Item Title/Subject: Resolution 10191, Approving Acting Mayor, Treasurer,
City's Official Newspaper and Official Depositories for 2026
Introduction:
Minnesota state law requires the City Council to annually select an official depository for City
funds and designate a legal newspaper of general circulation in the City as its official
newspaper.
Minnesota state law also requires the City Council to select an Acting Mayor from its existing
Council Members on an annual basis. In 2025, the Acting Mayor was Council Member Gary
Meehlhause.
In addition, the Mounds View City Charter, Section 6.04, requires the City Council to appoint
a City Treasurer each year.
Discussion:
The St. Paul Pioneer Press, The Life, and the Shoreview Press have each submitted
proposals to be the City's official newspaper for 2026 (proposal letters attached).

There is an increase for publication in the Twin Cities Pioneer Press from $7.70 to $9.12 per
column, inch and for The Life from $7.75 to $8.00 per column inch. There is an increase from
$7.77 to $8.31 per column inch for the Shoreview Press. For 2025 the City Council selected
the Pioneer Press as the City's official City Newspaper and the Shoreview Press as the City's
secondary newspaper.
The attached resolution also appoints the treasurer consistent with Section 6.04 of the City
Charter. The resolution lists the city job positions authorized to conduct banking and
investment business on behalf of the City. There was a minor change from 2025 for
secondary depositories. (See attached resolution).
Recommendation:
Designate the City's Official Newspapers (primary and secondary), Official Depositories,
Treasurer and Deputy Treasurer, and Acting Mayor by adopting Resolution 10191.

RESOLUTION APPOINTING THE OFFICIAL NEWSPAPER, ACTING MAYOR,
OFFICIAL DEPOSITORY AND TREASURER FOR THE
CITY OF MOUNDS VIEW FOR THE YEAR 2026
WHEREAS, Minnesota state law requires that the City Council annually select an official
city newspaper; and
WHEREAS, Minnesota state law requires that the City Council annually select an official
depository for City funds; and
WHEREAS, Minnesota state law requires that the City Council annually elect an Acting
Mayor from among existing City Council Members; and
WHEREAS, Chapter 6, Section 6.04 of the City Charter states the City Council shall
appoint a City Treasurer whose duties shall be as specified by State Law.

THE ZONING CODE REGARDING PAINTING AND
EXTERIOR BUILDING MATERIALS
The City Council of the City of Any Town does ordain:
SECTION 1. AMENDMENT. City of Any. Town Code
Section 153.032(B)(2) is hereby amended.
SECTION 2. AMENDMENT. City of Any Town Code
Section 153.032(G) is hereby amended.
SECTION 3. SUMMARY PUBLICATION.
Pursuant to Minnesota Statute Section 412.191, in the
case of a lengthy ordinance, a summary may be
published. While a copy of the entire ordinance is
available without cost at the office of the City Clerk the
following summary is approved by the City Council and
shall be published in lieu of publishing the entire
ordinance:
This ordinance amends site plan review language in
section 153.032 to allow painting exterior materials of
commercial and industrial buildings constructed prior to
the adoption of Ordinance 00-14, as they pre -date the
current requirements that building materials be
maintenance free and colors be integral to the material
and not applied to the surface.
This ordinance also amends section 153.032 to include,
other similar maintenance -free materials" as allowable
building materials.
SECTION 4. EFFECTIVE DATE. This ordinance shall be in
full Force and effect from and after its passage and
publication according to law.

153.032 to allow painting exterior materials of commercial and

Ordinance 00-14 as they predate the current requirements

This ordinance also amends section 153.032 to include, "other
similar maintenance -free materials" as allowable building
materials.

Introduction
The City Council approves a Council meeting schedule annually.
Discussion
Based on the Council's historical schedule of conducting work sessions on the first Monday of
each month and regular Council meetings on the second and fourth Mondays of each month,
attached is a proposed list of meeting dates for 2026 (Exhibit A). Also included are EDA meetings,
which are typically held just prior to the regular Council meetings.
The following legal holidays fall on dates that would otherwise be considered meeting dates:
September 7 (Labor Day) is a work session and May 25 (Memorial Day) and October 12
(Columbus/Indigenous People's Day) are regular Council Meetings. Staff is proposing Tuesday,
September 8 for the work session and Tuesday, May 26 and Tuesday, October 13 for the
regular Council meetings.
In addition, Staff is proposing that the December 28 regular meeting be cancelled due to the
Christmas holiday.
The special Council meeting on January 5, prior to the work session, is for selecting the acting
Mayor, Treasurer and the Official Newspaper and Depositories; for appointing City Council
Members and City Staff as Representatives for City Commissions and other Organizations; and
for any other business the Council deems appropriate for this special meeting. (This meeting
has already taken place).
In addition, we need to discuss when to schedule the Council/Staff budget retreat and the
Parks/Recreation/Community Center retreat and the City Council/Charter Commission joint
meeting.

Recommendation: Staff recommends approval of Resolution 10193 approving the 2026 City
Council Meeting Dates as shown in Exhibit A with the additional retreats and meeting dates as
discussed by Council added.

WHEREAS, the City's Charter states that the City Council shall meet regularly at
least twice monthly as they may designate by ordinance; and
WHEREAS, the Mounds View City Code states that regular meetings of the City
Council shall be held on the second and fourth Mondays of every month; and
WHEREAS, EDA meetings are traditionally held on the same days as the City
Council just before the regular Council meetings on the second and fourth Mondays of
the month; and
WHEREAS, the City Council has traditionally scheduled work sessions on the
first Monday of the month; and
WHEREAS, in accordance with City Code, these meeting dates are scheduled
as shown in Exhibit A;
