CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING SINAN MUSIC OF SMC CONSTRUCTION, INC. TO
APPLY FOR A COMPREHENSIVE PLAN AMENDMENT AND REZONING ON
BEHALF OF THE ECONOMIC DEVELOPMENT AUTHORITY
WHEREAS, the City of Mounds View Economic Development Authority (the "EDA") is committed
to promoting economic growth, redevelopment, and strategic land use within the City of Mounds View;
and,
and,
WHEREAS, the EDA owns the lot at 2716 Hillview Road, Parcel ID 063023430030, zoned R-1
WHEREAS, the property is legally described as:
LOT 112, SPRING LAKE PARK HILL VIEW; and
WHEREAS, a Comprehensive Plan Amendment and Rezoning of the property will better align the
property with the City's long-term development goals; and
WHEREAS, Sinan Music of SMC Construction, Inc. has expressed interest in working with the
EDA on the development of the aforementioned site, and with the preparation and submission of the
necessary applications to initiate the Comprehensive Plan Amendment and Rezoning process; and
WHEREAS, the EDA finds that authorizing Sinan Music to act on its behalf in this matter is in the
best interest of the city, and consistent with the EDA's mission to facilitate responsible development;
NOW, THEREFORE, BE IT RESOLVED that the EDA makes the following findings of fact related
to this request:
1. The EDA currently owns the property at 2716 Hillview Road, Parcel ID 063023430030.
Sinan Music of SMC Construction, Inc. is interested in working with the EDA on the development
of 2716 Hillview Road.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View EDA, based upon the
above findings of fact, does hereby authorize Sinan Music of SMC Construction, Inc. to prepare and
submit applications for a Comprehensive Plan Amendment and Rezoning of 2716 Hillview Road.
Adopted this 22"d day of September, 2025.
