ROLL CALL: Commissioners: Arel, Bankston, *Bosneag II, Lundberg, Palm, Mills, Wake Wiesner Staff: Peterson | Szurek | Thomas *To be absent 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Bankston. Motion Passed 6-0 4. APPROVAL OF THE MINUTES FROM: September 25th, 2025, meeting. Motion to approve by Wake Wiesner, 2nd by Lundberg. Motion Passed 6-0 5. PUBLIC INPUT: Citizens may speak about issues not on tonight’s agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. Council Member Julie Clark shared information about the Weekly Food Distribution at MVCC starting on Sunday from 2:00-4:00 PM. Over 30 people have signed up to volunteer for the next couple of weeks! City Council is hoping to keep this available through the holidays. Information about food and housing resources will be available at City Hall and MVCC, and was distributed to local schools. 6. STAFF REPORTS A. Parks and Recreation – Thomas: See attached report B. Public Works – Szurek: See attached report. Rock wall and S-balance beam will be installed back at Greenfield Park in the next couple of weeks. Since the building at Greenfield Park has been frequently vandalized, could we have a talented local high school student or resident paint a mural on it to deter future vandalism? Something to consider for Spring! 7. UNFINISHED BUSINESS A. Zipline and Hodges Park update -Szurek: Paint names on them this spring! B. Staff still working on the proof for the Park and Recreation pamphlet, will revisit at the November 20th PRF meeting. C. Parks Rules Sign – Szurek: Update the sign so we don’t have so many signs at park entrances. Add a QR Code that would link to the city park website. “For your safety and enjoyment, please be mindful of the following ordinance:” Include tobacco free park wording at the top. Add “For non-emergency maintenance concerns please call Public Works at: 763-717-XXXX. Flip the smaller print and larger print ideas so that the ordinance rules are at the bottom. Capitalize “Lewd Acts” (the A). 8. NEW BUSINESS A. Ice rink usage review 2024-2025 – Thomas: Reviewed rink usage numbers for the past few years to decide if we should keep the hours as is, reduce warming house hours, or use one rink attendant to open and close both warming houses. We can’t predict the weather to know how to hire for these positions. Keep staffing as is for this year and promote the good ice days (get Barney, Dino, and Hope involved to promote good ice days on social media). Can we provide a free skate swap at the start of the season and have left over skates available for use at the buildings. If they are taken, they were free, so no worries. B. Cricket usage of Silverview ballfields – Thomas: There have been games played at Silverview and we are seeing wear-and-tear on the fields. Do we want to continue to pursue providing cricket fields in MV? If so, how can we mitigate the wear-and-tear? Do teams have to use Silverview? (the leagues love the 2 field options at Silverview), but they could use Hillview. Can they move the direction of “the pitch,” could they move it throughout the games to rotate the usage? Can they do it all on the aglime? YES! we should try to provide a field for this sport. If we provide the mat would that open up other sports to expect we provide field equipment for them? We provide soccer and lacrosse goals, drag and stripe fields, and pay to shutdown and reseed fields that have too much turf damage. What are other cities doing and providing? Maybe invite someone from the cricket league to come and speak. Direct Staff to learn more about the options for field size and wear-and- tear prevention. 9. COMMISSIONER REPORTS: Bronson and the splash pad parking lot has received the finished coat of asphalt! Great turnout for the Fall Festival!! Fitness court usage? City Staff say it is being used all the time. Do we get tracking numbers on usage from BCBS? They should send some information to Don Peterson at Public Works. There is a problem with geese pooping and staining the court. We could put up a short fence that might deter geese from coming into the space. On Veterans’ Day at 2:00 PM there will be a ceremony to dedicate the Veterans portion of the Tribute Park. The Park Steering Committee held its first meeting. Vote on Tuesday, Nov. 4th at MVCC for all precincts. 10. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS 11. Next Regular Commission Meeting: November 20th, 2025 (one week early). 12.
