RESOLUTION 10271 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING A TEMPORARY ON -SALE INTOXICATING <br />LIQUOR LICENSE FOR THE FESTIVAL IN THE PARK OF MOUNDS VIEW <br />TO ALLOW MOE'S AMERICAN GRILL TO SELL AND SERVE <br />LIQUOR DURING THE 2026 FESTIVAL IN THE PARK <br />WHEREAS, the Mounds View City Code permits the issuance of Temporary On - <br />Sale Intoxicating Liquor Licenses to a club, charitable, religious, or non-profit organization <br />for a period not to exceed three consecutive days; and <br />WHEREAS, Festival in the Park of Mounds View, a non-profit organization, has <br />requested authorization for Moe's American Grill, located at 2400 Mounds View <br />Boulevard, Mounds View, Minnesota, to sell and serve alcoholic beverages during the <br />Mounds View Festival in the Park; and <br />WHEREAS, Festival in the Park of Mounds View has approved Moe's American <br />Grill to provide alcoholic beverage service at the event, contingent upon City Council <br />approval of a Temporary On -Sale Intoxicating Liquor License; and <br />WHEREAS, all required application materials, including forms, insurance documentation, <br />and fees, have been submitted to the City. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council <br />hereby approves a Temporary On -Sale Intoxicating Liquor License for Festival in the Park <br />of Mounds View, authorizing Moe's American Grill to sell and serve alcoholic beverages <br />during the Mounds View Festival in the Park at Silver View Park on Saturday, August 22, <br />2026. <br />BE IT FURTHER RESOLVED that this temporary license is conditioned upon <br />Moe's American Grill serving only wine, beer, and hard seltzers, and expressly prohibits <br />the sale or service of hard liquor. <br />BE IT FINALLY RESOLVED that any violation of these license conditions shall <br />result in law enforcement terminating alcoholic beverage service operations for the <br />remainder of the event. <br />Adopted on this 13th day of July, 2026. <br />Z dh Li dstrom, Mayor <br />ATTEST: <br />(SEAT,) Nyle Ymid, City Administrator <br />The ,Niounds View Vision <br />A Thriving Desirable Coninumity, <br />
