RESOLUTION NO. 10150 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING THE PRELIMINARY PROPERTY TAX LEVY FOR <br />FISCAL YEAR 2026 AND SETTING THE PUBLIC HEARING DATE <br />WHEREAS, state statute requires cities to certify a preliminary tax levy to the county auditor; and <br />WHEREAS, guidelines established by the Commissioner of Revenue require certification to occur <br />on or before September 30, 2025; and <br />WHEREAS, the City Council has elected to have a preliminary City levy (not including the EDA levy) <br />increase of 9.20%; and <br />WHEREAS, a referendum levy passed in 2004 for two additional police officers is set at $280,000 <br />and a referendum levy passed in 2017 for one police officer is set at $140,000; and <br />WHEREAS, the debt service tax levies have been adjusted or cancelled based on the City's review <br />of its debt service levy requirements and the City will levy $415,600 (no change from the debt levy schedule); <br />and <br />WHEREAS, the street levy is set at $300,000 to meet the demands of continuing to improve and <br />maintain the streets. <br />NOW THEREFORE, BE IT RESOLVED, that the proposed sums of money be levied for collection <br />in 2026 upon the taxable property in said City of Mounds View for the following purposes: <br />2025 2026 Increase/ % <br />Levy Levy Decrease Change <br />General Levy 6,173,812 6,848,989 675,177 <br />Referendum Levy 420,000 420,000 - <br />GO Debt 418,288 415,600 (2,688) <br />Capital (Streets) 300,000 300,000 - <br />7,312,100 7,984,589 672,489 9.20% <br />BE IT FURTHER RESOLVED that the Truth -In -Taxation meeting will be held on December 1, 2025 <br />at 6:00 pm with a continuation meeting to be held on December 8, 2025 at 6:00 pm if needed. <br />BE IT FINALLY RESOLVED that the Finance Director shall certify these amounts to the Ramsey <br />County Auditor. <br />Adopted this 8th Day of September 2025. <br />(ATTEST TO <br />(SEAL) <br />/h-aLin--dstrom, Mayor <br />Az � � <br />Nyle ' mund dministrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
