CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PROPOSAL FROM BOLTON & MENK FOR
STORM WATER ASSESSMENT
WHEREAS, the City has the responsibility to efficiently operate the storm water
system; and
WHEREAS, in 2021, the City Council reviewed the Storm water system and
approved having Staff issue a Request for Proposal (RFP) that would assess the overall
operational functionality of the system for the precise purpose of developing a capital
and maintenance plan (CIP) for the next decade — or longer; and
WHEREAS, in 2022 City Council approved the proposal from Stantec to perform
the Storm Water assessment; and
WHEREAS, based on this assessment (2) Storm Water projects were developed
and approved, Ardan Park and Silver View Storm Water improvement projects. These
projects were closed out in 2025 and 2026; and
WHEREAS, the next step in the original Storm Water Pond Capital Improvement
Plan was to assess Woodcrest and Edgewood storm water ponds; and
WHEREAS, City Council requested that a new RFP be sent out on the
assessment of the Storm Water Ponds; and
WHEREAS, Staff developed a new RFP, this was sent to (5) engineering firms,
Barr, Bolton & Menk, HR Green, Stantec and WSB; and
WHEREAS, three firms returned proposals, Bolton & Menk, Stantec and WSB, and
were reviewed by Staff with a follow-up interview with each firms to discuss and Staff is
recommending moving forward with Bolton & Menk.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
Approves the proposal from Bolton & Menk for the Storm Water Assessment
with the of cost of $39.247.00.
2. Approves the optional services of assistance with MN DNR, and the Rice Creek
Watershed district regarding permits, neighborhood meetings, submitting
progress reports, and project management, if necessary, for an additional cost
of $22,279.00 should it be deemed by the Director of Public Works.
3. Funded from the Storm Water 2026 adopted budget, account 745-4415-7050.

4. The Mayor and City Administrator are hereby authorized and directed to
execute all appropriate documents to effectuate the actions contemplated by
this resolution.
5. The Mayor and City Administrator, Staff and consultants are hereby
authorized and directed to take any and all additional steps and actions
necessary or convenient in order to accomplish the intent of this Resolution.
