1. CALL MEETING TO ORDER
President Meehlhause called the meeting to order at 7:19 p.m.
2. ROLL CALL: President Meehlhause, Vice President Clark, Commissioner Gunn,
Commissioner Lindstrom and Executive Director Zikmund.
NOT PRESENT: Commissioner Smith.
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Lindstrom. To Approve the August 25, 2025, Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. February 24, 2025, EDA Minutes Open & Closed.
MOTION/SECOND: Lindstrom/Clark. To Approve the Consent Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
5. SPECIAL ORDER OF BUSINESS
None.
6. PUBLIC COMMENT
None.
7. EDA BUSINESS
A. EDA Resolution 25-EDA-377, Approving the Preliminary EDA Property Tax
Mounds View EDA August 25, 2025

Levy Request for Fiscal Year 2026.
Finance Director Bauman requested the EDA approve the preliminary EDA property tax levy
request for 2026. She explained the City was required to approve the maximum tax levy by the
end of September each year and the EDA portion also had to be approved by that deadline. She
reported the EDA levy would remain at $160,000 for 2026.
MOTION/SECOND: Clark/Lindstrom. To Waive the Reading and Adopt Resolution 25-EDA-
377, Approving the Preliminary EDA Property Tax Levy Request for Fiscal Year 2026.
Ayes – 4 Nays – 0 Motion carried.
