Dear Parks and Recreation Commissioners:
Our regular meeting is one week ahead of time. We will meet Thursday, July 17 at 6:30 p.m.
There is a short agenda so it is hoped that we can tour a few parks on the north side, Greenfield
particularly. There are a few issues regarding baseballs going into adjacent backyards that we
need to discuss. Also, a resident called to express concern about youths that are going off the
path with their bikes and into her garden. These issues can be discussed and seen first hand on
our tour.
Meet at Greenfield Park at 6:30 p.m.

Festival in the Park celebration this Sunday.

Mike Black called today to see if he could meet with us to discuss
park dedication fees for dw jones development project. He and Pam
visited with the Parks and Recreation Commission last evening and the
Parks and Recreation Commission requested additional information
including:
1. The amount of park dedication fees the project would generate.
2. Cost of a sidewalk along Silver Lake Road
3. If the St. Paul Water Dept would allow a pathway along their water
pipe easement.
4. What the schedule is for Silver Lake Road street improvements at
that section.
5. What the schedule is for Red Oak Dr street improvements on the
other side.
The Commission is in a quandry whether or not the sidewalk is a parks
benefit or more of a transportation/economic development benefit
since the section of sidewalk would not link parks but would serve
the shops and link the Sr. buildings. If Silver Lake Road
improvements do not include a bikeway, there is a gap between which
means the walkway would not serve a linkage for bikeways system.
The Commission must decide the best benefit to the parks whether it
be contribution to the sidewalks for the shops or for other capital
needs that are on the L1TY - which are dependant upon funding with Park Dedication
Fees.

MOUNDS VIEW PARKS AND RECREATION COMMISSION
MEETING MINUTES
Thursday, June 26, 1997
CALL TO
ORDER: Acting Chair Frank Silvis called the meeting to order at 7:00 p.m. The
Commission met at Woodcrest Park at 6:30 p.m. to tour the park and
observe the Community Gardens.
ROLL CALL: Commission members present included Commissioners Starr, Stevenson,
Gunn, and Silvis. Commissioners Dentz, Long and Burmeister were
absent. Director Saarion was also present.
MINUTES: Commissioner Gunn made a motion, seconded by Stevenson to
approve the June minutes. Motion passed unanimously.
WOODCREST
PARK: Commissioners met at Woodcrest Park before the meeting to observe the
Community Gardens and to discuss ways to improve the gardens next year.
In addition, Commissioners observed the improvements to the park
building including new siding, windows and doors. Director Saarion
informed the Commission that repairs to the park building are Band-Aid
affects - the building continues to deteriorate and will need to be replaced
within 5 - 10 years. The joists are warping making the building sag and
foundation boards are rotting. Part of this is because of the high water
table at the parks. Being an all wooden building, it is more prone to be
affected by frequent wet and moisture. The playground equipment is still
in very good condition. It has had little graffiti and vandalism and has
stood the test of time very well. The sand volleyball court at Woodcrest is
used almost never and therefore Commissioner Starr made a motion
seconded by Commissioner Gunn to remove the sand volleyball court
and replace it with sod for a play area. Motion passed unanimously.
Director Saarion reported that she had received a telephone call from
resident Pam Stokes who lives at 5092 Longview Dr. She was concerned
that the Community Gardens was an eyesore and wanted the Commission
to think about landscaping the park to make the gardens more aesthetically
pleasing. She suggested that it become something more like the Rose
Gardens at Lake Harriet Park in Minneapolis. Commissioners discussed
the possibilities but had a few concerns. One was that they wanted to see
how the community gardens operated yet this year to see whether or not
the gardens were vandalized, well kept by users, functional and what the
demand will be in the future. Commissioners agreed to look into
possibilities for landscaping to make the gardens more beautiful, while
being careful not to put a lot of cost nor labor requirements into the
gardens. Commissioners reiterated their desire to keep community gardens
a low cost, low labor intense activity that can make Woodcrest Park a
benefit to the community.
FESTIVAL: Director Saarion reviewed the budget to date indicating that sufficient
monies had been received this year to pay for the 17 hour maintenance
services of 2 workers plus 9 hours police officer services for 2 police
officers. The maintenance time had usually come out of the parks budget
in previous years and this year it will come from the Festival budget. This
is the first year there has been enough money to pay for 2 police officers.
The large contributor this year was the NB/MV Chamber of Commerce
with a donation of$5,000 and the City of Mounds View with a donation of
$4,000 along with local business donations.
MVCT: Commissioner Silvis reported that the theater production of"Guys and
Dolls" is coming along great with opening night Friday, July 18. Ticket
sales are being taken.
DEVELOPMENT
PLANS: Director Saarion reported that Pam Sheldon, Director of Community
Development asked the Parks and Recreation Commission to review a plan
being submitted for the development of the D.W. Jones property which is
located on the corner of Hwy 10 and Silver Lake Road. The plans are
expected to be in Friday, July 11 and will be forwarded to the Parks and
Recreation Commission for review. Review and recommendations by the
Parks and Recreation Commission is requested before the next Planning
Commission meeting and therefore staff is requesting the next Parks and
Recreation Commission meeting to be the 3rd Thursday of July - July 17.
While Gary Stevenson and Frank Silvis thought that they may not be able
to attend a July 17, it was decided that it would important to provide
recommendation to the Planning Commission and there was consensus to
met on Thursday, July 17.

PLAYGROUND
UPDATE: Director Saarion updated the Commission regarding city assistance in
facilitating reservations for Pinewood Playground. There has been four
reservations to date.
PROGRAM
REVIEW: Director Saarion reviewed summer programs. Commissioner Starr
mentioned that she was disappointed that a girls basketball clinic did not
include the younger ages like it used to. She said that her daughter who is
entering 4th grade and her friends were looking forward to participating in
the basketball clinic, but this summer it did not include their ages. Director
Saarion replied that it would be noted and staff would be sure to require
that coaches include younger girls in the summer basketball clinics.
Director Saarion also reported decreasing numbers of elementary age
participants in summer playground programs, but increasing numbers of
requests for older ages (11-15 years) for a summer playground sort of
program. The specialized programs for middle age school students like
softball, baseball, basketball that have been offered are not popular. It was
suggested that an afternoon sporting program be offered where boys and
girls can come and play a variety of activities - a sort of playground
program for sporting activities for 11-15 year olds. Staff thought this a
good idea and will plan for next summer.
NEXT MEETING: Next meeting will be held Thursday, July 17 at 6:30 p.m.
ADJOURNMENT: Commissioner Silvis made a motion seconded by Commissioner Starr
to adjourn the meeting. Motion passed unanimously.

SUBJECT: GREENFIELD PARK ISSUES
There have been two issues from residents living adjacent to Greenfield Park that the Parks and
Recreation Commission needs to address. One issues is the foul balls that continue to go into the
yards of neighbors from baseball use at the baseball field. Balls are being hit down the third base.
foul area into yards as well as continuing to be hit over and behind the backstop and netting.
Residents have complained and are frustrated because the problem continues. They have asked
for a solution to the problem.
Greenfield Baseball Field is used by permit only to teams that are older, requiring a pitching
mound. This is basically youth 13 - 18 year olds, the Babe Ruth age and Town teams. Each
coach is required to obtain a permit, to come in for a key to the field and comply with the field
maintenance duties. There are a number of teams that use the field - all are association teams and
not city sponsored teams. This means that the associations receive registration fees and not the
city. To date, no part of the associations'registration fee revenues is forwarded to the city for
maintenance, equipment or capital expenses. On the other hand, city sponsored athletic
programs charge as part of the fee, monies that go into the maintenance and equipment of ballfield
111 activities ie. New bases, chalk, ag-lime, etc.
It is evident that additional netting is required along the third base out of bounds area(along the
park boundary) to keep balls out of the properties. The cost for netting, poles, cable, attachments
and installation is (Mary is obtaining estimates). One option is to request
the associations to pay for all or a portion of the additional netting. The other option is to put
additional netting in the capital budget.
There has been precedent in the past of youth associations contribution monies for the
improvement of fields that they use. The Little Lakes Little League has providing funding for
additional fencing at Oakwood Park which is a field that they use. However, neither the Irondale
Baseball League nor the Babe Ruth or town teams contribute funding for fields, even though they
receive registration fees of which a portion could be dedicated to assist with field maintenance
costs and capital improvements.
I would like to have the Parks and Recreation Commission discuss this issue as there will need to
be a decision on how to pay for and deal with the problems that occur at Greenfield Park duc.

Another issues that goes hand in hand with damages is property damage coverage - to be required
by all youth associations that use city fields. Many cities require associations to have property
• damage insurance to cover the costs of broken house and car windows, car dents, fence damages,
etc. According to the insurance company, the person hitting the ball is liable for any damages.

Therefore, if a Babe Ruth player fouled a ball that hit a car window and broke it, it is that player's

liability. Being a player of an association, I would think that it would be beneficial to the city, the
player and the league that all league teams have property damage insurance. In the occasions of
window claims, etc, the insurance company would pay and the matter would be settled. Currently
any damages are forwarded to the City which in turn forwards the claim to the insurance company
which does not pay because the city is not liable - the player who hit the ball is. Since that player
is almost never identified - the person who has the claim is usually not ever paid and is angry- at
the city. I would like the Commission to discuss insurance requirements by outside users of park
fields.
The last issues was called in by Mrs. Sandbeck who resides at 2356 Sherwood Road. She has a
flower garden and had seedlings growing in her back yard. Evidently young boys are riding their
bikes off the path at Greenfield Park and into her yard, pulling up her seedlings and damaging her
garden fence and destroying some of her flowers. She is wondering what can be done.
I will be anxious to hear your opinions and discussion regarding these issues.

Subject: D.W. Jones PUD
Date: July 11, 1997
Attached you will find a site plan and landscaping plan for the D.W. Jones PUD. This
development is on property bounded by Highway 10, Silver Lake Road and the St. Paul
Waterworks Easement which is more or less parallel to County Road I. The City Council has
approved the rezoning of this property from B-2 to PUD. The PUD rezoning process involves
three steps: a general concept plan, a development stage plan and a final plan. The City Council
has approved the general concept plan for this development. The plans included in your packet
are part of the development stage plan submittal.
• Staff is bringing these plans to the Parks&Recreation Commission to discuss the potential for
trailway connections and treatment of the wetland as a community amenity. The applicant is
proposing that the wetland be preserved as is, although there may be some modification to the
southeast corner of the wetland to address some drainage issues.
With respect to trailways, the original concept advanced by staff was for a trailway around the
entire perimeter of the wetland. This idea is considered impractical at this point because the
owner of the existing office building (TJB Homes building) has indicated that they will not allow
the trail to cross their property. This parcel is an outlot and not part of the D.W. Jones PUD.
Staff has also been discussing with the applicant whether walkway could be built from County
Road I/Silver Lake Road intersection along the edge of the wetland behind the senior citizen
housing building to the office buildings along Highway 10. This idea was proposed to provide a
pedestrian connection from the existing Silver Lake Point senior citizen housing building and the
proposed apartment building to the office area. Staff regards this connection as less critical since
offices were substituted for the sit down restaurant, but still desirable. The applicant is concerned
with possible security issues if there is a walkway behind the apartment building.
They have proposed as an alternative a walkway along Silver Lake Road and the entrap.;.
which will link to the office plaza and a proposed water feature. The walking experience along
Silver Lake Road will be different than walking experience along the wetland.
• Staff has also discussed with the applicant the idea of building a trailway connection along the St.
Paul Waterworks Right of Way which would allow viewing of the wetland, linking Silver Lake
Point and the D.W. Jones project, and providing a off-street trailway to the commercial at County
Parks& Recreation Commission

Road I and Highway 10. We do not know how amenable St. Paul Waterworks would be toward
having a trail built on their property.
The City's Trailway Plan suggests providing an off-street trail along the County Road I right-of-
way, west of Silver Lake Road, but does not address County Road I east of Silver Lake Road or
the St. Paul Waterworks Right-of-Way. No route is suggested for bringing this trail into the
commercial district where the D.W. Jones property is located. The applicant is proposing a
sidewalk along Silver Lake Road which would connect the County Road I trailway to Highway
10.
Staff felt it was important to obtain the input from the Parks and Recreation Commission on the
proposed development plan for the D.W. Jones property as it relates to trail connections.

I am writing to you with a status report on the DW Jones property,
since I met with them on Friday, June 13.
Chuck and Ralph Durand want very much to build the gas
station/convenience market this fall. So their schedule is driving
the remainder of the schedule.
They will need to submit the following applications in order to get
to building permits:
- Development Stage Plan and Final Plan (combined)
- Plat (preliminary and final combined)
- Wetland Buffer Permit
- Application for TIF dollars

Subject: Vest Pocket Park

I have gotten a question from Jeff Huggett whether or not the City
would want dedication of a vest pocket park as part of the Silver
Lake Commons project. This is the project where they are proposing
to renovate the Red Oak Apartments and build 16 new rental townhomes
on the northwest corner of Highway 10 and Eastwood. One of the lots
is where the "blue house" was. I will bring over a plan so you can
see what is involved. I did not know what the past policy has been
on accepting park areas of this size. It would mean that it would be
open to the public. Could we discuss sometime during the week of
June 2. Thanks mucho.
