MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Clark, Gunn, Lindstrom, Meehlhause and Smith NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, June 23, 2025, City Council Agenda. MOTION/SECOND: Meehlhause/Clark. To Approve the Monday, June 23, 2025, agenda amending Resolution 10114. Ayes – 5 Nays – 0 Motion carried. 5. CONSENT AGENDA Council Member Gunn asked to remove Item 5G for further discussion. A. Approval of Minutes: June 9, 2025. B. Just and Correct Claims. C. Resolution 10110, Authorizing Separation Compensation for Public Works Maintenance Worker David “Joe” Keding. D. Resolution 10111, Approving Animal Impound Services Agreement with Companion Animal Control LLC & Companion Animal Care LLC. E. Resolution No. 10114, Approving an Agreement for the Public Works Uniforms, Towels, and Mats. F. Resolution 10117, Approving a Professional Service Agreement with Mounds View School District 621 for the Meals on Wheels Program at the Community Center. G. Resolution 10118, Accepting the Minnesota Arts and Cultural Heritage Fund (ACHF) Grant Monies for the Tribute Park. Mounds View City Council June 23, 2025 Regular Meeting Page 2 MOTION/SECOND: Meehlhause/Smith. To Approve the Consent Agenda as amended removing Item 5G. Ayes – 5 Nays – 0 Motion carried. G. Resolution 10118, Accepting the Minnesota Arts and Cultural Heritage Fund (ACHF) Grant Monies for the Tribute Park. Council Member Gunn thanked the Minnesota Arts and Cultural Heritage Fund for awarding the City grant funding for the Tribute Park. MOTION/SECOND: Gunn/Clark. To Waive the Reading and Adopt Resolution 10118, Accepting the Minnesota Arts and Cultural Heritage Fund (ACHF) Grant Monies for the Tribute Park. Ayes – 5 Nays – 0 Motion carried. 6. SPECIAL ORDER OF BUSINESS A. Appreciation to Gary Rundle for his service to the City of Mounds View. 1) Resolution 10109, Appreciation for Gary’s service on the Mounds View Planning Commission. 2) Resolution 10115, Honoring Gary Rundle as 2024 Citizen of the Year. MOTION/SECOND: Gunn/Meehlhause. To Adopt Resolution 10109, Appreciation for Gary’s service on the Mounds View Planning Commission. Mayor Lindstrom read a Resolution of Appreciation in full for the record honoring Gary Rundle for his years of dedicated service on the Mounds View Planning Commission. Council Member Meehlhause thanked Gary Rundle for his years of service to the City noting he had the privilege of serving with Mr. Rundle on the Planning Commission for four years. Dennis Farmer, 5117 Irondale, explained he has served on the Planning Commission with Gary Rundle for the past several years. He stated he greatly appreciated how welcoming and encouraging Mr. Rundle was to him. Ayes – 5 Nays – 0 Motion carried. Mayor Lindstrom read a Resolution in full for the record honoring Gary Rundle as Citizen of the Year for 2024. MOTION/SECOND: Meehlhause/Gunn. To Adopt Resolution 10105, Honoring Gary Rundle as 2024 Citizen of the Year. Council Member Gunn explained she served with Mr. Rundle on numerous commissions and with Mounds View City Council June 23, 2025 Regular Meeting Page 3 the Lions. She stated it was an honor to call him her friend, to have been able to serve with him, and she thanked Mr. Rundle for his involvement in the community. Council Member Meehlhause explained he also considered Gary Rundle a friend and he appreciated how the Resolution spoke to how involved Mr. Rundle was in the community. He reported he has been in contact with Mr. Rundle’s daughter about how to present the Citizen of the Year award to Gary and he was waiting to hear back from the family. He thanked the Council for selecting Gary Rundle as Citizen of the Year for 2024. Mayor Lindstrom reported Gary Rundle has put many years of service into this community and he greatly appreciated his efforts. He wished him all the best going forward. Ayes – 5 Nays – 0 Motion carried. 7. PUBLIC COMMENT Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the City Council during Public Comment. Vince Meyer, 8380 Spring Lake Road, reported he submitted an information disclosure request along with nine other residents on Spring Lake Road on January 1 and he has received no response from the City. He stated on February 10 he made a second request and received partial information. He commented it was now June and he still has not received a response on the contractor that would be doing the work on the driveways, what the cost would be and who was paying for the project. 8. COUNCIL BUSINESS A. PUBLIC HEARING: Second Reading and Approval of Ordinance 1044 Amending Title XV, Chapter 160 of the Mounds View Municipal Code Relating to Off-Street Parking Requirements. ROLL CALL VOTE Evan Monson, Stantec, requested the Council approve an Ordinance that would amend Title XV, Chapter 160 of the Mounds View Municipal Code Relating to Off-Street Parking Requirements. He commented on the minor changes that were made to the City’s parking requirements and reported the Planning Commission recommends approval. Mayor Lindstrom opened the public hearing at 6:24 p.m. Sharon Kirscher, 8406 Red Oak Drive, asked how off street parking was defined. Mr. Monson reported off street parking was defined as any parking not on a City or County street, but rather was within a parking lot or garage structure. Mayor Lindstrom commented on how the new requirements would assist with new development in the community and would more closely align with the parking requirements in neighboring communities. Mounds View City Council June 23, 2025 Regular Meeting Page 4 Dennis Farmer, 5117 Irondale, reported the City was putting minimum parking requirements in place and not maximum requirements. He indicated a developer could always request lower or higher parking requirements. Hearing no public input, Mayor Lindstrom closed the public hearing at 6:31 p.m. MOTION/SECOND: Meehlhause/Clark. To Waive the Second Reading and Adopt Ordinance 1044 Amending Title XV, Chapter 160 of the Mounds View Municipal Code Relating to Off- Street Parking Requirements. Mayor Lindstrom thanked the Planning Commission and the consultant firm for their efforts on this Ordinance. ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. Ayes – 5 Nays – 0 Motion carried. B. Resolution 10116, Approving the Strategic Plan. Assistant City Administrator Beeman requested the Council approve the City’s strategic plan. He explained the Council has been reviewing the plan section by section and the plan was now ready for Council approval. Mayor Lindstrom thanked staff for all of their efforts on this document. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 10116, Approving the Strategic Plan. Ayes – 5 Nays – 0 Motion carried. C. Resolution 10113, Authorizing the Purchase of a 2025 Tymco, 500X Freightliner Street Sweeper. Public Works Superintendent Szurek requested the Council authorize the purchase of a 2025 Tymco, 500X Freightliner Street Sweeper. He reported the City sweeps the streets and roadways four to eight times per year in order to keep leaves and other nitrates out of waterways. He commented on three different units that were looked at and noted staff was recommending the purchase of a Tymco street sweeper. It was noted staff had budgeted $400,000 for this purchase and the bid price came in at $367,765. Council Member Meehlhause asked when this piece of equipment would be delivered. Public Works Superintendent Szurek anticipated the street sweeper would be delivered by January 1, 2026. Council Member Meehlhause questioned how long the City has had its current street sweeper. Mounds View City Council June 23, 2025 Regular Meeting Page 5 Public Works Superintendent Szurek reported the City has had its current street sweeper since 2014. He commented further on the maintenance this unit has required and discussed how tough the sand was on this piece of equipment. Council Member Clark discussed how the repairs costs for the current unit were quite high and noted she supported the purchase of the new street sweeper. Vince Meyer, 8380 Spring Lake Road, asked if the current street sweeper would be traded in or put up for auction. Mayor Lindstrom reported the current street sweeper would be traded in and the City would be receiving $40,000 for this piece of equipment. MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10113, Authorizing the Purchase of a 2025 Tymco, 500X Freightliner Street Sweeper. Ayes – 5 Nays – 0 Motion carried. D. Resolution 10119, Ardan Park Wetland Banking. Public Works/Parks and Recreation Director Peterson requested the Council adopt a Resolution that would approve wetland banking for Ardan Park. He reported staff has been working on the wetland banking for some time and after submitting an application with BWSR, Ramsey County and the Army Corp of Engineers. He explained staff received comments from the Army Corp noting there was concerns with establishing the wetland banking so close to the Anoka County Airport. He stated potential bird strikes were addressed. He indicated both the FAA and UDA has determined that the creation of wetland banking would not increase wildlife hazards to the Anoka County Airport. After addressing the comments from the Army Corp, he received feedback that it was reasonable to move forward with the prospectus application. He commented further on the process that would be followed for the formal review and noted Stantec has estimated it would cost $29,300 for the next steps to be completed, which included hydrology modeling, site investigation and concept design for the wetland banking, as well as panel and TEP meetings. Council Member Meehlhause asked what the benefits were of the wetland banking. Public Works/Parks and Recreation Director Peterson reported the State of Minnesota and DNR highly value wetland banking. He indicated this wetland bank would allow the City to sell credits to developers. He stated by creating this wetland bank, it would lock in the area and protect it from any future development. He provided further comment on how this would be the first wetland banking project in Ramsey County in quite some time. City Administrator Zikmund explained the City would be able to determine the price for the wetland credits if there was interest from a developer. Mayor Lindstrom inquired if there would be a buffer between the wetland banking area and the adjacent homes. Public Works/Parks and Recreation Director Peterson stated there would be. Mounds View City Council June 23, 2025 Regular Meeting Page 6 Council Member Meehlhause asked if the City would be required to purchase the four properties in order to complete the wetland banking. Public Works/Parks and Recreation Director Peterson reported this would be required. Mayor Lindstrom questioned how long the City has been working on this project. Public Works/Parks and Recreation Director Peterson estimated the City has been working on the wetland banking project for the past two years. Council Member Smith inquired if this project could only move forward if the four lots were purchased. Mayor Lindstrom stated this was the case and recalled that the purchase price for these four lots was $200,000. MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10119, Directing staff to move forward with the Ardan Park Wetland Banking and the eight tasks associated with the application. Ayes – 5 Nays – 0 Motion carried. 9. REPORTS A. Reports of Mayor and Council. Council Member Meehlhause thanked the Community Engagement Committee for the event that was sponsored on Friday, June 20. Council Member Meehlhause provided the Council with an update from the Twin Cities Gateway Convention and Visitor Bureau. Council Member Clark reported the Festival in the Park Committee met last week. She reminded the public that Festival in the Park would be held on August 15 and August 16 and discussed all of the events that have been planned for this year. Council Member Clark commented on the Juneteenth event that was held last Friday. She thanked all of the volunteers that helped to make this event possible. Council Member Clark indicated she would be attending the League of Minnesota Cities Annual Conference in Duluth later this week. Council Member Smith reported the Ramsey County League of Local Government welcomed five panelists in order to discuss climate impacts. Council Member Smith explained she attended the Anoka County Blaine Airport Advisory Commission meeting last Wednesday where the group discussed how to get youth interested in aviation. She noted a subcommittee was formed to plan an Open House at the airport and she would provide the Council with further information on this after the event is planned. Mounds View City Council June 23, 2025 Regular Meeting Page 7 Council Member Smith reported she attended Back to the 50’s this past weekend. She thanked the residents in Mounds View who brought her a canopy. Council Member Smith indicated she would also be attending the League of Minnesota Cities Annual Conference in Duluth later this week. Council Member Smith sent her deepest condolences to the family of Metro Transit Sergeant Beverly Rodrigez and the entire Metro Transit Police Department. Council Member Gunn reported the Mounds View Police Foundation would be serving up hot dogs on Saturday, June 28 at Von Hansens as part of a fundraiser from 11:00 a.m. to 3:00 p.m. Council Member Gunn explained she attended a Mounds View Police Foundation meeting and the group was discussing Festival in the Park. Council Member Gunn provided the City Council with an update from the Tribute Park Committee. She reported construction on this park would begin next month. Mayor Lindstrom explained he attended the Community Engagement Juneteenth celebration on June 20 and he thanked everyone who took the time to attend this community event. Mayor Lindstrom stated he would be attending the League of Minnesota Cities Annual Conference in Duluth as well. Mayor Lindstrom indicated he met with Pastor Lee from the North Church, noting this church wants to be more involved in the community. Mayor Lindstrom commented on the events that occurred on June 14 where Speaker Hortman and her husband were shot and killed. He explained it was very sad to see this event turning into something political. He asked that people stop doing this and that people begin speaking to each other with kindness. B. Reports of Staff. Public Works/Parks and Recreation Director Peterson commented on the water line interconnection agreement he was working on with Arden Hills. Public Works/Parks and Recreation Director Peterson reported the fitness court would break ground on June 30. Public Works/Parks and Recreation Director Peterson indicated the Tribute Park would be holding a preconstruction meeting on Tuesday, June 24. Mounds View City Council June 23, 2025 Regular Meeting Page 8 Public Works/Parks and Recreation Director Peterson reviewed potential layouts for the zipline in Silver View Park and requested direction from the City Council on how to proceed. He noted the addition zip track and concrete work would cost the City an additional $27,870.95. Mayor Lindstrom stated he liked the east/west orientation for the zipline with the waiting line in the shade. Council Member Gunn concurred. A member of the public asked if the proposed mulch would meet ADA requirements. Public Works/Parks and Recreation Director Peterson reported this would be the case. Council Member Smith stated she would rather see a rubber mat in place versus the mulch for wheelchair accessibility purposes. She understood this would cost more money, but she wanted the adaptive equipment to be done correctly the first time. The Council supported this recommendation. Assistant City Administrator Beeman reported the Dunkin Donuts project was still in play for the Simons property. He stated Planet Fitness should be opening in approximately two months. He explained the Planning Commission would be discussing detached ADU’s at their next meeting, along with the planning matrix. City Administrator Zikmund commented on the letter of commendation an investigator within the Mounds View Police Department received from the city prosecutor. City Administrator Zikmund stated he attended a Rice Creek Watershed meeting where he learned the organization will no longer allow street sweepers into the grant program. He indicated he received a ditch update at this meeting and was pleased to learn this project may be completed in 2027 or 2028. C. Reports of City Attorney. City Attorney Riggs provided the Council with an update on the changes that were made at the State level regarding the open meeting law. 10.
