HomeMy WebLinkAboutResolution 26-EDA-381 - 2026/02/09EDA RESOLUTION 26-EDA-381 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION ACCEPTING DELEGATION OF LOCAL AFFORDABLE HOUSING AID (LAHA) FUNDS ADMINISTRATION FROM THE CITY OF MOUNDS VIEW WHEREAS, the State of Minnesota provides annual Local Affordable Housing Aid (LAHA) to eligible cities and counties to support the development, preservation, and stabilization of affordable housing; and WHEREAS, the City of Mounds View is an eligible recipient of LAHA funds and has adopted City Council Resolution No. 10208 delegating administration of LAHA funds to the Mounds View Economic Development Authority (EDA); and WHEREAS, Minnesota Statutes Chapters 469.001-469.047 authorizes the EDA to exercise housing and redevelopment powers necessary to administer programs that support affordable housing; and WHEREAS, the EDA is authorized pursuant to Minnesota Statutes, Sections 469.090 to 469.1081 (the "EDAAct"), to participate in providing certain loan programs (collectively, the "Loans"); and WHEREAS, the EDA has administrative capacity, program experience, and organizational structure to effectively manage LAHA-funded activities on behalf of the City. NOW, THEREFORE BE IT RESOLVED by the Mounds View Economic Development Authority: 1) Acceptance of Delegated Authority: The EDA hereby accepts the delegation of authority from the City of Mounds View to administer all Local Affordable Housing Aid (LAHA) funds received by the City. 2) Program Administration: The EDA shall design, implement, and manage LAHA- funded programs consistent with state law including but not limited to development or preservation of affordable housing, rehabilitation or repair programs, gap financing, rental assistance or stabilization programs, and administrative costs as allowed by statute, City Council direction, and adopted housing goals. 26-EDA-381 Page 2 3) Reporting and Compliance: The EDA shall prepare all required reports, maintain financial and program records, and provide updates to the City Council as needed to ensure compliance with Minnesota Housing and Department of Revenue requirements. 4) Financial Management and Coordination with City Staff: The EDA shall work collaboratively with City staff to ensure proper financial management, accounting, and oversight of LAHA funds, including the deposit into a dedicated account within the City's financial system and the request of disbursements consistent with approved program budgets and City financial policies. 5) Effective Date and Execution: This resolution shall take effect immediately upon its adoption. 6) The EDA approves the Resolution in substantially the form presented to the Board on the date below and further subject to any modifications that do not alter the substance of the transaction and that are approved by the EDA Administrator and legal counsel for the EDA. The President of the EDA, its Executive Director, and other EDA officials, staff and consultants are authorized to execute the Resolution and to take all other steps necessary or convenient to carry out the obligations under the Resolution, as well as to fulfill the intent of this Resolution.
