CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PROPOSAL FROM GARLAND COMPANY LLC
FOR ROOF REPAIRS AT THE WELL #4
WHEREAS, the City has the responsibility to efficiently operate the water distribution
system; and
WHEREAS, in 2023 the City Council approved having Inspec perform inspections on all
City building roofs to include repair and replacement recommendations for the Roof
Management Program; and
WHEREAS, Staff working with Garland Company LLC, reviewed the report and
requested that they secure roof repair estimates; and
WHEREAS, the Scope of the repair work will include the following:
o Remove the existing material down to the concrete deck.
o Inspect the existing vapor retard, prime and patch as needed.
o Install wood blocking as needed to accommodate new installation height.
o Install new tapered and flat Polyisocyanu rate insulation to create positive
drainage.
o Install 3-plies of asphalt felt and 1 -ply of modified cap sheet in hot asphalt.
o Fabricate and install new scuppers.
o Install and asphalt flood coat and gravel.
o Fabricate and install new downspouts, coping, fascia, and counterflashing.
o Clean up and haul away debris.
WHEREAS, Garland Company received three estimates for the repair work as follows:
Peterson Bros. Roofing & Const, Inc: $50,400.00
Palmer West: $48,500.00
Diverse Construction Services: $36,000.00; and
WHEREAS, Staff recommends the City Council approve the proposal from Garland
Company LLC. for the roof repairs to Well House #4 for a total of $36,000.00; and
WHEREAS, Staff also recommends the Council approve a contingency of 7% or
$2,520.00 for any unforeseen issues that may arise during the repair work.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Approves the proposal from Garland Company LLC for roof repairs to Well #4 at a cost
of $36,000.00, from Diverse Construction Services of Columbia Heights, MN.
2. Council approves a contingency of 7% or $2,520.00 for any unforeseen issues that
may arise during the repair work. For a total project cost not to exceed $38,520.00.
3. Funded from the Water department 2025 adopted budget account 700-4823-1250.

4. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this resolution.
5. The Mayor and City Administrator, Staff and consultants are hereby
authorized and directed to take any and all additional steps and actions
necessary or convenient in order to accomplish the intent of this Resolution.

Diverse Construction Services LLC proposes to furnish the material and labor necessary to perform the work outlined
below:
Proposal Includes:
• Remove existing roofing down to the existing concrete deck.

Proposal does NOT include:
Any mechanical, electrical or plumbing work
Any concrete/masonry work to include any related sheet metal supply or installation.
Any window work to include any related sheet metal supply or installation.
Any wall panel work.
Any non -roof related sheet metal work.
Any cutting of the roof deck for curb installation.
Any roof curb supply or installation.

Note: This proposal is valid for 30 days. It may be withdrawn or modified if not accepted during this time period.
No pay if paid or pay when paid clauses will be accepted.
If accepted, this proposal must become part of the construction contract as "the work"
