RESOLUTION 10268 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />ACCEPTANCE OF THE GENERAL OBLIGATION BOND PROCEEDS, GRANT <br />AGREEMENT FOR THE 2023 SANITARY SEWER IMPROVEMENT PROJECT <br />WHEREAS, the Minnesota State Legislature has appropriated $5,000,000.00 in <br />general obligation bond funds for grants to municipalities to reduce Inflow and Infiltration (1&1) <br />in their public system infrastructure; and <br />WHEREAS, the Metropolitan Council Environmental Services (MCES) was identified <br />as the 2023 Municipal Inflow and Infiltration Grant Program (the Program) administrator; and <br />WHEREAS, the MCES has identified the City of Mounds View as one of many metro <br />cities having excessive quantities of stormwater and groundwater, commonly referred to as <br />I&I, entering the public sanitary system; and <br />WHEREAS, to facilitate I&I reduction, the MCES is distributing the available funding <br />based on sliding scale of dollars spend and the numbers of Cities participating in the program <br />until the total of $5,000,000.00 has been expended; and <br />WHEREAS, the Public Works Department has identified public sanitary sewer system <br />components requiring rehabilitation to minimize or eliminate excessive I&I. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br />View, Ramsey County, Minnesota as follows: <br />The City Council Acceptance of the General Obligation Bond Agreement - SG-21299 Bond <br />and proceeds of $223,449.00 for the MCES 2023 Municipal Inflow and Infiltration Grant <br />Program. <br />2.
