SPECIAL ORDER OF BUSINESS 38 A. Citizen of the Year – Gary Rundle. 39 40 Council Member Gunn and Council Member Meehlhause presented the Citizen of the Year award 41 to Gary Rundle and thanked him for his 45 years of outstanding and dedicated service to the City 42 of Mounds View. A round of applause was offered by all in attendance. 43 44 Mindy Weizenegger stated her dad was an amazing person who does so much for others and has 45 been so proud to be a member of the Mounds View community. She explained this is such an 46 Mounds View City Council August 11, 2025 Regular Meeting Page 2 honor and she thanked the City Council for supporting and recognizing her dad. A round of 1 applause was offered by all in attendance. 2 3 Roger Backstrom, Brooklyn Park Lions Club member, reported he has been friends with Gary 4 Rundle since he was in sixth grade. He stated as a Lion he bonded with Gary through service to 5 the community. He appreciated the Rundle family’s dedication to Mounds View and thanked the 6 City of Mounds View for recognizing the contributions Gary Rundle has made to this community. 7 A round of applause was offered by all in attendance. 8 9 Council Member Meehlhause explained he has known Gary Rundle since 2009 when he served 10 with Mr. Rundle on the Planning Commission. He indicated Mr. Rundle has dedicated a lot of time 11 to this community and he was well deserving of this honor. He stated he was proud to have Mr. 12 Rundle as a friend. 13 14 Council Member Gunn reported she became acquainted with the Rundle family through Kelcie 15 Rundle and over time she served on committees with Gary Rundle. She thanked the Rundle family 16 for being a blessing to this community. She stated she was proud to have served with Gary and 17 thanked him for his dedicated service to the City of Mounds View. 18 19 Mayor Lindstrom thanked Gary Rundle for filling the Council Chambers and for leaving a finger 20 print on this community over the past two decades through his work on the Parks and Planning 21 Commissions. He appreciated Mr. Rundle’s willingness to serve and run for office. He stated it 22 takes a tremendous amount of dedication and love to serve a community for over 40 years. 23 24 Council Member Smith thanked Gary Rundle and his family for their dedicated service to the 25 community. 26 27 Darice Weems explained she lost a brother to this disease and she was so glad the City could 28 celebrate Gary Rundle while he was still here. She indicated her entire class would be celebrating 29 Mr. Rundle on Saturday for their 50-year class reunion. 30 31 Council Member Clark thanked Gary Rundle for his support over the years and for creating a 32 legacy of service through his devotion to the community. 33 34 City Administrator Zikmund thanked Gary Rundle for his over welcome and volunteer service to 35 the City of Mounds View. He stated it has been pure joy to know Mr. Rundle and explained this 36 award was very well deserved. 37 38 Mayor Lindstrom recessed the City Council meeting at 6:19 p.m. 39 40 Mayor Lindstrom reconvened the City Council meeting at 6:39 p.m. 41 42 7. PUBLIC COMMENT 43 44 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the 45 City Council during Public Comment. 46 Mounds View City Council August 11, 2025 Regular Meeting Page 3 1 Sharon Kirscher, 8406 Red Oak Drive, stated the last time the Council Chambers were this full 2 was when the Council was discussing the Ardan Park development. 3 4 8. COUNCIL BUSINESS 5 A. PUBLIC HEARING: Second Reading and Approval of Ordinance 1045, 6 Amending Mounds View City Code 160.088 relating to Accessory Dwelling 7 Units ROLL CALL VOTE. 8 9 Kribashini Moorthy, Stantec, requested the Council hold the second reading and adopt Ordinance 10 1045 which would amend City Code relating to accessory dwelling units. She explained 11 detached ADU’s, if not occupied by the owner would have to be licensed with the City. She 12 further reviewed the requirements for ADU’s and recommended approval of the Ordinance. 13 14 Council Member Clark asked if the waiver for ADU’s should speak directly to family instead of 15 children or parents. 16 17 Ms. Moorthy reviewed how Mounds View City Code defines family, noting this includes four 18 persons who were not related. For this reason, the language was changed from family to the 19 primary owners’ parents or children. She indicated she could amend the language to include 20 siblings, grandparents or grandchildren. 21 22 Council Member Clark commented her sister will eventually be living with her and she would like 23 this language amended. 24 25 Evan Monson, Stantec, explained the language was taken from the City’s rental code. He reported 26 the language could be amended to allow for immediate family. 27 28 Council Member Smith suggested a definition then be offered in City Code for immediate family. 29 30 Council Member Clark asked if this change would impact other portions of City Code. Mr. Monson 31 stated a change to this portion of code would not adversely impact the remainder of City Code. 32 33 Council Member Clark inquired if attached ADU’s required a waiver. Ms. Moorthy explained 34 attached ADU’s do not require a waiver from the City. 35 36 Council Member Clark questioned if a waiver should be required if a detached ADU was vacant. 37 38 Mayor Lindstrom recommended a waiver be required for family members and if the ADU was 39 vacant. 40 41 Council Member Meehlhause asked if the proposed language changes would require the Council 42 to table action on the Ordinance. Mr. Monson stated the Council could approve the Ordinance as 43 amended. 44 45 City Administrator Zikmund explained typically on a Second Reading, the language is right on. 46 Mounds View City Council August 11, 2025 Regular Meeting Page 4 He reported he reviewed City Code and noted there was a definition for immediate family which 1 included in-laws. 2 3 Ms. Moorthy suggested immediate family be defined as one or more persons each related to the 4 other by blood, marriage or adoption. The Council supported this recommendation. 5 6 Mayor Lindstrom reported the Council could approve the Second Reading of this Ordinance with 7 the understanding staff would amend the language as discussed by the City Council. Ms. Moorthy 8 reported this was the case. 9 10 Council Member Smith indicated she still had an issue with people coming and going from ADU’s 11 that served as short term rentals. 12 13 Mayor Lindstrom opened the public hearing at 6:56 p.m. 14 15 Sharon Kirscher, 8406 Red Oak Drive, asked if the ordinance still had language that required 16 ADU’s to be in a rear yard. 17 18 Mayor Lindstrom reported this was the case noting Ms. Kirscher could apply for an exception. 19 20 Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:58 p.m. 21 22 MOTION/SECOND: Meehlhause/Clark. To Waive the Second Reading and Adopt Ordinance 23 1045, Amending Mounds View City Code 160.088 relating to Accessory Dwelling Units as 24 amended directing staff to publish a summary ordinance. 25 26 Council Member Meehlhause indicated he was not fully supportive of this ordinance in the past, 27 but noted he would be offering his support given the specific requirements that were written into 28 the ordinance. It was his hope this ordinance would assist the City in regulating ADU’s should the 29 State try and step into local control when it comes to housing regulations and zoning authority. 30 31 Mayor Lindstrom commented he too had previously been a no vote when it came to this ordinance, 32 but he has changed his position on this matter. He reported housing was not getting any cheaper 33 and he anticipated more families would be living in close proximity. He encouraged residents to 34 be optimistic when it comes to ADU’s and noted he did not believe this code amendment would 35 change the fabric of the community, but rather would offer residents options for housing family 36 members. 37 38 ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. 39 40 Ayes – 5 Nays – 0 Motion carried. 41 42 B. Introduction and First Reading or Ordinance 1047, Approving a Cable 43 Franchise Extension Agreement with Comcast of Minnesota, Inc. 44 45 City Administrator Zikmund requested the Council introduce an ordinance that would approve a 46 Mounds View City Council August 11, 2025 Regular Meeting Page 5 cable franchise extension agreement with Comcast of Minnesota, Inc. He explained Nine North 1 did all of the work on this item and staff recommended approval of the franchise extension 2 agreement. 3 4 MOTION/SECOND: Smith/Meehlhause. To Waive the First Reading and Introduce Adopt 5 Ordinance 1047, Approving a Cable Franchise Extension Agreement with Comcast of Minnesota, 6 Inc. 7 8 Ayes – 5 Nays – 0 Motion carried. 9 10 C. PUBLIC HEARING: Second Reading and Approval of Ordinance 1046, 11 Amending Mounds View City Code Chapter 92, section 92.007 of the 12 Municipal Code to Specifically Prohibit Nudity ROLL CALL VOTE. 13 14 Public Works/Parks and Recreation Director Peterson requested the Council hold the Second 15 Reading and adopt Ordinance 1046 which would amend City Code to prohibit nudity within City 16 parks. He explained this amendment was in response to a recent Minnesota State Supreme Court 17 Case when it comes to lude conduct and the state of undress. Staff commented further on the 18 proposed City Code amendment and recommended approval of Ordinance 1046. 19 20 Council Member Clark requested the Code allow nursing mothers to be within the City’s parks. 21 Public Works/Parks and Recreation Director Peterson reported he could work with the City 22 Attorney to amend the language to allow nursing mothers in City parks. 23 24 Council Member Smith questioned how the City would define appropriate swim suits, noting many 25 suits were high cut which exposed the backsides of females. Public Works/Parks and Recreation 26 Director Peterson indicated this ordinance would provide the City with a dress code for public 27 parks. He explained he could not offer a definition for an appropriate swim suit. 28 29 Mayor Lindstrom opened the public hearing at 7:18 p.m. 30 31 Joyce Jones Strait, 7728 Knollwood Drive, stated she believed this ordinance was extremely 32 problematic. She reported the State Supreme Court case said lude equals nude. She commented on 33 the difference between an ordinance and a law. She questioned if the laws of Minnesota were 34 applied within the boundaries of Minnesota and inquired if this ordinance would be a redundancy. 35 She was of the opinion the proposed ordinance was poorly written. She stated she did not want 36 anyone in the community to be a victim of sexual assault and she understood the State’s ruling 37 from the Supreme Court case has left the indecent exposure laws extremely ambiguous. She noted 38 for the record, breastfeeding mothers were exempt from the indecent exposure law. She believed 39 this ordinance was a huge overreach for the City Council and recommended the Council rethink 40 their position on this. 41 42 Chris Lillimo, 5132 Long Lake Road, stated he believed this ordinance was out of control. He 43 reported the law for the State of Minnesota allows breast feeding mothers to do this anywhere in 44 public. He recommended the City not step in and try to change the rules that were set by the State 45 when it comes to breastfeeding in Mounds View. He also feared the City would be discriminating 46 Mounds View City Council August 11, 2025 Regular Meeting Page 6 based on sex. He noted there have been no incidents in Mounds View and for this reason, he 1 recommended this ordinance not move forward until it was rewritten to represent all people and 2 real issues. He recommended the goal for the City be more clearly defined and stated he did not 3 want breastfeeding mothers in Mounds View being discriminated against. 4 5 Sharon Kirscher, 8406 Red Oak Drive, stated the sexuality of women was a concern and explained 6 men wearing their pants low with their underwear exposed was also inappropriate. She 7 recommended the ordinance be reconsidered by the Council. 8 9 Jean Jones Strait, 7728 Knollwood Drive, reported the young people in the community were 10 leaving Mounds View because of things like this. She was of the opinion this ordinance was too 11 oppressive. She stated there was nothing more natural than when someone was working with a 12 child. She believed the sexualization of women was a real concern. She was of the opinion this 13 ordinance was going in the wrong direction and recommended the City refer to State law when it 14 comes to this matter. 15 16 Hearing no further public input, Mayor Lindstrom closed the public hearing at 7:32 p.m. 17 18 Mayor Lindstrom asked if the language within the ordinance should be addressed prior to moving 19 forward. Public Works/Parks and Recreation Director Peterson explained he could speak to the 20 City Attorney regarding this matter. 21 22 Mayor Lindstrom inquired if action on this ordinance should be tabled. 23 24 Council Member Smith and Council Member Clark supported action on this item being tabled. 25 26 Public Works/Parks and Recreation Director Peterson clarified this ordinance was not targeted at 27 breastfeeding women. 28 29 Council Member Smith questioned why age 10 was selected within the ordinance. Public 30 Works/Parks and Recreation Director Peterson reported this was a recommendation from the City 31 Attorney. 32 33 Council Member Meehlhause asked if the person who came before the Supreme Court was 34 completely naked in a city park. 35 36 Mr. Lillimo reported the individual was topless in a gas station parking lot. 37 38 Council Member Clark inquired if a rule could be put in effect for the splash pad without moving 39 this ordinance forward. City Administrator Zikmund recommended action on this item be tabled 40 to a future workshop meeting. 41 42 MOTION/SECOND: Meehlhause/Smith. To continue the public hearing to a future date and table 43 action on this item to a workshop meeting. 44 45 Ayes – 5 Nays – 0 Motion carried. 46 Mounds View City Council August 11, 2025 Regular Meeting Page 7 1 D. Resolution 9913, Approving the Driveway Alterations for Properties in Area 2 J of the 2022/2023 Street Project that has less than a 12-foot driveway. 3 4 Public Works/Parks and Recreation Director Peterson requested the Council approve the driveway 5 alterations for properties in Area J of the 2022/2023 Street Project that have less than a 12-foot 6 driveway. He explained this work had to be put off until the warranty period was done. He stated 7 staff reached out to three contractors to complete this work and the noted staff received a bid back 8 from Schmidt Curb Company in the amount of $11,987.90. He described the improvements that 9 would be done to correct the driveway aprons for those residents that want to move forward with 10 the work. 11 12 Council Member Smith asked why the City would not correct all of the driveways. Public 13 Works/Parks and Recreation Director Peterson stated the City would be leaving this decision up 14 to the residents on whether or not they want to pursue the apron correction. 15 16 Council Member Clark recommended the notifications be hand delivered to the impacted residents. 17 Public Works/Parks and Recreation Director Peterson reported he could do this. 18 19 Mayor Lindstrom supported the notifications being hand delivered. He indicated he was supportive 20 of the residents being allowed to choose whether or not they want to move forward with the 21 driveway correction. 22 23 MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 9913, 24 Approving the Driveway Alterations for Properties in Area J of the 2022/2023 Street Project that 25 has less than a 12-foot driveway. 26 27 Ayes – 5 Nays – 0 Motion carried. 28 29 9. REPORTS 30 31 Chris Lillimo, 5132 Long Lake Road, requested the Council reinstall the zip line at Random 32 (Hodges) Park. He noted this park generates the most money for Mounds View. He reported he 33 has been speaking daily with neighbors at this park about the zip line and they are disappointed 34 that the zip line was going to be removed. He questioned why one person was being allowed to 35 impact this park. He suggested a fence be built for the resident that was having a problem with the 36 zip line. He recommended the zip line remain in Random Park and that the City also consider 37 pursuing an accessible zip line. 38 39 A. Reports of Mayor and Council. 40 41 Council Member Gunn stated the Mounds View Police Foundation would meet on Tuesday, 42 August 12. 43 44 Council Member Gunn invited the public to attend the Tribute Park Dedication on Saturday, 45 September 13 from 1:00 p.m. to 3:00 p.m. 46 Mounds View City Council August 11, 2025 Regular Meeting Page 8 1 Council Member Gunn noted the Mermaid would be returning to Mounds View on Saturday, 2 September 20. 3 4 Council Member Smith stated two weeks ago she attended a picnic at Island Lake Park along with 5 Council Member Meehlhause. 6 7 Council Member Smith explained she would be attending an airport commission planning meeting 8 noting this group was working to bring back aviation days. 9 10 Council Member Smith indicated the Minnesota State Fair started on Thursday, August 21 and 11 would run through Labor Day. 12 13 Council Member Clark thanked all of the residents who have been attending the movies in the 14 park. She reported after the penny carnival on Friday, Moana 2 would be screened and next Friday, 15 the live action How to Train Your Dragon would be screened at City Hall Park. 16 17 Council Member Clark stated she would be attending a Festival in the Park Committee meeting 18 on Wednesday, August 13. She encouraged residents to attend the Festival in the Park events on 19 Friday, August 15 and Saturday, August 16. She reviewed all of the events that were planned for 20 this coming weekend. 21 22 Mayor Lindstrom thanked everyone who hosted a Night to Unite party last week. 23 24 Mayor Lindstrom indicated he and City Administrator Zikmund attended a meeting with the 25 Superintendent last week. 26 27 Mayor Lindstrom thanked the Mounds View Police Foundation and the Community Engagement 28 Committee for their work on the movies in the park. 29 30 Mayor Lindstrom reported he was looking forward to celebrating the 50th Festival in the Park this 31 weekend. He noted the first clue for the medallion hunt would be coming out on Wednesday, 32 August 13. He thanked all of the local businesses who have contributed to the festivities this year. 33 34 Mayor Lindstrom explained he was working with the Housing Task Force and Election Task Force 35 for the League of Minnesota Cities. 36 37 Mayor Lindstrom commented at the last Board of Pardons meeting the group heard 40 cases. 38 39 B. Reports of Staff. 40 41 Finance Director Bauman stated she was looking forward to her new staff member starting on 42 Monday, August 18. She reported the MNGFOA was holding round table discussions next week 43 and she would be cohosting a discussion regarding wages, taxes and paid leave. 44 45 Mounds View City Council August 11, 2025 Regular Meeting Page 9 Assistant City Administrator Beeman provided the Council with an update on the Dunkin Donuts 1 development noting they were still interested in the Simons property and were looking for a second 2 tenant. 3 4 Assistant City Administrator Beeman anticipated Planet Fitness would be open on September 1 5 with a September 6 grand opening date. 6 7 Assistant City Administrator Beeman commented Auto Zone was about two months out for their 8 rebuild. 9 10 Assistant City Administrator Beeman indicated he would be bringing forward a draft affordable 11 housing ordinance at the October 6 Council worksession meeting. 12 13 Assistant City Administrator Beeman discussed the potential of a non-profit joining the City and 14 the school district in pursuing an indoor facility. 15 16 Public Works/Parks and Recreation Director Peterson stated the Tribute Park was under 17 construction and the fitness court would be installed on September 1. 18 19 Public Works/Parks and Recreation Director Peterson explained base layer of the street pavement 20 on Bronson would be installed on Tuesday, August 12. 21 22 Public Works/Parks and Recreation Director Peterson reported staff was working on an updated 23 lease with AT&T for the water tower, noting AT&T wants first right of refusal should another 24 company want to locate on the City’s water tower. He asked how the Council wanted to address 25 this matter. 26 27 Council Member Clark stated she did not like this language. 28 29 Mayor Lindstrom questioned if there had been any interference with AT&T in the past and if this 30 were the case, would AT&T compensate the City for the loss of a lease with a competitor. 31 32 Council Member Meehlhause asked if the City wants a private company telling the City what it 33 can and cannot do on the water tower. The Council did not support this. 34 35 C. Closed Session Date. 36 37 City Administrator Zikmund reported there was a conflict with the Monday, September 15 meeting 38 date. 39 40 The Council agreed to hold the Closed Session meeting on Tuesday, September 23. 41 42 10. MVPD is continuing to increase our social media presence by adding Facebook to our social media platform which will allow us to engage with the community in a more effective way. MVPD attended career fairs in Blaine High School and Irondale High School. This is a great way for the MVPD to get out and promote the PD in a positive way as well as a great way to recruit! The Mounds View Police Department continues to engage in outreach activities. MVPD partnered with the Mounds View Police Foundation for a Cross of Glory luncheon, a bake sale at Abiding Savior Lutheran Church during their community meal, and we attended a Juneteenth Event where hot dogs were served (Hot Dogz cart). Officers participated in the MN Special Olympics Torch Run where we received the torch from Spring Lake Park PD, we ran it down to New Brighton, and passed the torch on to New Brighton Public Safety. Thanks to generous donations of Mounds View citizens and organizations, officers participated in an outreach Iball4life youth day at the MVCC. Officers participated in the Quincy House Golf Tourney where the Mounds View Police Foundation sponsored a hole and officers attended the SBM Fire Senior Safety and Wellness Fair. Officer Ohlendorf was also recognized by the MN State Mothers Against Drunk Driving (MADD) office for his proactive efforts in enforcing traffic laws by arresting impaired drivers and making traffic safety a priority. His efforts make a significant impact on the safety of the community. Officer Ohlendorf was recognized at the Annual Law Enforcement Recognition Awards Event in May. Officer Ohlendorf was also recognized as the MVPD top DWI performer. In addition to increased traffic enforcement efforts, Flock Camera Safety Systems are installed throughout the city and they are already making a positive impact in our community. Our VCET Officer was recognized for a 2024 U.S. Attorney’s Office Law Enforcement Award for your exemplary work in a high- profile case and Inv. Erickson was recognized by our City Prosecutor Katrina Joseph for his diligent work on a very challenging case. Various training opportunities were made available throughout this quarter to include defensive tactics training, firearms training, ALERRT (active shooter) training, crime scene processing training, Emergency Vehicle Operations Course (EVOC) training, handgun and rifle armorer course, basic SRO training course, high threat Close Quarters Combat (CQC) Instructor Course, and our admin assistance and property/evidence technician attended the Central Square Conference in Florida. MVPD will continue to invest in our officers by a variety of avenues to include officer professional development, training, and officer wellness. As we move into summer, the MVPD will continue to be active in the community with various outreach activities, proactive patrols/enforcement, and training opportunities. Due to an unexpected medical emergency, we needed to make the extremely difficult decision to euthanize K9 Grizz and end his suffering. His quality of life would not be what he deserves. K9 Grizz was a staple in the Mounds View K9 Unit for 7 years where performed exceptionally in every facet to include tracking, obedience, narcotics detection, and apprehension. He will be deeply missed but never forgotten. We will continue to strive for excellence and continue the legacy that K9 Niko (K9 handler Inv. Erickson) and K9 Grizz (Sgt. Schultes) built. In early May, Grizz experienced a sudden and severe medical emergency. After consulting with emergency veterinarians and considering his condition, the incredibly difficult decision was made to let him go peacefully. Grizz’s presence brought reassurance, pride, and a sense of connection that will be deeply missed. We like to think Grizz is now reunited with his old friend, K9 Niko—together again, doing area searches and tracking suspects. We’re deeply grateful for everyone’s patience and understanding as we took time to grieve and process this heartbreaking loss before sharing it publicly. In April 2025, Ramsey County VCET and DEA conducted an undercover purchase of multiple pounds of methamphetamine. The UC arrived at the deal location and met with a methamphetamine runner that delivered the methamphetamine in exchange for a predetermined quantity of US Currency. The methamphetamine runner was then followed back to a house that was believed to be a narcotic stash house. A search warrant was executed in which 20 pounds of methamphetamine was recovered along with several thousand dollars in US Currency. In May 2025, Duluth DEA contacted the Minneapolis DEA regarding a methamphetamine deal operating out of Fridley (MN). Investigators located the methamphetamine dealer and began conducting physical and electronic surveillance for several weeks. In early May, the methamphetamine dealer began traveling north toward Duluth in the early morning hours. A traffic stop was conducted in which several pounds of methamphetamine was located inside the vehicle. During the month of May 2025, Ramsey County VCET and DEA conducted several undercover buys of fentanyl and methamphetamine with a dealer from Chicago, IL. The dealer’s residence was identified and a search warrant was executed. Law Enforcement recovered over a pound of fentanyl and a handgun with a “Switch”. In June 2025, Ramsey County VCET and DEA executed multiple search warrants within Hennepin and Ramsey County. After a year’s long investigation which involved numerous arrests, search warrants were executed which led to the discovery of 24 kilos (almost 53 lbs.) of cocaine, $767,000 US Currency, and one firearm. Indictments are pending against over 15 individuals that were part of the Drug Trafficking Organization. 2025 2nd Quarter Report—Neighborhood Resource Officer The NRO responded to 153 calls for service in the second quarter and participated in 6 Community Outreach events. Calls for service included investigations received from Child Protection and Adult Protection reporting maltreatment of children and vulnerable adults, as well as duties involving monitoring the city’s registered Predatory Offenders. Other calls for service derived from the NRO continuing fulltime patrol on dayshift due to vacant positions within the department. This quarter, the Mounds View Police Department continued efforts that have been established with the Crime Free Multi Housing Apartment Landlord Coalition. Due to recent changes regarding how cities are approaching Crime Free Multi Housing as well as legislative changes, the cities of Roseville and New Brighton have suspended their multi city coalition at this time. Each city continues to focus on individual efforts to meet the needs of their property managers. The NRO has spoken and met with several property managers over the course of the second quarter and continues to work with them on any ongoing issues or concerns. There have been no strike letters issued in the second quarter through the Crime Free Multi-Housing coalition. The NRO continues to work with Mounds View City Code Enforcement regarding any new or ongoing property management issues. The NRO has continued to work with North East Youth and Family Services to provide aid for youths, adults, and families in need of addition support. This includes those requesting information and services for mental health counseling, financial assistance programs, housing information, community support services, and more. During the second quarter, the NRO submitted 5 new referrals for services. The NRO and NYFS continue to work together on previous cases that were submitted as well. Collaboration on community outreach events continues through partnership with the Mounds View Police Foundation. During the month of April, the NRO was present at the city-wide Easter Egg hunt, as well as an event hosted at the Mounds View Community Center with the organization called iball4Life. In addition to the MVPF, funding for this event was generously donated by the Quincy House, Mounds View/New Brighton Rotary Club, Mounds View Lions Club, and private donations. In May, the annual Senior Safety and Wellness fair was hosted at SBM Fire Station 3. The NRO was joined by Sergeant Schultes and his K9 partner Grizz. Sergeant Schultes spent several hours meeting with attendee’s and answering various Police K9 questions before giving a demonstration with K9 Grizz on his obedience and apprehension skills. The NRO attended other various events and activities through the city hosted by business and churches in town. The NRO works with others to manage the department’s social media pages ensuring information is posted quickly and accurately on social medial. The department is active on Nextdoor, X (formally Twitter), Instagram, and Facebook. Edgewood Middle School and Pinewood Elementary School SRO Quarter 2 Report April 2025 – June 2025 Officer Boscardin worked at Edgewood Middle School and Pinewood Elementary during this quarter. Officer Boscardin continued to build the relationship between the schools and MVPD this quarter. Officer Boscardin and school staff continued to work in partnership throughout this quarter to best serve the students and members of the community. Officer Boscardin started his shifts conducting school bus stop arm enforcement. Officer Boscardin focused his school bus stop arm patrols in area’s he knew to have a high volume of school bus stop arm violations to include Silver Lake Road, County Road I, and Long Lake Road. Officer Boscardin would then turn school speed zone signs off. Officer Boscardin would return to Pinewood Elementary to check-in with students and staff, and would then conduct an interior patrol of the building. Officer Boscardin would then head to Edgewood Middle School to check-in with students and staff. After checking in with staff, Officer Boscardin would begin working on investigations and assisting staff with day-to-day support. Officer Boscardin would attend school lunches at Edgewood as time allowed. After lunches were complete, Officer Boscardin would complete an interior patrol. Officer Boscardin then met with students and work on reports/investigations. At the end of Edgewood’s school day, Officer Boscardin would conduct an extra patrol during student dismissal before leaving to conduct further school bus stop arm enforcement. Throughout this quarter, Officer Boscardin issued 12 citations for school bus stop arm violations. After completing school bus stop arm enforcement, Officer Boscardin would return to MVPD to complete reports and check-in with patrol Officers and Investigators. Throughout this quarter, Officer Boscardin attended Pinewood’s Family Library Nights, and end of year concerts for both schools. Officer Boscardin also assisted with community outreach events utilizing MVPD’s new hot dog trailer (police dogz) alongside Chief Zender. Officer Boscardin visited Pinewood Elementary 1st grade students to answer questions they had prepared for him. Officer Boscardin attended the Pinewood Elementary end of year PTA carnival. Throughout this quarter, Officer Boscardin assisted with multiple student elopements and ensured their safe return to school or ensured they returned home to their parent or guardian. Officer Boscardin along with other MVPD Officers, and neighboring agency’s took part in a TZD event hosted by MVPD to focus on school bus stop arm violations, distracted driving, and pedestrian crosswalk violations. Officer Boscardin also completed multiple investigations in regard to cyberbullying. Officer Boscardin also completed investigations of suspicious activity and an investigation for a weapons complaint. This was Officer Boscardin’s last year serving as School Resource Officer and he looks forward to continuing to build rapport with students and community members as he returns to patrol. INVESTIGATOR ERICKSON 2025 QUARTER 2 INVESTIGATIVE HIGHLIGHTS In the 2025 2nd quarter, 24 cases were investigated by Investigator Erickson. Of those cases, 12 cases were charged out by arrest. 9 cases are still under investigation and 5 cases are under review for charges. Case Highlights: Burglary and DANCO Violation On April 15, 2025, Officers were called to a burglary where the victim was asleep in her bed at home when she heard a loud bang. The suspect had broken into the victim’s house with a knife. The suspect was the victim’s ex-husband who she has an active restraining order against. The suspect was also previously known to law enforcement from previous domestic assaults and previously tried to flee and rammed a squad car. The suspect forced his way into the house and overpowered the victim and told her he was going to “end her”. Officers arrived quickly however, the suspect had already fled the scene. When police interviewed the victim, she was shaken up and stated she “got lucky”. Investigators reviewed the case and conducted a number of interviews, neighborhood canvasses, surveillance, and drafted several warrants to utilize cell phone geographical locations. Ramsey County Apprehension was also called to assist and through various investigative means, Investigators were quickly able to locate and take the suspect into custody. The County Attorney charged the suspect with two counts of Burglary and Domestic Abuse No Contact Order Violation. Burglary On December 19, 2022, Mounds View PD Officers responded to a burglary at a business in Mounds View where there was a significant amount of damage to the building and some equipment inside. The crime scene was processed and collected touch DNA evidence and blood evidence from the scene that would later be integral in identifying the suspect. Upon receiving this case, Investigator Erickson interviewed the office manager and sent the blood to the BCA for DNA analysis. There was a significant delay in processing the evidence and no results were received until July of 2024. The suspect was not identified at that time. The following month, the suspect was identified by DNA but his location was unknown. Eventually, the suspect was arrested on other charges and Investigator Erickson served a DNA search warrant on the suspect and tried to speak with him. The BCA was able to confirm the suspect’s DNA and Investigator Erickson submitted the case for charges. The suspect was charged with 2 counts of 2nd Degree Burglary on June 9, 2025. This was 2.5 years after the original report. Stalking On 5-27-2025, Officers were called to the Mounds View Library for a male and female shouting. Officers arrived and found the suspect and victim in a verbal altercation. The suspect has been known to follow the victim numerous times after the victim has repeatedly told him to leave her alone. At the time, the male was arrested. Inv. Erickson then reviewed prior history with the suspect and found several incidents between them including: • previous calls to police that the male was stalking the female and secretly taking her photograph at all hours of the night without her knowledge. • Female reported he wouldn't leave her alone at the MV Library and told her "no, I'm not letting you out". • She left the Police Department a note stating he was verbally harassing her. • A physical fight between the victim and suspect occurred near the Food shelf in Mounds View (2574 Mounds View Blvd). She reported that he approached her, she pushed him away, then he started pinning her up against the building, sitting on her, and putting his fingers in her mouth. Inv. Erickson then drafted a search warrant to review the contents of the suspect’s phone. Over 43 photos and videos of the victim were on his phone and 243 notes written in a journal about the victim. The case was submitted to the Attorney and he was charged with GM Harassment, 5th Degree Assault, and Disorderly Conduct. Theft by Swindle Mounds View Officers were called to the 2800 block of Mounds View Blvd for a Fraud Report. The suspect came into the store and made several purchases totaling $1,126. Inv. Erickson utilized surveillance footage to determine a suspect vehicle and trace the identity of the suspect through persons with relation to the suspect. Inv. Erickson determined the suspect had numerous previous felony Theft by Swindle convictions and his identity matched the suspect on surveillance footage. Inv. Erickson determined an address for the suspect in Minneapolis. Inv. Erickson spoke with the suspect who denied it being him, despite the surveillance footage matching his identity. The case was submitted to the County Attorney to be reviewed for charges. Mail Theft Mounds View Officers received a report of theft of mail from a mailbox. At the time, there was no suspect information. Several days later St Paul PD stopped a vehicle and located numerous pieces of mail some from Mounds View. The case was turned over to Investigator Erickson. The suspect and his girlfriend was interviewed and stated that they were in Mounds View at the time and admitted to stealing numerous pieces of mail. The case has been submitted to the county attorney and is pending charges of mail theft. Fraud Scam Inv. Erickson is investigating a case where the victim was scammed out of $330,000. The scammer led the victim to believe he was family and needed money to open an oil company in California. He convinced the victim to pay him over $330,000. The victim cleared out her 401K and took out a 2nd mortgage to pay the suspect. Used Cell data records to locate time line and location of the crime. Worked with Roseville PD to identify suspect through social media. Suspect was later charged by Roseville PD. Homicide/Suicide Two males found deceased in a home. Ruled a murder suicide. No risk to the public and case will be closed after numerous search warrants. Person in Crisis/Emergency Risk Protection Order Male in crisis was sent to the hospital against his will after threatening to shoot his neighbor. Male also made comments about wanting to purchase an AR-15. An ERPO was filed because the male was still eligible to purchase and own a firearm. Respondent was later civilly committed due to the ERPO being filed. SWAT High risk Search Warrant in Shoreview for two homicide suspects. Worked with Anoka County on investigative aspects due to suspects having ties with Mounds View and New Brighton. High Risk Search Warrant in New Brighton for shooting suspect. Manhunt for Vance Boelter. Assisted in clearing farmsteads in Green Isle area and were in the field at the time of his arrest. Training Attended Grey Group 4-day high threat CQC Instructor course. 2025 Quarter 2 Report: Sgt. Schultes (K9 Grizz) and Ofc. Aase (K9 Ace) Burglary 2200 block of Cheshire Lane On 4/3/25 at approximately 2025 hours, Sergeant Hanson and Officer Aase were dispatched to a potential burglary in progress at the 2200 block of Cheshire Lane. The caller stated her son came to his father’s house to let his dog out. The son got into the residence, noticed the back door was forced open, and footsteps were heard. Sergeant Hanson and Officer Aase arrived on scene and gathered information. Sergeant Hanson held the rear door that was forced. Officer Aase deployed K9 Ace on lead. Officer Aase gave announcements into the residence and sent K9 Ace in to clear the residence. K9 Ace did not alert on any human odor. Officers then conducted a secondary search of the residence with nothing located. Traffic Stop/Narcotics Sniff On 4/7/25 at 1921 hours, Officer Aase was on routine patrol in the area of Buckingham Lane and Windsor Way. Officer Aase observed two people driving in a U-Haul, in which both of the occupants had felony warrants out for their arrest. Officer Aase initiated a traffic stop on the vehicle and both the driver and passenger were taken into custody. Officer Aase observed signs of criminal activity involving narcotics, such as drug paraphernalia, nervous behavior, and previous history of both suspects. The driver denied consent to search the vehicle. Officer Aase deployed K9 Ace for a vehicle sniff. K9 Ace sniffed the vehicle and alerted to a bag on the passenger side of the vehicle. A search of the vehicle yielded a small amount of methamphetamine. Both suspects were charges with felony possession of a controlled substance. Building Search On 4/15/2025 at 2348 hours, Mounds View officers were called to the 2000 block of Stratford Avenue by the victim who reported her child’s father forced open the back door and was swinging a knife at her. She was able to get the knife from him and fled to a neighbor’s house. After officers spoke to the victim, it was determined the suspect was wanted for burglary, 2nd degree assault, and a felony no contact order violation. It was unknown if the male was still in the house. Sgt. Schultes deployed K9 Grizz and sent him in to the house to search for the suspect off-leash after making announcements and hearing no response. K9 Grizz searched the home while officers remained at the back door. K9 Grizz did not locate anyone inside and it was confirmed the suspect had already fled the scene. After taking the report and documenting the crime scene, officers responded to the 1600 block of Hall Street in Shoreview, where it was believed the suspect may have fled. Sgt. Schultes deployed K9 Grizz on lead and took a perimeter position at the back door to prevent the suspect from evading officers on foot. Officers attempted contact at the front door with no response. Officers cleared from the address. The suspect in this case was arrested days later by the Ramsey County Apprehension Team and charged while in custody. Vehicle Pursuit On 4/22/25 at 0320 hours, Officer Aase attempted to stop a vehicle for speeding in the area of 35W and County Road I. The vehicle fled from Officer Aase and a pursuit was initiated. The suspect vehicle fled from police for approximately three miles before crashing in the area of 85th Avenue and Jenkins Court in Blaine. Multiple occupants fled on foot from the crashed vehicle. Officer Aase set up a perimeter and coordinated with multiple agencies to attempt a track. Officer Aase deployed his partner K9 Ace and began a track. Shortly into the track, a drone was overhead and observed a male running east from the location. He was taken into custody by perimeter squads. Officer Aase continued the track with K9 Ace through multiple back yards and wooded areas. Officer Aase noticed a forced open side door to a garage in the 8500 block of Hastings Street NE. Officer Aase deployed K9 Ace into the garage with negative results. Shortly after, K9 Ace showed interest in human odor in 8500 block of Hastings Street. K9 Ace gave a sharp head snap and put his nose to the ground and began to track east from Hastings Street. K9 Ace was pulling hard toward a residence on the 8500 block of Hastings Street NE. K9 Ace led Officer Aase to the front deck of the residence and showed excited behavior. K9 Ace then gave multiple loud barks as an alert that he was on human odor. Officers located three juveniles hiding underneath the deck. All three juveniles were taken into custody without incident. These juveniles were the three outstanding occupants from the vehicle and charges were filed. Vehicle Pursuit On 4/22/25 at 2337 hours, Officer Kammerer had a vehicle flee from him on a traffic stop. Shortly after, the vehicle crashed and a short foot pursuit ensued before the suspect was taken into custody. Officer Aase arrived on scene and deployed his K9 partner Ace for an article search, making sure the suspect did not discard any items of evidential value during the foot pursuit. Officer Aase deployed K9 Ace on lead and extensively searched the path of the suspect and surrounding areas. K9 Ace did not locate any items of evidential value. Traffic Stop/Narcotics Sniff On 4/28/25 at 0034 hours, Officer Aase conducted a traffic stop on a vehicle at the intersection of Mounds View Boulevard and Long Lake Road. Officer Aase observed signs of criminal activity from the driver’s behavior. Officer Aase deployed his K9 partner Ace for a narcotics sniff of the vehicle. K9 Ace did not alert to the presence of narcotics inside the vehicle. The driver was released with a verbal warning. Meet and greet/K9 demonstration On 5/1/25, Sgt. Schultes and K9 Grizz were invited to the SBM Fire Senior Safety and Wellness Fair at SBM Fire Station 3. Attendees at the fair were able to meet K9 Grizz and ask questions about the MVPD K9 Unit. After the meet and greet, Sgt. Schultes and K9 Grizz gave a demonstration on obedience and apprehension for the group. SBM Fire Senior Safety and Wellness Fair Narcotics Certification Officer Aase and K9 Ace completed their annual narcotics certification through Tac-21 Red Team K9 on 05/21/2025. The narcotics certification was hosted by the Eagan Police Department, and teams from three agencies were tested. Sgt. Schultes participated as an evaluator for the certification test. Assist Other Agency – New Brighton Department of Public Safety On 5/29/25 at 0050 hours, Officer Aase was requested by New Brighton Department of Public Safety for a vehicle sniff at 201 County Road E2. Officer Aase gathered information and later spoke with the suspect. After negotiations, the suspect gave consent for Officer Aase to deploy his K9 partner Ace. Officer Aase deployed K9 Ace on lead. K9 Ace did not show any indication of narcotics present in the vehicle. Assist Other Agency – New Brighton Department of Public Safety On 6/2/25 at 2322 hours, Officer Aase was requested by NBPD for a vehicle sniff. Officer Aase arrived on scene and deployed his K9 partner Ace on lead. K9 Ace sniffed the interior of the vehicle and entered the passenger side of the vehicle through an open door. K9 Ace alerted on the center console of the vehicle for the presence of narcotics. The vehicle was searched and nothing of evidential value was located. Through further investigation, the female passenger had a felony drugs warrant and was taken into custody. Assist Other Agency – Roseville Police Department 1000 block of Larpenteur Ave On 6/4/25 at 0204 hours, Officer Aase and K9 Ace assisted Roseville PD with a K9 deployment at 1045 Larpenteur Ave W. Roseville PD received a call about a guy standing outside an apartment complex with a firearm, stating he was going to shoot people. This same male was related to an early domestic incident, in which the suspect was currently wanted for felony threats of violence and domestic assault. Officer Aase attempted an area search with K9 Ace. Officer Aase and K9 Ace searched diligently for approximately 45 minutes with negative results. Phone contact was made with the suspect who had made his way back to the original call location. The suspect had multiple apartments he was associated with. Officers surrounded the apartment building and were unable to pinpoint which apartment the suspect was located in. Burglary Alarm 2600 block of County Road I On 6/21/25 at 0155 hours, Officers were dispatched to a burglary alarm at the 2600 block of County Road I. Officers located an open door that did not appear to be forced. Officer Aase deployed his K9 partner Ace and gave him the "find em" command. K9 Ace searched the building off lead and did not alert to any human odor. Officers did a secondary sweep of the building and no suspects were located. Mounds View PD Reserve Unit 2025 Quarter 2 Report Reserve Officers volunteered a total of twenty-seven (27) hours in the second quarter of 2025. Mark Walker continues to integrate himself back into the Police Department after quite a lengthy time away. Mark rode along with CSO Overton to re-train and learn new concepts and procedures. Mark is now cleared for solo patrol. During the second quarter of 2025, Reserve Officers completed multiples hours of administrative duties and proactive patrols. Reserve Officers completed their annual Taser and OC recertification in April. Reserve Officer Don assisted the City of Champlin Park with their city parade in June. Sgt. Hanson spoke with a few departments over the past couple months and found that it is a struggle to maintain and recruit Reserve Officers. The MVPD was unable to assist the Roseville Police Department with their annual Rosefest Parade this year. This is the first time in the last three years that we were unable to assist. Roseville PD echoed the same sentiment of maintaining and recruiting Reserves. Preston Schmidt is no longer volunteering as a Reserve Officer with the MVPD, but we thank him for the time and effort he put in during his time here. (Comcast) Introduction/Discussion The North Suburban Communications (the “NSCC”) is a municipal joint powers commission that negotiates and administers the cable franchises on behalf of its nine- member cities. Following a long and contentious franchise renewal process, the NSCC and Comcast of Minnesota, Inc. (Comcast) agreed upon a renewed cable television franchise in 2017. All of the member cities adopted ordinances approving the cable television franchise and Comcast accepted it. At the time, the 2017 cable television franchise was considered one of the best, if not they best, cable television franchise in the metro area. In 2025, it remains one of the best, if not the best, cable television franchises in the metro and it continues to meet the needs of the member cities as it relates to the provision of cable service. In 2024, Comcast sent a notice to the NSCC that it desired to renew the cable television franchise which had a term through 2027. Shortly after receiving the notice, the NSCC adopted a resolution commencing the renewal process and sent a letter to Comcast in response to Comcast agreeing to pursue the cable television franchise renewal through the informal – contract negotiation – process as contemplated in the federal cable act. In 2025, NSCC counsel and Comcast tentatively agreed on a cable franchise renewal extension that would extend the current terms and conditions of the cable television franchise through 2032. The NSCC recommended adoption of the Franchise Extension Agreement Ordinance by the City of Mounds View and all of its member cities at its meeting in May. Introduction and first reading of proposed Ordinance 1047 were conducted at the August 11, 2025, City Council meeting. Recommendation: Staff recommends opening the public hearing, conducting the second reading of and adoption of Ordinance 1047 approving a Franchise Extension Agreement with Comcast of Minnesota, Inc. (Comcast). Respectfully submitted, ________________________ Nyle Zikmund City Administrator ORDINANCE NO. 1047 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING A CABLE FRANCHISE EXTENSION AGREEMENT WITH COMCAST OF MINNESOTA, INC. (COMCAST) THIS AGREEMENT, effective upon passage and acceptance, between the City of Mounds View, Minnesota (the “City”), and Comcast of Minnesota, Inc., a Minnesota corporation (“Comcast”); and WHEREAS, the City granted Comcast a non-exclusive franchise for a ten-year term to construct, operate and maintain a cable television system through a cable television franchise ordinance, Ordinance 1047, accepted and agreed upon by Comcast (the “Franchise’); and WHEREAS, Comcast agreed to additional commitments in a letter to the City dated, February 15, 2018 (the “Agreement”); and WHEREAS, the City, is a member of the North Suburban Communications Commission (the “Commission”) that manages and negotiates the Franchise; and WHEREAS, Comcast has requested renewal of the Franchise; and WHEREAS, Comcast and the Commission have agreed to extend the terms of the Franchise and Agreement for an additional five years, subject to approval of the City and written acceptance of Comcast. NOW, THEREFORE, THE CITY OF MOUNDS VIEW HEREBY ORDAINS AS FOLLOWS: SECTION 1. Section 2, paragraph 4 of the Franchise is hereby amended by extending the term of such Franchise through and including June 30, 2032. The Parties do not waive any rights under Section 626 of the Federal Cable Act and agree that Grantee shall not be required to file an additional Section 626 Letter to preserve its rights to formal proceedings under the Franchise. SECTION 2. Except as specifically modified hereby, the Franchise shall remain in full force and effect. SECTION 3. Neither party waives any rights under law as a result of agreeing to this Franchise extension. SECTION 4. The Agreement shall remain effective so long as Comcast, including any successors or assigns, continues to operate under the Franchise, including as it may be extended pending the completion of the renewal process. Neither the Commission nor Comcast may terminate the Agreement prior to renewal. Ordinance No. 1047 Page 2 SECTION 5. In accordance with Section 3.07 of the City Charter, City staff shall have the following summary printed in the official City newspaper in lieu of the complete ordinance: On August 25, 2025, the City Council adopted Ordinance No. 1047 approving a franchise extension agreement with Comcast of Minnesota, Inc. (Comcast). A printed copy of the ordinance is available for inspection during regular business hours at Mounds View City Hall and is available on line at the City’s web site located at www.moundsviewmn.org. SECTION 6. This ordinance shall take effect and be in force 30 days from and after its passage and publication, in accordance with Section 3.09 of the City Charter.
