7 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
8 City Council during Public Comment.

10 Vince Meyer, 8380 Spring Lake Road,discussed the Spring Lake Road street project.He requested
11 the City visit his property because his driveway wing was damaged during installation.
12
13 Murwo Mohamed, 2651 Silver Lake Common,Apartment#203, explained for years she had been
14 advocating for additional metro public seats. She noted 804 and 25 were running nicely through
15 the community.

17 Sharon Kirscher, 8406 Red Oak Drive, asked where the packet was posted prior to City Council
18 meetings.

20 Mayor Lindstrom reported residents can Google "Mounds View City Council Meeting" and the
21 first thing that will come up will be Mounds View City Council Meeting. He encouraged residents
22 to click on this link and all agendas and meetings for the City Council are listed on this page of the
23 City's website. He indicated this was the same search he did each week to pull up the agenda and
24 meeting packet.

27 A. PUBLIC HEARING: Consideration of Resolution 10226, Approval of a
28 Chicken-keeping License for Christian Johnson, 5200 Edgewood Drive.

3o Assistant City Administrator Beeman requested the Council consider a chicken keeping license
31 for Christian Johnson at 5200 Edgewood Drive. He reported the applicant is proposing to keep
32 eight (8) chickens and has provided staff with all the necessary paperwork. It was noted staff
33 received one opposition to this request.

35 Mayor Lindstrom opened the public hearing at 6:09 p.m.

37 Christian Johnson, 5200 Edgewood Drive, explained he would like to start with eight chickens.

39 Mayor Lindstrom stated his experience has been that sometimes the City receives feedback
40 regarding concerns,but in the end the chickens were a hit in the neighborhoods.

42 Ala Johnson, 5200 Edgewood Drive,indicated she has wanted chickens on her property for several
43 years, but the biggest obstacle has been where to place the chicken coop due to the nature of her
44 lot. She commented on how a coop location has now been worked out with City staff and she was
45 looking forward to being able to keep chickens.

11 Assistant City Administrator Beeman requested the Council consider a chicken keeping license
12 for Kristina Presson at 8321 Greenwood Drive. He reported the applicant is proposing to keep six
13 (6) chickens and has provided staff with all the necessary paperwork. It was noted staff had not
14 received any opposition about this request.

18 Kristina Presson, 8321 Greenwood Drive, thanked the Council for considering her request.

20 Mayor Lindstrom stated Ms. Presson was his backyard neighbor and he had received a notice for
21 this request.

34 Evan Munsen Stantec,requested the Council hold the second hearing and adopt an Ordinance that
35 would amend City Code regarding Business Regulations, Chapter 119, concerning Affordable
36 Housing and Tenant Protection. He reported the Council would be formalizing affordable housing
37 discussion the Council began last year. He explained the first reading for this Ordinance was held
38 on March 23.

2 D. Second Reading and Approval of Ordinance 1057, Amending the Mounds
3 View City Code, Title IX: General Regulations, Chapter 91, Concerning
4 Vacant Buildings ROLL CALL VOTE.

6 Housing and Code Enforcement Inspector Anderson requested the Council hold the second hearing
7 and adopt an Ordinance that would amend City Code regarding General Regulations concerning
8 vacant buildings. He reported this Ordinance would require property owners to register vacant
9 buildings with the City.

26 Housing and Code Enforcement Inspector Anderson requested the Council hold the second hearing
27 and adopt an Ordinance that would amend City Code regarding Business Regulations,Chapter 119
28 Rental Dwellings, Section 119.024 Issuance of License. He reported this Ordinance made a minor
29 change to the rental license procedure by removing the requirement to have unpaid utility bills
30 paid prior to issuing a rental license. Staff noted all delinquent utility fees are assessed to properties
31 if unpaid to ensure the outstanding bills are recovered.

2 Finance Director Bauman requested the Council introduce an Ordinance that would continue a
3 franchise fee on Xcel Energy Electric and Natural Gas Operations within the City of Mounds
4 View. She noted the proposed Ordinance would extend the franchise through 2032.

32 and Rental Dwelling License Fees. He reviewed the proposed changes that would be made to the
33 Fee Schedule and recommended approval.

1 Public Works/Parks and Recreation Director requested the Council hold the second reading and
2 adopt an Ordinance, Title III: Administration 33 related to the Parks, Recreation and Forestry
3 Commission. He explained this Ordinance would extend the Parks, Recreation Forestry
4 Commission from seven members to nine members. It was noted that the first reading of this
5 Ordinance was held on March 23.

7 MOTION/SECOND: Clark/Meehlhause. To Waive the Second Reading and Adopt Ordinance
8 1061, Amending the Mounds View City Code, Title III: Administration, 33 Related to the Parks,
9 Recreation and Forestry Commission and publication of summary.

11 Council Member Meehlhause stated this was the second time the Council had increased the size
12 of a Commission and he looked forward to the City bringing in new candidates that wanted to be
13 involved in the community.

19 J. Resolution 10233, Approving the Purchase of(2) New Skid Steer Loaders for
20 the Public Works Department.

22 Public Works/Parks and Recreation Director Peterson requested the Council approve the purchase
23 of two(2)new skid steer loaders for the Public Works Department.He explained the existing units
24 were seven years old and needed replacement. Staff commented further on the purchase and noted
25 the City's two existing units would be traded in.

27 Mayor Lindstrom asked why the City needed two new skid steers at this time. Public Works
28 Foreman Atkinson explained these were the most used pieces of equipment by the Public Works
29 Department. He reported the City used to have the skid steers replaced on an annual basis,but this
30 program through Bobcat Monroe through Tri State came to an end, which led the City to replace
31 these units every seven years. Public Works/Parks and Recreation Director Peterson clarified the
32 City was slated to replace these units every five years,but the replacement was pushed out to seven
33 years.

35 Mayor Lindstrom requested staff speak further about the attachments that are used with the skid
36 steers. Public Works Foreman Atkinson explained the Public Works Department had a plow,
37 snowblower, brush, and track machine. He noted these machines are also used for tree removal.

39 Mayor Lindstrom thanked Public Works Foreman Atkinson for attending this meeting and for his
40 dedicated service to the City of Mounds View.

1 K. Resolution 10234, Authorization to purchase a 2026 John Deere 4075R
2 Tractor.

4 Public Works/Parks and Recreation Director Peterson requested the Council authorize the
5 purchase of a 2026 John Deer 4075R Tractor. He reported this unit would be used for mowing,
6 herbicide application, ball field maintenance and snow removal. He explained the existing unit
7 was getting older and staff was having a difficult time finding replacement parts.
8
9 Council Member Smith inquired if the City's existing attachments would be compatible with the
10 new John Deere tractor.Public Works/Parks and Recreation Director Peterson indicated there were
11 some attachments that will work with the new unit.

14 Authorization to purchase a 2026 John Deere 4075R Tractor.

18 L. Resolution 10236,Approving Bolton and Menk Engineering Services to begin
19 the Street Design for the 2027 Street Rehabilitation Project.

21 Public Works/Parks and Recreation Director Peterson requested the City approve Bolton&Menk
22 Engineering Services to begin the street design work for the 2027 Street Rehabilitation Project. He
23 reviewed the streets that would be rehabilitated,which included Mounds View Drive, Silver View
24 Drive and Edgewood Drive. He reported that staff sent out RFP's for this project and received
25 three responses. He noted staff met with the three firms and selected Bolton & Menk to perform
26 the engineering work for the 2027 Street Rehabilitation Project.

28 Mayor Lindstrom questioned what Stantec was paid for the City's last street project. Public
29 Works/Parks and Recreation Director Peterson anticipated Stantec was paid more for the last
30 project due to the size and scale of that project.

32 Cristina Mlejnek, Bolton & Menk, introduced herself to the Council and stated she was looking
33 forward to working with the City of Mounds View.

36 Approving Bolton and Menk Engineering Services to begin the Street Design for the 2027 Street
37 Rehabilitation Project.

41 M. Resolution 10237, Accepting the 2026 Twin Cities Gateway Marketing Grant.

45 Finance Director Bauman requested the Council accept the 2026 Twin Cities Gateway Marketing
46 Grant. She noted the amount was decreased slightly for this year and explained the City would

1 have to submit a request for costs prior to receiving the grant funding from Twin Cities Gateway.
2 She requested direction from the Council on how to split the funding for this year.

4 Mayor Lindstrom recommended $7,000 be directed to Festival in the Park and the remainder be
5 directed to the Community Center.

7 Council Member Clark supported this recommendation.

9 MOTION/SECOND: Clark/Gunn. To Waive the Reading and Adopt Resolution 10237,
10 Accepting the 2026 Twin Cities Gateway Marketing Grant.

12 Council Member Meehlhause explained the reason the grant amount was down slightly this year
13 was due to the fact the Convention Bureau Board of Directors reduced the total amount that was
14 being allocated to the cities. He was pleased to report that Mounds View hotels' percentage of the
15 organization's total hospitality revenue went up slightly in 2025 compared to 2024.

20 for the 2026 Seal Coating Project.

22 Public Works/Parks and Recreation Director Peterson requested the Council accept the proposal
23 from Corrective Asphalt Materials for the 2026 Seal Coating Project. He reviewed the streets that
24 would be seal coated this year and recommended the Council move forward with this project.

27 Accepting the Proposal from Corrective Asphalt Materials for the 2026 Seal Coating Project.

31 O. Resolution 10239, Approving the Proposal from Bolton & Menk for Storm
32 Water Assessment.

34 Public Works/Parks and Recreation Director Peterson requested the Council approve the proposal
35 from Bolton&Menk for Storm Water Assessment. He explained this assessment would assess the
36 Edgewood and Woodcrest storm water ponds. He reported the cost for this project would be
37 $39,247. He was pleased to report the City received a planning grant for the Edgewood storm
38 water pond in the amount of$242,000 and noted this grant would be coming before the Council at
39 a future meeting for formal approval.

15 A. Reports of Mayor and Council.

17 Council Member Meehlhause reviewed his meeting schedule for the next two weeks which
18 included an NYFS Finance Committee meeting on Wednesday, April 15.

20 Council Member Meehlhause noted the Planning Commission would meet next on Wednesday,
21 April 15.

23 Council Member Meehlhause stated he would be attending the CPY Luncheon on Tuesday, April
24 21 along with a Charter Commission meeting later that evening.

26 Council Member Gunn explained the Mounds View Police Foundation would be holding a
27 planning meeting on
28
29 Council Member Gunn reported Pinewood Elementary School would be holding a cultural event
30 on Thursday, April 16 from 5:00 p.m. to 7:00 p.m.

32 Council Member Gunn stated the City-wide cleanup would be held on Saturday, April 18.
33
34 Council Member Gunn indicated a tree planting would be held at Pinewood Elementary on
35 Wednesday, April 22.

37 Council Member Gunn reported that the Council would be holding a joint meeting with the Parks,
38 Recreation and Forestry Commission on Thursday, April 23.
39
40 Council Member Gunn indicated the Rotary Club would be holding their gold plate dinner on
41 Friday, April 24.

43 Council Member Gunn stated the Community Support Center would be holding their luncheon
44 fundraiser on Thursday, April 30.

1 Council Member Smith explained on Saturday,April 4 the Mounds View Festival hosted an Easter
2 Egg Hunt, which was very well attended. She thanked Connie, all the seniors, volunteers and the
3 Public Works staff, for their assistance with this event.

5 Council Member Smith reported on Friday, April 10 she attended a Ramsey County League of
6 Local Government meeting where the group discussed local responses to evictions and rental
7 assistance.
8
9 Council Member Smith stated on Wednesday, April 15, she would be attending a Metro Cities
10 meeting.

18 Council Member Meehlhause stated the Charter Commission was a nine board Commission that
19 was appointed by a Ramsey County judge. He noted there was currently an opening on this
20 Commission and two residents applied for this opening. He explained when two or more
21 candidates apply for an opening the Council can make a recommendation to the judge for the
22 position.

24 MOTION/SECOND: Meehlhause/Gunn. To recommend Greg Evenson be appointed to the
25 Mounds View Charter Commission.

27 Council Member Clark stated she was conflicted with this recommendation because she knew both
28 candidates personally.

31 near horizon and the other candidate could apply for this opening.

39 Public Works/Parks and Recreation Director Peterson stated the Council would be holding a joint
40 meeting with the Parks, Recreation and Forestry Commission on Thursday, April 23 to discuss
41 funding for the 2040 Parks Master Plan.

43 Public Works/Parks and Recreation Director Peterson was pleased to report registration numbers
44 for the summer day camp was exceeding last years numbers and the City may have to look into
45 hiring additional staff members to run this program.

2 for the City-wide cleanup day.

4 Public Works/Parks and Recreation Director Peterson reviewed the proposed plans from Ramsey
5 County for Mounds View Boulevard at Spring Lake Road.

7 Council Member Clark requested staff speak with Ramsey County about a roundabout at this
8 intersection. Public Works/Parks and Recreation Director Peterson stated he would speak to the
9 County regarding this topic.

11 Mayor Lindstrom indicated he would like staff to speak with Open Gov and to pursue other options
12 for City purchasing. Public Works/Parks and Recreation Director Peterson indicated he has talked
13 to other vendors to see what options were available to the City.

15 Mayor Lindstrom questioned if the City survey should be put on pause at this time. Public
16 Works/Parks and Recreation Director Peterson stated it was Peter Leatherman and WSB's
17 recommendation to delay the community survey until the City holds a meeting with the school
18 district.He indicated the survey questions could then be refined prior to being sent out to the public
19 later this spring or early summer. The Council supported this recommendation.

21 Finance Director Bauman stated utility bills for the first quarter would be mailed out this week.

23 Finance Director Bauman indicated she should have a draft audit this week and an audit
24 presentation will be brought to the Council on Monday, May 11.

26 Assistant City Administrator Beeman stated the Hillview property closed, and the Mounds View
27 Blvd. property closing was postponed to Friday, April 24.

29 Assistant City Administrator Beeman explained Dunkin Donuts and Culvers were working on their
30 lease agreements and plans have not yet been submitted to the City.He commented further on how
31 businesses would be shuffling within Mounds View Square. It was his understanding the potholes
32 and upgrades would be made to the parking lot this year.

34 Assistant City Administrator Beeman reported the marijuana business on the old Fedora's site
35 received their Certificate of Occupancy.

37 Assistant City Administrator Beeman stated the senior living facility on Long Lake Road was
38 getting closer to submitting plans.

The legislature created the Council on Local Results and Innovation (CLRI) in 2010. The CLRI created
standardized performance measures that will aid residents, taxpayers, and state and local elected
officials in determining the efficacy of cities in providing services. Participation in the standard
measures program is voluntary.
Discussion and Recommendation:
To participate, a city must adopt, implement, and publish a minimum of 10 performance measures
as provided by the CLRI. Once adopted, the standard measures will be published on the City's
website. The City will also be eligible for reimbursement of $.14 per capita (approx. $1,815) for
participation in the program. Attached is a resolution and the list of standard performance
measures that the City Council will adopt. Staff recommends approval.
Strategic Plan Strategy/Goal:
- Enhance Revenue Sources through minimal use of staff time.
- Community Engagement by providing performance measure metrics that we currently track.
Financial Impact:
The funding being provided by the State will cover the staff time needed to compile and submit
the annual report.

RESOLUTION ADOPTING AND REPORTING PERFORMANCE MEASURES
WHEREAS, Benefits to the City of Mounds View for participation in the Minnesota
Council on Local Results and Innovation's comprehensive performance measurement program
are outlined in MS 6.91 and include eligibility for a reimbursement as set by State statute; and
WHEREAS, Any city/county participating in the comprehensive performance
measurement program is also exempt from state levy limits for taxes, if levy limits are in effect;
and
WHEREAS, The Mounds View City Council has adopted and implemented at least 10 of
the performance measures, as developed by the Council on Local Results and Innovation, and a
system to use this information to help plan, budget, manage and evaluate programs and
processes for optimal future outcomes.
NOW THEREFORE LET IT BE RESOLVED THAT,The Mounds View City Council will
continue to report the results of the performance measures to its citizenry by the end of the
year through publication in the quarterly Mounds View Matters news letter, posting on the
city's website, or through a public hearing at which the budget and levy will be discussed and
public input allowed.
BE IT FURTHER RESOLVED, The Mounds View City Council directs staff to submit to the
Office of the State Auditor the actual results of the performance measures adopted by the city.

SUMMARY FINANCIAL REPORT
The first quarter financial results are generally as expected. During the year, City books are kept on a
cash basis which means that only items that are received are booked as revenue and items paid are
booked as expenditures. The City is not anticipating a reduction in State revenues for 2026. One of the
greatest challenges has been filling the police officer positions.
General Fund:
The main source of revenue for the City is property taxes and these come in twice a year. Expenditures
are at 24.0% of budget through the end of the quarter, compared to 22.6% last year. Some of this
difference is due to the timing of invoices. Most of the General Fund revenues come in late in the second
quarter and then again late in the fourth quarter, so it is important to maintain a fund balance that
approximates 50% of budgeted expenditures and transfers for cashflow purposes. The General Fund
ended 2025 with unassigned fund balance that is equal to 50.0% of the 2026 budgeted expenditures and
transfers compared with 50.4% in 2024.
Other Funds:
The Street Improvement Capital Projects Fund ended 2025 with a fund balance of$2,415,885. This fund
is integral in maintaining the newly reconstructed streets and reconstructing streets still in need. There
are no major street projects scheduled for 2026. Other projects in the City include CIPP sanitary sewer
lining, storm water maintenance and some City building improvements.
Investments & Economy:
Investment income to date for 2026 is $128,445 compared with $147,626 for the same period in 2025.
The market value of our portfolio for March 31, 2026 was 19,253,872 compared with $19,426,782 for
2025.
The Federal Open Market Committee (FOMC) has decided to maintain the target range for the federal
funds rate at 3 1�2 to 3 3�4 percent. It seeks to achieve maximum employment and inflation at the rate of 2
percent over the longer run. Uncertainty about the economic outlook remains elevated. Inflation remains
somewhat elevated. Treasury securities are presently providing the following rates-of-return:

State unemployment for January was 4.4%, which compares to national unemployment of 4.3%.
Nationally, inflation has increased from 2.4% in 2025 to 3.3% in 2026. The high was back in 2022 at
9.1%.
At the state level, the February 2026 Budget and Economic Forecast is summarized as follows:
Minnesota's budget outlook has improved amid significant near-term economic and fiscal uncertainty.
The FY 2026-27 projected balance is now $3.7 billion, $1.3 billion higher than November estimates. A
slightly improved economic outlook drives a higher revenue forecast largely driven by more volatile
sources of revenue. Spending growth outpaces revenue growth through projections for FY 2029. The
projected general fund balance for the FY 2028-29 biennium is now $377 million, however a significant
structural imbalance remains. Shifting policies at the federal level and missing or incomplete data due to
recent federal government shutdowns introduce significant uncertainty to the projections.
Finance Department Operations:
The audit fieldwork is complete for the 2025 audit and LB Carlson will present their management report
at an upcoming Council meeting. Staff is working on the five year financial plan with adoption at a July
Council meeting. Staff has started work on the 2027 City budget. Budget work will continue through the
summer and into the fall.
Recommendation
Staff recommends the City Council review and accept the quarterly report.

Pest Solutions for Pest Control at City Hall, Community Center
and Public Works Facilities
Background/Discussion:
The City contracts for pest control services for the City Hall, Community Center, and the
Public Works Facilities. The current contract is with WilKil/Terminix. Over the last several
months Staff has noticed performance issues with the contractor in not affectively eliminating
some pests.
Staff reviewed the State Corporative Venture Program / State Bid to inquires if other
contractors we listed.
Staff received a bid from Gurdian Pest Solutions for the following facilities:
City Hall $779.88 yearly
Community Center $779.80 yearly
Public Works $1,169.76 yearly
Funding is from the following accounts;
Building and Grounds, 100-4360-3030, Community Center 252-4350-5110, Water

WHEREAS, over the last several months Staff has noticed performance issues with the
contractor in not affectively eliminating some pests; and
WHEREAS, Staff reviewed the State Corporative Venture Program / State Bid to inquires if
other contractors we listed; and
WHEREAS, Staff received a bid from Gurdian Pest Solutions for the following facilities:
City Hall $779.88 yearly
Community Center $779.80 yearly
Public Works $1,169.76 yearly; and
WHEREAS, Staff recommends the Council approve the attached resolution for a 3 year
contract with Guardian Pest Solutions for pest control services for City Hall, Community Center and
Public Works.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. That a 3-year contract be awarded to Guardian Pest Solutions.
2. Funding is from the following accounts;
Building and Grounds, 100-4360-3030, Community Center 252-4350-5110, Water
Department, 700-4823-3030.
3. The Mayor and City Administrator are hereby authorized and directed to execute
all appropriate documents to effectuate the actions contemplated by this
resolution.
4. The Mayor and City Administrator, Staff and consultants are hereby
authorized and directed to take any and all additional steps and actions
necessary or convenient in order to accomplish the intent of this Resolution.

Introduction:
Affordable housing has emerged as a systemic chronic issue challenging residents across
the nation to secure safe, affordable housing. Mounds View is no exception.
Background:
As you know, recent legislation established and additional sales tax collected for the
specific purpose of proving cities, who in turn administer the funds distributed from the
collection, to address affordable housing issues. Council has had numerous discussions
on this issue and consensus to utilize funds for rental assistance, an authorized expense.
Discussion:
Council directed staff to work collaboratively with the Community Support Center and Karen
Meyer, which we have done throughout our involvement with this client. Ms. Meyer supports
the continued need for assistance. In December 2025, the City Council approved $8,925 to
cover a one-month security deposit and six months of rent, paid monthly. All utilities were
included in that amount except electricity, which has been covered through other secured
funding sources. At that time, staff noted that a six-month extension might be necessary.
We are now requesting that extension for the period of May through November 2026. The
total amount requested is $7,950, which includes a monthly rent increase of$50.
Strategic Plan Strategy/Goal:
A progressive city that is welcoming and desirable destination to all ages and cultures, who
seek progress through partnership, and a place where residents can live, work and play
safely and show pride in the community.
Financial Impact:
$7,950 for May through November, 2026, that will come from the Local Area Housing Aid.

RESOLUTION APPROVING $7,950 FOR RENTAL ASSISTANCE
WHEREAS, the City Council has authorized the use of Local Assistance Housing
Aid (LAHA) to support housing stability, and staff has processed multiple requests under
this program; and
WHEREAS, the Council has discussed assistance for individuals facing significant
housing challenges and has explored various options to address these needs; and
WHEREAS, after extensive efforts, a viable housing solution for the client has
been identified; and
WHEREAS, continued support is necessary to maintain housing stability, and a
six-month extension of assistance has been requested.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council
approves $7,950 in LAHA funds for rental assistance for a Mounds View apartment,
providing six months of housing support from May through November 2026.

Introduction: Chapter 90.005 of the Mounds View Code allows limited and controlled
raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Cally-
Ann Jacobson has applied to raise and keep chickens on her property.
Discussion: The applicant, Cally-Ann Jacobson, has applied to raise and keep chickens
and ducks on her property located at 7338 Silver Lake Road. The City Code allows up to
twelve chickens and/or ducks at one time and requires that backyard areas within which
they roam be fenced. Ms. Jacobson has indicated that she plans to raise and keep a
combination of 12 chickens/ducks currently. She has also indicated that the backyard is
enclosed with a 4-1/2-foot-high chain link fence. The coop will meet the City Code
requirement of a minimum of 20 feet from all property lines.
In accordance with Chapter 90.0005, initial applications shall be considered by the City
Council after holding a public hearing. Approval of renewal applications are done
administratively unless the City has received substantial complaints or related violations
have been documented during the previous year.
As required by City Code, staff has published a public hearing notice in the Wednesday,
April 14, 2026, edition of the Pioneer Press, the City's official newspaper. In addition, as
required, notices were mailed to residents within 350 feet of the subject property. Mailing
List attached.
It appears Ms. Jacobson's request meets all requirements of Chapter 90.005.
Ms. Jacobson has indicated that she will be present at the City Council meeting/public
hearing to answer any questions you may have.
This is an annual license and will expire on December 31, 2026.

Chicken and Duck Permit Requirements:
1.Located on single-family residential properties only
2.Limit of a total of 12 chickens and/or ducks

This ordinance continues the agreement with Xcel Energy under which Xcel Energy will
collect a franchise fee in the amount of 4% of Xcel's electric and natural gas gross
operating revenues for services within the City of Mounds View. The proceeds are split
between the General Fund and the Street Improvement Fund.
Ordinances 875 and 876 passed on January 28, 2013 extended the original 20 year
franchise agreement for another 20 years. It provides that the City may impose a
franchise fee of not more than 4% of Xcel's gross operating revenues at any time during
the 20-year term of the franchise. The 20-year term runs from January 2013 through
January 28, 2033. The franchise fee was first collected in 1993.
It has been the practice to include a sunset provision in the ordinance that continues the
ordinance to the sunset date. It will be published in the Pioneer Press and take effect as
provided in the ordinance after publication. Staff would request that a summary ordinance
be published with the complete ordinance available on-line and at City Hall.

THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1 . The City of Mounds View Municipal Code is hereby amended to include
reference to the following Special Ordinance.
Subdivision 1. Purpose. The Mounds View City Council has determined that it is
in the best interest of the City to impose a franchise fee on those public utility companies
that provide natural gas and electric services within the City of Mounds View.
a. Pursuant to City Ordinance No. 875 and Ordinance No. 876, which are the
Franchise Agreements ("Franchise Agreements") between the City of Mounds
View (the "City") and Northern States Power Company D/B/A Xcel Energy, its
successors and assigns, a franchise fee of not more than four (4.0) percent of Xcel
Energy's gross operating revenues may be imposed by the City at any time during
the 20 year term of the Franchise. The franchise fee is paid as full compensation
for the rights to transmit and furnish electric energy for light, heat, power and
import, transport, sell and distribute natural gas for heating, illuminating and other
purposes as outlined in Section 2.1 of Ordinance Nos. 875 and 876.
Subd. 2. Franchise Fee Statement. A franchise fee is hereby imposed on Xcel
Energy under its electric and natural gas Franchise Agreements in the amount of four
percent (4%) of Xcel Energy's gross revenues, as defined in Section 9 of the Franchise
Agreements, commencing with Xcel Energy's January 2027 billing month.
Subd. 3. Payment. The said franchise fee shall be payable to the City in
accordance with the terms set forth in Section 9 of the Franchise Agreements.
Subd. 4. Surcharge. The City recognizes that the Minnesota Public Utilities
Commission may allow each said utility company to add to its effective rates for the utility
service on which the public utility gross earnings fee is imposed, a surcharge to reimburse
such utility company for the cost of the fee.
Subd. 5. Proof of Company Gross Revenues. Xcel Energy shall make each
payment when due and shall monthly furnish a complete and correct statement of gross
revenues for said month. Xcel Energy shall permit the City and its designated
representative free access to the company's records for the purpose of verifying such
statements.
Subd. 6. Enforcement. Any dispute, including enforcement of a default regarding
this ordinance will be resolved in accordance with the Franchise Agreements.
Subd. 7. Effective Date of Franchise Fee. Notwithstanding the effective date of
this ordinance and notwithstanding any contrary provisions in Section 9 of the Franchise
Agreements, the effective date of the fee collected under Subdivision 9 of this ordinance
is the later of ten (10) days after the publication and after the sending of written notice
enclosing a copy of this adopted ordinance upon Xcel Energy by certified mail.
Subd. 8. Sunset Clause. This ordinance shall automatically sunset on December
31 , 2032.
SECTION 2. This ordinance takes effect as provided herein.

Introduction:
The Jahnke family owns two parcels in the northern portion of the city— 8408 and 8428
Eastwood Road. The two lots are abutting each other, and share a common lot line. Both
properties have single-family homes on them. 8408 is 17,922 square feet (SF) in size, while
8428 is 30,468 SF in size, per the applicant's survey. According to Ramsey County records, the
house on 8408 was built in 1951, while the house on 8428 was built in 1944.
This shared lot line between the two properties currently runs through the existing driveway and
patio of the 8408 property. The applicants are proposing to shift the shared lot line to the north,
which would bring the 8408 property into compliance with the zoning code. With the proposed
change, the 8408 property would increase to a size of 23,400 SF, while 8428 would decrease to
a size of 23,981 SF. No other changes to the properties are being proposed at this time.
Section 158.004 of the city's Subdivision Code defines a Subdivision as "The division of a
parcel(s) of land into two or more lots or parcels. The term includes re-subdivision and, when
appropriate to the context, shall relate to the process of subdividing or to the land subdivided.
Any change in property lines constitutes a SUBDIVISION."
The Subdivision Code further states, in Section 158.020(A), that all subdivision requests require
full platting. This means a preliminary plat and final plat are required to be submitted, reviewed,
and approved by the city to approve this request. The applicant's proposed preliminary and final
plat have been submitted to the city for concurrent review and approval. The proposed plat of
Jahnke Acres shows the 8408 property as Lot 2, and 8428 as Lot 1.
Section 158.020 outlines the process to review a preliminary plat. The preliminary plat is
reviewed by the Planning Commission, and approved or denied by the City Council. The
process for review of a final plat is outlined in Section 158.026. Final plats are to be approved or
denied by the City Council; review of final plats by the Planning Commission is optional.

Evaluation:
Comprehensive Plan
The city's 2040 Comprehensive Plan designates this site as Single-Family Detached Residential
on the Future Land Use Map (Figure 2-2 within the plan). This designation permits standalone
single-family homes with one dwelling unit per lot. The proposed lot line adjustment does not
alter this designation, and both homes will continue to function as compliant single-family
detached residences under the Comprehensive Plan.
Zoning Code
Both lots are zoned R-1 (Single Family Residential). Section 160.055 lists the setbacks required
in the R-1 zone, while Section 160.056 lists the minimum lot size requirements. Table 1 in this
report shows how the lot line adjustment affects each parcel. Figure 2 shows the current
conditions and lot line layout. Both lots would continue to meet the minimum lot size standards.
The setbacks from the shared side lot line will also be met by both residences; the house on
8408 was previously legally nonconforming to the 10-foot side yard setback. The existing

driveway on the 8408 property will no longer cross the shared lot line, and would be meeting the
minimum 5-foot setback required of driveways and parking areas under Section 160.055(D).

Subdivision Code
The division of land into two or more lots, or adjusting of lot lines, meets the definition of
`subdivision' in the city's subdivision code (Chapter 158). A subdivision is a two-step process;
first is a preliminary plat, and the final plat.
The subdivision code includes several design requirements that shape how new plats relate to
surrounding development. Under Section 158.022, preliminary plats must show the layout of
street systems along with defined right-of-way widths, names, and centerline grades, and must
connect logically to existing or future adjacent subdivisions. Lot and block layouts must show
dimensions and building setback lines, with lot sizes identified in square feet. The code also
requires mapping of existing and proposed infrastructure such as utilities, roads, and water and
sewer. Sections 158.041 through 158.049 further outline requirements for new streets,
easements, etc.
Because this request involves a lot line adjustment of existing lots rather than a `new'
subdivision, most of these design requirements are met. The existing and proposed conditions
are already documented on the Certificate of Survey and the proposed preliminary plat. Since
the two lots had not previously been platted, drainage and utility easements will now be added.
The subdivision code has requirements for dedicating land for parks and public open space in
Sections 158.060 through 158.061. Since the request does not create any new lots or parcels,
no dedications would be required.
Criteria:
Preliminary Plat
Approval of a preliminary plat is tentative and reflects only the general acceptability of the
proposed layout; the final plat would confirm the proposed layout. Section 158.023(B) states
that approval is conditioned on full compliance with the following requirements listed in italics:
(1) Preserve neighborhood aesthetics;
The proposed lot line adjustment maintains both parcels as single-family detached lots,
consistent with R-1 zoning district and surrounding neighborhood pattern, thereby preserving
neighborhood aesthetics. No new lots are created, no changes to street access or circulation
occur, and the existing homes remain in their current locations, ensuring that the visual and
spatial character of the block remains unchanged.
(2) Protect the health, safety, and welfare of neighboring landowners and future residents
within the subdivision;
The adjustment also protects the health, safety, and welfare of neighboring landowners and
future residents. Both lots continue to meet the minimum lot size requirement of 11,000 square
feet, and previous nonconformities have been addressed. Because the adjustment does not
introduce new development, infrastructure demands, or drainage impacts, it does not create any
conditions that would adversely affect public health or safety. The resulting lot configuration

after the lot line adjustment remains fully compliant with zoning and subdivision standards,
ensuring continued safe and orderly use of the properties.
Final Plat
Section 158.026 states the process for approving a final plat. As noted previously, a final plat
can go directly to the City Council for approval or denial. Staff would note that the applicant's
final plat is consistent with the preliminary plat, and therefore meets the requirements of Section
158.026.
Comments
No other comments were received from other city staff regarding this request. The Planning
Commission reviewed the request and held a public hearing on this request at their meeting on
April 15'. The Commission recommended approval of the preliminary plat, with findings and
conditions of approval.
Review Period
The application was deemed complete on March 26, 2026. The 120-day deadline for final action
by the City Council is set to end on July 23, 2026.
Options
The City Council has the following options with each request:
1. Approve the request, with findings and with or without conditions.
a. Resolutions of approval for both the preliminary plat and final plat are included in
the meeting packet.
2. Deny the request, with findings for denial.
3. Table the request for further review/study.
Recommendation

the preliminary plat of Jahnke Acres prepared by EG Rud & Sons, Inc. dated 3/23/2026.
2) The Final Plat of the proposed subdivision Jahnke Acres shall be approved and
recorded within one year of approval of the preliminary plat by the City Council.
3) The applicant shall acquire all applicable local, County, State, and Federal permits and
approvals for their request.
4) The applicant shall pay all fees and escrows associated with this request.

On May 28, 2024, City Council approved Resolution 9926, authorizing repairs to the storm
sewer system located on Lois Drive.
The work was completed in 2025 except for the restoration for the project. (Staff has
included examples of restoration required in this Staff Report.)
Staff obtained 2 quotes:
• Dave Perkins Contracting Inc. $18,183.00
• Olsons Excavating and Sewer Service $18,040.60
Staff are also recommending a 7% contingency of $1,262.85 for any unforeseen issues
that may arise during the restoration project.
The funding for this repair is budgeted in the Storm Sewer fund, 745-4415-5150, which
includes $25,000.00 for Storm Sewer Repairs.
Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
Financial Impact: No Impact to the 2026 Budget as repairs is included in the Storm
Sewer Fund, of $25,000.00 budgeted, account 745-4415-5150.
Recommendation:
Staff recommend approval of the attached resolution, authorizing Olsons Excavating and
Sewer Services to perform restoration services to the storm sewer pipe on Lois Drive at

Rehabilitation - CIPP (Cured-in-Place-Pipe) Project
Background / Discussion:
The municipal sanitary sewer system is comprised of approximately 45 miles of trunk
sewer, 900 manholes, and 2 lift stations. The sanitary trunk sewer was largely
constructed in the 1960's and early 1970's using (predominately) clay pipe. The use of
clay pipe during this time was the industry standard, but more watertight pipe products
(PVC) have been developed and replaced clay pipe which became the new industry
standard the last few decades. Leaky clay pipes incur unnecessary Met Council treatment
costs due to infiltration of ground water into the trunk sewer.
Public Works has an inspection and maintenance program for the municipal sanitary
sewer system. This program includes inspecting the trunk sewer by televising and
evaluating the condition of the pipes. Defects are noted/documented while performing
inspections, including cracks in the pipe and leaking joints.
A priority list that ranks the segments of pipe requiring repair or remediation is maintained
by Public Works. A map of the 2026 sanitary sewer rehabilitation priorities is attached
(Attachment A) the base bid and bid alternates are highlighted for reference.
Public Works in conjunction with Stantec has prepared plans and specifications (bid
documents) in house for use in obtaining public bids for the sanitary rehabilitation
project, City Project 2026-004. A public bid is required since the estimated construction
cost exceeds $175,000.00. The 2026 budget includes $500,000.00 in the Sanitary
Sewer enterprise fund.
A virtual public bid opening was held on Tuesday, April 21, 2026, at 2:00 pm. Three bids
were received for the project and are as follows:

to begin the Park System Master Plan Educational Campaign
Background:
The City has relied on the Park Dedication Fund to provide the necessary funding for Park
Improvements. These funds are generated by development and/or redevelopment in Mounds
View. The largest contribution came from the development of the Medtronic Campus in which
the funds were utilized to upgrade several playgrounds at the various parks, and constructing a
new shelter building at Lambert Park.
Unfortunately, there isn't developable land, and very little redevelopment in the City which
resulted in minimal contributions to the Park Dedication Fund and Council has recognized the
need to research other funding options.
Progression in 2025:
City Council approved Resolution 10129 on July 14, 2025, to adopt the Park System Master
Plan.
Resolution 10130 was approved to create an Advisory (sub) Committee (GOAL PARKS) for the
Parks System Master Plan. The Committee would research funding options for implementing
the 2040 Park System Master Plan, to include, but not limited to, a local levy, bonding (General
Obligation Bonds), grants, or a local sales tax.
Progression in 2026:
At the March 26, 2026, Parks, Recreation and Forestry Commission Meeting, the GOAL PARKS
Committee provided their recommendations for funding of the Park System Master Plan.
On April 23, 2026, there was a joint City Council and Parks, Recreation and Forestry
Commission meeting, to discuss the funding recommendations for the Parks System Master
Plan.
Community Survey:
Currently, Council is reviewing survey questions for the proposed Community Survey to gauge
the level of community support for various funding options. Questions are being finalized with a
target date for the week of May 4 2026, to have Morris Leatherman to begin the survey.
At the March 30, 2026, Work Session, Staff recommended that the City also conduct a Park
System Master Plan educational campaign. This campaign would focus on informing the
Mounds View property owners with Park history's, past funding information, and options for
funding of the Park System Master Plan. Staff proposed that the Council hire WSB for this
educational campaign, and to also hire a part-time Marketing Intern to help facilitate the
education component which will also include the Community Center remodel.
• The part-time Marketing Intern position was posted April 15 to close on April 28, 2026.

WSB has proved a cost proposal for the educational component as follows:

Software for the Public Works Department
Introduction:
Public Works has the responsibility to maintain the City infrastructure, aka City assets, this
includes:
Drinkinq Water:
3 Water Treatment Plants, 1 Ground Reservoir, 1 Hydropillar, 508 Fire Hydrants, 47.2 miles of
water main, over 1,000 gates valves, SCADA system, backup generator.
Sanitary Sewer:
2 Lift Stations, with back up generators,43.9 miles of sewer lines, 900 manholes.
Storm Water:
60 storm water ponds, 31.4 miles of storm water pipe, 1500+catch basins, 35 sumps, grit
chambers, 600 infiltration basins.
Street and Trails:
43 miles of streets, 20 miles of trails and sidewalks, over 1,240 street signs.
Park System:
11 Parks with over 123 acres of land, 5 parks shelters, 7 playgrounds, 1 splash pad, 7 ball
fields, 1 disc golf course, 5 basketball courts, 3 soccer fields, 1 lacrosse field, 2 volleyball courts,
2 tennis courts, and numerous irrigation systems.
Building Facilities.-
City Hall, Community Center, Public Works include 15 Roof top units, 5 hot water boilers,
parking lots, parking lot lights, backup generators.
Vehicle and Equipment:
22 Police Squad Cars, 53 Public Works Vehicles, 84 attachments &small equipment
Public Works Staff along with Bolton & Menk have reviewed an estimated cost value of the
assets (This list does not cover all the items in each division or all the assets in the water and
sanitary sewer divisions.)The cost value of the City's assets is approximately $401,090,625.00
and may easily increase due to the global market and rising costs.
Former Public Works Directors had attempted to review options regarding Asset Management
software, but the cost and time to implement a system presented a roadblock. Staff then
continued to rely on spread sheets, databases, and employee memories to maintain City
assets.
It became apparent to Staff upon the construction of the Public Works Facility and the recent
$6.2 million investment to the Water Treatment facilities; asset management software was
imperative.
Discussion:
In 2023, the City began a Storm Water assessment and maintenance program. Staff and
Council determined the funding of these projects would be a challenge given the limited funds in
the Storm Water account and costs of the projects.
Staff were challenged to find grants and other funding options to achieve the goal of the Council
to facilitate storm water and various other projects.
Success!
Staff have been successful in the City receiving or being awarded the following grants:
• BWSR - Habitat Grant(Silver View and Ardan Pond Projects) $164,500.00
• RCWD—Silver View Pond Project(BMPs) $100,000.00
• Arts and Cultural Heritage Funds (Tribute Park) $ 10,000.00
• MNDNR - ReLeaf Grant(Judicial Ditch 5) $149,624.00
• MPCA—Stormwater Planning (Edgewood Ponds) $242,000.00
• Federal Highway Transportation (SS4A—Streets/Roads) $176.000.00
$841,824.00!
Staff continue to search for additional grants that can be applied for to assist the City with the
long-term goal of improving and maintaining the infrastructure. Tracking these grants can be a
daunting task on its own as the grantor requires audits to ensure the money is being utilized as
originally requested.
Staff realized assistance with tracking these grants and ensuring that the City assets were
accounted for regarding maintenance and costs because this aids in making decisions on future
repairs and/or replacement; a software program was required.

Staff began reviewing various asset management software's such as Brightly, Civic Plus,
Citylogix, Facility Force, OpenGov, Beehive, Trimble Asset, and PSD City Wide.
Staff found that all Asset Management Software is not created equally because they may be
specific to vehicle maintenance, building maintenance or construction inspections, and were
open Al models. The question arose regarding a data breach incident that occurred with
OpenGov. Staff researched and consulted with Metro Inet; the issue that occurred was an
improper setup of a licensing module not a data breach.
Staff selected three companies to review and present to the panel comprised of Admin Public
Works employees and OpenGov was selected as being able to best meet the needs of the
Department and the best fit for the City.
OpenGov would aid in the inventory, management, and maintenance of the City of Mounds
Views capital dollar investment in streets, municipal water utilities, storm and sanitary sewer
utilities, parks, trees, vehicles, building facilities as well as other infrastructure.
OpenGov made a presentation to the City Council, at the March 30, 2026, Work Session, with
the consensus from the Council to proceed and work with OpenGov regarding the costs and
implementation.
Goals for Asset Management Software are, but not limited to:
• Establish a central system for work requests
• Strengthening data to support budgeting and Staffing decisions
• Consolidating data across the system
• Connect GIS to daily operations
• Improve efficiency with existing Staff
• Proactively manage infrastructure and projects
• Implement a simple, usable system for field Staff
Cost:
OpenGov is part of Vertosoft on the Sourcewell Vendor list for pricing, which the City of Mounds
View is a member. Costs are as follows:

Staff in working with OpenGov, was able to secure a generous 40% discount($40,000.00)off
the software cost for the first year. The Professional Services are utilized for the implementation
of the software, Staff training, and transferring of select City data to the asset management
software. le Sanitary and storm water sewer inspections, vehicle and equipment fueling
information, road ratings of the asphalt.

The following funding could be used for 2026 in the Sanitary Sewer Department, I & I monitoring
for the manufactured home parks - 730-4823-3030- $25,000.
The 2026 special project fund includes $40,000.00 for gym painting. The current Parks System
Master Plan and Council are exploring the possibility of an addition onto the gym; the funds
wouldn't be utilized.
The City has been awarded the Storm Water Resilience and Planning Grant from the MPCA.
Savings for the Engineering service for the Storm Water Ponds EW-11.P1 & EW-11.P3 will be
realized for the grant covers $81,900.00 of those costs.
It should be noted that with the Engineering Technician obtaining MNDOT training and
inspection certificatiorts,-the-need-for contracted-engineering-services has been.greatly-reduced
on street projects. 2025 included a savings to the City at an estimated cost of$109,850.00. This
estimate is based on hours the Engineering Technician was involved with regarding the project
and calculating the contracted engineering services hourly cost.
Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. Goal Focus
efforts on recruiting good employees and providing an environment to keep them.
Financial Impact: Financial Impact to the 2026 Budget, there is no current funding for this project.
Recommendation:
Public Works Staff recommends the Council approve the attached resolution authorizing the
purchase of the OpenGov Asset Management Software so that spread sheets, databases, and
employees' memories are not relied upon to maintain the infrastructure for the City of Mounds
View, at cost not to exceed $152,169.40 in 2026. The Council also approves the 5- year
agreement with OpenGov for the Asset management Software, to be funded from the Water,
Sanitary Sewer, Storm Water Enterprise Funds, in addition to various general fund budgets.
