RESOLUTION NO 10264 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AUTHORIZING SEPARATION COMPENSATION FOR GAYLE BAUMAN AND APPROVING <br />STATUS CHANGE FROM FULL-TIME TO PART-TIME <br />WHEREAS, Finance Director Gayle Bauman submitted her retirement notice in April 2026, recently <br />Ms. Bauman has agreed to stay onboard as Finance Director working in a part-time capacity of 10 to 20 <br />hours per week; and <br />WHEREAS, a reduction in hours will include the elimination of benefits, except for Minnesota Paid <br />Leave (MNPL). Benefits are for employees who work 30+ hours per week. Ms. Bauman will be offered <br />continuation of benefits (COBRA) and will continue to have Public Employee Retirement Association <br />(PERA) deductions until she retires; and <br />WHEREAS, due to reduced work hours of less than 20 hours per week, Ms. Bauman will no longer <br />receive sick leave, vacation, or holiday accruals. She will be eligible for Employee Sick and Safety Time <br />(ESST). ESST accrues at one hour for every 30 hours worked; and <br />WHEREAS, in accordance with Section 2.11 of the City of Mounds View Personnel Manual, non- <br />union exempt employees upon separation from the City, who have completed two (2) or more years of <br />service and leave in good standing, shall contribute 100% of accrued vacation compensation to the <br />Retirement Health Savings Plan (RHSP); and <br />WHEREAS, in accordance with the City of Mounds View Personnel Manual, employees who have <br />completed two (2) or more years of service and leave the City in good standing shall contribute their eligible <br />sick leave hours, converted at the rate of 50%, to their RHSP; and <br />WHEREAS, Ms. Bauman has estimated current leave balances of 325.82 hours vacation and <br />243.55 hours sick time (50% = 121.78 hours); and <br />WHEREAS, the HR Committee supports and appreciates Ms. Bauman in her dedication to the City <br />and her willingness to remain onboard in a part-time capacity to assist the Finance Department, and then <br />train the incoming Finance Director. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council approves separation <br />compensation to Ms. Gayle Bauman consistent with the Personnel Manual as follows: <br />Hours <br />Hourly rate <br />Payout <br />Vacation Hours <br />325.82 <br />$84.07 <br />$27,391.69 Into RHSP <br />50% Sick Leave <br />243.55/2=121.78 <br />121.78 <br />$84.07 <br />$10,238.05 Into RHSP <br />Total Estimated Separation Compensation: <br />$37,629.74 Into RHSP <br />ATTE ST: <br />Adoptedtj�s 8t" day of June <br />z LmdStrom, Mayor <br />Nyle cmu , Uty Administrator <br />The Mounds View Vision <br />A Thriving Desirable Conmwnity <br />
