CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING AGREEMENTS WITH NORTHEAST YOUTH AND
FAMILY SERVICES AND AUTHORIZING FUNDS
WHEREAS, Northeast Youth and Family Services (NYFS) is a nonprofit
organization governed by a board composed of Partner Cities, Partner School Districts,
a Police Chief representing the cities utilizing the Public Safety Mental Health Advocate
program, and community members; and
WHEREAS, the City of Mounds View is one of the founding partner cities and
school districts that established NYFS in 1976; and
WHEREAS, NYFS provides counseling, support, and related services to
residents within our community; and
WHEREAS, in 2021, the City implemented a program to support law
enforcement by providing specialized services for individuals who have interacted with
the Police Department and are experiencing mental health challenges; and
WHEREAS, NYFS services have proven to be both highly effective and
cost-efficient; and
WHEREAS, City staff is presenting two agreements with NYFS for 2026, as
follows:
1. Mental Health Services for residents — $33,119.04 (Exhibit A)
2. Professional Services for the Public Safety Advocate — $31,061.52 (Exhibit B)
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Mounds View hereby approves the agreements with Northeast Youth and Family
Services and authorizes the appropriation of $64,180.56 for services in 2026.
