7. STAFF REPORTS
A. Parks and Recreation — Thomas: See report in meeting packet. Year in review. Over 4500
people attended community events in 2025!
B. Public Works — Szurek: See report in meeting packet. Ice rink maintenance and flooding is
happening as weather permits/demands. Buckthorn and dead fall removal are still
happening. Tree sale: trees are able to be ordered starting February 1st. The website will
provide information like maintenance and maximum growth about all the trees available.
The community center will also be able to take orders in person.
City hall park: there has been resident calls asking about the heat tape for the splash pad -
concerned that there is a wasting of resources. The heat tape is to make sure the splash
pad pipes do not freeze.
Ice rink: evening hours 4-8, Saturdays, Sundays and school release are 12-8. Policy: below
0 degrees or -10 degrees windchill the warming house will be closed.
8. UNFINISHED BUSINESS
A. Cricket field use review- Thomas- Szurek: Cricket field: questions of installing turf in part of
current baseball/softball field and if it would affect other sports. The city of Bloomington
does have turf for cricket in part of a field- but it is in a youth field in the outfield and does
not interfere with the other use. The cricket group specifically asked for Silver View Park
because they want two fields for tournaments. The cricket use as it has happened currently
is causing damage to the field. Two different cricket groups have been using the fields- one
group has been more comfortable with using temporary mats, but would like storage for the
portable mats as they are big (over 10 feet) and heavy.
Question on storage for both IBL (or other baseball group) for pitching mounds and cricket
players for portable cricket mat. Question on whether portable cricket mat prevents
damage.
Going forward, rental policy to require cricket mat.
Based on how a permanent mat would affect other use, no interest in having a permanent
mat installed.
9. NEW BUSINESS
A. Greenfield Trail — Condition, maintenance, winter snow removal discission — Peterson:
Citizens have reached out about the condition and ongoing maintenance of Greenfield
Trail. On researching the Trail it was discovered that some of the parcels with the trail on it
are owned by the state. The city doesn't have the rights to do anything on the land until the
state provides permission or otherwise works out an agreement with the city. Ideally the city
will get clean title to the land currently technically owned by the state. The city also never
applied for a permit to put the trail in. The trail also overlaps with a ditch that is owned by
Rice Creek. Rice Creek is looking at removing the trees and in 2027 getting the area back
to its original profile. There are a number of trees that will need to come out. The city
applied for a grant for relief for restoration of the area and was awarded $146,200, The
grant will help pay for that and help two staff members become forestry certified, and will
pay for planting trees. Snow removal: Snow removal has never been done by the city for
the trail. Per both the City attorney and City Insurance policy: council will have to make a
determination on whether it wants to take on snow removal, but if the city decides to start
plowing the trail it would have to remain consistent.
The current trail has a bridge- which is an obstacle for maintenance. Both the city and Rice
creek would like to get the bridge out to help with both drainage and maintenance.
Resident comments
Jim Schlotterback 8265 Eastwood Road: has been enjoying the trail since the late 90s.
The trail was historically more dry. During COVID pandemic there was a massive uptick in
use. Feels fortunate to have that greenspace, and it's a great place to go to be in nature
within the city. More winter traffic has happened in recent years. Reports about a dozen
people Schlotterback consistently sees on daily trail use. Concerns: low spots that have
become more wet. Would like the snow to be removed in winter.
Dan Manthei 7906 Greenfield Ave: has been using the trail since 1985. Would like the trail
to be maintained year round so it can continue to be used.
Greg Bolander 2356 Sherwood Road: Has been plowing the trial and would like to keep
plowing it
Costs to do snow removal: fuel and man hours. With gravel the initial plows are time
consuming.
When plowing: considerations: hazard if a piece of equipment falls off the trail. If the city is
not going to be plowed- recommendations for sign/posting that it is not maintained.
Looking for recommendation for both maintaining the trail and snow removal. Trail was not
part of the master plan.
Motion to support the maintenance of the Greenfield Trail by Wake Wiesner. Bosneag II
second. Motion passes 6-0.
B. Lakeside Park (three commissioners needed) — Peterson
Staff met with Spring Lake Park to discuss improvements to Lakeside Park. SLP is looking
to get the subcommittee back in place, which has three commissioners from each city.
Looking for three volunteers from the commission to join subcommittee. Thank you to
Bankston, Bosneag II, and Lundberg for volunteering. Thank you to Arel for offering to be
the back-up volunteer.
10. COMMISSIONER REPORTS
Lundberg: Thankful for the volunteers in the community- at the elementary school and with
food drives in the city.
Bosneag II: agrees with Lundberg.
Wake Weisner: thank you to Cindy Palm for her many years on the committee. The community
center afterschool program has been great.
Arel: GOALS committee: (committee focused on finding meets on Feb. 31d and March 3rd and
will come before the PRFC on March 26th. And on April 231 will meet with council to submit
findings.
Former Commissioner Palm will be recognized at upcoming council meeting for all years of
service.
Mills: Will Mounds View be considering signs in park parking lots limiting the use of the park
parking lots. Per Peterson- will be considered at next council meeting.

The following is a synopsis of recent activities and events of the Public Works Department.

Parks Maintenance

• Building and grounds: painting, cabinet installations and shop building repairs.

RE: Funding for the Park System Master Plan
Discumion/ Background
The City Council Approved Resolution 10129 accepting the 2040 Park System Master Plan
as presented by WSI3.
Additionally, at the July 7, 2025, City Council Work Session, direction was given to create
an Advisory Committee to the Parks, & Recreation & Forestry Commission.
This Advisory Committee would research funding options for implementing the 2040 Park
System Master Plan, to include a local levy, bonding, grants, local sales tax as well as other
options.
Staffdeveloped the name for this Committee as GOAL PARKs (General Obligation and
Levy)
The Council requested that the Committee have a representative, from each neighborhood
located by the following Parks:
1) Groveland 2) Greenfield 3) Woodcrest4) Hill•yiew
5) Hillview 6) Lambert 7) Silver View 8) Wood Crest
9) City Hall
With the addition of (2) Park and Recreation and Forestry Commission Members - one
being the Chair of the Parks and Recreation and Forestry Commission.
Included also in the Committee is the Director of Public Works/Parks and Recreation, and
the City Administrator.
The Committee met over the last several months, reviewing the 2040 park system plan,
touring the community center, reviewing the general Parks and Recreation operating budget
and well as the Capital improvement Plan for the Park system.
Parks and Facilities
The Committee discussed the number of Parks and facilities within the City of Mounds View
to determine if any of the parks and or facilities should be eliminated; their recommendation
is to retain the current number of Parks and facilities.

Key Points from the Committee:
Committee members see firsthand hove parks are being used in their neighborhoods.
They see the value as people of all ages, abilities and backgrounds use these spaces to
enjoy nature, exercise, exploro, recreate and gather. They also see opportunities to
improve existing parks and facilities.
Committee members believe investing in the park system is investing in Mounds View's
identity. The parks, along with the school district, are consistently at the top of survey
responses for what attracts and keeps residents. The committee believes dedicating
resources to parks and facilities is required' to keep Mounds View an attractive place to
live, visit, and support business.
The Cammittee recognizes there is a financial burden to taxpayers as recommended in
potential bond, levy, and/or other funding options. The Committee believes the value of a
high -quality parks system matches or exceeds this burden by improving community well-
being, health, safety, connectedness and enjoyment. They also note costs will only
continue to increase, so investments now will' see a stronger return.
cr Recommendations reflect the Committee's desire to establish new, sustainable income
streams to fund parks and facilities for the next generation, while meeting the needs of
current residents. They recognize Mounds View is diverse and want to see signature
projects and ongoing investments reach the entire community.
Funding Options
The GOAL PARKs Committee is recommending the folloliving, funding options:
1) l oc ude in ballot, a voter approved bend referendum for $15420 million
2) Charter Commission to consider a .5% to1 % levy, adoptedin the Charter for
future park improvements
3) Explore, the Sales Tarot option
4�, to search and apply for Grant funding,
5) The City continues to have discussions with ISD 621 on future partnership and:
programs
6) The City explores Community Built Projects
7) The City to consider using cannabis rev
8) enue on a short-term basis for either projects or bond/levy reductions
Staff and the GOAL Parks Committee is requesting the Commission review the material
and provide input/direction.

The City of Mounds View has many responsibilities to include efficiently operating and
managing the entire Park system. The Park system includes 11' Parks with over 123 acres of
ground's, 9 basketball courts, 2 tennis courts, 11 playgrounds, 4 park buildings, 5 soccer fields,
7 ball fields, a disc golf course plus numerous other park infrastructure and amenities.
The City Council approved Resolution 9891 regarding the proposal from WSB for a Park
System Master Plan on March 11, 2024.
Key Implementation Strategies for the Plan include:
1) Raise Community Awareness
2) Make Meaningful and 1.1ciiceable Improvements
3) Balance Improvements in Aliments with needs
The Plan includes the following implementation strategies:
1) Health and Safety
2) Destination Parks and Revenue Generation
3) Balanced and Equitable Recreation
4) Deferred / Phased Improvements
The Parks and Recreation and Forestry Commission reviewed the Draft Plan at their June 26,
2025 meeting, and recommended the Draft plan be presented to the City Council for
consideration of approval.
The City Council reviewed the Draft Plan at the July 7, 2025, Work Session.

Coach communicated very well, they was very quick to address the needs of the players (e.g. needed a shoe tied, got
hurt, etc.), and modeled good sportsmanship as well as great coaching.

Comments:
• Coach encouraged and supported every kid, regardless of ability or skill. Coach taught the kids lessons that went
beyond just soccer, like doing well in school, and age -appropriate discipline. Coach encouraged hard work but made it
fun. Coach was always right there with the kids running, doing drills, and encouraging every single kid. Coach was
great at finding something positive to highlight for every kid during the games. They also got to know the parents and
encouraged us all to participate.
• The coach encouraged all the kids and was patient with them. They made practices fun and was always on the field
running with the kids during the practices.

• They have coached for many years for the Mounds View soccer league. Coach is always making the time to go above
and beyond the call of duty for a volunteer coach.
• Coach includes all kids regardless of ability and encourages them to include all. It's obvious he's spent time year over
year with kids who have been consistently part of the program, but our kiddo, who has only been involved only this
season, has made friends quickly. That has a lot to do with the coach and what they encourage. He's supportive, runs
efficient drills, and the kids are having fun and look forward to coming.

Very patient with the kiddos and took his time to help them learn the game of soccer! Coach wanted the best for each
and every player! Coach made sure everyone got an opportunity to reach their full potential! It was awesome
watching they as one of the parents! My son had an amazing experience for his first time ever playing on a team
sport.

• Coach has coached 2 of my kids now and they are awesome! Coach makes practice fun and is very kind and has great
knowledge of the game and teaches kids to have great sportsmanship. Coach communicates well through email and
text. They sacrifices a lot to volunteer coach and it does not go unnoticed by myself and my family!

• Coach is so good with the kiddos. It's all about lifting them up and making sure they are having fun! They are great at
it!
• Coach has a great attitude, and it is clear he enjoys coaching young kids. Coach listens to the children and provides a
lot of positive reinforcement. They made the game fun for my children.

Comments:
A Coach has been a fantastic coach for 2 years. Coach is incredibly communicative and very good with including all the
kids in play. Coach offers helpful tips about baseball tips and is incredibly encouraging. My son is pretty shy, and
sensitive and Coach was just what he needed. Coach is so gentle and kind with my son and he has grown to love T-ball
because of it! Thanks Coach!
