6. STAFF REPORTS
A. Parks and Recreation — Thomas: See attached report.
B. Public Works — Szurek: See attached report. The climbing wall that used to be at Greenfield
will be coming back, but maybe not until spring. A resident asked about the possibility of
mowing a path through the taller grasses at Ardan Park. PRF Commission and City Council
has discussed the possibility of creating an official path eventually, but we have to get
everything to grow and establish first.
7. UNFINISHED BUSINESS
A. Zipline update — Szurek. The location at Silver View moved a bit to minimize tree
impact (5 crab apple trees out of 8 total) and allow for ADA accessibility. Still waiting for
the set up and mounts with MWPlayground. Then will move it, hopefully have it
installed by beginning of October. Public Works will have to do some landscaping and
seeding in the late fall.
B. Blue Cross Blue Shield Fitness Court update — Szurek: rubber will be installed on
Monday, then equipment will be installed next week. Public Works will have to do some
landscaping and seeding in the late fall. "Grand Opening" will be done with BCBS,
TBD.
C. Tribute Park - Szurek: Exposed aggregate was installed, electrical will be connected
tomorrow. Pavers will be installed next week. Opening ceremony will be September
13th at 1:00 PM to honor MV tragedies and first responders, MV veterans will be
honored on Veterans Day.
D. Naming the Hodges Park dinosaurs, winning names- Arel: 157 votes gathered at
Festival in the Park. The official names are Barney and Dino! It was great to have
residents have a reason to stop by the booth and talk about the parks. Next year we
should have another "reason" for more resident interaction. Once the zipline is moved
to Silver View, the dinosaurs and swings will be installed at Hodges Park about the
same time.
8. NEW BUSINESS
A. Festival in the Park
1. Master Park Plan — resident feedback- (Park Commission): One resident is planning to
apply to be on the committee for the Master Park Plan!
B. Updated Park and Recreation pamphlet — Szurek: Encourage Commission to review the
pamphlet and send feedback to Andy Thomas and Pete Szurek by Sept. 5th. Szurek will
email a copy to all on the Commission. Add the code that marijuana is also not allowed to
be smoked in our parks.
9. COMMISSIONER REPORTS: Any updates on the community garden? None. Will invite Tim
Wood to our September meeting. Thanks to everyone for all of the hard work for the Festival in
the Park! Mills wants us to acknowledge and thank our Hennepin County and Minneapolis first
responders, our teachers and our state for all of the tragic events that we've dealt with this
summer.
10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS: Community garden
update. Cameras in the parks. May need to update the "tobacco free park" signs to include
marijuana. Review the policy next month.

The following is a synopsis of recent activities and events of the Public Works Department.
(2 fulltime Park Workers 2 seasonal workers) worked on the following items since
September 1st, 2025.
Parks Maintenance
Trash litter pickup Mondays and Fridays at all park locations
• Ballfield game preparation and leveling down to just City Hall field
• Field marking painting for: 3 soccer fields and city hall ballfield
® Mowing all the parks, litter pick up before mowing
Tribute Park grounds preparation
• Blue Cross Blue Sheild grounds preparation
• Reminder- Silverview building closed for the season October 1It (pavilion use only)
City Hall Park 2025 Construction Schedule
- BCBS Finess Court — Installation compete some dirt work and planting remain
-Tribute Park concrete completed, some electrical components still need to be installed. Finish
grading and grass planting still need to occur before Veterans Day November 11th
Forestry
Staff worked on the following items last month:
• Several resident phone consults and site visits
• Contractor meets and calls
• Volunteer plant growth removals from planters
• Finished 2025 full city diseased tree survey, marking public and private trees- mailing letters.
Species and number of marked trees in 2025: 44 Oak Trees marked, 64 Ash Trees Marked, 1 Elm
tree marked citywide. Numbers citywide for 2025 are down for Ash and Elm, Oak numbers are
similar to 2024 numbers.

• (Winberg Companies) Pond water Quality Project. Stantec full site ecological inspection.
• (Winberg Companies) are going to complete full site maintenance, trimming, spraying in the next two

What to look for in the next' month on Silverview Trail:
-Spraying of invasives in the upper woodland and in areas throughout the entire trail
-Spraying and killing of grasses off the trail edges and seed site preparation

The City of Mounds View takes great pride in its parks and recreation facilities_ The
parks, natural areas, and Community Center enhance the quality of life for Mounds
View residents.
Residents can choose to take a leisurely walk on the miles of trails, participate in
organized recreational activities, or explore the playgrounds. Through the parks and
recreation system, residents can stay active and healthy at any stage of their lives.
Mounds View Community Center
5394 Edgewood Drive
The Mounds View Community Center
is the hub for indoor activities and
community meeting space. Amenities
include an event banquet center, double
gymnasium, meeting rooms, exercise
room, commons area and free WiFi.
Ardan Park B307 Long Lake Road
Ardan Park is a small park located along
Long Lake Road. Ardan Park has a
short trail. A few benches along the trail
allow you to stop and take in the natural
setting_ Ardan Park is also home to a
Ramsey County compost site.
City Hall Park 2401 County Hwy.10
City Hall Park is home to the City's annual
Festival in the Park in August. It consists of
a lighted softball field and youth baseball
fields for children of various ages. The
park has sand volleyball courts, 3 picnic
shelters, and a playground.
Grenheld Park 2335 Knoll Drive
Greenfield Park is host to Mark Wisser
Field, an official size_ baseball diamond
with electronic scoreboard and batting
cage. The large playground and tennis
courts are very popular in the community.
A nature trail connects to Oakwood Park.
Groveland Park 2B15 Ardan Avenue
Groveland Park is a nice shady area for
smaller picnics, tennis and active play
on the playground. This facility boasts a
ball field and a park building with a ,snap
kitchenette.
Hillview Park 7901 Green Wood Dfi
Hillview Park offers a variety of recreation
activities including a playground and ball
field. The park building is another great
rental opportunity for family functions
and has a small kitchenette. During the
winter months residents can skate at the
lighted hockey or pleasure rinks.
Lakeside Park 7840 Pleasant View Drive
Lakeside Lions Park is jointly owned and
operated with the City of Spring Lake
Park. With picnic shelters, a gazebo,
fishing pier and walking trails, this 11-
acre park is a favorite among residents.
Lambert Park 5324 Jackson Drive
Lambert Park is always active with
baseball, softball, soccer, and a
playground. The park building is a great
place to meet for picnics and family
gatherings as well as lighted hockey and
pleasure rinks in the winter months.
Oakwood Park 5590 Quincy Street
Oakwood Park hosts soccer and lacrosse
fields. It has a small playground and a
nature trail connecting to Greenfield Park.
Random Park 5214 Long Lake Road
Random Park is commonly used by
families with young children. The toddler
playground and swings keep little ones
busy.The shelter. building was the former
City golf course clubhouse and is used for
a variety of functions including birthday
parties, baby showers, and meetings.

Silver View Park is Mounds View's largest
City park Amenities include a building
with an attached large picnic shelter,
playground, disc golf course, horseshoe
pits, ball fields, basketball court, sand
volleyball courts, soccer field, and sliding
hill. The meandering trail around the pond
connects to City sidewalks and other
trails.

**NON-PROFIT POLICY.
1. Non -Profit entities duly registered in the State of Minnesota with active status as denoted on the Minnesota
Secretary of State registry that has real property or a physical presence and provide a measurable benefit to the
City of Mounds View can submit a written request to the City Administrator that $500 fee be waived.
2. Only one waived fee per year per Non -Profit is allowed.
3. Non -Profit's making and receiving the waiver are still required to submit a $200 security deposit to cover damages
and cleaning.
4. Non -Profits making and receiving the waiver must clean the facility and remove all trash or will forfeit their $200
deposit.
5. ResidentsWeighborhood Groups requesting use of a Park Facility for Night to Unite are required to pay the $25
security deposit for the key and sign a use agreement that details cleanup and usage requirements.
VII. PUBLIC WORKS RELATED FEES
