4. APPROVAL OF AGENDA
A. Monday, May 11, 2026, City Council Agenda.
MOTION/SECOND: Meehlhause/Clark. To Approve the Monday, May 11, 2026, agenda as
amended noting the revised Ordinance for Council Business Item 8B.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. Approval of Minutes: April 27, 2026.
B. Just and Correct Claims.
MOTION/SECOND: Clark/Smith. To Approve the Consent Agenda as presented.

6. SPECIAL ORDER OF BUSINESS
A. LB Carlson 2025 Audit Presentation – Aaron Nielsen, Principal.
Aaron Nielsen, Principal with LB Carlson, presented the 2025 audit to the City Council. He
provided further comment on the financial statement, special purpose report and management
report. He explained the City was meeting its fund balance policy even with the rise in costs over
the past year. He commented further on the summary changes in net position within the enterprise
funds and commended the City for receiving a clean or unmodified opinion for the 2025 audit.

Mayor Lindstrom thanked Mr. Nielsen for his detailed presentation on the 2025 audit.
MOTION/SECOND: Meehlhause/Gunn. To Accept the 2025 Financial Reports and Audit
Results.
Ayes – 5 Nays – 0 Motion carried.
B. National Public Works Week Proclamation (to be read aloud).
Mayor Lindstrom read a proclamation in full for the record declaring May 17 through May 23,
2026 to be National Public Works Week in the City of Mounds View.
C. 2026 MVPD Quarter 1 Report- Police Chief Zender.
Police Chief Zender presented the Council with the first quarter report from the Mounds View
Police Department. He reported this week was National Police Week and he thanked his officers
for serving the community with integrity, professionalism, dedication and bravery on a daily basis.
He remembered and honored those who have given their lives in the line of duty. He provided
further information on the events that occurred in Quarter 1 and thanked all who participated in
the Daddy Daughter Dance and Polar Plunge. He reported he currently had 18 officers and two
CSO’s. He commented on the recent interviews held for the two open positions. He discussed the
life saving awards that were presented to Officer Boscardin, Officer Garcia and Investigator Solz,
noting that these individuals were also recognized at the Minnesota Chiefs of Police Executive
Training Institute. He commented on the missing person case for Hailey Amar that began in
December 2015 and was closed in March of 2025. He presented the calls for service noting his
officers remain active when it comes to traffic and TZD calls. He thanked the City Council for
their investment in the Flock cameras, noting these cameras are proving to be a valuable tool for
the Mounds View Police Department and stated he appreciated the Council’s continued support.
7. PUBLIC COMMENT
Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
City Council during Public Comment.
Vince Meyer, 8380 Spring Lake Road, suggested the City Council consider discussing address
markings on buildings in the community for safety purposes.
Tony Preciado, 8217 Long Lake Road, reported last Saturday he visited El Novillo Alegre and
explained there were so many people at this restaurant that the restrooms could not support the
users. He suggested the City look into this concern because there were too many people at this
restaurant on the weekends. He noted he was not given the correct change back for his bill and
stated he had concerns with the fact the restaurant misrepresented who would be paying the credit
card fees.
Connie Harness, 5511 Quincy Street, expressed concern with her high gas and electric bills from
this past winter. She reported her bills ranged from $700 to $1,100 per month over the past four

months. She asked that the City Council provide comments regarding utility rates at
utilityreform.now.
Luke Edmond, 8407 Spring Lake Road, indicated he read Xcel was changing their billing which
meant the March bill was double because bills were not sent out in February. He questioned if the
number of incidents with school buses was down from last year.
Rebecca Scholl, 2467 Hillview Road, discussed the public utilities and energy bills. She reported
for those residents that are in need, there was assistance available from the public utility providers.
City Administrator Zikmund noted CEE completes home energy audits for residents. He
encouraged Ms. Harness to reach out to the City for further information on these audits.
8. COUNCIL BUSINESS
A. Resolution 10251, Approving the Final Plat and Wetland Buffer Permit for a
Subdivision of 7687 Long Lake Road.
Evan Monson, Stantec, requested the Council approve the final plat and wetland buffer permit for
a subdivision at 7687 Long Lake Road. He discussed the process that has been followed and noted
the applicant was proposing to construct Suite Living Mounds Views which would consist of 32
senior living suites. He commented further on the proposed request and recommended approval
with conditions.
MOTION/SECOND: Meehlhause/Smith. To Waive the Reading and Adopt Resolution 10251,
Approving the Final Plat and Wetland Buffer Permit for a Subdivision of 7687 Long Lake Road.
Ayes – 5 Nays – 0 Motion carried.
B. Introduction and First Reading of Ordinance 1064, Amending the Zoning
Ordinance Regarding Height of Attached Accessory Structures.
Evan Monson, Stantec, requested the Council introduce an ordinance that would amend the zoning
ordinance regarding height of attached accessory structures. He commented on the discussion that
was held at the Planning Commission meeting, reviewed the proposed language within the
ordinance and noted the Planning Commission recommended approval of the proposed ordinance.
Council Member Gunn asked how the proposed room above the garage would be accessed.
Heidi Schroder, 8150 Eastwood Road, explained the space would be accessed through the garage.
She indicated the space would be used by the family as a bonus room.
Council Member Meehlhause requested further comment on why the applicant was requesting an
ordinance amendment versus a variance. Mr. Monson reported that variance requests were
reviewed by the Planning Commission and were not guaranteed to be approved. He stated the
ordinance amendment would allow for the height of the proposed accessory structure to move
forward without requiring a variance.

9. REPORTS
A. Reports of Mayor and Council.
Council Member Smith stated last week she attended an international boating and safety
conference. She noted she also attended the Ramsey County League of Local Government meeting
where the group discussed the elections process.
Council Member Smith commented on Saturday she witnessed veterans, including her dad, receive
a quilt of valor at the Blaine Veterans Memorial.
Council Member Smith reported she toured the cannabis shop in Mounds View earlier today where
she learned a great deal about the safety measures that were in place.
Council Member Smith explained the Festival in the Park Committee would meet next on Tuesday,
May 19.
Council Member Smith indicated she would be participating in Ramsey County water rescue drills
with fire departments next week.
Council Member Smith stated she felt really bad the City did not recognize the announcement of
April 25 through May 3 as being National Firefighter Week. She thanked the SBM Fire
Department for serving the City of Mounds View well.
Council Member Smith reported this week was National Police Week and she thanked Police Chief
Zender and all the police officers for serving the community with professionalism and dedication.
She explained the State’s Peace Officers Memorial Ceremony would be held on Friday, May 15
in St. Paul.
Council Member Clark stated the Mounds View Police Foundation would be meeting on Tuesday,
May 12 at 5:30 p.m.
Council Member Clark commented she participated in the fourth cleanup event at the abatement
property. She thanked all the volunteers who helped at this event.
Council Member Gunn stated she attended the Northeast Youth and Family Services fundraiser
luncheon last week.
Council Member Gunn indicated she and Council Member Meehlhause attended the Irondale High
School scholarship night on behalf of the Mound View Lions.

Council Member Gunn commented on the Tibet Fest that was held at Long Lake Park on Sunday,
May 10.
Council Member Gunn stated the Mounds View Police Foundation would be holding a fundraiser
at the Red Robin on Lexington Avenue on Monday, May 18 from 11:00 a.m. to close.
Council Member Meehlhause reported the Mounds View Lions would be holding their annual
garage sale at Hillview Park on Wednesday, May 13 through Friday, May 15.
Council Member Meehlhause stated the Ramsey County Suburban Law Enforcement Ceremony
would be held on Thursday, May 14.
Council Member Meehlhause commented on Wednesday, May 20 he would be attending a NYFS
Finance Committee meeting.
Council Member Meehlhause explained two weeks ago he and Coon Rapids Mayor Jerry Koch
had to visit Village Bank to open a new account for the convention bureau after a check was
fraudulently cashed for this organization.
Council Member Clark stated she attended the fiesta at El Novilla Alegre on Saturday, May 9.
Mayor Lindstrom thanked everyone who volunteered at the cleanup event over the weekend.
Mayor Lindstrom reported he had to attend an emergency clemency hearing last week and noted
he attended another hearing today.
B. Reports of Staff.
Finance Director Bauman explained the Council approved conduit debt issuance was still moving
forward.
Assistant City Administrator Beeman stated Community Development was working on a FOG
(fats, oils and grease) system. He reported that staff was also working on the vacant property
ordinance and registry system. He indicated Dunkin Donuts completed their lease agreement and
staff was waiting for permits to come forward. He stated it was his understanding Culver’s was
still moving forward. He commented the ownership for AmericInn changed, as did the ownership
for American National Bank, which changed to Associated Bank of Green Bay, Wisconsin. He
stated preliminary meetings are being held for the 2050 Comprehensive Plan and stated staff would
be pursuing grants for this project.
City Administrator Zikmund stated the City received another registration for a cannabis retail shop.
He reported that the City’s attorneys were speaking to the Minnesota Roots attorneys to get the
lease finalized within Mounds View Square.

City Administrator Zikmund explained interviews would be held for the Finance Director position
on Tuesday, May 19.
