RESOLUTION NO. 10194 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING REVISIONS TO THE PERSONNEL MANUAL <br />WHEREAS, Kennedy & Graven and City Staff conducted an extensive review of the City's <br />Personnel Manual; and <br />WHEREAS, revisions occurred throughout the entire Personnel Manual with the most <br />notable changes being: <br />• Payout of non-exempt non -union and Public Works Collective Bargaining Unit employees <br />accumulated compensatory time to now be cashed out on the last pay period in <br />December, instead of in November <br />• Sick Leave will now be referenced as Earned Sick and Safety Time <br />• The Vacation Donation Policy will be eliminated, due to the Minnesota Paid Leave Law <br />which took effect January 1, 2026 <br />• The drug, alcohol and cannabis -free workplace policies for Non -DOT and Driver's with a <br />CDL were incorporated into the Personnel Manual with individual acknowledgement <br />forms, as opposed to being attached to the rear of the document <br />• The Voting Time policy was removed as City Council granted staff a Holiday for general <br />elections starting in 2024 <br />• The AWAIR Policy document was separated from the Personnel Manual and will be <br />delivered independently with its own acknowledgement form to new hires and posted for <br />current employees on department bulletin boards <br />• All policies previously approved by the City Council pertaining to staff were additionally <br />incorporated into the Personnel Manual <br />NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council approves <br />revisions to the Mounds View Personnel Manual. <br />ATTEST: <br />Adopted this 12t" day of January, 2026. <br />Nyle mu , City dnninistrator <br />
