STATE OF MINNESOTA
RESOLUTION APPROVING AN ON -SALE INTOXICATING
LIQUOR LICENSE AND A CLASS A RESTAURANT LICENSE FOR
EL NOVILLO ALEGRE LLC, 2535 MOUNDS VIEW BOULEVARD
WHEREAS, Rosa Corona of El Novillo Alegre LLC., is requesting approval of an
on -sale intoxicating liquor license including Sunday Sales and authorization for outdoor
liquor consumption; and
WHEREAS, Chapter 110, "Alcoholic Beverages" of the Mounds View City Code,
which includes Intoxicating Liquor, requires that a public hearing be held when
considering all new liquor license applications; and
WHEREAS, the public hearing regarding this application was held on February 9,
2026; and
WHEREAS, El Novillo Alegre LLC. is also requesting approval of a Class A
restaurant license as required by Chapter 111 of the Mounds View City Code; and
WHEREAS, El Novillo Alegre LLC. has submitted all required application
materials, fees and supporting documents; and
WHEREAS, Staff has reviewed all submittals and has performed all required
inquiries and investigations; and
WHEREAS, this request appears to comply with all applicable Chapters of the
Mounds View City Code; and
WHEREAS, the subject property is located at 2535 Mounds View Boulevard in the
Mounds View Square Shopping Center.
NOW, THEREFORE BE IT RESOLVED that the Mounds View City Council
approves an on -sale intoxicating liquor license, with Sunday sales and outdoor
consumption, and a Class A restaurant license for Rosa Corona, El Novillo Alegre LLC,
dba El Novillo Alegre, for the property located at 2535 Mounds View Boulevard.

BE IT FURTHER RESOLVED that issuance of subject licenses is contingent upon
passing all applicable building and fire inspections, issuance of a Ramsey County Food
License and approval of a Mounds View Change of Occupancy.
BE IT FURTHER RESOLVED THAT both the on -sale intoxicating liquor
license/Sunday sales and restaurant license will expire on December 31, 2026, and shall
be renewed annually.
BE IT FINALLY RESOLVED THAT while operating in the City of Mounds View, El
Novillo Alegre Restaurant shall comply with all applicable conditions and provisions of the
Mounds View City Code.
