The Parks and Recreation Commission has been requested to review and provide recommendation for several development proposals. One is the development that we reviewed a few months ago - located on the corner of Silver Lake Road, County Road I and Hwy 10. The estimated Park Dedication Fees for this development is $65,000. Updated plans of this development include the sidewalk along Silver Lake Road from County Road Ito Highway 10. Aw Another development to review is the ringroad concept which directly impacts City Hall Park. IP These and other development issues will be reviewed and discussed at the meeting. If you are unable to attend the meeting please call me at 717-4041. Also, remember that you need to do some recruiting as we now need two additional Parks and Recreation Commission members. ADJOURNMENT • CITY OF MOUNDS VIEW • COUNTY OF RAMSEY PARKS AND RECREATION COMMISSION MINUTES October 23, 1997 CALL TO ORDER: Chair Silvis called the meeting to order. ROLL CALL: Commissioners present included Silvis, Gunn, Long and Stevenson. Staff present included Director Saarion. APPROVAL OF MINUTES: Commissioner Long noted that he was not listed as present at the last meeting when in fact he was as can be noted by documentation of motions that he made or seconded. This correction was so noted. Commissioner Gunn made a motion seconded by Commissioner Long to • approve the minutes as corrected Motion passed unanimously. PARK DED. FEES: Director Saarion reported that a first reading had occurred on the amended Park Dedication Ordinance. She asked the Commissioners for their recommendations regarding Park Dedication Fees since there are approximately 3-4 developments that are in the planning stages that would require Park Dedication Fees. Commissioner Stevenson made a motion seconded by Commissioner Long that the Parks and Recreation Commission will recommend full 10% Park Dedication Fees as noted in the Park Dedication Ordinance for all upcoming developments. Motion passed unanimously. REVIEW FACILITY ANALYSIS: Director Saarion distributed the Athletic Facility Needs Analysis to members of the Commission for their review. Recommendations were noted as well as findings. The Commissioners noted that the information is good to have as a reference for future facility development, and also noted that the City of Mounds View is doing their part in providing another needed gymnasium with the development of the Community Center. • RECREATION • SERVICE OPTIONS: Director Saarion shared the same information with the Commission that was provided to Administrator Whiting and Mayor McCarty, at their request, regarding possible options of Community Education assuming the administration and supervision of recreation services for the City of Mounds View. BUDGET REVIEW: With the absence of City Council Liaison Roger Stigney, Director Saarion provided 1998 budget information. Commissioner Gunn provided input from the City Council Budget Workshop which she attended on Monday, October 20. Director Saarion noted that department budget cuts included $3,000 from Lakeside Park (or a total of$6,000 including $3,000 from SLP) which would impact the number of days for on-duty lifeguards. In addition, the replacement of Hillview Hockey Boards was a first round cut. The Commission requested that perhaps Park Dedication Fees could be used for the cost of hockey board replacement. Director Saarion will request this recommendation to Finance Director Kessel. Commissioner Gunn reported that the plan was to reduce the Franchise fee to 2.5% and the levy to 3%. • FACILITY SCHEDULING: Director Saarion reviewed a report that outlines park athletic facility scheduling changes that will be incorporated this Spring as a pilot project. The hope is to provide the associations with field designations and let them schedule the fields for their own use. This will alleviate many field reservations telephone calls and administration time spent in preparing field permits. Commissioners agreed with the plan that was presented. GROVELAND PARK: Director Saarion reported that the new playground structure at Groveland Park has been installed. The base sand material is distributed so children are having a fun time playing on the playground. The timber border will be re-installed in areas that required expansion next Spring. OLD BUSINESS: Commissioner Stevenson recommended that staff request funds for a park improvement from the Lion's Club - thinking that they would like to contribute to park improvements. It was suggested that perhaps video arcade machines for the new Community Center would be something that they may find as a good project to fund for the youth of the community. Director Saarion informed the Commission that she would prepare a • request and submit it to the Lion's Club. • Director Saarion reported that she had prepared and submitted a request to the Mounds View Lion's Club for sponsorship of a summer family entertainment in the park program - a 6 week program that would offer family entertainment one a week at City Hall Park. The Lion's did not choose to fund this program. Director Saarion has forwarded the sponsorship request to Medtronics Corporation. Spring Lake Park Lion's Club is also an potential funding sponsor. NEXT MTG.: Because both November and December meetings fall on or near holidays, the meetings have been combined to a single meeting to be held Thursday, December 4 meeting at City Hall at 6:30 p.m. ADJOURNMENT: Commissioner Long made a motion seconded by Commissioner Stevenson to adjourn the meeting. Motion passed unanimously. • Memo to: Parks and Recreation Commissioners • From: Mary Saarion, Director Date: November 25, 1997 Subject: Ring Road Concepts The City Council is interested in having all Commissions updated and involved in the Ring Road Concepts. Scott Dentz is the Parks and Recreation Commission's representative on the Highway 10 Corridor Planning Group and as it relates to the Ring Road Concepts. Scott participated in the selection of a planning group for Highway 10. Housington Koegler Group Inc is being recommended to the City Council for the job. This is a project that is funded with TIF monies as it will assist in the planned economic development of the City along Highway 10 which is a designated commercial area for economic development benefitting from Highway 10 traffic and access. The Ring Road concept of taking local traffic off the highway to make it easier to get to town destinations without having to go onto Highway 10 is the basic prenus. There are several concepts or ideas on how this can occur. The models show some of these ideas. Ring road idea would like to make the community center/city hall the"heart of the community" and therefore is incorporated into the ring road loop. Likewise the areas of the shopping malls is included. The • area has been chosen for similar reasons why the placement of the pedestrian bridge was chosen - because it is a good center link to many desinations of Mounds View. While the theater project is not directly connected to the ring road concept, it would play a role in the design of a ring road - and since plans and development are at the planning stages, a plan with the ring road in mind works is timely if coordinated with the theater project. The developers of the theater project are willing to plan and design their project to accommodate a ring road concept. The ring road concept relies on easy crossing of Highway 10. Edgewood Drive, which is one of the crossings area that the ring road concept is recommending is a"funny" angle which is not advantageous. To re-align the road and add a signal light has been recommended as a safety and function advantage. To inprove the access to the community center is beneficial to the City and to improve access to the theater project is an asset to the developers. Thus the request for a signal light from MNDOT was requested and approved. There is the ring road issue among some residents as they fear an increase in traffic in their neighborhoods. There is interest in expanding the commercial tax revenue of the City and City Hall Park land along Highway 10 has a high potential tax revenue potential. The land currently is being used for the small soccer field and city sign. The soccer field is not adequate, but the space is used because it has no other use. The size is too small, it abuts a busy highway, and the lay of the land • is bumpy and unlevel. There is no sprinkling so the turf is not ideal. The space is being used, but is not of great value "parks-wise". The opportunities for city message signs have greater potential with additional development. The City has always hoped for a computerized digital sign that • gives opportunity to provide many messages simply by typing in the message through an electronic computerized system. There is a potential tax revenue benefit for the City if the City Hall Park land was used for economic development purposes. It would then be up to the Parks and Recreation Commission and staff to negotiate plans for acquiring additional parkland or lighting fields for additional hours of use, and ensuring that parks has a benefit in the revenue stream. The Parks and Recreation Commission should take on the advocacy role ensuring that a project such as this benefits the overall parks system in negotiating a deal or plan for parks enhancement. So, I hope that we can have a lively discussion on Thursday, December 4 regarding this issue. • MEMO TO: PARKS AND RECREATION COMMISSION • FROM: MARY SAARION, DIRECTOR DATE: NOVEMBER 25, 1997 SUBJECT: SIGNAL LIGHT ON HIGHWAY 10 I have been requested to bring this issue up to the Parks and Recreation Commission for a recommendation. A signal light has been recommended for the re-aligned intersection of Edgewood Drive and Highway 10. This re-alignment of Edgewood Drive is recommended for safety and ease of access and would connect to a proposed ring road concept intertwined with the new theater project across from Highway 10. The timing is such that if an alignment of Edgewood Dr. were to happen, it would be best to do it at the same time that the theater project is being developed as theater developers and planners can plan their project to accommodate the Edgewood Drive re-alignment needs. A signal light for the intersection of re-aligned Edgewood Drive and Highway 10 was requested and approved by MNDOT. There has been opposition from residents of the Silver View Woods Homeowners Association who are afraid that Mounds View Drive would see an increase in traffic. Whereas the ring road is to serve residents of the community, the homeowners fear that others outside of the community coming to the theaters will use the ring road instead of Highway 10 access. A petition has been received by the homeowners (enclosed). Also is a letter is enclosed which was written to MNDOT by the homeowners and • MNDOT's reply. This information is a very brief summary of the different reports which have been prepared traffic studies. p par d for the area • MritntCCMNIMMouNu197ThA1C.PIKr.y13 MEMO TO: PARKS AND RECREATION COMMISSION • FROM: MARY SAARION, DIRECTOR DATE: NOVEMBER 25, 1997 SUBJECT: DIRECTION FOR WINTER USE OF SILVER VIEW PARK PAVED PATH AND MAINTENANCE EXPECTATIONS Last week, after the first snowfall of approximately 3 inches, I received a telephone call from a resident that lived in the manor homes near Silver View Park. He reported that he was walking the path and fell. He suggested that the City clear the trail. I informed him that because the trail is a multi-purpose trail, it is used as a XC Ski trail in the winter and also is within the sliding hill area where sliders go right over the trail. Because of these uses, clearing the trail would not allow these winter uses. In addition, I informed him that we don't have the staff to regularly clear park paths. When it snows the first priority for use of equipment is clearing the streets. Sidewalks leading to schools is the next priority. Once streets are cleared the rinks are cleared using both the plows, blower and broom. Park trails would be last priority and it could be days later that the equipment would be available. Our two parks maintenance guys use all their winter-time hours flooding rinks and • maintaining park buildings and park warming houses. Winter-time puts our two maintenance guys on split shifts so that flooding occurs after rinks close and also early in the morning. Repairs to equipment, buildings, and general parks maintenance occurs when their is time and/or when it is an emergency. Park trail snow removal can be a priority if the Parks and Recreation Commission chooses. If this is a choice, there will need to be consideration as to what parks maintenance activities are eliminated in order to make time for clearing Silver View Park trail. Risk management is such that trails are hazardous not matter whether they are cleared or not. With the black bituminous pavement trail, snow quickly melts and freezes to become icy. A layer of snow is actually safer to walk on than a cleared, but glazed over paved path. The clearing would require daily chemical treatment to maintain a non-ice trail. There is additional concern about contamination and the poluting effects of chemicals being used so close to the pond. Currently there are two vacancies on the Parks and Recreation Commission because former member Sherry Gunn recently was elected to the City Council. Former Chair and twenty-seven year member Wayne Burmeister retired and moved to Wisconsin this past Fall. This leaves two openings on the Parks and Recreation Commission. The Parks and Recreation Commission meets for regular meetings every fourth Thursday of each month at 6:30 p.m. at City Hall. There are frequent other meetings in between these regular meetings. The Parks and Recreation Commission has a tradition of being a "working" commission which means that Commission members are often asked to volunteer during special • events, serve on ad hoc committees and volunteer on various boards such as the Festival, Mounds View Community Theater, Park improvement projects, Scouts, coaching, etc. It is during these experiences that Commission members are able to keep abreast of what is going on in the community in the realm of Parks and Recreation. So, if this sounds of interest to you, please complete and return the enclosed application. The process is that the application will be given to the administration department who will forward it to the Mayor who appoints Commission members.
