HomeMy WebLinkAboutResolution 10220 - 2026/03/09RESOLUTION NO 10220 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING EVIDENCE TECHNICIAN STATUS CHANGE FROM FULL-TIME TO PART-TIME WHEREAS, Police Department Evidence Technician Hanna Kenow requested to reduce her work hours from 40 hours to 24 hours per week, and work Monday's, Wednesday's and Friday's; and WHEREAS, a reduction in hours will include the elimination of benefits, as part-time benefits are for employees who work 30+ hours per week. Holiday, vacation and ESST accruals would reduce to part- time accruals based on City Policy; and WHEREAS, since starting with the City, Ms. Kenow has received multiple hours of training as both the Terminal Agency Coordinator JAC) and Evidence Technician duties. Staff supports the status change, however, may wish to reevaluate in the future if necessary; and WHEREAS, the HR Committee supports the decision to reduce the work hours of the Evidence Technician from 40 hours per week to 24 hours per week and reevaluate in the future if staff deems necessary; and WHEREAS, a minor alteration has been made to the job description adding the words part-time. The position remains a Grade 5. Ms. Kenow is currently at Step 8 of the Pay Plan and will advance per the compensation schedule to Step 9 on January 1, 2027 (max wage). Reduce Evidence Technician Hanna Kenow work hours from full-time status 40 hours to part-time status 24 hours effective March 30, 2026, and reduce accrual rates of holiday, vacation and ESST accordingly 2. Hanna Kenow will no longer have City insurance benefits effective April 1, 2026, and will be offered the option of COBRA benefits 3. Hanna Kenow will remain in Grade 5 of the City's pay plan and will reach Step 9 (top of pay plan) as of January 1, 2027 4. Police Records/Evidence Technician job description will be revised, adding the words "Part -Time" 5. Nature of Work: This position maintains a variety of police records and files in an updated and accurate status at all times to ensure ready access to information as required or requested. Acts as Terminal Agency Coordinator (TAC) for the Department, complying with state and federal requirements for training and auditing. Manages police property room. Communicates with: Internally— Police staff. Externally —General public. Supervision: None Essential Work Functions: • Acts as Terminal Agency Coordinator (TAC) for the Department, complying with state and federal requirements for training, auditing, and validations. • Responsible for MINCIS-NCIC entry of computerized records ensuring compliance with state and federal regulations. • Compiles statistical information for crime prevention reports, weekly crime summary and crime free multi -housing updates. • Maintains knowledge of Government Data Practices Act and process data requests, researching matters as required. Respond to requests by court personnel, attorneys, insurance companies, probation officers, social service agencies, local businesses, and others. • Provides services to all members of the police department, including proofreading materials for accuracy, taking messages, processing routine correspondence and transcription. • Provides appropriate service to other governmental agencies and the public, respond to inquiries and complaints, receive and route calls, emails, and faxes. • Processes, files, and classifies incident reports to ensure compliance with established procedures. • Compiles various monthly and year-end reports, outlining the activities of the department for the review and information of the Chief. • Clears cases following disposition by the courts and ensure that all related records are brought up to date and forwarded to the appropriate state agency. • Obtains driver's license checks and criminal history profiles from the computer bank as required and ensure that all data is handled in a confidential and professional manner. • Responsible for Criminal History Record Maintenance. • Responsible for maintenance of office equipment, arranging for repair and any training required. Page 2 Police Records/Evidence Technician • Assists and refers residents to appropriate agencies regarding matters such as victim's services, court procedures, human services, and general information. • Responds to telephone and in -person inquiries in a manner which ensures prompt assistance, confidentiality, and appropriate follow through. • Prepares reports and draft correspondence as requested by Police Department personnel. • Maintains Criminal Justice Records System (CJRS) e-reports and e-charging documents. • Acts as administrator for all BCA systems available to personnel including the portal and launchpad training site for all officers. • Responsible for Data Practices and records retention issues involving the collection, security and dissemination of records. • Processes evidence and property ensuring proper packaging, receipting and that the chain of custody is intact. • Accepts, records, and maintains record system of all physical evidence and lost/found property taken into custody by the Police Department. • Maintains a log on all property that was destroyed, converted, or donated. • Disposes of evidence or lost or found property in accordance with state and department policy regarding property disposition. Knowledge, Skills, and Abilities Required: • Valid MN Driver's license. • Ability to pass a pre -employment drug test. • Knowledge of police records system and police software programs (i.e. Zuercher). • Ability to obtain Criminal Justice Data Network (CJDN) Certification within six (6) months of employment. • Ability to obtain Criminal Justice Information System (CJIS) Certification within six (6) months of employment. • Ability to obtain Notary Public within six (6) months of employment. • Proficient with computers and modern office practices and procedures. • Ability to simultaneously work on multiple projects and meet deadlines. • Ability to effectively meet and deal with the public. • Ability to communicate effectively verbally and in writing. • Ability to handle stressful situations.
