CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
ADOPTING A CALENDAR FOR THE PREPARATION OF THE 2027 BUDGET
WHEREAS, the City's Charter and Code as well as State Statutes set forth various
requirements for considering and adopting components of the City's budget; and
WHEREAS, Section 7.04 of the City Charter requires the City Administrator to submit to the
City Council a budget calendar to be established by resolution, and
WHEREAS, the calendar is an approximate schedule of when these actions will take place
but is not an absolute timeline.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View that
the following budget calendar is hereby adopted:
April - May City Council discusses budget priorities at a work session.
June Summary of General Fund operating budget requests delivered to City
Council.
June - Aug City Council reviews General Fund budget at work session(s).
Aug. 24, 2026 City Council adopts preliminary 2027 property tax levy or defers to
September 14th meeting and sets date for the Truth in Taxation Public
Hearing.
Sept - Nov City Council reviews other funds and utility rate study at work session(s).
Oct - Nov City Council considers utility rates for 2027.
Dec. 7, 2026 Truth in Taxation Public Hearing.
Dec. 14, 2026 Continuation Hearing and adoption of 2027 budget and tax levy.
Adopted March 9, 2026.

March 2026 Finance Department begins preparing budget work papers.
April 2026 Departments begin preparing operating budget requests.
April - May 2026 City Council discussion on budget priorities and strategies.
May 8, 2026 Operating budget requests due from departments.
May 2026 Summary of operating budget requests due to City Administrator.
May - June 2026 Administrator reviews operating budget requests and capital projects.
June 2026 Summary of operating budget requests due to City Council.
June - August 2026 City Council reviews Draft General Fund budget at work session(s).
August 24, 2026 City Council adopts preliminary 2027 property tax levy or defers to
September 141 meeting and sets date for the Truth in Taxation Public
Hearing.
Sept - Nov 2026 City Council reviews other funds and utility rate study at work
session(s) and additional General Fund review if needed.
Oct - Nov 2026 City Council considers utility rates for 2027.
Dec. 7, 2026 Truth in Taxation Public Hearing
Dec. 14, 2026 Continuation hearing and adoption of 2027 Budget and tax levy.
December 2026 Finance Director submits final levy forms to County and State and prepares
final Budget document.
