MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Clark, Gunn, Lindstrom, Meehlhause and Smith NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, July 28, 2025, City Council Agenda. MOTION/SECOND: Gunn/Clark. To Approve the Monday, July 28, 2025, agenda as presented. Ayes – 5 Nays – 0 Motion carried. 5. CONSENT AGENDA Mayor Lindstrom asked to remove Item 5F. A. Approval of Minutes: July 14, 2025. B. Just and Correct Claims. C. Financial Report for the Quarter Ended June 30, 2025. D. Resolution 10135, Approval of the Festival in the Park Agreement. E. Resolution 10137, Approving the Hire of Liliya Loginova to the Position of Accountant. F. Resolution 10138, Approving the Promotion of Asa Overton to the Position of Police Officer. G. Resolution 10139, Authorizing a Police Community Service Officer (CSO) Recruitment Process. H. Resolution 10140, Approving an Emergency Water Interconnect Agreement with the City of Arden Hills. Mounds View City Council July 28, 2025 Regular Meeting Page 2 MOTION/SECOND: Meehlhause/Smith. To Approve the Consent Agenda as amended removing Item 5F. Ayes – 5 Nays – 0 Motion carried. F. Resolution 10138, Approving the Promotion of Asa Overton to the Position of Police Officer. Mayor Lindstrom congratulated Asa Overton on being promoted to the position of Police Officer. MOTION/SECOND: Lindstrom/Clark. To Waive the Reading and Adopt Resolution 10138, Approving the Promotion of Asa Overton to the Position of Police Officer. Ayes – 5 Nays – 0 Motion carried. 6. SPECIAL ORDER OF BUSINESS None. 7. PUBLIC COMMENT Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the City Council during Public Comment. Murwo Mohamed, 2657 Mounds View Boulevard, requested the City Council consider upgrading the exercise equipment at the Community Center. She explained she has spoken to the City Council about this matter on a number of occasions and asked that action be taken in order to purchase a leg press and a Smith machine. City Administrator Zikmund explained a Smith machine has been ordered. 8. COUNCIL BUSINESS A. PUBLIC HEARING: Second Reading and Approval of Ordinance 1043, Amending the Zoning Code Relating to Public Hearing Processes ROLL CALL VOTE. Evan Monson, Stantec, requested the Council hold the second hearing and approve Ordinance 1043 relating to the public hearing process. He explained public hearings would now be held by the Planning Commission for variances, CUP’s and plats. City Administrator Zikmund reported staff has not received any comments or concerns regarding this ordinance. To Waive the Second Reading and Adopt Ordinance 1043, Amending the Zoning Code Relating to Public Hearing Processes. ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. Ayes – 5 Nays – 0 Motion carried. B. PUBLIC HEARING: Second Reading and Approval of Ordinance 1045, Amending Mounds View City Code 160.088 related to Accessory Dwelling Units ROLL CALL VOTE. Evan Monson, Stantec, requested the Council hold the second hearing and approve Ordinance 1045 relating to accessory dwellings. He explained the Council reviewed this matter at a worksession meeting and the Planning Commission reviewed this matter at their meeting on July 2. He summarized the proposed changes noting he had spoken to public works about shared water/sewer connections being privately maintained. He stated if the Council supported the shared water/sewer connection language, he would recommend the Council table action on this item to allow staff to revise the language further. Council Member Smith reviewed the definition of a short-term rental and asked if the City would allow an ADU to be rented for two months. Mr. Monson reported this would be allowed. He stated the Council could further review the short-term rental language within City Code. Mayor Lindstrom explained the 30-day requirement was put in place to curb weekend or week- long rentals. He stated he did not believe rentals more than 31 days were a concern in the City. He understood that snowbirds rented out their homes during the winter months and this was allowed per City Code. He questioned if the City has identified a specific type of housing that was not allowed in specific locations, would this open the City up for liability. City Attorney Riggs advised this was a distinct and unique use from an overall use in the community. He indicated the City Council could talk about putting a robust rental licensing program in place. City Administrator Zikmund reported the recommendation from staff was to table action on this item and staff could bring back a short-term rental definition for further discussion. City Attorney Riggs recommended the Council open and continue the public hearing for this item. Council Member Clark inquired if a rental license would be required if a family member was living in the ADU. City Administrator Zikmund suggested the City Council discuss this topic further at an upcoming worksession meeting. Mayor Lindstrom opened the public hearing at 6:16 p.m. Rebecca Scholl, 2467 Hillview Road, asked if a snowbird would be allowed to build an ADU and could then rent both units during the winter months. She inquired if sewer lines would have to be updated at the time an ADU was constructed. She reported she used to manage rentals in Mounds Mounds View City Council July 28, 2025 Regular Meeting Page 4 View. She indicated she did not support one-month rentals, because this was not a long enough commitment. She suggested rentals be at least 90 days. MOTION/SECOND: Meehlhause/Gunn. To continue the public hearing to the August 11, 2025 City Council meeting. Ayes – 5 Nays – 0 Motion carried. MOTION/SECOND: Gunn/Clark. To table action on this item to the August 4, 2025 City Council worksession meeting. Ayes – 5 Nays – 0 Motion carried. C. Resolution 10136, Approving the Purchase of One Ford Police SUV Vehicle and One Dodge Police SUV Vehicle Along with Additional Equipment and Setup Costs. Police Chief Zender requested the Council approve the Purchase of One Ford Police SUV Vehicle and One Dodge Police SUV Vehicle Along with Additional Equipment and Setup Costs. He explained these vehicles would replace a 2016 K-9 squad and a 2019 SUV squad. He reviewed the cost to replace these vehicles and recommended approval. Council Member Meehlhause asked why the City would be purchasing one Ford and one Dodge squad car. Police Chief Zender reported the Ford would be the new K-9 squad and the Dodge was a little cheaper SUV option. He noted both vehicles would be purchased from the State bid. MOTION/SECOND: Clark/Smith. Ayes – 5 Nays – 0 Motion carried. D. First Reading and Introduction of Ordinance 1046, Amending Chapter 92, section 92.007 of the Municipal Code to Specifically Prohibit Nudity. Public Works/Parks and Recreation Director Peterson requested the Council introduce an Ordinance that would amend Chapter 92 of City Code prohibit nudity in the City of Mounds View. He reported this ordinance was being brought forward after the recent Minnesota Supreme Court Case where the court addressed how lude conduct is defined. He explained the City would be clarifying that nudity would be prohibited. MOTION/SECOND: Meehlhause/Clark. To Waive the First Reading and Introduce Ordinance 1046, Amending Chapter 92, section 92.007 of the Municipal Code to Specifically Prohibit Nudity. Ayes – 5 Nays – 0 Motion carried. Mounds View City Council July 28, 2025 Regular Meeting Page 5 9. REPORTS A. Reports of Mayor and Council. Mayor Lindstrom reported he would be attending another pardon hearing on Friday, August 1. Mayor Lindstrom encouraged the public to consider hosting and/or attending a Night to Unite block party on Tuesday, August 5. Mayor Lindstrom excused himself from the meeting at 6:30 p.m. Council Member Clark stated the first movie in the park would be held on Friday, August 1 at City Hall Park. Council Member Clark encouraged the public to attend Festival in the Park on Friday, August 15 and Saturday, August 16. B. Reports of Staff. Finance Director Bauman reported she hoped to have Liliya Loginova on staff by the end of August. Police Chief Zender reviewed the items the police department would be collecting on Night to Unite. He noted the City had 21 block parties registered with the police department. He then commended his officers for being proactive in the community, when it comes to policing. He discussed the number of successes the department has had due to the newly installed Flock cameras. Public Works/Parks and Recreation Director Peterson stated summer programs were starting to wind down and fall registrations were now taking place. He reviewed the artwork that was being proposed for the fitness court. He indicated the street contractor would be putting concrete in place on Wednesday and the entire project would be completed by August 15. Vince Meyer, 8380 Spring Lake Road, asked that the City take a look at the trees that were overhanging the trail along Spring Lake Road. He stated he wanted this path to be safe for those using the trail. City Administrator Zikmund stated staff was looking into this. City Administrator Zikmund commented Dunkin Donuts met with staff today and explained the EDA lot the City has owned for 35 years was in play for this project. City Administrator Zikmund reported Saturday, September 20 was the scheduled date of return for the Mermaid. C. Reports of City Attorney.
