(Wake Wiesner here 6:33) 6. STAFF REPORTS A. Parks and Recreation — Thomas: See attached report B. Public Works — Szurek: See attached report. No updates on the community garden. 7. UNFINISHED BUSINESS A. Zip line update — Peterson: City Council approved moving the zip line to Silverview, but will keep it at Hodges Park until September. Will put two sets of swing on each north and south end with the two dinosaurs in the middle. At Silverview, the zip line will move to the east/west direction and add an ADA compatible zip track to the south of the zip line, with a 4' concrete sidewalk surrounding the area. We will lose 5-6 trees, mostly crab apple trees. 8. NEW BUSINESS A. Review of (Draft) Park Master Plan- WSB reviewed updates to amenities and encouraged us to review implementation strategies regularly and be sure to include the community so they get invested in upcoming projects and are more willing to be excited about future projects. Keep track of updates so we can budget out 20 years down the road for each change in a park. Work with Ramsey County for coordinated efforts and possible funding partnerships. There is an itemized CIP draft that we will have future access to, keeping in mind it is a baseline that will be ever -changing. Motion by Bankston, 2nd by Palm to move the WSB Park Master Plan forward to the City Council for approval. Motion Passed 6-0. B. Naming the Dinosaurs at the Festival in the Park: We can hope to have both dinosaurs present for voting. We can also inform the public about the Park Master Plan and the Tribute Park. Reading Walk will be at City Hall along the trail toward the Penny Carnival on Friday at the Festival of the Park. 9. COMMISSIONER REPORTS: The flags around the City Hall campus look awesome and will be a great addition for the Festival in the Park and the Tribute Park. On Saturday, Sept. 13 at 1:00 PM there will be a ceremony honoring MV public safety personnel and victims of local disasters. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: NONE 11. Builidinge & Operations • Community Center entrance was painted in June. • Community Center will be closed a few days the first week of September for annual maintenance. Wood floor resurfacing, carpet cleaning, etc. • Fall brochure will be available in the next 1-2 weeks. Brochures will no longer be mailed to all residents. The Park system includes 11 Parks with over 123 acres of grounds, 9 basketball courts, 2 tennis courts, 11 playgrounds, 4 park buildings, 5 soccer fields, 7 bail fields, a disc golf course plus numerous other park infrastructure and amenities. The City Council Approved Resolution 10129, accepting the 2040 Park System Master Plan as presented by WSB. Additionally at the July 7, 2025, Work Session, the Council directed Staff to create an Advisory sub Committee to the Parks and Recreation and Forestry Commission. This Committee would research funding options for implementing the 2040 Park System Master Plan, these funding options may include, but not limited to, a local levy, bonding (General Obligation Bonds), grants, or a local sales tax. Staff has developed the name for this Committee as GOAL Parks (GOAL: General Obligation and Levy) The Council requested that the Committee have (1) representative from each neighborhood located in the areas of the following parks: 1) Groveland 2) Greenfield 3) Woodcrest 4) Hillview 5) Lambert 6) Silver View 7) Hodges 8) City Hall 9) Oakwood 10) Ardan To also include: (2) Park and Recreation and Forestry Commission Liaisons - (1) one being the Chair of the Parks and Recreation and Forestry Commission. • (1) City Staff— Director of Public Works/Parks and Recreation. The Committee will meet during the evening and assist in potential funding options on how to implement the Parks System Master Plan and to also assist in raising awareness for the Park System Master Plan. Currently the plan is to have the Committee meet monthly in the evening, both day and time yet to be determined. The meeting location will be in the Council Chambers with meetings being recorded but live broadcasted. The Council will need to determine if minutes should be required for the meetings and if required how they will be recorded. Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Financial Impact: No financial Impact to the 2025 Budget.
