Call to Order The meeting was called to order by Chair Farmer at 6:00 p.m. for June 18, 2025. ______________________________________________________________________________ 2. Roll Call Members Present: Commissioners Farmer, Munson, Nelson and Stevenson. Absent and Excused: Larson and Urlacher. Also Present: Assistant City Administrator Brian Beeman and Council Member Sherry Gunn. ______________________________________________________________________________ 3. Approval of Agenda MOTION/SECOND: Commissioner Munson/Commissioner Stevenson. To approve the agenda as amended tabling action on the Approval of Minutes to the next Planning Commission meeting. Ayes – 4 Nays – 0 Motion carried. 4. Consent Agenda A. Approval of Minutes: May 21, 2025 Action on this item was tabled to the next Planning Commission meeting. 5. Special Order of Business A. Resignation of Gary Rundle Mounds View Planning Commission June 18, 2025 Regular Meeting Page 2 ________________________________________________________________________ Assistant City Administrator Beeman reported Commissioner Gary Rundle was no longer able to attend Planning Commission meetings due to his health and has resigned his position. Chair Farmer accepted with regret the resignation of Planning Commissioner Gary Rundle. 6. Public Comment None. ______________________________________________________________________________ 7. Planning Cases A. Review and Recommend Approval of an Ordinance Amending the Zoning Code Relating to Public Hearing Process in Mounds View Code MOTION/SECOND: Commissioner Munson/Commissioner Nelson. To remove this item from the table. Ayes – 4 Nays – 0 Motion carried. Evan Monson, Stantec, stated the City Council directed staff to prepare amendments to the City Code so that public hearings for zoning and subdivision requests are heard in front of the Planning Commission instead of with the City Council. The City Attorney prepared a draft ordinance to accomplish this, amending several individual sections of the zoning code. The Planning Commission initially reviewed this at the May 21st Planning Commission meeting and tabled it for further review. The Planning Commission and City Council reviewed the item at a joint workshop held during the Council’s June 2nd work session meeting. The consensus was that the Council shall continue to hold public hearings for manufactured home park closures, while other requests as outlined in the initial draft ordinance would have a public hearing at the Planning Commission meetings. Staff commented further on the request and recommended the Planning Commission recommend approval of the Ordinance amending the Zoning Code related to the Public Hearing Process. MOTION/SECOND: Commissioner Nelson/Commissioner Munson. To recommend the City Council approve an Ordinance amending the Zoning Code relating to the Public Hearing Process in Mounds View City Code. Ayes – 4 Nays – 0 Motion carried. 8. Reports A. Reports of Staff – Planning and Zoning Commissioner Application Process Mounds View Planning Commission June 18, 2025 Regular Meeting Page 3 ________________________________________________________________________ Assistant City Administrator Beeman discussed upcoming planning cases with the Commission, noting there would be a Planning Commission meeting on July 2. He reviewed the process that would be followed in order to fill the vacant Planning Commission seat and noted staff had three applicants to interview for this position. B. Reports of Council Council Member Gunn provided the Planning Commission with an update from the City Council. She discussed how the zipline would be moved from Hodges Park to Silver View Park. She reported the City Council adopted an ADU ordinance and approved the electrical/concrete work for the Tribute Park. She was pleased to report Gary Rundle has been chosen as Citizen of the Year. She than read in full for the record a Resolution of Appreciation that would be presented to Commissioner Gary Rundle at the next City Council meeting. C. Reports of Planning Commissioners None. 9. Next Planning Commission Meeting: A. Wednesday, July 2, 2025 at 6:00 p.m. B. Wednesday, July 16, 2025 at 6:00 p.m. ______________________________________________________________________________ 10.
