AN ORDINANCE AMENDING THE MOUNDS VIEW CITY CODE,
TITLE III: ADMINISTRATION, CHAPTER 33, PARKS,
RECREATION AND FORESTRY COMMISSION
THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1. The City Council of the City of Mounds View hereby amends Title III:
Administration, Chapter 33, Parks, Recreation and Forestry Commission, of the Mounds
View City Code by adding the underlined material and removing the deleted material
as follows:
PARKS, AND RECREATION AND FORESTRY COMMISSION
§ 33.060 ESTABLISHMENT; PURPOSE.
(A) There is hereby established a Parks,, and Recreation and Forestry Commission
for the purpose of advising the Council on the operation of public recreation,
parks and playgrounds, pursuant to the authority of this subchapter.
(B) The Parks,, and Recreation and Forestry Commission is referred to herein as "the
Commission".
§ 33.061 MEMBERSHIP; OATH; COMPENSATION.
(A) Appointment of members.
(1) The Commission shall consist of seven nine members appointed by the City
Council and based on the recommendation of the Parks, and Recreation and
Forestry Commission from the applications submitted.
(2) Based upon the recommendation of the Parks, and Recreation and Forestry
Commission, the City Council shall appoint a Chairperson.
§ 33.064 REMOVAL FROM OFFICE.
(B) Removal for non-attendance. In addition, an appointed member may be removed
by the City Council for non-attendance at Parks, and Recreation and Forestry
Commission meetings if a Commission member does not attend nine regularly
scheduled meetings per year.
§ 33.066 POWERS AND DUTIES.
(F) Policies and functions of department. Interpret the policies and functions of the
Parks, and Recreation and Forestry Department to the public.

(1) Construction of improvements. Advise the Council on maintaining and constructing
roadways, paths, buildings, fountains, ins, d9Gks heat houses, bath houses, refreshment
booths, community center, pavilions and other necessary structures and improvements
in parks. The Commission may advise the Council on making contracts and leases for
the construction and operation of these facilities for terms not exceeding tee three
years. Every such contract and lease shall provide that the structure shall be operated
for the public use and convenience, and that the charges shall be reasonable, and it
shall reserve to the Commission power to prescribe reasonable rules and regulations,
from time to time, for the conduct of the privilege;
§ 33.067 BUDGET AND FINANCES.
(A) Annual presentation of proposed budget. The Commission, through the City
Parks1 and Recreation and Forestry Department staff, should present, no later than
August 1 of each year, a proposed budget, in such details as the Council shall require,
of the financial needs for the ensuing fiscal year to operate and maintain the parks and
open spaces, as well as provide recreation programs.
SECTION 2. In accordance with Section 3.07 of the City Charter, City staff shall have
the following summary printed in the official City newspaper in lieu of the complete
ordinance:
On April 13, 2026, the City Council adopted Ordinance No. 1061 by amending the
Mounds View City Code, Title III: Administration, Chapter 33, Parks, Recreation and
Forestry Commission.
A printed copy of the ordinance is available for inspection during regular business
hours at Mounds View City Hall and is available online at the City's web site located
at www.moundsviewmn.org.
SECTION 3. This ordinance shall take effect and be in force 30 days from and after its
passage and publication, in accordance with Section 3.09 of the City Charter.
Introduction and First Reading by the Mounds View City Council on March 23, 2026.
Second Reading and Adoption by the Mounds View City Council on April 13, 2026.
