For this reason the City Council of the City of Mounds View is hosting a reception for Wayne at City Hall on Monday, September 8 at 6:45 p.m. Coffee and cookies will be served. There are no pressing issues to discuss although the Department has had some difficulties the last several weeks. One problem has been community-wide graffiti - which has hit the parks as well. Last week Greenfield was hit with graffiti three times. Removing graffiti is labor intensive and therefore takes time away from other parks tasks. A Ramsey County Task Force has been formed to try to catch the perpetrators. No luck yet. So we keep painting over graffiti as it appears in the parks. Hillview and Greenfield Parks have been most frequently hit. Another frustration is the lack of Water Safety Instructors. Our swimming programs are nearly • full but we can't find enough instructors to teach. This is a problem that other surrounding schools and Parks and Recreation Departments are having - even the YMCA's are having problems! We are hosting a meeting Monday, September 22 at 10:00 a.m. with other surrounding organizations to brainstorm ideas of dealing with this wide-spread problem. Recruitment and training with our own curriculum will probably be an option. I will let you all know what problem solving ideas the group comes up with. The City Newsletters were later than usual this Fall and for that reason many of our Fall programs had to be delayed for one or more weeks which requires a lot of calling and re- arranging of program details. Rm. C CALL TO ORDER: Chair Wayne Burmeister called the meeting to order. ROLL CALL: Present at the meeting included: Wayne Burmeister, Sherry Gunn, Pam Starr, Gary Stevenson, Frank Silvis, Scott Dentz, Phyllis Blanchard, Mayor McCarty, Roger Stigney and Roger Koopmeiners. Staff present included Administrator Whiting and Parks and Recreation Director Saarion. WAI Continuum architects David Woltersdorf and Dean Olsen. INTRODUCTION: Administrator Whiting was asked to begin discussion. An overview of the project was reviewed, along with steps that have been taken in planning and design. Partnership responsibilities with Children's Home Society and School District#621 were reviewed. It was announced that now that VB Digs is not a partner, that the design of the second phase needs to be modified and changed. CONCERNS: Members expressed concern about the air quality of the new building, whether or not the new building would have smells of the old Bel Rae including lingering smoke and beer smells. The architects assured members that the new building would have new quality air systems, the old ceiling would be taken out and new sub-ceiling materials constructed that would take care of all the old musty, smoky odors. Inquiries about the kitchen and the equipment were answered by the architects. It was reported that the equipment is simply being stored until the construction of the kitchen area is finished. A new exhaust hood was purchased and installed. New tile flooring and wall coverings up to code is being done. It was announced that the cooler had to be discarded. New smaller refrigeration systems will be used. OPERATIONS: Director Saarion review options for supervising the Community Center. One option included moving Parks and Recreation offices to the building so that current staff can provide facility supervision during normal working hours Mondays through Fridays. This option included the hiring of a full time evening facility manager for 2:30 - 10:30 p.m Mondays through Fridays and hourly staffing for weekends at $8.00 per hour. In addition, custodial staff and special events staff were included in this option. S The other option is the same as above with the addition of a full time daytime facility manager to supervise the building during daytime hours rather than moving the Parks and Recreation staff to the Community Center. This cost is over and above the first option and is therefore higher than the first option. Estimated conservative revenues were reviewed. The first option would basically break even. The second option would have a deficit of approximately $5,000. After discussion, the group had consensus opinion that it would be most cost effective to move Parks and Recreation staff to the Community Center to assume facility supervision during normal office hours. DESIGN: Architects Dave Woltersdorf and Dean Olsen reviewed a modified design without VB Digs. There was discussion regarding the teen center and how it would be supervised and monitored. Storage space, entries and exits, supervision and "vision" areas were discussed. Parking and general layout of the addition was discussed. Possibilities of additional partnerships on the land was discussed as it related to the layout of Phase II. Outdoor amenities were discussed. 0 Final recommendations included: outdoor options to consider are sand volleyball courts, hard court basketball, patio-like gathering area and grassy areas. Parking was to be changed from the east to the south so that options for other buildings could take place on the land located to the east of the community center- possibilities for tax increment revenues. The building addition design would be tilted a bit for a non-square appearance. The teen center area would not include an enclosed area and the divisions would provide easy vision. There would be ample area for table games. Glass would be available to look into the gymnasium. Entries and exits would be minimal and designed for easy supervision. The addition of office space would be included for Parks and Recreation staff. The ballroom area preferably would be hard floor and have the capability of closing to smaller rooms with room dividers. Outer walls to provide four wall enclosures for meeting room options. SPECIAL WORKSHOP: A special workshop of the City Council, Community Center Task Force and other Commissions to inform the general public of updated plans and design for the Community Center will be held Monday, September 15 at 6:00 p.m. in the Council Chambers. This seems to be a similar problem for all of us. There is a shortage of swimming instructors to meet our needs. During this meeting I hope that we can discuss and pinpoint various reasons why swimming instructors are so difficult to find, and find ways of dealing with the problem. Is it the pay, the number of hours, the requirements for certification? Is there a way that we can develop our own instructors? Are there different ways of developing swimming instructors. Is there a way to share instructors by scheduling programs to fit instructor availability? How can we use un-certified, but good swimmers and teachers to teach our classes? These are a few questions that I hope we can address during this meeting. Refreshments will be provided -to energize those creative juices! The meeting is Monday, September 22 at 10:00 a.m. at Mounds View City Hall. DIRECTIONS TO CITY HALL: From the west-take 694 to Silver Lake Road and go north (left) approximately 3-4 miles to Hwy 10. Take a left (going east) on Hwy 10 through 2 signal lights. Turn on Edgewood Dr. which is a off-road between Long Lake Road and Cty Rd H2. City Hall is brick building - look for the water tower. From the east - take 694 to Hwy 10/Cty Rd H exit and continue past 4 signal lights. City Hall is the next exit after the 4th signal light - Building is on right hand side, look for the water tower. If you go past Long Lake Road you went 1 block too far. This will be a casual, brainstorming session that will hopefully lead to activities that will prove helpful in securing swimming instructors for our aquatics programs. We need then to make a formal recommendation regarding the Park Dedication amount for Everest's Building N development. Cathy and I have arrived at a figure that comes close to $60,000. Bob Long suggests a formal recommendation is made by the commission to support this. I'll see if Cathy can draft a memo to the Commission that discusses the Code requirements and the calculations used to arrive at the figure (or I can...) Lemme know--pencil this item onto the agenda. Bob will draft the ordinance for us so that the language is clear. Chuck: should we bring this up at the October worksession as opposed to just showing up on the 13th with the first reading ? Bob wants this to happen (first, second reading, adoption) prior to the City's action on Everest's major subdivision application. Action may have to be postponed on their plat to do this. • •
