Two candidates were nominated in 2026 and two were nominated and considered during the 2024 Citizen of the Year selection process. Candidates not selected are held for a second selection process the following year. Discussion: Names of the nominated candidates are kept confidential. Each candidate is labeled as Candidate and identified with a letter of A, B, C or D. During Council discussion please do not use candidate names. Instead, refer to the candidates as Candidate A, B, C, or D. After Council agrees on the top candidate, identify the candidate and the letter, and staff will construct the Citizen of the Year award based on the nomination content, for Council presentation. Does Council plan to present the Citizen of the Year award during the State of the City Address? If so, please determine the date for the State of the City Address. If there is another time/date preferred for the presentation, please let staff know during the work session. Financial Impact: This is a budgeted item. Recommendation: Staff requests the following: 1. Council selects one of the four Citizen of the Year nominated candidates to receive the 2025 award 2. These funds are generated by development and/or redevelopment in Mounds View. The largest contribution came from the development of the Medtronic Campus in which funds were created to upgrade several playgrounds at the various parks, and constructing a new shelter building at Lambert Park. Unfortunately, there isn't developable land, and very little redevelopment in the City these circumstances have resulted in minimal contributions to the Park Dedication Fund and Council recognized the need to research other funding options . Progression in 2025: City Council approved Resolution 10129 on July 14, 2025 to adopt the Park System Master Plan. The park system includes 11 Parks with over 123 acres of grounds, 9 basketball courts, 2 tennis courts, 11 playgrounds, 4 park buildings, 5 soccer fields, 7 ball fields, a disc golf course plus numerous other park infrastructure and amenities. Key Implementation Strategies for the Plan include: 1) Raise Community Awareness 2) Make Meaningful and Noticeable Improvements 3) Balance Improvements in Aliments with needs The Plan includes the following implementation strategies: 1 ) Health and Safety 2) Destination Parks and Revenue Generation 3) Balanced and Equitable Recreation 4) Deferred I Phased Improvements Resolution 10130 was adopted to create an Advisory (sub) Committee (GOAL PARKS) for the Parks System Master Plan. The Committee would research funding options for implementing the 2040 Park System Master Plan, these funding options may include, but not limited to , a local levy, bonding (General Obligation Bonds), grants, or a local sales tax . Progression in 2026: At the March 26, 2026, Parks, Recreation and Forestry Commission Meeting , the GOAL PARKS Committee provided their recommendations for funding of the Park System Master Plan. The Mounds View Vision A Thriving Desirable CommunifJ' On April 23, 2026, there will be a joint City Council and Parks , Recreation and Forestry Commission meeting, and recommendations will be provided for funding the Parks System Master Plan. Community Survey: Currently, Council is reviewing survey questions for the proposed Community Survey to gauge the level of community support for various funding options. In addition to this survey Staff is recommending the City also conduct a Park System Master Plan educational campaign. This campaign would focus on informing the property owners with Park history's, past funding information, and options for funding of the Park System Master Plan. Education, Communications, and Marketing: • Staff is proposing that the Council hire WSB or RAPP to assist with this educational campaign, and to also hire a part-time Marketing Intern. (The education component will also include the Community Center remodel.) • Architectural services will also be required to provide rough concepts plans and cost estimates for a Community Center remodel which was not included in the adopted Parks System Master Plan. Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Financial Impact: Financial Impact the 2026 Budget is Unknow. Recommendation: Staff will be at the April Work Session held on March 30 to discuss. The Mounds View Vision 4 Thrii•ing Desirable Community Item 04 Logo Usage Guide & Implementation Plan The City Council approved a new City logo on April 13, 2009. Please do no use either of the former City logos even if you personally prefer them. It is important that the City use its new logo and brand consistently so that residents, businesses and visitors start to equate Mounds View with its current image. Logo Specifications Spot Color PMS-34 7C Process C-100, M-0, Y-90, K-0 Font Lucida Bright, demi-bold (demi-bold is a unique stretch of the font) Logo Usage Guidelines • When placing font next to the logo, use either Lucida Bright in all caps or Arial in black font. • Do not use the version of the City logo that has the words "City of' above the words "Mounds View". • Black & white versions (see below) & different formats (eps, jpg, pdf) are saved in the All Users Drive. MoUNiiffl.rav Logo Implementation -Costs Please immediately use the new logo on all items listed in on the chart on pages 2-4 (items that do not cost anything to implement other than a brief amount of staff time). For updating items with the new logo that will incur a cost, please obtain at least two quotes. Non-budgeted expenditures in excess of $2,500 (and anything in excess of $5,000, whether budgeted or not) necessitates City Council approval. Any purchase in excess of $5,000 requires at least three quotes. Note: Sometimes graphics people will not charge a fee to add a new logo if you are ordering new product anyway. Such was the case when Administration ordered new City letterhead, envelopes and address labels and when Finance ordered checks.
