MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Clark, Gunn, Lindstrom, Meehlhause and Smith NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, March 9, 2026, City Council Agenda. MOTION/SECOND: Gunn/Clark. To Approve the Monday, March 9, 2026, agenda as presented. Ayes – 5 Nays – 0 Motion carried. 5. CONSENT AGENDA A. Approval of Minutes: February 23, 2026. B. Just and Correct Claims. C. Resolution 10220, Approving Evidence Technician Status Change from Full- Time to Part-Time. D. Resolution 10221, Adopting a Calendar for the Preparation of the 2027 Budget. MOTION/SECOND: Meehlhause/Clark. To Approve the Consent Agenda as presented. Ayes – 5 Nays – 0 Motion carried. 6. SPECIAL ORDER OF BUSINESS None. 7. PUBLIC COMMENT Mounds View City Council March 9, 2026 Regular Meeting Page 2 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the City Council during Public Comment. Vince Meyer, 8380 Spring Lake Road, discussed the City’s dump truck replacement. He noted Anoka County replaces their dump trucks after 150,000 to 200,000 miles. He reported the City’s dump truck has 29,000 miles on it. He understood the bottom plow needed to be replaced and he recommended this work be done versus purchasing a new dump truck. He stated that by not purchasing a new dump truck the City would be saving taxpayers $250,000. Timothy Wood, 2501 Sherwood Road, thanked the City for hosting the second annual expo. He was of the opinion this was a valuable event for the community. He reported the seed library will be open again on Saturday, March 14 from 10:00 a.m. to 1:00 p.m. and future meetings will be held the second Saturday of the month through October from 9:00 a.m. to 1:00 p.m. Further discussion ensued regarding the educational opportunities that would be held at the community garden. Tony Preciado, 8217 Long Lake Road, questioned what it would take to look at the City’s dump truck. He asked what kind of bids the City received to repair the existing plow on the dump truck. He inquired why the City’s public works department was not repairing roofs and installing its own shingles. Sharon Kirscher, 8406 Red Oak Drive, thanked the City for hosting the expo this past Saturday. She appreciated all the communication and organization that occurred to draw in all the numerous vendors that attended this event. 8. COUNCIL BUSINESS A. Second Reading and Approval of Ordinance 1055, Rezoning the Property at 7687 Long Lake Road from R-1 (Single Family Residential) to ‘PUD’ (Planned Unit Development) ROLL CALL VOTE. Evan Monson, Stantec, requested the Council adopt an Ordinance that would rezone the property at 7687 Long Lake Road from R-1 (Single Family Residential) to PUD (Planned Unit Development). He explained this item was introduced at the Council’s last meeting. He noted the applicant is proposing to develop a memory care facility on this property and the lot would be split into two lots. MOTION/SECOND: Meehlhause/Smith. To Waive the Second Reading and Adopt Ordinance 1055, Rezoning the Property at 7687 Long Lake Road from R-1 (Single Family Residential) to ‘PUD’ (Planned Unit Development) directing staff to publish an ordinance summary. ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. Ayes – 5 Nays – 0 Motion carried. B. Second Reading and Approval of Ordinance 1056, Regulating Use of Municipal Public Property ROLL CALL VOTE. Mounds View City Council March 9, 2026 Regular Meeting Page 3 City Administrator Zikmund requested the Council adopt an ordinance that would regulate the use of municipal public property. He reviewed the information that was provided by the City Attorney and reiterated that this would be a policy that would be overseen by the City Administrator. Council Member Clark expressed concern with the fact there were language differences in the ordinances. Mayor Lindstrom stated he believed the entire version of the ordinance was within the packet, just the order may have been mixed up. He supported the Council moving forward with the Ordinance approval and staff can review the language further. Council Member Smith asked if the policy was part of this ordinance. City Administrator Zikmund clarified the policy was not part of the ordinance. MOTION/SECOND: Gunn/Clark. To Waive the Second Reading and Adopt Ordinance 1056, Regulating Use of Municipal Public Property directing staff to publish an ordinance summary. ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. Ayes – 5 Nays – 0 Motion carried. MOTION/SECOND: Gunn/Meehlhause. To Approve the City of Mounds View Separation Ordinance Policy. Council Member Smith explained she would not be going up to, nor would she be identifying any squad car or ghost vehicle. She commented she did not have the authority to walk up to a federal agent and ask why they were operating in the community. She indicated this policy would require the City Councilmembers to do this, and she wanted to make it clear that she would not be taking this action. Council Member Meehlhause questioned if the intent of the policy language was to have a City employee if they observe a vehicle in the City, report this to the City Administrator. Council Member Gunn stated this was how she was reading the policy. Council Member Smith expressed concern with the fact the City may be blowing the cover of undercover federal agents working in the community. She did not support City officials taking this action. Mayor Lindstrom stated he anticipated suspicious vehicles calls will be made to the police department and the police department could make a determination on what activity was occurring. If it was determined there were federal agents conducting immigration activities, the City Administrator would then be contacted and could take action. Mounds View City Council March 9, 2026 Regular Meeting Page 4 Council Member Smith reiterated that there would be no penalty for federal agents operating in the City, which led her to question why the City was passing this policy and ordinance in the first place. Council Member Clark stated it would serve as a tool and guide for the City. She reported the only way to hold federal agents accountable was through the court system. Mayor Lindstrom explained the City does have the right to say who can and cannot use City property. Ayes – 4 Nay – 1 (Smith) Motion carried. 9. REPORTS A. Reports of Mayor and Council. Council Member Clark reported she attended the fashion show at the Community Center. Council Member Clark indicated she has been working on Project Kindness and providing mutual aid to residents. She thanked all the volunteers that were making this project possible. Council Member Clark noted she attended an event in Roseville where she got to speak about the aid the City was providing for its residents. Council Member Clark explained she would be attending a Mounds View Police Foundation meeting on Tuesday, March 10 at 5:30 p.m. at City Hall. Council Member Clark commented she would be attending the St. Patrick’s Day event at the Community Center on Friday, March 13. Council Member Clark thanked all the residents from the community that attended the Project Ardan Yard and Garden expo on Saturday, March 7. Council Member Smith noted she attended an airport commission meeting last week where she learned both runways would be reconstructed, one at a time. Council Member Smith reported on Friday, March 13 the Ramsey County League of Local Government is going to visit the 911 communication center. Council Member Smith indicated the Festival in the Park Committee would be meeting next on Tuesday, March 17 at the public works building at 6:30 p.m. Council Member Meehlhause thanked Project Ardan for putting on the yard and garden expo. He stated this was a very successful event for the community. He explained the Lions provided food at this event. Mounds View City Council March 9, 2026 Regular Meeting Page 5 Council Member Meehlhause invited the public to attend the St. Patrick’s Day celebration at the Community Center on Friday, March 13 noting the Lions would be hosting a corned beef and cabbage dinner. Council Member Meehlhause reviewed his meeting schedule for the coming week noting he would be attending a Zoom call with the president of the Twin Cities Gateway Bureau and the City of Fridley finance director. He explained on Tuesday, he would be attending a board of directors meeting with the convention bureau. He commented on Wednesday he would be attending an NYFS finance meeting and on Thursday he would be attending a Chamber of Commerce business council meeting. Council Member Gunn stated she would be attending the Mounds View Business Council meeting on Thursday. Council Member Gunn reported on Saturday, April 18 the Lions would be working with public works on a cleanup event and in May the Lions would be hosting the annual garage sale from May 11 through May 13 at Hillview Park. Council Member Gunn explained she attended the Regional Council of Mayors meeting with Mayor Lindstrom last week. Mayor Lindstrom thanked Project Ardan and the Lions for putting on the yard and garden expo. Mayor Lindstrom reported that the Regional Council of Mayors discussed the proposed housing bill that was being considered by the State, noting this bill was centered around developers and maximum profit and not on how residents will be impacted. Mayor Lindstrom commented on the items that were discussed at the Nine Cities Mayors meeting, which included how communities were impacted by Operation Metro Surge. Mayor Lindstrom explained he met with the City’s cannabis partners last week regarding the retail shop that would be located within Mounds View Square. He stated this shop was slated to be a regional destination for cannabis sales. Mayor Lindstrom commented on the clemency hearing he attended last Friday. Council Member Smith let the public know that she received a letter in the mail and wanted the resident who sent it to know she had read this letter. B. Reports of Staff. Finance Director Bauman explained Ramsey County has implemented a property tax payment extension for certain properties. She indicated this meant the City’s revenue would be coming in later too. Mounds View City Council March 9, 2026 Regular Meeting Page 6 City Administrator Zikmund stated the Goal Committee within the Park Committee finished up their work last week and Public Works Director Peterson was summarizing their recommendations. He commented on the joint meeting that will be held with the City Council and Park Committee in April. He reported staff was exploring several different funding opportunities to assist with renovating the City’s parks. City Administrator Zikmund thanked Project Ardan for their efforts on the garden and yard expo. He noted he had 37 residents attend the workshop he hosted on flowering shade perennials. 10.
