RESOLUTION ACKNOWLEDGING THE SUBMISSION OF A COMPLETE
APPLICATION FOR A CANNABIS RETAIL REGISTRATION
"MARAWANNA" BY PETER SCHMIDT FOR THE PROPERTY LOCATED AT 5491
ADAMS STREET AND AUTHORIZING ISSUANCE OF A REGISTRATION UPON
COMPLETION OF REMAINING REQUIREMENTS
WHEREAS, the Minnesota Legislature has enacted laws legalizing cannabis and
establishing a regulatory framework for licensing cannabis -related businesses through
the Office of Cannabis Management (OCM) (collectively "Cannabis Regulations"); and
WHEREAS, Cannabis Regulations require certain businesses seeking to sell
cannabis products to the public to obtain a license from the OCM and a retailer
registration from a designated unit of local government; and
WHEREAS, the city of Mounds View is the designated unit of local government
within the City of Mounds View and has enacted population -based limits on the number
of registrations it will issue and established a process for issuing those registrations
based on processing complete applications first -come, first -served basis; and
WHEREAS, the application submitted by Peter Schmidt, doing business as
Marawanna, represents the first complete application for a retail registration received by
the City; and
WHEREAS, Marawanna proposes to operate a retail -only cannabis business at
5491 Adams Street, commonly known as the "Fedors Market" property; and
WHEREAS, the City Administrator has determined that the application includes
the information required under Mounds View City Code, Chapter 121 and is complete
and therefore the application is being processed so a registration will be issued should
the applicant complete the remaining steps to obtain a registration — including passing a
preliminary compliance check which will not be performed until just before the business
is ready to open; and
WHEREAS, in addition to completing the process for registration, the applicant is
required to complete the Pre -License Certification of Cannabis Business process
pursuant to City Code, section 121.004.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View that:

The application submitted by Peter Schmidt on behalf of Marawanna for a retailer
registration has been determined to be complete by the City Administrator and a
registration may be issued by the City Administrator after the applicant passes
the preliminary compliance check.
2. As one of the first two complete applications, the application will continue to be
processed and, if the applicant completes the remaining steps toward
registration, will be issued one of the city's two cannabis retail registrations.
3. City staff are authorized to proceed with any necessary administrative actions to
finalize the registration process.
4. Nothing in this resolution shall exempt the applicant from any provision of the
City Code, including that the registration shall be denied if any condition listed in
City Code, section 121.005 (F) is found to be true at the appropriate times in the
registration process. Failure to complete the required steps for a registration
within 18 months of the applicant receiving preliminary license approval from the
OCM will result in a denial of the registration.
