MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Clark, Gunn, Lindstrom, Meehlhause and Smith NOT PRESENT: None. 4. APPROVAL OF AGENDA A. Monday, March 23, 2026, City Council Agenda. MOTION/SECOND: Gunn/Smith. To Approve the Monday, March 23, 2026, agenda as presented. Ayes – 5 Nays – 0 Motion carried. 5. CONSENT AGENDA A. Approval of Minutes: March 9, 2026. B. Just and Correct Claims. C. Authorizing a Recruitment Process for the Police Intern Position. D. Resolution 10224, Appointing Kayleen Berg to the Mounds View Parks, Recreation and Forestry Commission. E. Resolution 10229, Approving Separation Compensation for Luann O’Connell, Part Time Receptionist. MOTION/SECOND: Meehlhause/Clark. To Approve the Consent Agenda as presented. Ayes – 5 Nays – 0 Motion carried. Mayor Lindstrom thanked Lu for her service to the City and also wish Kayleen Berg the best on her endeavors on the Parks, Recreation and Forestry Commission and thanked her for stepping up. Mounds View City Council March 23, 2026 Regular Meeting Page 2 6. SPECIAL ORDER OF BUSINESS A. Arbor/Earth Day Proclamation (to be read aloud). Mayor Lindstrom read a proclamation in full for the record declaring Wednesday, April 22, 2026 to be Earth Day and Friday, April 24, 2026 to be Arbor Day in the City of Mounds View. 7. PUBLIC COMMENT Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the City Council during Public Comment. There were no comments from the public. 8. COUNCIL BUSINESS A. PUBLIC HEARING: Introduction and First Reading of Ordinance 1059, Affordable Housing and Tenant Protection. Beth Elliot, Stantec, requested the council introduce the Affordable Housing and Tenant Protection ordinance. She discussed the tenant rights that would be addressed within this ordinance and recommended the council hold the first reading for this ordinance. Mayor Lindstrom opened the public hearing at 6:07 p.m. Sharon Kirscher, 8406 Red Oak Drive, stated she opposed the term median income noting there were three different ways to measure the middle. Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:08 p.m. MOTION/SECOND: Clark/Meehlhause. To Waive the First Reading and Introduce Ordinance 1059, Affordable Housing and Tenant Protection. Ayes – 5 Nays – 0 Motion carried. B. PUBLIC HEARING: Introduction and First Reading of Ordinance 1057, Amending the Mounds View City Code, Title IX: General Regulations, Chapter 91, Concerning Vacant Buildings. Housing and Code Enforcement Inspector Anderson requested the council introduce an ordinance that would amend Mounds View City Code concerning vacant buildings. He reviewed the ordinance in further detail with the Council and recommended the Council hold the first reading. Mayor Lindstrom opened the public hearing at 6:11 p.m. Hearing no public input, Mayor Lindstrom closed the public hearing at 6:11 p.m. MOTION/SECOND: Meehlhause/Gunn. To Waive the First Reading and Introduce Ordinance 1057, Amending the Mounds View City Code, Title IX: General Regulations, Chapter 91, Concerning Vacant Buildings. PUBLIC HEARING: Introduction and First Reading of Ordinance 1058, Amending the Mounds View City Code, Title XI: Business Regulations, Chapter 119, Concerning Rental Dwelling Regulations. Housing and Code Enforcement Inspector Anderson requested the Council introduce an ordinance concerning rental dwelling regulations. He reviewed the proposed ordinance in further detail and requested the Council hold the first reading. Mayor Lindstrom opened the public hearing at 6:13 p.m. Hearing no public input, Mayor Lindstrom closed the public hearing at 6:14 p.m. MOTION/SECOND: Clark/Meehlhause. To Waive the First Reading and Introduce Ordinance 1058, Amending the Mounds View City Code, Title XI: Business Regulations, Chapter 119, Concerning Rental Dwelling Regulations. Ayes – 5 Nays – 0 Motion carried. D. PUBLIC HEARING: Introduction and First Reading of Ordinance 1060, Amending Fee Schedule regarding Vacant Building Registration Fees and Rental Dwelling License Fees. City Administrator Zikmund requested the Council introduce an ordinance amending the fee schedule regarding vacant building registration fees and rental dwelling license fees. He reviewed the proposed ordinance in further detail and requested the Council hold the first reading. Mayor Lindstrom opened the public hearing at 6:17 p.m. Hearing no public input, Mayor Lindstrom closed the public hearing at 6:17 p.m. MOTION/SECOND: Gunn/Meehlhause. To Waive the First Reading and Introduce Ordinance 1060, Amending Fee Schedule regarding Vacant Building Registration Fees and Rental Dwelling License Fees. Ayes – 5 Nays – 0 Motion carried. E. Resolution 10223, Exercising the City’s Authority to Opt-in to, and Support, the Ramsey County Economic Development Agency (EDA). Assistant City Administrator Beeman requested the Council adopt a Resolution that would opt-in to support the Ramsey County EDA. He explained Ramsey County wanted additional authority to create an HRA to address businesses and entrepreneurship. To Waive the Reading and Adopt Resolution 10223, Exercising the City’s Authority to Opt-in to, and Support, the Ramsey County Economic Development Agency (EDA). Ayes – 5 Nays – 0 Motion carried. F. PUBLIC HEARING: Introduction and First Reading of Ordinance 1061, Amending the Mounds View City Code, Title III: Administration, 33 Related to the Parks, Recreation and Forestry Commission. Public Works/Parks and Recreation Director Peterson requested the Council introduce an ordinance related to the Parks, Recreation and Forestry Commission noting the proposed ordinance changes the membership number. He reviewed the proposed ordinance in further detail and requested the Council hold the first reading. Mayor Lindstrom opened the public hearing at 6:21 p.m. Hearing no public input, Mayor Lindstrom closed the public hearing at 6:21 p.m. MOTION/SECOND: Meehlhause/Smith. To Waive the First Reading and Introduce Ordinance 1061, Amending the Mounds View City Code, Title III: Administration, 33 Related to the Parks, Recreation and Forestry Commission. Council Member Meehlhause stated this was not the first time the Council has changed a Commission from seven members to nine. Ayes – 5 Nays – 0 Motion carried. G. Resolution 10225, Approve Change Order and Authorize Final Payment for the Public Works Office Remodel. Public Works/Parks and Recreation Director Peterson requested the Council approve a change order and authorize final payment for the Public Works office remodeling project. He reviewed the work that occurred and requested the Council approve the final payout. MOTION/SECOND: Clark/Smith. To Waive the Reading and Adopt Resolution 10225, Approve Change Order and Authorize Final Payment for the Public Works Office Remodel. Ayes – 5 Nays – 0 Motion carried. H. Resolution 10228, Approval of Final Payment and Project Close Out for the 2025 Silver View Pond Improvement. Public Works/Parks and Recreation Director Peterson requested the Council approve the final payment and close out for the 2025 Silver View Pond Improvement project. He explained the project was substantially completed in October of 2025 and noted punch list items had been Mounds View City Council March 23, 2026 Regular Meeting Page 5 addressed by the contractor. Staff reviewed the final payout information and recommended approval. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 10228, Approval of Final Payment and Project Close Out for the 2025 Silver View Pond Improvement. Ayes – 5 Nays – 0 Motion carried. 9. REPORTS A. Reports of Mayor and Council. Council Member Clark stated she would be attending a Parks, Recreation and Forestry Commission meeting on Thursday, March 25. Council Member Smith reported on Saturday, March 21 she toured the Harriet Tubman East location, along with the pet center. She discussed the services provided by the Tubman Center and thanked all the residents who donated pet food to the new pet center. Council Member Smith explained the Festival in the Park would be holding the 2nd Annual Easter Egg Hunt on Saturday, April 4 at 10:00 a.m. She noted the Festival in the Park Car Show would be held at Turbo Tim’s on Saturday, May 2 from 8:00 a.m. to 3:00 p.m. Council Member Meehlhause stated the convention bureau held its annual meeting met last week. He noted Coon Rapids Mayor Jerry Koch was elected chair of this board and Parks and Recreation Director Jennifer Fink from New Brighton would serve as the vice chair. He indicated Chris Mickman from Ham Lake would serve as the secretary and he was asked to continue as the board treasurer. He provided further information on the financials for this group and reported Mounds View would be receiving $8,100 this year. He explained this group would meet next in Mounds View at the Community Center and he invited all Councilmembers to attend this meeting. Council Member Meehlhause stated he and City Administrator Zikmund attended the North Metro Mayors Day at the Capitol last week where they had the opportunity to meet with Senator Marty and Representative Moller. Council Member Meehlhause thanked all who the supported Lions corn beef and cabbage dinner at the St. Patrick’s Day Celebration at the Community Center. Council Member Meehlhause reported the last Godfather’s Pizza in the metro area in Brooklyn Park closed last weekend. Council Member Gunn stated she and Council Member Meehlhause attended the Business Connect meeting in New Brighton last week. Mayor Lindstrom explained that he and the City Administrator had a meeting with County Commissioner Jebens-Singh last Monday. Mounds View City Council March 23, 2026 Regular Meeting Page 6 Mayor Lindstrom indicated he would be attending a Community Engagement Committee meeting on Thursday, March 25 at the Community Center at 6:00 p.m. B. Reports of Staff. Assistant City Administrator Beeman reported Dunkin Donuts was still pursuing their lease agreement and building permits for the old Subway site. In addition, he noted Culver’s was still pursuing their site and Caribou was looking to expand into the H&R Block suite. He anticipated there would only be one vacancy in Mounds View Square after Minnesota Roots moves in. He explained the Simons site has had plenty of interest, but an access agreement still must be reached. He commented that staff was working to set up a meeting with the property owners. He indicated preliminary discussions regarding the comp plan would begin next month at a staff level. He reported the LAHA program was up and running. He noted there has been an upturn in permits which has kept his department busy. Public Works/Parks and Recreation Director Peterson requested the food distribution events be moved to the City Hall parking lot so as not to interfere with the events being held at the Community Center on Sundays. Public Works/Parks and Recreation Director Peterson stated the summer camp registration was full again this year. Public Works/Parks and Recreation Director Peterson reported the Earth Day cleanup event would be held on Saturday, April 18 and the tree planting event would be held on Friday, April 24 at Groveland Park at 12:00 p.m. He noted the City would be hosting a rain planting garden maintenance workshop at the Splash Pad parking lot on Tuesday, May 12 from 5:30 p.m. to 7:00 p.m. Public Works/Parks and Recreation Director Peterson explained the City received a planning grant in the amount of $160,000 that he would like to use in partnership with Edgewood Elementary School to get students working with engineers on the maintenance of the stormwater ponds. He provided the Council with further information on the grants City staff has received in recent years. City Administrator Zikmund stated the Twin Cities Gateway Visitors Bureau would meet in Mounds View on Tuesday June 16 at the Mounds View Community Center at 11:00 a.m. City Administrator Zikmund reported the Council would be holding a work session meeting on Monday, March 30. City Administrator Zikmund commented that the City of Anoka shared the gross revenues from their first month of cannabis operation, which was right around $400,000. C. Reports of City Attorney.
