

The Mounds View City Council was called to order by 1. Call to
Mayor Hankner at 7:05 PM on Monday, August 6, 1990. Order
MEMBERS PRESENT: Councilmembers. Blanchard, Paone, 2. Roll
Wuori, Quick and Mayor Hankner. Call
ALSO PRESENT: Acting Clerk/Administrator Minetor and
Public Works Foreman Mike Ulrich.
Minetor reported that the 1990 Street Maintenance Bid 3. Street
Awards were opened Wednesday August 1st. We received Maint.
two bids. One from Allied Blacktop Company for Bid
$39,752.81, which is the Company that did the work last Award
year. Second bid was from Astech Corporation of
St. Cloud, $34,316.89. The difference between the two.
bidders is Allied used traprock last year and
Astech in going to use a granite chip. They both meet
specifications required, therefore there is see no reason
to go with the low bidder.
Mayor Hankner asked if we would run into any
of the problems we ran into last year.
Minetor stated that there are no guarantees,
but we are looking at some of the problems
that have occurred around the area and try to
minimize any problems.
Motion/Second: Quick/Paone to approve the staff
recommendation for the 10~ contingency of
$37,748.58 and .award the Street Maintenance Bid to
Astech Corporation.

Ulrich reported that Harely Leveler Rigg is used to 4. Harley

from Carlson Tractor for $7,360.73.

Ulrich reported that Tractor/Boom Bids were in. All
bids were competitive. The Mathis Ferguson Bid did
not meet the bid requirements, therefore we are asking
that the second lowest bidder, Carlson Tractor
Equipment be considered. The main aspects of the bid
that were not met was the electrical system. The specs
were written that they would have to have a 70 amp
alternator and a single 800 cold cranking amp battery.
There was a discussion on whether or not the specs
should be met. Minetor stated that in the past the
City has bought non spec equipment and we have had
problems with them. The specs were written with a
thorough review of the different items available and
that's what the mechanic and public works people
felt was necessary to do the job.

• Motion/Second: Quick/Paone to award the bid for the
Tractor Boom for $25,999.00 to Carlson Tractor Equipment
as per specs.
