6. SPECIAL ORDER OF BUSINESS

7. PUBLIC COMMENT
Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
City Council during Public Comment.
Vince Meyer, 8380 Spring Lake Road, discussed the Spring Lake Road street project. He requested
the City visit his property because his driveway wing was damaged during installation.
Murwo Mohamed, 2651 Silver Lake Common, Apartment #203, explained for years she had been
advocating for additional metro public seats. She noted 804 and 25 were running nicely through
the community.
Sharon Kirscher, 8406 Red Oak Drive, asked where the packet was posted prior to City Council
meetings.
Mayor Lindstrom reported residents can Google “Mounds View City Council Meeting” and the
first thing that will come up will be Mounds View City Council Meeting. He encouraged residents
to click on this link and all agendas and meetings for the City Council are listed on this page of the
City’s website. He indicated this was the same search he did each week to pull up the agenda and
meeting packet.
8. COUNCIL BUSINESS
A. PUBLIC HEARING: Consideration of Resolution 10226, Approval of a
Chicken-keeping License for Christian Johnson, 5200 Edgewood Drive.
Assistant City Administrator Beeman requested the Council consider a chicken keeping license
for Christian Johnson at 5200 Edgewood Drive. He reported the applicant is proposing to keep
eight (8) chickens and has provided staff with all the necessary paperwork. It was noted staff
received one opposition to this request.
Mayor Lindstrom opened the public hearing at 6:09 p.m.
Christian Johnson, 5200 Edgewood Drive, explained he would like to start with eight chickens.
Mayor Lindstrom stated his experience has been that sometimes the City receives feedback
regarding concerns, but in the end the chickens were a hit in the neighborhoods.
Ala Johnson, 5200 Edgewood Drive, indicated she has wanted chickens on her property for several
years, but the biggest obstacle has been where to place the chicken coop due to the nature of her
lot. She commented on how a coop location has now been worked out with City staff and she was

looking forward to being able to keep chickens.
Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:12 p.m.

B. PUBLIC HEARING: Consideration of Resolution 10227, Approval of a
Chicken-keeping License for Kristina Presson, 8321 Greenwood Drive.
Assistant City Administrator Beeman requested the Council consider a chicken keeping license
for Kristina Presson at 8321 Greenwood Drive. He reported the applicant is proposing to keep six
(6) chickens and has provided staff with all the necessary paperwork. It was noted staff had not
received any opposition about this request.
Mayor Lindstrom opened the public hearing at 6:14 p.m.
Kristina Presson, 8321 Greenwood Drive, thanked the Council for considering her request.
Mayor Lindstrom stated Ms. Presson was his backyard neighbor and he had received a notice for
this request.
Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:15 p.m.

C. Second Reading and Approval of Ordinance 1059, Amending the Mounds
View City Code, Title XI: Business Regulations, Chapter 119, Concerning
Affordable Housing and Tenant Protection ROLL CALL VOTE.
Evan Munsen Stantec, requested the Council hold the second hearing and adopt an Ordinance that
would amend City Code regarding Business Regulations, Chapter 119, concerning Affordable
Housing and Tenant Protection. He reported the Council would be formalizing affordable housing
discussion the Council began last year. He explained the first reading for this Ordinance was held
on March 23.
MOTION/SECOND: Lindstrom/Meehlhause. To Waive the Second Reading and Adopt
Ordinance 1059, Amending the Mounds View City Code, Title XI: Business Regulations, Chapter

D. Second Reading and Approval of Ordinance 1057, Amending the Mounds
View City Code, Title IX: General Regulations, Chapter 91, Concerning
Vacant Buildings ROLL CALL VOTE.
Housing and Code Enforcement Inspector Anderson requested the Council hold the second hearing
and adopt an Ordinance that would amend City Code regarding General Regulations concerning
vacant buildings. He reported this Ordinance would require property owners to register vacant
buildings with the City.
MOTION/SECOND: Meehlhause/Clark. To Waive the Second Reading and Adopt Ordinance
1057, Amending the Mounds View City Code, Title IX: General Regulations, Chapter 91,
Concerning Vacant Buildings and publication of summary.
Council Member Meehlhause thanked Housing and Code Enforcement Inspector Anderson for all
his efforts on this Ordinance.

E. Second Reading and Approval of Ordinance 1058 – Title XI: Business
Regulations, Chapter 119 Rental Dwellings, Section 119.024 Issuance of
License ROLL CALL VOTE.
Housing and Code Enforcement Inspector Anderson requested the Council hold the second hearing
and adopt an Ordinance that would amend City Code regarding Business Regulations, Chapter 119
Rental Dwellings, Section 119.024 Issuance of License. He reported this Ordinance made a minor
change to the rental license procedure by removing the requirement to have unpaid utility bills
paid prior to issuing a rental license. Staff noted all delinquent utility fees are assessed to properties
if unpaid to ensure the outstanding bills are recovered.

1058 – Title XI: Business Regulations, Chapter 119 Rental Dwellings, Section 119.024 Issuance

Council Member Meehlhause stated he supported the proposed language change due to the process
the City had in place to address delinquent utilities.

F. Introduction and First Reading of Ordinance 1062, an Ordinance Continuing
a Franchise Fee on Xcel Energy Electric and Natural Gas Operations within
the City of Mounds View.
Finance Director Bauman requested the Council introduce an Ordinance that would continue a
franchise fee on Xcel Energy Electric and Natural Gas Operations within the City of Mounds
View. She noted the proposed Ordinance would extend the franchise through 2032.
MOTION/SECOND: Meehlhause/Smith. To Waive the First Reading and Introduce Ordinance
1062, an Ordinance Continuing a Franchise Fee on Xcel Energy Electric and Natural Gas
Operations within the City of Mounds View.

G. Introduction and First Reading of Ordinance 1063, an Ordinance Continuing
a Franchise Fee on Center Point Energy Natural Gas Operations within the
City of Mounds View.
Finance Director Bauman requested the Council introduce an Ordinance that would continue a
franchise fee on Center Point Energy Natural Gas Operations within the City of Mounds View.
She noted the proposed Ordinance would extend the franchise through 2032.
MOTION/SECOND: Gunn/Clark. To Waive the First Reading and Introduce Ordinance 1063,
an Ordinance Continuing a Franchise Fee on Center Point Energy Natural Gas Operations within
the City of Mounds View.

H. Second Reading and Approval of Ordinance 1060, Amending Fee Schedule
regarding Vacant Building Registration Fees and Rental Dwelling License

Housing and Code Enforcement Inspector Anderson requested the Council hold the second reading
and adopt an Ordinance amending the Fee Schedule regarding Vacant Building Registration Fees
and Rental Dwelling License Fees. He reviewed the proposed changes that would be made to the
Fee Schedule and recommended approval.

I. Second Reading and Approval of Ordinance 1061, Amending the Mounds

View City Code, Title III: Administration, 33 Related to the Parks, Recreation
and Forestry Commission ROLL CALL VOTE.
Public Works/Parks and Recreation Director requested the Council hold the second reading and
adopt an Ordinance, Title III: Administration 33 related to the Parks, Recreation and Forestry
Commission. He explained this Ordinance would extend the Parks, Recreation Forestry
Commission from seven members to nine members. It was noted that the first reading of this
Ordinance was held on March 23.
MOTION/SECOND: Clark/Meehlhause. To Waive the Second Reading and Adopt Ordinance
1061, Amending the Mounds View City Code, Title III: Administration, 33 Related to the Parks,
Recreation and Forestry Commission and publication of summary.
Council Member Meehlhause stated this was the second time the Council had increased the size
of a Commission and he looked forward to the City bringing in new candidates that wanted to be
involved in the community.

J. Resolution 10233, Approving the Purchase of (2) New Skid Steer Loaders for
the Public Works Department.
Public Works/Parks and Recreation Director Peterson requested the Council approve the purchase
of two (2) new skid steer loaders for the Public Works Department. He explained the existing units
were seven years old and needed replacement. Staff commented further on the purchase and noted
the City’s two existing units would be traded in.
Mayor Lindstrom asked why the City needed two new skid steers at this time. Public Works
Foreman Atkinson explained these were the most used pieces of equipment by the Public Works
Department. He reported the City used to have the skid steers replaced on an annual basis, but this
program through Bobcat Monroe through Tri State came to an end, which led the City to replace
these units every seven years. Public Works/Parks and Recreation Director Peterson clarified the
City was slated to replace these units every five years, but the replacement was pushed out to seven
years.
Mayor Lindstrom requested staff speak further about the attachments that are used with the skid
steers. Public Works Foreman Atkinson explained the Public Works Department had a plow,
snowblower, brush, and track machine. He noted these machines are also used for tree removal.
Mayor Lindstrom thanked Public Works Foreman Atkinson for attending this meeting and for his
dedicated service to the City of Mounds View.

K. Resolution 10234, Authorization to purchase a 2026 John Deere 4075R
Tractor.
Public Works/Parks and Recreation Director Peterson requested the Council authorize the
purchase of a 2026 John Deer 4075R Tractor. He reported this unit would be used for mowing,
herbicide application, ball field maintenance and snow removal. He explained the existing unit
was getting older and staff was having a difficult time finding replacement parts.
Council Member Smith inquired if the City’s existing attachments would be compatible with the
new John Deere tractor. Public Works/Parks and Recreation Director Peterson indicated there were
some attachments that will work with the new unit.

Authorization to purchase a 2026 John Deere 4075R Tractor.

L. Resolution 10236, Approving Bolton and Menk Engineering Services to begin
the Street Design for the 2027 Street Rehabilitation Project.
Public Works/Parks and Recreation Director Peterson requested the City approve Bolton & Menk
Engineering Services to begin the street design work for the 2027 Street Rehabilitation Project. He
reviewed the streets that would be rehabilitated, which included Mounds View Drive, Silver View
Drive and Edgewood Drive. He reported that staff sent out RFP’s for this project and received
three responses. He noted staff met with the three firms and selected Bolton & Menk to perform
the engineering work for the 2027 Street Rehabilitation Project.
Mayor Lindstrom questioned what Stantec was paid for the City’s last street project. Public
Works/Parks and Recreation Director Peterson anticipated Stantec was paid more for the last
project due to the size and scale of that project.
Cristina Mlejnek, Bolton & Menk, introduced herself to the Council and stated she was looking
forward to working with the City of Mounds View.
MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10236,
Approving Bolton and Menk Engineering Services to begin the Street Design for the 2027 Street
Rehabilitation Project.

M. Resolution 10237, Accepting the 2026 Twin Cities Gateway Marketing Grant.
Council Member Smith recused herself from this agenda item.

Finance Director Bauman requested the Council accept the 2026 Twin Cities Gateway Marketing
Grant. She noted the amount was decreased slightly for this year and explained the City would
have to submit a request for costs prior to receiving the grant funding from Twin Cities Gateway.
She requested direction from the Council on how to split the funding for this year.
Mayor Lindstrom recommended $7,000 be directed to Festival in the Park and the remainder be
directed to the Community Center.
Council Member Clark supported this recommendation.
MOTION/SECOND: Clark/Gunn. To Waive the Reading and Adopt Resolution 10237,
Accepting the 2026 Twin Cities Gateway Marketing Grant.
Council Member Meehlhause explained the reason the grant amount was down slightly this year
was due to the fact the Convention Bureau Board of Directors reduced the total amount that was
being allocated to the cities. He was pleased to report that Mounds View hotels’ percentage of the
organization’s total hospitality revenue went up slightly in 2025 compared to 2024.

N. Resolution 10238, Accepting the Proposal from Corrective Asphalt Materials
for the 2026 Seal Coating Project.
Public Works/Parks and Recreation Director Peterson requested the Council accept the proposal
from Corrective Asphalt Materials for the 2026 Seal Coating Project. He reviewed the streets that
would be seal coated this year and recommended the Council move forward with this project.

Accepting the Proposal from Corrective Asphalt Materials for the 2026 Seal Coating Project.

O. Resolution 10239, Approving the Proposal from Bolton & Menk for Storm
Water Assessment.
Public Works/Parks and Recreation Director Peterson requested the Council approve the proposal
from Bolton & Menk for Storm Water Assessment. He explained this assessment would assess the
Edgewood and Woodcrest storm water ponds. He reported the cost for this project would be
$39,247. He was pleased to report the City received a planning grant for the Edgewood storm
water pond in the amount of $242,000 and noted this grant would be coming before the Council at
a future meeting for formal approval.

Public Works/Parks and Recreation Director Peterson requested the Council appoint Michelle
Drier to a 3-year term and Susan Stigney to a 1-year term on the Mounds View Parks, Recreation
and Forestry Commission.

Appointing Michelle Drier to a 3-year term and Susan Stigney to a 1-year term on the Mounds

9. REPORTS
A. Reports of Mayor and Council.
Council Member Meehlhause reviewed his meeting schedule for the next two weeks which
included an NYFS Finance Committee meeting on Wednesday, April 15.
Council Member Meehlhause noted the Planning Commission would meet next on Wednesday,
April 15.
Council Member Meehlhause stated he would be attending the CPY Luncheon on Tuesday, April
21 along with a Charter Commission meeting later that evening.
Council Member Gunn explained the Mounds View Police Foundation would be holding a
planning meeting on ____________.
Council Member Gunn reported Pinewood Elementary School would be holding a cultural event
on Thursday, April 16 from 5:00 p.m. to 7:00 p.m.
Council Member Gunn stated the City-wide cleanup would be held on Saturday, April 18.
Council Member Gunn indicated a tree planting would be held at Pinewood Elementary on
Wednesday, April 22.
Council Member Gunn reported that the Council would be holding a joint meeting with the Parks,
Recreation and Forestry Commission on Thursday, April 23.
Council Member Gunn indicated the Rotary Club would be holding their gold plate dinner on
Friday, April 24.

Council Member Gunn stated the Community Support Center would be holding their luncheon
fundraiser on Thursday, April 30.
Council Member Smith explained on Saturday, April 4 the Mounds View Festival hosted an Easter
Egg Hunt, which was very well attended. She thanked Connie, all the seniors, volunteers and the
Public Works staff, for their assistance with this event.
Council Member Smith reported on Friday, April 10 she attended a Ramsey County League of
Local Government meeting where the group discussed local responses to evictions and rental
assistance.
Council Member Smith stated on Wednesday, April 15, she would be attending a Metro Cities
meeting.
Council Member Smith indicated she would be attending an aviation festival meeting at the Anoka
County Airport on Thursday, April 16.
Council Member Smith explained the Festival in the Park Committee would be meeting next on
Tuesday, April 21 at 6:30 p.m. at the Public Works Facility.
Council Member Smith indicated she would be attending a St. Paul Autism Safety Forum on
Tuesday, April 21.
Council Member Clark noted the most recent edition of the Mounds View Matters was sent out
last week.
Council Member Clark stated she attended the Parks, Recreation and Forestry Commission
meeting on Thursday, March 26.
Council Member Clark reported Project Ardan would be participating in the Earth Day cleanup
event on Saturday, April 18 at City Hall from 10:00 a.m. to 12:00 p.m.
Council Member Clark explained registrations for youth summer sports was still open online.
Council Member Clark indicated the weekly food distributions were still being held at the
Community Center from 3:00 p.m. to 4:00 p.m. on Sundays. She stated the City needed volunteers
to assist with these events.
Mayor Lindstrom thanked all the volunteers that helped to make the Easter Egg Hunt possible.
Mayor Lindstrom reported he would be attending the Community Engagement Committee on
Thursday, April 16 at the Community Center at 6:00 p.m.
Mayor Lindstrom explained he would be attending a meeting with the school district on Monday,
April 20 to discuss potential future rentals at the Community Center.

Mayor Lindstrom reported the City needed volunteers to assist with the weekly food distributions
noting the City was feeding close to 1,000 people per week.
Mayor Lindstrom stated he was in discussions with Turbo Tim about the City of Mounds View
hosting a car cruise this summer.
Mayor Lindstrom explained that the Community Engagement Committee would be hosting a
movie night at the AMC Theater on April 24 where the new Mario Brothers movie will be
screened. He encouraged those interested in this event to register on Eventbrite.
Mayor Lindstrom reported on Wednesday, April 15 he would be speaking at St. Thomas with law
students regarding his work with the clemency board.
Mayor Lindstrom wished Minnesota Supreme Chief Justice Hudson all the best in her retirement.
Council Member Meehlhause thanked public works staff for all their efforts on cleaning up area
around the Silver View Park disc golf course.
i. Charter Commission Members.
Council Member Meehlhause stated the Charter Commission was a nine board Commission that
was appointed by a Ramsey County judge. He noted there was currently an opening on this
Commission and two residents applied for this opening. He explained when two or more
candidates apply for an opening the Council can make a recommendation to the judge for the
position.
MOTION/SECOND: Meehlhause/Gunn. To recommend Greg Evenson be appointed to the
Mounds View Charter Commission.
Council Member Clark stated she was conflicted with this recommendation because she knew both
candidates personally.
Mayor Lindstrom indicated there would be another vacancy on the Charter Commission in the
near horizon and the other candidate could apply for this opening.

Council Member Smith thanked police and fire personnel for attending the Easter Egg Hunt.
B. Reports of Staff.
Public Works/Parks and Recreation Director Peterson stated the Council would be holding a joint
meeting with the Parks, Recreation and Forestry Commission on Thursday, April 23 to discuss
funding for the 2040 Parks Master Plan.

Public Works/Parks and Recreation Director Peterson was pleased to report registration numbers
for the summer day camp was exceeding last years numbers and the City may have to look into
hiring additional staff members to run this program.
Public Works/Parks and Recreation Director Peterson reported 85 people have already registered
for the City-wide cleanup day.
Public Works/Parks and Recreation Director Peterson reviewed the proposed plans from Ramsey
County for Mounds View Boulevard at Spring Lake Road.
Council Member Clark requested staff speak with Ramsey County about a roundabout at this
intersection. Public Works/Parks and Recreation Director Peterson stated he would speak to the
County regarding this topic.
Mayor Lindstrom indicated he would like staff to speak with Open Gov and to pursue other options
for City purchasing. Public Works/Parks and Recreation Director Peterson indicated he has talked
to other vendors to see what options were available to the City.
Mayor Lindstrom questioned if the City survey should be put on pause at this time. Public
Works/Parks and Recreation Director Peterson stated it was Peter Leatherman and WSB’s
recommendation to delay the community survey until the City holds a meeting with the school
district. He indicated the survey questions could then be refined prior to being sent out to the public
later this spring or early summer. The Council supported this recommendation.
Finance Director Bauman stated utility bills for the first quarter would be mailed out this week.
Finance Director Bauman indicated she should have a draft audit this week and an audit
presentation will be brought to the Council on Monday, May 11.
Assistant City Administrator Beeman stated the Hillview property closed, and the Mounds View
Blvd. property closing was postponed to Friday, April 24.
Assistant City Administrator Beeman explained Dunkin Donuts and Culvers were working on their
lease agreements and plans have not yet been submitted to the City. He commented further on how
businesses would be shuffling within Mounds View Square. It was his understanding the potholes
and upgrades would be made to the parking lot this year.

received their Certificate of Occupancy.

getting closer to submitting plans.
