RESOLUTION 10124: Authorizing the Additional Funding for the Relocation of the Zipline Equipment from Hodges Park to Silver View Park and the Installation of a Zip Track PUBLIC COMMENT Citizens may speak to issues not on tonight’s agenda. NEXT COUNCIL WORK SESSION: Immediately following this meeting NEXT COUNCIL MEETING: Monday, July 14, 2025 at 6:00 pm ADJOURNMENT THIS PAGE LEFT BLANK INTENTIONALLY The Mounds View Vision A Thriving Desirable Community Item No: Meeting Date: July 7, 2025 Type of Business: CB Administrator Review: ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Don Peterson, Director of Public Works/Parks and Recreation Item Title/Subject: Resolution 10124 Authorizing the Additional Funding for the Relocation of the Zipline Equipment from Hodges Park to Silver View Park and Addition of a Zip Track Introduction: The City Council is being asked to consider relocating the Zipline from Hodges Park to Silver View Park. Background/Discussion: City Council passed Resolution 9502, on November 22, 2021, approving a new playground for Hodges Park which included a Zipline, a new feature for City parks. The Park and Recreation and Forestry Commission (PRFC) wanted to provide a new feature for a park, South of Mounds View Boulevard after the splash pad was installed. The Zipline has been a huge hit and has brought more park patrons to Hodges Park. Since the Zipline was installed, the popularity recently has garnered mixed feelings. While many of the park patrons have enjoyed the Zipline, property owners adjacent to the park have raised concerns with the noise level, language and after park hours use. During the open house on July 11, 2024, for the Park System Master Plan, residents living next to the Hodgers Park attended and expressed their concerns and asked what could be done to address these issues. They were advised to approach the Commission first to make them aware of the concerns with the Zipline. The property owners have attended several City meetings including the joint Council/Park and Recreation and Forestry Commissions on February 27, 2025, where the draft Park System Master Plan was presented. At this joint meeting the City Council Requested the Commission look into relocating the Zipline. PRFC requested Public Works Staff to investigate moving the Zipline, to include possible new locations and associated costs. The City Council passed Resolution 10104, on June 9, 2025, approving moving the zip line to Silver View Park at a cost of $53,649.50. During this meeting the Council further directed Staff to obtain cost to install an additional zip line that would be handicap accessible. At the June 23, 2025 City Council meeting Staff during reports informed the Council of the additional costs for installing of the additional zip line, concrete and wood fiber. Council again requested Staff to further investigate adding rubber approaches to the Zip Line and bring to these cost to the next Council meeting. Staff has received a quote from MWP Recreation for the moving of the Zip Line, and the adding of a ZIP Track, additional concrete sidewalk and poured in place rubber for the Zip Track, The Mounds View Vision A Thriving Desirable Community relocating the Zip Line from Hodges Park to Silver View Park at a additional cost of cost of $50,616.15 this includes the installation of new swings and placing the purple and green dinosaur’s back at the park. MWP Recreation is on the US Communities Government Purchasing Alliance, like the State Cooperative Purchasing Venture, and has furnished and installed previous playground equipment in Mounds View in a satisfactory manner. Strategic Plan Strategy/Goal: A progressive City that is a welcoming and desirable destination to all ages and cultures, who seek progress through partnership, and a place where residents can live, work and play safely and show pride in the community. Financial Impact: This item is not included in the 2025 budget and would require a budget adjustment of $50,616.15 in the Special Project Funds, account 480-4360-7050. Recommendation: Staff is recommending the City Council adopt this Resolution to accept the quote from MWP Recreation for the relocation of the Zipline and installation of the new playground equipment, Zip Track and poured in place rubber, site preparation, installation of concrete for an additional of cost $50,616.15 funded from account and 480-4360- 4360. Respectfully submitted, Don Peterson, Director of Public Works/Parks and Recreation The Mounds View Vision A Thriving Desirable Community RESOLUTION 10124 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Authorizing the Additional Funding for the Relocation of the Zipline Equipment from Hodges Park to Silver View Park and the Installation of a Zip Track WHEREAS, the City Council passed Resolution 9502, on November 22, 2021, approving a new playground for Hodges Park; and WHEREAS, the new playground included a Zipline, a very popular amenity which has brought in more park patrons; and WHEREAS, since the Zipline was installed, its popularity recently has garnered mixed feelings. While many of the park patrons have enjoyed the Zipline, property owners adjacent to the park have recently raised concerns with the noise level, language and after park hours use; and WHEREAS, on May 22, 2025, the Park and Recreation and Forestry Commission motioned to put the Zipline back up it back up at Hodges Park until it can be moved to Silver View Park; and WHEREAS, The City Council passed Resolution 10104, on June 9, 2025, approving moving the zip line to Silver View Park at a cost of $53,649.50. During this meeting the Council further directed Staff to obtain cost to install an additional zip line that would be handicap accessible; and WHERAS, At the June 23, 2025 City Council meeting Staff during reports informed the Council of the additional costs for installing the additional zip line, concrete and wood fiber; and WEHERAS, Council again requested Staff to further investigate adding rubber approaches to the Zip Line and bring to these cost to the next Council meeting; and WHEREAS, Staff received a quote from MWP Recreation of Golden Valley, Minnesota for the ZIP Track, installation, rubber poured in place landings, concrete, and site preparation at an additional cost of $50,616.54 to move the Zipline form Hodges Park to Silver View Park and to install a Zip Track. The Mounds View Vision A Thriving Desirable Community RESOLUTION 10124 Page 2 of 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. Approves the quote from MWP Recreation of Golden Valley MN for the additional cost of $50,616.54. 2. To be funded by the Special Project Fund 480-4360-7030. 3. The Mayor and City Administrator are hereby authorized and directed to execute all appropriate documents to effectuate the actions contemplated by this resolution. 4. The Mayor and City Administrator, Staff and consultants are hereby authorized and directed to take any and all additional steps and actions necessary or convenient in order to accomplish the intent of this Resolution.
