1. CALL MEETING TO ORDER
President Meehlhause called the meeting to order at 7:30 p.m.
2. ROLL CALL: President Meehlhause, Vice President Clark, Commissioner Gunn,
Commissioner Lindstrom, Commissioner Smith and Executive Director Zikmund.
NOT PRESENT: None.
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Lindstrom. To Approve the September 8, 2025, Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. August 25, 2025, EDA Minutes.
MOTION/SECOND: Gunn/Clark. To Approve the Consent Agenda as presented.
Ayes – 5 Nays – 0 Motion carried.

1. 2716 Hillview Road, SMC Construction, Inc.-Sinan Music
Assistant City Administrator Beeman stated the City owns a .7-acre vacant lot at 2716 Hillview
Road. He reported the EDA acquired this lot to rezone for a larger commercial redevelopment
project. He explained the adjacent bank was not willing to split their lot which meant the City was
back to the drawing board. He stated the City has a developer that was proposing a development
for this site. He requested the EDA bring forward questions at this time to see if this was the type
of development that should move forward.
President Meehlhause asked if the Comprehensive Plan would have to be updated if the zoning
were changed. Assistant City Administrator Beeman reported this was the case noting the property
was not currently guided for mixed use/PUD. He stated the Comprehensive Plan approval would
have to be considered by the Met Council and it would take several months to complete this
process.
Sinan Music, 7980 Woodlawn, thanked the EDA for considering his request. He explained he was
a resident of Mounds View. He reported he was a general contractor and developer. He indicated
his initial plan was to purchase this lot for the development of several townhomes.
Commissioner Lindstrom asked how many townhomes would be located on this property. Mr.
Music stated he was proposing to construct four townhomes.
President Meehlhause inquired if the townhomes would be two stories. Mr. Music reported the
units would have a garage at ground level with two stories above the garage.
Commissioner Lindstrom questioned what the price point would be for the townhomes. Mr. Music
reported the townhome units would be rental.
President Meehlhause recommended background checks be completed on all renters. He asked
who would be managing the rentals. Mr. Music stated he would be managing the townhome
rentals.
Commissioner Gunn believed this would be a nice addition to the housing stock in Mounds View.

MOTION/SECOND: Lindstrom/Clark. To move to Closed Session pursuant to Minnesota
Statutes Sections 13D.05, Subdivision 3(c) and 13.44, subdivision 3, to conduct a closed EDA
meeting concerning real property located at 2716 Hillview Road.
