ROLL CALL: Commissioners: Arel, Bankston, *Bosneag II, Lundberg, Palm, Mills, Wake <br />Wiesner <br /> Staff: Peterson | Szurek | Thomas <br /> *To be absent <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Bankston. Motion Passed <br />6-0 <br />4. APPROVAL OF THE MINUTES FROM: September 25th, 2025, meeting. Motion to approve <br />by Wake Wiesner, 2nd by Lundberg. Motion Passed 6-0 <br />5. PUBLIC INPUT: Citizens may speak about issues not on tonight’s agenda. Before speaking, <br />please give your full name and address. Please limit your comments to three minutes. <br /> Council Member Julie Clark shared information about the Weekly Food Distribution at MVCC <br />starting on Sunday from 2:00-4:00 PM. Over 30 people have signed up to volunteer for the next <br />couple of weeks! City Council is hoping to keep this available through the holidays. Information <br />about food and housing resources will be available at City Hall and MVCC, and was distributed to <br />local schools. <br />6. STAFF REPORTS <br />A. Parks and Recreation – Thomas: See attached report <br />B. Public Works – Szurek: See attached report. Rock wall and S-balance beam will be <br />installed back at Greenfield Park in the next couple of weeks. Since the building at <br />Greenfield Park has been frequently vandalized, could we have a talented local high school <br />student or resident paint a mural on it to deter future vandalism? Something to consider for <br />Spring! <br />7. UNFINISHED BUSINESS <br />A. Zipline and Hodges Park update -Szurek: Paint names on them this spring! <br />B. Staff still working on the proof for the Park and Recreation pamphlet, will revisit at the <br />November 20th PRF meeting. <br />C. Parks Rules Sign – Szurek: Update the sign so we don’t have so many signs at park <br />entrances. Add a QR Code that would link to the city park website. “For your safety and <br />enjoyment, please be mindful of the following ordinance:” Include tobacco free park <br />wording at the top. Add “For non-emergency maintenance concerns please call Public <br />Works at: 763-717-XXXX. Flip the smaller print and larger print ideas so that the <br />ordinance rules are at the bottom. Capitalize “Lewd Acts” (the A). <br />8. NEW BUSINESS <br />A. Ice rink usage review 2024-2025 – Thomas: Reviewed rink usage numbers for the past few <br />years to decide if we should keep the hours as is, reduce warming house hours, or use one <br />rink attendant to open and close both warming houses.
